President Note
It is a matter of immense pleasure for me that Pakistan
Librarians Welfare Organization (PLWO) has
completed its reorganization phase successfully.
Almost all branch councils have been noti ied by the
PLWO-HQ and remaining will be announced very
shortly. The purpose of this organization was to
realign the role of the organization as well as of the
persons associated with it by one or the other way. The success of this
reorganization entirely rests on taking responsibility and developing
sense of ownership among members of different PLWO councils.
Coordination of branch councils and headquarter among themselves is
always detrimental for success or failure. So, it is extremely important to
work as a well gelled team for the success of ourselves and rest of the
professional colleagues at large.
I feel proud that PLWO (FB) along with great support of Read & Write
Pakistan took lead in organizing “Adbi Baithak” at Allama Iqbal Open
University, Islamabad. I congratulate all the team members for holding
and success of this wonderful event.
PLWO (HQ) also conducted a training program at Government College
University for Women Faisalabad. I myself, Mr. Zaheer Ahmad, Secretary
General of PLWO, and Mr. Asif Bilal, Treasurer of PLWO were present
during the event. The role of PLWO, Faisalabad team is really
commendable. They offered wonderful hospitality and made the
program a big success.
In the end of my discourse, I would like to whole heartedly welcome Mr.
Role of Information Professional (Librarian) in 21 Century
Ikram ul Haq
Lecturer/ Librarian: COD, King Saud bin Abdulaziz
University for Health Sciences, KSA
Editor; Pakistan Library and Information Science Journal
Vice President: Pakistan Library Club (IC)
Information Professional
Information (both printed and digital) is regarded as a valuable resource which should be managed like
other resources, and contribute directly to accomplishing organizational goals and objectives. The organized
form of information is called “Knowledge”. Managers and decision makers formulized new strategies and
policies for the development of any country or organization, in the light of information.
The person who acquires, preserve, organize,
retrieve and disseminate, even generate these information is called “Information Professional”, information
providers, information consultants and knowledge managers. These phrases are inter-changeable with the
term “Librarian”.Traditionally librarians have been managing information contains in books, printed
journals or other printed materials, considered
caretakers of the book collection. In 21 Century, libraries turn into information resource centres and
librarians are using modern hi-tech information and communication technologies extensively, so to be called
Information Professional. The responsibilities and role of librarian has not only been changed rather
enhanced. Now information professionals are responsible to organize and run information literacy
programmes for student and faculty to support their curriculum and enhance the research environment.
Wijetunge states, “Information literacy has been de ined as “the ability to identify, locate, evaluate,
organize, and effectively create, use and communicate information to address an issue or a problem.”Higher
Education Commission and university authorities have been providing funds and other resources, HEC Digital
Library, to provide print and online resources to faculty members, students, and researchers. However, there is
a serious need to improve understanding of the most effective way to make these sources accessible and useful.
Ameen writes that “Information professionals are thought to have a key role in helping users to improve their
ability to ind and use information.”
Communication has a great importance in providing better services to users. Librarian communicates the
value of library service to decision makers, staff and users. When he provides information to the user he must
communicate clearly and respectfully with the community. Always Demonstrates active listening skills with
students and faculty in his workplace.
Competencies required for Information Professional.
Information professional should possess a different skills, depending on the organization in which he is
employed.
Ÿ Computer literate, the ability to translate library services into the online medium.
Ÿ Being a team head or library manager or information professional, he should know computer-based
procedures (Library software) being used in his campus, to facilitate practical bibliographical work
and thereby improve the technical ef iciency of a library.
Ÿ Well aware about searching techniques and strategies
Ÿ Familiar with online databases
Ÿ Should know how to evaluate online resources
Ÿ Have knowledge about bibliographic tools, such as Endnote
Ÿ Know how to avoid plagiarism while writing scienti ic paper
Ÿ Have ability to address the information needs of clients (student and faculty)
Ÿ Some soft skills like communication (oral and written) skill, language pro iciency, (having command
to present his thought) and time management to deal the customer quires.
Ÿ Being team head, information profession (librarian) has embodied the professional and
administrative skills in be itting manners.
Ÿ Must exercise a unique set of skills, became an innovative and creative professional.
Role of Information Professional in Degree Awarding Institutes
Libraries play very important role in the degree awarding educational organization. University bears the
responsibility of making sure that their community; students, faculty, researchers, and staff have access to
scholarly work, especially the books, journals, video tutorials and other reference materials that have
relevance to their curricula and academic programme. It is integral part of the duty of information professional
to evaluate, acquire, organize and share information in all formats, print and digital.Information
professional can provide comprehensive research services, utilizing a plenty of online resources through
conducting information literacy sessions. These sessions can change and make the student a lifelong
learner. The effective and ef icient provision of information services, can improve the quality of teaching,
learning and research. Information professionals are committed to deliver reliable, accurate, and up to
date information to their community. Information professional is like market manager, its prime aim to
marketing and promotion of library products e.g., library resources and services. Pakistan Medical and
Dental Council aptly describes the role of information professional in academic setting, “[Information
Professional has to] supervise the library and information services, and provide instruction in accessing
resource(s) to the users.”
Conclusion
The shape of library services and resources has been changing constantly in present digital era. So the
role and responsibilities of librarian rather information professional has also been shifting rapidly since the
st
start of 21 century. The courses of higher education (M.Phil&Ph.D) in library and information sciences
(information management) have been going on fast-track since last decade, resulting bulk of research in
different aspects of library and information science. Khurshid analyzed that 516 articles produced by Pakistan
authors in foreign journals since the inception of Pakistan, out of this 219 articles (60%) have been published
during 2006-2011. Now librarians play their role in effect way after acquiring maximum (M.Phil and Ph.D).
MidrarUllah, in his doctorate research states, that 74% of the medical librarians had been offering information
literacy instructions in their institutes ranging from library orientation to research level skills. He identi ied
that lack of training opportunities and policy were regarding information literacy instructions were the
signi icant barriers.Pakistan Library Association and other sister library organizations are also committed to
create opportunities to train the emerging and seasoned librarians and turned them into information
professional. We need commitment, dedication and sincere devotion to perform our role as information
professional in appropriate manner to create a better image of our profession and in the greater sense, the soft
image of Pakistan in the world.
