A Memorandum of Understanding
(MOU) signed
between the government
of Antigua and Barbuda
and the Republic of Cuba
in September 2016, contributes
to cement further
cooperation in a number of
areas.
The MOU was established
following trade mission
to the Spanish territory
led by Minister of Trade,
Industry, Commerce, Culture
and National Festivals,
the Hon. E.P “Chet”
Greene in June 2016.
Minister Greene has cited
several areas of success
as a result of the agreement
to include aviation, tourism
and culture.
With regard to the latter
area which forms a part of
his Ministerial portfolio,
he said discussions are taking
place which will eventually
facilitate pan experts
from Antigua and Barbuda
travelling to Cuba to conduct
several levels of training.
“We are sending for the
Oasis of the Seas was commissioned.
It is the first ship of the Freedom Class
which is the third largest of the Royal Caribbean
Cruise Lines.
In 2015 the ship was renovated and is
now family friendly.
As the passengers disembarked the ship
smiles were visible on their faces, as the
fresh air and scenery took them captive.
Representatives from the Antigua and
Barbuda Tourism Authority, and the Ministry
of Tourism, the Immigration Department,
the Customs and Excise Division,
Bryson’s Shipping and members of the
Media were on board to welcome the Vessel’s
Captain and crew for the first time.
The Captain of the vessel Captain Espen
applauded Antigua and Barbuda for is
natural beauty, and indicated that the turning
around of the vessel upon entry was
first time experts from Antigua
and Barbuda to Cuba
in the areas of pan.
“A leading pianist will
be sent to Cuba in January
along with a pan builder,
who will provide training
to the Cubans in the structure
of steel band music”,
he explained.
He added that in the
field of Sports, the Cubans
have also expressed an interest
in cricket.
“An Antiguan coach
will be going off to Cuba
to assist with Cricket.
“This will most certainly
increase the pool of
players available for West
Indies Cricket, because as
you know the Cubans are
really competitive”, he
noted.
The MOU will also
make provisions for the
creation of a Performing
Arts School.
Minister Greene said
that talks are at an advance
stage in his regard.
“The teachers will be
on island within the first
quarter of the year along
with experts in the area of
sculpting.
“We wish to expand our
programme in this area and
enhance our tourist attractions.”
He added that there is
a high level of excitement
about this initiative which
will result in the creation
of a Sculpture Park in the
Ottos area.
rather smooth because of the Port’s new
infrastructure.
He further stated that “the other countries
are nice but Antigua is Amazing”.
Nathan Dundas Chairman of the Antigua
& Barbuda Cruise Tourism Association
stated “I’m happy that this vessel is
now calling along with other ships.
“We wanted them for many years now,
but they always had a problem with our
port, because they wanted to ensure they
had proper depth, draft and length of our
pier and is looking forward for the expansion
of the pier.
“We are the first in the Caribbean to
have four berths down town in the city,
and are now looking to accommodate five
or six very soon.
Thanks to the Prime Minister Gaston
Browne and the Minister of Tourism for
all the planning and making this a reality”.

Sexual assault response centre coming soon
By Joanna Paris
In efforts to further assist
victims of sexual assault
and other similarly
related crimes, the Ministry
of Social Transformation
and Human Resource
Development under the
leadership of Minister, the
Hon. Samantha Marshall, is
in the final phase of preparation
for the opening of a
Sexual Assault Response
Centre.
According to Minister
Marshall, the facility will
be opened in the first quarter
of this year.
In the meantime, the Directorate
of Gender Affairs
offers a number of free and
confidential services to the
community, including: victim
advocacy and support,
counselling, referral services
and emergency accommodations.
Minister Marshall has
indicated that these services
may be accessed from the
office on the corner or Nevis
Street & Friendly Alley.
The Directorate is also
available 24/7 via its Crisis
Hotline at 463-5555.
The Social Transformation
Minister also implored
members of the public to
look out for each other in
times of crisis.
“Answer the call to action;
help to organize your
communities towards positive
change. We need not
wait until a new year is ushered
in to become community
champions and change
agents, supporters of our
neighbours and loved ones,
and a people who bring
the end of violence against
women in Antigua and Barbuda”,
she emphasized.
She also further stressed
“stand with us and say
“NOT ONE LESS: WE
WANT TO REMAIN
ALIVE!”, and support the
end of violence against our
women and girls”.
The Expert is independent; the Caribbean is not
Dear Editor:
It is not sophisticated to
talk about God in public affairs.
If, as a token gesture,
He must be mentioned, then
all references to Him should
be politically correct.
