significant economic benefits.<br />

44. Ernst and Young estimates that s<strong>in</strong>ce 2006, FDI <strong>in</strong> Scotland has created 40,000 jobs.<br />

In 2015, Scotland attracted a record 119 FDI projects, a 51% <strong>in</strong>crease on the<br />

previous year, compared with a 20% <strong>in</strong>crease UK-wide. 22 Almost 80% of such<br />

<strong>in</strong>vestors say that be<strong>in</strong>g with<strong>in</strong> the <strong>Europe</strong>an S<strong>in</strong>gle Market was an important factor<br />

<strong>in</strong> their decision 23 . That presence with<strong>in</strong> the <strong>Europe</strong>an S<strong>in</strong>gle Market anchors<br />

bus<strong>in</strong>esses <strong>in</strong>volved <strong>in</strong> complex <strong>in</strong>tegrated supply cha<strong>in</strong>s, which are a significant<br />

feature of our modern economy, it provides assurances over recognition of<br />

standards, and access to all the benefits which flow from the four freedoms.<br />

45. There are 1,000 EU-owned companies <strong>in</strong> Scotland employ<strong>in</strong>g 127,110 people 24 .<br />

There have been reports that a number of companies are re-evaluat<strong>in</strong>g their<br />

<strong>in</strong>vestments <strong>in</strong> the UK. For others, a “hard Brexit”, by rais<strong>in</strong>g the cost of trade with<br />

the EU, would reduce the return which could be achieved by cont<strong>in</strong>u<strong>in</strong>g to <strong>in</strong>vest <strong>in</strong><br />

their Scottish operations. By reta<strong>in</strong><strong>in</strong>g membership of the <strong>Europe</strong>an S<strong>in</strong>gle Market,<br />

Scotland would cont<strong>in</strong>ue to offer a highly attractive location for <strong>in</strong>ward <strong>in</strong>vestors<br />

seek<strong>in</strong>g to export to the wider EU market. While we are not suggest<strong>in</strong>g Brexit will<br />

result <strong>in</strong> an immediate relocation of FDI <strong>in</strong> Scotland, there are genu<strong>in</strong>e concerns<br />

that Scotland will lose out on future <strong>in</strong>ward <strong>in</strong>vestment as companies re-orientate<br />

their foreign <strong>in</strong>vestment activities. A survey by KPMG 25 has suggested that 76% of<br />

UK CEOs are consider<strong>in</strong>g relocation and the Japanese Government 26 has also<br />

warned about the risks to FDI follow<strong>in</strong>g Brexit.<br />

46. Particular concerns arise with respect to the consequences of s<strong>in</strong>gle market exit for<br />

<strong>Scotland’s</strong> services sector. Exports from the service sector have had <strong>in</strong>creas<strong>in</strong>g<br />

importance <strong>in</strong> terms of their share of <strong>in</strong>ternational exports <strong>in</strong> recent years,<br />

account<strong>in</strong>g for 38% of all exports <strong>in</strong> 2014 compared with 24% <strong>in</strong> 2002. The service<br />

sector now accounts for around 34% of <strong>Scotland’s</strong> EU exports compared to 18% of<br />

total exports to the EU <strong>in</strong> 2002 27 .<br />

47. Trad<strong>in</strong>g <strong>in</strong> services is fundamentally different to trad<strong>in</strong>g <strong>in</strong> goods. Service providers<br />

are not generally affected by tariffs and rules of orig<strong>in</strong> requirements. Instead they<br />

depend broadly on access to markets through:<br />

• y rights to establish operations <strong>in</strong> foreign countries;<br />

• y harmonisation and mutual recognition of rules, regulations and standards; and<br />

• y consistent application and enforcement of these rules.<br />
