Antigua and Barbuda Reparation<br />
Support Commission<br />
noted that while it does not<br />
recognize the accession to<br />
special privileges of anyone<br />
simply on the nature of his<br />
or her birth, it however welcomed<br />
him as a representative<br />
of the governance of the<br />
United Kingdom.<br />

Dorbrene O’Marde the<br />
letter described Britain as ‘a<br />
country with which we have<br />
had a four hundred year relationships<br />
– alas – categorized<br />
by the enslavement<br />
and colonial domination of<br />
our ancestors’.<br />
O’Marde called on the<br />
Prince take some time to<br />
explore with the people of<br />
Antigua and Barbuda the<br />
legacies of slavery and colonialism<br />
that continue to<br />
thwart ‘our efforts at sustainable<br />
economic development<br />
and the psychological and<br />
cultural rehabilitation of our<br />
people’.<br />
The ABRSC chairman<br />
noted that in January of this<br />
year, the Prime Minister of<br />
Barbados, acting in his role<br />
as Chairman of the <strong>Caribbean</strong><br />
Community (CAR-<br />
ICOM) Prime Ministerial<br />
Sub-Committee on Reparations,<br />
invited former British<br />
Prime Minister, David Cameron<br />
and his Government to<br />
meet with CARICOM ‘in<br />
order to discuss how best<br />
we may amicably exchange<br />
views on reparations with<br />
the framework established<br />
by the United Nations. That<br />
framework called on the developed<br />
world to ‘acknowledge<br />
and profoundly regret<br />
‘the untold suffering and<br />
evils inflicted on millions of<br />
men, women and children as<br />
a result of slavery, the slave<br />
trade, the transatlantic slave<br />
trade, colonialism, apart-<br />

to the Holocaust; declaring<br />
there was need to preserve<br />
its memory for generations.<br />
“We simply ask the question<br />
‘are African people and<br />
their descendants in the <strong>Caribbean</strong><br />
not worthy of the<br />
dignity expressed through<br />
reparations to Israelis/Jews,<br />
Japanese Americans, Native<br />
American Indians, The Allies<br />
of World War ll, Polish<br />
slave laborers, The Canadian<br />
Eskimos, the Australian Aborigines,<br />
the New Zealand<br />
Maoris and a host of others<br />
who have been compensated<br />
for crimes committed<br />
against them?” he wrote.<br />
The Antigua and Barbuda<br />
Reparations Support<br />
Commission (ABRSC)<br />
highlights the fact that the<br />
African is the only wronged<br />
race that has not received<br />
even an apology from those<br />
who committed the most<br />
brutal crimes against us. We<br />
hold that Reparation is not<br />
only about compensation for<br />
lost labour. The injury to Africa<br />
and African peoples was<br />
the comprehensive destruction<br />
of human lives, human<br />
cultures and human possibilities.

Harry has concluded his visit<br />
to Antigua and Barbuda.<br />
Before bidding farewell to<br />
our lovely twin island state,<br />
which was the first stop in<br />
his visit to the <strong>Caribbean</strong> to<br />
commemorate the Independence<br />
celebrations of Antigua<br />
and Barbuda, Barbados<br />
and Dominica as well as the<br />
celebration of the Queen’s<br />
90th birthday.<br />
The 3-day visit that introduced<br />
the prince to <strong>Caribbean</strong><br />
hospitality, was<br />
concluded with the prince’s<br />
presence at the dedication<br />
to The Queen’s Commonwealth<br />
Canopy and Arbour<br />
Day Fair at the Queen Victoria<br />
Park Botanical Gardens.<br />
The fair is an annual<br />

fair, he was introduced to<br />
representatives from various<br />
organizations such as<br />
including Victory Centre,<br />
the Antigua and Barbuda<br />
Horticultural Society, the<br />