I choose to be neither
sophisticated nor politically
correct in addressing the
ungodly appointment of
what is essentially a Chief
LGBT World Police Officer.
The controversial appointment
by the United
Nations Human Rights
Council of an “Independent
Expert on protection against
violence and discrimination
against persons based on
their sexual orientation and
gender identity”, resulted
in much tension between
the Western nations of the
world and a bloc of African
and Asian countries, with
the Caribbean holding the
power to tilt the final vote
one way or other. Discussing
the issue in the UK
House of Commons, Sir
Alan Duncan, the Minister
for Europe and the Americas,
made it clear that every
attempt would be made
to sway the vote in favour
of the appointment: “every
single diplomatic post
where we have an ambassador
and representation
has been absolutely, clearly
and unequivocally instructed
to try to persuade their
host country to vote the
right way in the General
Assembly.” (To read the full
debate, google ‘UN debate
on the Independent Expert
for the LGBT Community’.)
Apparently, the persuasion
was effective. The
vote in the General Assembly
was carried 84/77 with
5 CARICOM countries abstaining
and 3 voting along
with the Western countries.
Most interestingly, St.
Kitts and Antigua which
had on November 21st
voted along with the African-Asian
bloc, had by
December 19th changed
their vote. It does not take
a mathematician to see the
role played by the region:
77 + 8 = 85.
My objection to the post
stems from my belief in the
Sovereign God who created
man and woman and who
denounces homosexuality.
Secondly, my objection
is levelled at the interference
in the sovereignty of
“impoverished” nations
(thanks, Sir Duncan), the
lack of international consensus
and the unscientific
assumptions underlying the
very nature of the post.
Violence and discrimination
against anyone for
any reason is wrong.
However, these terms
have been stretched beyond
recognition in the law
courts of those materially
rich but spiritually impoverished
nations that have
embraced sexual rights ideology.
Further, the concepts
‘sexual orientation’ and
‘gender identity’ are based
neither on objective fact
nor justifiable assumption.
Rigorous scientific studies
have consistently indicated
that homosexuals are not
born that way; there is no
‘gay gene’.
Yet, in an unholy departure
from reason, the Nations
(some by free will and
others through coercion)
have embraced the concepts
of ‘sexual orientation’
and ‘gender identity’.
The Independent Expert,
Prof. Vitit Muntarbhorn has
pledged to wield his mandate
in every country “under
the sun and under the
moon”.
Commonwealth countries
which hold fast to a
godly view of sexual morality
can therefore expect an
unleashing of true violence
and discrimination against
individuals and institutions
based on their moral orientation
and faith identity;
this will no doubt be expedited
by groups of lawyers
offering pro-bono services
to “vulnerable groups”.
One such Caribbean
group was formed in December
2016.
With the demonstrated
division among Member
States with regard to the appointment
of the Independent
Expert, CARICOM
can at least be decisive now
in demarcating boundaries.
What is, and is not, ‘violence’
and ‘discrimination’?
To what extent will
‘gender identity’ and ‘sexual
orientation’ influence social
policy and shape social
institutions from 2017 and
onwards? Caribbean citizens
need to be ‘absolutely,
clearly and unequivocally
instructed’.
Protest in Bermuda over refusal by
authorities to renew pastor’s work permit
HAMILTON, Bermuda
– On a day when the new
school term opens and regular
business resumes after
the New Year holiday, Bermuda
is likely to be without
several essential services,
including transportation.
Bus operators advised
last evening that their vehicles
would be off the road
from 8 a.m. as they attend
a meeting called by the
Bermuda Industrial Union
(BIU) for its members. And
according to the Royal Gazette
newspaper, the move
was also likely to disrupt
ferry services and garbage
collection.
Transport Minister Michael
Eahy has hit at the operators,
labeling their action
“irresponsible.”
“Disruption of public
transportation services is totally
irresponsible, especially
since many schools open
on the very day of the meeting
being called. The timing
is obviously designed
to cause maximum disruption,”
he is quoted as telling
the newspaper. “Those
calling for such disruption
should be ashamed of themselves.”
The BIU is peeved at the
Government’s refusal to renew
the work permit of the
African Methodist Episcopal
Church Reverend Nicholas
Tweed.
Ahead of the talks, BIU
President Chris Furbert described
the decision “as a
dark day in Bermuda’s history”,
insisting that while
Tweed was being “seen as a
threat” even though he had
family ties in Bermuda.
The Government’s decision
has also come under
fire from the members of
Tweed’s church who issued
a statement saying the decision
was an “injustice” and
an “attack on the faith community”.
