between judicial authorities with<strong>in</strong> the EU. Important bodies, such as the <strong>Europe</strong>an<br />

Judicial Network (crim<strong>in</strong>al and civil), which are often used more extensively by<br />

Scotland than the rest of the UK, provide effective and comparatively low-cost<br />

ways of facilitat<strong>in</strong>g mutual legal assistance across <strong>Europe</strong>.<br />

92. Access to EU fund<strong>in</strong>g – particularly the framework programme Horizon 2020 –<br />

is important for our universities. Scotland has a highly esteemed world-class<br />

university sector, with five universities <strong>in</strong> the global top 200 of the Times Higher<br />

Education (THE) World University Rank<strong>in</strong>gs <strong>in</strong> 2016-17. This is more per head of<br />

population than any other country except Luxembourg 48 . S<strong>in</strong>ce 2014, almost<br />

€296 million of fund<strong>in</strong>g has been secured by Scottish organisations from Horizon<br />

2020 49 . In 2014-15 alone, Scottish universities secured £94 million from various EU<br />

sources (<strong>in</strong>clud<strong>in</strong>g EU governments, charities, bus<strong>in</strong>ess and other sources),<br />

represent<strong>in</strong>g 9.4% of their total research <strong>in</strong>come 50 . As important will be the worldlead<strong>in</strong>g,<br />

multi-discipl<strong>in</strong>ary, cross-border collaborations made possible by this<br />

fund<strong>in</strong>g. We have a strong <strong>in</strong>ternational reputation for constructive partnership on<br />

research and development and are determ<strong>in</strong>ed to ensure that cont<strong>in</strong>ues to be the<br />

case.<br />

93. Scotland has a moral and legal obligation to protect our country’s magnificent<br />

natural resources and we rema<strong>in</strong> committed to ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g, protect<strong>in</strong>g and<br />

enhanc<strong>in</strong>g our environment. The environment has been an important EU<br />

competence, that has allowed Scotland to achieve high levels of pollution control<br />

and environmental quality <strong>in</strong> Scotland and help <strong>in</strong>fluence the development of those<br />

standards across <strong>Europe</strong>. A s<strong>in</strong>gle trad<strong>in</strong>g market allows the imposition of high<br />

standards across a wide area, allow<strong>in</strong>g better environmental outcomes that benefit<br />

society as a whole by remov<strong>in</strong>g the pressure to compete <strong>in</strong> tradable sectors by<br />

lower<strong>in</strong>g standards. Although some aspects of EU environmental legislation, such as<br />

the Bath<strong>in</strong>g Water and Birds and Habitats Directives, are not <strong>in</strong>cluded <strong>in</strong> the EEA<br />

agreement, membership of the EEA would require on-go<strong>in</strong>g compliance with many<br />

exist<strong>in</strong>g EU environmental protections. Ma<strong>in</strong>ta<strong>in</strong><strong>in</strong>g, protect<strong>in</strong>g and enhanc<strong>in</strong>g<br />

<strong>Scotland’s</strong> environment will be best achieved through on-go<strong>in</strong>g co-operation at the<br />

<strong>Europe</strong>an and International levels, and ensur<strong>in</strong>g that future trad<strong>in</strong>g arrangements<br />

recognise the mutual ga<strong>in</strong> to nations and their citizens from requir<strong>in</strong>g high<br />

environmental standards.<br />

94. Cont<strong>in</strong>ued partnership on migration policy, beyond the freedom of movement<br />

afforded by the four freedoms, would build on the strong foundations already<br />

developed through the Scottish Government’s approach to the refugee crisis, <strong>in</strong><br />

partnership with other <strong>Europe</strong>an nations. We th<strong>in</strong>k that it is important that the UK<br />

and Scotland fulfil their role as good global citizens <strong>in</strong> l<strong>in</strong>e with <strong>in</strong>ternational<br />

obligations, to engage with <strong>in</strong>ternational partners <strong>in</strong> offer<strong>in</strong>g asylum to those <strong>in</strong> need.<br />