Stakeholders meet to discuss<br />
mental health among the youth<br />

The Ministry of Social Transformation<br />
and Human Resource Development<br />
is hosting a four day working<br />
with emphasis on training for risk<br />
assessment and mental health screening<br />
in juvenile justice programmes in<br />
Antigua and Barbuda.<br />
The opening ceremony took<br />
place on Tuesday at the Jolly Beach<br />
Resort and Spa and was widely attended<br />
by a number of key individuals<br />
who will also be participating in<br />
the sessions.<br />
Acting Permanent Secretary within<br />
the Ministry, Stacey Greg-Paige,<br />
welcomed the participants and expressed<br />
the hope that the knowledge<br />
garnered will be put to good use.<br />
“I do hope that the information<br />
that you learn here will better equip<br />
you for the tools to understand and<br />
assist our youth as we as a nation<br />
strengthen our capacity to handle<br />
mental health issues among our<br />
youth”, she noted.<br />
Also addressing the gathering was<br />
Chairperson of the Juvenile Justice<br />
Reform Steering Committee, Sharon<br />
Peters, who described the workshop<br />
as timely and very important.<br />
“Mental health awareness reduces<br />
the stigma and increases help seeking<br />
behaviour.<br />
“This workshop comes at an opportune<br />
time and will provide the<br />
participants with the tools for the<br />
necessary screenings.<br />
“Mental health screening provides<br />
a quick, confidential and effective<br />
way to recognize individuals who are<br />
at risk for treatable mental health disorder”,<br />
Peters indicated.<br />
She added that the manual for the<br />
risk assessment and mental health<br />
screening is one that has many benefits<br />
for the OECS/USAID Juvenile<br />
Justice Project.<br />
Peters also commended the Ministry<br />
of Transformation and Human<br />
Resource Development for embarking<br />
on the important training session.<br />
Minister of Transformation and<br />
Human Resource Development, the<br />
Hon. Samantha Marshall, is very<br />
happy that the workshop is taking<br />
place and looks forward to the results<br />
that will come as a result of the information<br />
shared.<br />
“This training for risk assessment<br />
and mental health screening is very<br />
timely and this is just one aspect of it.<br />
“We also need to ensure that the<br />
Ministry of Health is fully on board<br />
to give the necessary support for our<br />
young people in the 12-17 age category.<br />
“There are many reasons why<br />
children may develop these problems<br />
and we need to help”, she emphasized.<br />
The training is being facilitated<br />
by Alethea Byers, Master Trainer for<br />
the OECS Risk Assessment and Mental<br />
Health Screening.<br />

marks a historical moment<br />
for Latin America and the<br />
<strong>Caribbean</strong> Region, with<br />
the Chinese President Xi<br />
Jinping paying state visit<br />
to three Latin American<br />
countries, Ecuador, Peru<br />
and Chile while attending<br />
the 24th APEC Economic<br />
Leaders’ Summit.<br />
The first China Latin<br />
America and <strong>Caribbean</strong><br />
Media Summit in an event<br />
of pioneering significance.<br />
It marks the primary establishment<br />
of a high-level<br />
media dialogue mechanism<br />
between China Latin America<br />
and the <strong>Caribbean</strong> and<br />
leads media exchange and<br />
cooperation into a new age.<br />
It was discussed that Media<br />
should clearly report on<br />
investment policies, market<br />
demands and interest,<br />
deliver more comprehensive,<br />
specific and friendly<br />
information for each other;<br />
media should set the tone<br />
of sincerity, friendliness,<br />

for China Latin America<br />

Local police force credited for<br />
Ghonim’s capture, conviction<br />

Local police have expressed<br />
satisfaction with<br />
their role in the capture and<br />
eventual conviction of former<br />
business man, Morrad<br />
Ghonim, who was convicted<br />
of first degree murder in the<br />
United States on Monday.<br />
Ghonim operated the<br />
popular Ayoushie’s Department<br />
store on Corn Alley<br />
and Redcliffe Street before<br />
he was arrested and extradited<br />
to the United States to<br />
stand trial back in 2015.<br />
He faces life in prison<br />
without the possibility of parole<br />
when he comes up for<br />
sentencing on December 19.<br />
He was charged with<br />
the 1992 murder of his first<br />
wife, Victoria Ghonim, a<br />
crime that took place in the<br />
Los Angeles area. She was<br />
17 years old at the time of<br />
her death, while Ghonim<br />
was 19.<br />
Reports from Los Angeles<br />
said the prosecutors<br />
outlined to the court that<br />
Ghonim planned his wife’s<br />
death by paying a local drug<br />
Major road-works to<br />
commence in 2017<br />