They were also
scheduled to hold a meeting
this afternoon.
However, there were no
signs that the Government
would change its position
on the work permit, which
Home Affairs Minister Patricia
Gordon-Pamplin explained
was denied because
the pastor’s application was
incomplete.
Murders in Jamaica reach double
figures just days into new year
At the centre of the dispute, African Methodist Episcopal Church
Reverend Nicholas Tweed.
KINGSTON, Jamaica – 2017 is only
three days old, but already there have been
11 murders recorded in Jamaica.
And Police Commissioner Dr Carl Williams
– who will go on pre-retirement leave
in just three days – is scheduled to meet this
morning with the heads of the country’s various
police divisions.
The deaths were mostly the result of
shootings, but they also included stabbings
and at least one chopping incident, according
to head of the Jamaica Constabulary
Force’s Corporate Communication Unit Superintendent
Stephanie Lindsay.
“We will re-deploy strategically and
maintain our presence in the areas that we
know we need to cover,” she said, as she
sought to reassure Jamaicans that police will
get on top of the crime situation.
There were 1,350 people murdered in Jamaica
last year – a 12 per cent increase over
2015. (Caribbean360)
Yesterday, Acting Home
Affairs Minister Cole Simmons
in a statement underscored
that Tweed’s application
was not unfairly
handled.
“All that was asked of
the employer and applicant
was to follow the policy
that applies to everyone
else seeking work permit
approval: Advertise the job
and fill out the application
on time, accurately and
completely. People fully understand,
for example, that
if they don’t fill out a passport
application accurately
and completely, it will be
rejected. The same goes for
a business licence, a driver’s
licence or tax returns or
any other paperwork related
to government services,” he
said. (Caribbean360)

officials as food distributors
and appears to be
aware of the food smuggling
problem, his followers support
his claim that the real
culprits behind the food crisis
are right-wing businessmen
trying to bring down
the already ruined socialist
economy.
The AP nevertheless
found that food trafficking
has grown into a rampant
and lucrative business in
the hunger-ravaged socialist
country with military personnel
ranging from generals
to foot soldiers at the
heart of the graft.
“When hunger drew tens
of thousands of Venezuelans
to the streets in protest last
Emergency personnel called to the
scene rushed the injured men to the Jamaica
Hospital, but it was too late for
Ricky who died of a chest wound.
His brother remains hospitalized in
serious but stable condition.
Grief stricken mother, Anita Kalisaran,
was still in shock as she related the
sad tale to the Daily News.
“They killed my son for a gold chain.
They shot and killed him. He come here
for the funeral and [he’s] dead now,” she
said.
She said her son was a humble, loving
and hardworking man, and his aunt,
Lena George, described him as a quiet,
polite person. (Caribbean360)
Military trafficking subsidised food
Breakthrough in Prostate Cancer treatment
zaps tumours without side effects
LONDON, England – A new treatment
for early stage prostate cancer has
been described as “truly transformative”
after successful trials at 47 hospitals
across Europe.
The technique uses lasers and a
drug made from deep sea bacteria to
eliminate tumours, but without causing
the severe side effects produced by traditional
treatments.
Trials on 413 men, published in The
Lancet Oncology, showed that nearly
half of them had no trace of cancer remaining.
Traditional prostate cancer treatments
using surgery or radiotherapy
often result in the patient suffering incontinence
and lifelong impotence.
Up to 20 percent of patients struggle
to control their bladders after conventional
treatments, while as many as
nine-in-10 develop erectile problems.
Many men with an early stage tumour
consequently adopt a “wait and
see” approach and have treatment only
if it starts growing aggressively.
Professor Mark Emberton, who tested
the technique at University College
London, told BBC Radio 4’s Today
show that the new approach “changes
everything.”
It uses a drug, made from bacteria
that live in the almost total darkness of
the seafloor and which become toxic
only when exposed to light.
Ten fibre optic lasers are inserted
Fibre optic lasers are inserted through the perineum and into the cancerous prostate
gland, and the lasers then activate the light-sensitive drug to kill the cancer.
through the perineum (the area between
the anus and the testes) and into
the cancerous prostate gland.
The laser then activates the
light-sensitive drug to kill the cancer,
leaving the healthy prostate behind.
Following this treatment, 49 percent
of patients went into complete
remission. During the follow-up, only
six percent of patients needed to have
the prostate removed, compared with
30 percent who did not have the new
therapy.
The impact on sexual activity and
urination lasted no more than three
months, moreover, and none of the
men had significant side effects after
two years.