Following months of intense negotiations<br />
between the government and the <strong>Caribbean</strong><br />
Development Bank, representing<br />
the British government, a timetable for the<br />
start of long-awaited road-works has been<br />
released.<br />
According to a release from the Ministry<br />
of Works May, 2017, is the time set for<br />
the selected contractor to commence work<br />
on the road rehabilitation project.<br />
The project is being financed through a<br />
grant made available by the U.K government<br />
channeled through the CDB. Antigua<br />
and Barbuda and the CDB signed the agreement<br />
for the financing of the project earlier<br />
this month.<br />
“Despite the setbacks leading up to the<br />
signing of the agreement, I am very pleased<br />
that Antigua and Barbuda was able to secure<br />
the grant funding being made available<br />
to developing states like ours by the United<br />
Kingdom,” Minister of Works, Eustace<br />
Lake said<br />
The minister said based on the recommendations<br />
and outcomes of the recently<br />
concluded feasibility study, the Government<br />
took a decision to commence work on<br />
two of eight major roads that were assessed<br />
based on the priority areas.<br />
He added that the focus of this project<br />
is on the social and economic viability of<br />
the nation.<br />
“I wish to commend the local team<br />
which comprises of representatives of the<br />
Ministry of Works and Housing and the<br />
Ministry of Finance and Corporate Governance<br />
for their work in getting us to this<br />
phase. Local and foreign resources will be<br />
utilized to see the full implementation of<br />
the multi-million dollar road project for the<br />
state,” the Minister added.<br />
Project Coordinator Dennis Cudjoe<br />
has identified the major roads that will be<br />
targeted through the project. “The GOAB<br />
considered the top priorities presented by<br />
the consultants and it was decided that Sir<br />
George Walter Hwy formally called Airport<br />
Road and Friars Hill Road will undergo<br />
complete rehabilitation work,” he revealed.<br />
He described the next step as the awarding<br />
of contracts to successful bidders. Work<br />
on the project could last as much as two<br />
years.<br />

Based on Martinez’s testimony,<br />
Ghonim was extradited<br />
from Antigua to stand<br />
trial and on Monday the jury<br />
returned a verdict of guilty.<br />
Police Commissioner,<br />
Wendel Robinson said he is<br />
pleased to have been able to<br />
work along with US Authorities<br />
to bring the fugitive,<br />
Ghonim, to justice.<br />
He said, as commissioner,<br />
he was singled out for<br />
commendation from the US<br />
Ambassador to the Eastern<br />
<strong>Caribbean</strong>, Larry Palmer, for<br />
his role in the capture and<br />
extradition of Ghonim to<br />
face his day in court in the<br />
US.

Barbuda secures UK grant funding<br />
The Government of Antigua<br />
and Barbuda (GOAB)<br />
has made good on securing<br />
grant financing from the <strong>Caribbean</strong><br />
Development Bank<br />
(CDB) – United Kingdom<br />
<strong>Caribbean</strong> Infrastructure<br />
Partnership Fund to cover<br />
the cost of construction<br />
aimed at improving the twin<br />
island’s road network.<br />
On Monday in Barbados,<br />
Representatives of the Government<br />
of Antigua and Barbuda<br />
the Attorney General<br />
Hon. Stedroy Benjamin and<br />
the Principles of the CDB<br />
were signatories to the grant<br />
funding contract that makes<br />
way for Antigua and Barbuda<br />
to access the funds effective<br />
Tuesday 15 th <strong>November</strong><br />
<strong>2016</strong>.<br />
As early as May next year<br />
(2017) the selected contractor<br />
will commence work as<br />
part of the Road Rehabilitation<br />
and Infrastructural Capacity<br />
Building framework.<br />
The Minister of Works<br />
and Housing Hon. Eustace<br />
Lake was present at the signing<br />
ceremony. He said:<br />

the signing of the Grant<br />
Agreement is Director of<br />
Works and Housing, Lucine<br />
Hanley:<br />
“It is a proud moment for<br />
the Government and People<br />
of Antigua and Barbuda. The<br />
signing of the United Kingdom<br />
<strong>Caribbean</strong> Infrastructure<br />
grant for road works<br />
locally means that the Ministry<br />
of Works and Housing<br />
has been able to meet compliance<br />
procedures of the<br />
CDB to secure the funding<br />
even against certain constraints<br />
and limitations.<br />
The next phase is identifying<br />
the major issues that<br />
will be involved with the<br />
implementation of the project<br />
namely: Land acquisition<br />
and dealing with potential<br />
displacements. The Director<br />
concluded.

Local designers participate<br />
in Guyana Fashion Week<br />
Guyana Fashion Week came to a<br />
spectacular close after one week of<br />
constant activities, all designed to upgrade<br />
the the status and scope of the<br />
burgeoning fashion industry in Guyana,<br />
primarily and within the region,<br />
holistically.<br />
Over the weekend, Guyana witnessed<br />
three amazing fashion showcases<br />
at the Savannah Suite, Pegasus<br />
Hotel Guyana.<br />
The shows featured designer collections<br />
from local regional and international<br />
clothing brands.<br />
The first runway presentation<br />
highlighted a select group of aspiring<br />
designers together with a line-up of<br />
up and coming models, in a production<br />
called ‘the new guard’.<br />
Winners of the male and female<br />
model category, respectively, were<br />
Kenny Hercules and Candacy Subrattie.<br />
The winner of the aspiring designer<br />
award was Linden native, Setra<br />
Oselmo with a highly creative showing<br />
utilizing hair to create spectacular<br />
costume art.<br />
The other seven aspiring designers<br />
brought interesting story lines to<br />
impact on their collections, rendering<br />
unique Guyanese style on their creative<br />
showings. Candacy Mc Clean,<br />
Abeni Sullivan, Tandica Favourite,<br />
Stephen Validum, Mark Junor, Audrey<br />
Callendar, Shevaun Abel shared<br />
the spotlight on that Saturday afternoon<br />
showcase of fresh New world<br />
style. Walter Greene, US based, Guyanese<br />
style connoisseur and fashion<br />
editor par excellence commented on<br />
the cutting-edge, pushing-the-envelope<br />
contributions of our creative nationals.<br />
There was an Antiguan contingent<br />
comprising of three new brands, developing<br />
in the tiny nation. All the designers<br />
emerging out of a programme<br />
coordinated by Vanda Neale Gardner,<br />
under the Antigua Barbuda Festivals<br />
Commission, whose creative consultant<br />
is none other than, the <strong>Caribbean</strong><br />
fashion guru, Richard Young. Based<br />
on the vision of the Honourable E.<br />
P. Chet Greene, Minister of Trade,<br />
Commerce and Industry, Sports, Culture<br />
and National Festivals of Antigua<br />
and Barbuda, Mr Young has facilitated<br />
this intra-regional interface<br />
to promote the <strong>Caribbean</strong> aesthetic as<br />
a brand, in spite of its multi-faceted<br />
nuances.<br />
He believes in a collective signature<br />
trademark for the region’s style<br />
offerings and his mission supports<br />
the overarching principles of Minister<br />
Greene, whose mandate is to<br />
advance the creative industries, empower<br />
youth initiatives and integrate<br />
regional trade.<br />
Kareem Simon of the Jsimon label,<br />
presented his Jsimon Bridal and<br />
Couture and was touted as a budding<br />
<strong>Caribbean</strong> Marchesa. Kareem Blucher<br />
and Krystal Benjamin of KB squared<br />
showcased their ‘Chance’ collection,<br />
with an eclectic range of scintillating,<br />
modern silhouettes and Shirrine Gillon<br />
of Rainbow Expressions expatiated<br />
with her afrocentric regal <strong>Caribbean</strong><br />
couture, Dreamcatcher.<br />
The designers were elated to participate<br />
in this merchandizing platform,<br />
beyond the boundaries of Antigua<br />
and Barbuda. And boy, were they<br />
well received. The collections were a<br />
hit!<br />
Other seasoned designers Sonia<br />
Noel, CEO of Guyana Fashion Week<br />
presented nubian renaissance a<br />
Neo-African twist on her traditional<br />
architectural lattacing.<br />
Tracy Douglas’ modern tie dyes<br />
in deep pigments of forest life were<br />
a telling signature expression of her<br />
tribal influence.<br />
Nelsion Nurse brought a menswear<br />
collection, metamorphosis,<br />
showcasing red, black and white<br />
trendy urban-wear<br />
revealing the diverse attitudes of<br />
today’s male. Paula Evans brought<br />
her special trademark hand painted<br />
flora and fauna motifs, walking<br />
on sunshine, on breathing fabrics<br />
and returning Guyanese designers<br />
- Dawn Vanrossum, Antiguan resident,<br />
showed curvaceous couture in<br />
high-grade linens, in captivating hues<br />
and Stacy Angoy’s afrocentric resort<br />
wear was a compelling favourite of<br />
the event.<br />
Creative director, <strong>Caribbean</strong> fashion<br />
guru, Richard young, says that the<br />
second longest fashion festival in the<br />
region is indeed proving its mettle.<br />
“With a nine day event schedule<br />
that was successful, in terms of attendance<br />
and promotional reach, we<br />
commemorated Guyana’s 50th Independence<br />
anniversary celebrations,<br />
with amazing aplomb and incredible<br />

was missed because of insularity,<br />
a culture of non-cooperation<br />