“Traditionally the decision to have
treatment has always been a balance of
benefits and harms,” Professor Emberton
said.
“The harms have always been the
side effects – urinary incontinence and
sexual difficulties in the majority of
men.
“To have a new treatment now that
we can administer, to men who are eligible,
that is virtually free of those side
effects, is truly transformative.”
The technology was developed in
Israel at the Weizmann Institute of Science,
alongside Steba Biotech. (Caribbean360)
cont’d from pg 8
ported. Instead of fighting
hunger, however, the military
is reportedly profiteering
from it and the hungry
population’s access to food
has reportedly been drastically
cut.
The military connection
with food distribution dates
back to 2004 when, after
opposition attempts to overthrow
him, the late President
Hugo Chavez began handing
the military control over
the food industry, creating a
Food Ministry.
His socialist-run government
nationalized farms and
food processing plants, then
reportedly neglected them,
and domestic production
dried up.
The oil rich country became
dependent on food
imports, but when the price
of oil crashed in 2014, the
government could no longer
afford to meet the demand.
Food shortages became
so severe that Venezuelans
spent all day waiting in lines
and formerly middle class
adults were said to have begun
scavenging garbage bins
for scraps. (Caribbean360)

HOROSCOPE
CAPRICORN (Dec. 22-Jan.
19). When it comes to “getting
over it,” there’s no time limit.
Take as long as you need. Just
know that until you’re “over
it,” it will be hard to get “on
with it,” so it’s in your own
best interest not to wallow.
AQUARIUS (Jan. 20-Feb.
18). The concept of one person
not being good enough
for another person is truly
false. There are better matches
and worse matches, but no
one is inherently better than
anyone else.
PISCES (Feb. 19-March 20).
Life doesn’t usually offer closure
in any kind of neat form.
Endings often aren’t. And
even when they are, they can
be so long and drawn out, you
might as well say “so long”
instead of “goodbye.”
ARIES (March 21-April 19).
Feel scattered? Think of it as
a prolonged state of brainstorming.
You’re searching
for one small new thing to
add to your life to brighten
your mood and enhance the
impression you make on the
world.
TAURUS (April 20-May
20). Some of the good questions
have answers. But most
of them just hang their, ripe,
overhead and will continue
to do so for many lifetimes,
scenting the air with their
sweetness, drawing our imaginations
up and up and up.
GEMINI (May 21-June 21).
Give yourself a wide margin
for error. You won’t need it,
but this will keep you at the
low stress level that allows
for maximum poise and charisma
to spare. You’ll like
whom this attracts.
CANCER (June 22-July 22).
Laughter usually bonds people,
but be aware that it can
also alienate people. Not everyone
has your stellar sense
of humor, especially when it
comes to kidding that’s a little
too close for home. Sensitivity
required.
LEO (July 23-Aug. 22). From
Hitchcock to Shakespeare, the
best storytellers know to leave
the most intense scenes off
the stage and let the audience
fill in the blanks with imagination.
You’ll benefit from
doing the same. Say nothing.
Let them fill in the blanks.
VIRGO (Aug. 23-Sept. 22).
The social technology that is
supposed to facilitate human
connection often has the opposite
effect, drawing us into
a social fantasy while we ignore
those who actually exist
at an arm’s length. Don’t let it
happen to you and yours.
LIBRA (Sept. 23-Oct. 23).
Greatness and inner strength
go hand in hand. You develop
it the same way you do physical
strength — by doing hard
things over and over. It’s why
you choose to stick to this job
until it’s done.
SCORPIO (Oct. 24-Nov. 21).
The animals have an effect on
you, and you’ll be more keenly
aware of this. Whether you
care for an animal or just admire
the natural world, you’ll
be enriched by other lifeforms
today.
SAGITTARIUS (Nov. 22-
Dec. 21). Being in control of
a small part of your environment
will make you feel in
control of your whole world.
To extend the idea, what you
do for your body, you’ll do for
your life.

Twenty-four hours later
the first of two match ups
Antiguan Cricketer Orlando Peters has
been named in the four new men to join the
Leeward Islands Hurricanes ahead of their
West Indies Cricket Board Super 50 competition
slated for later this month.
Peters received the contract alongside
leading batsman Marlon Samuels, neighboring
island Monserrat player Ronsford
Beaton and Daron Cruickshank will also be
joining the team
The announcement was made by Chief
Executive Officer of the Leeward Islands
Cricket Board Vernon Springer.
also had 12.
The Bobcats were then
treated to an island tour on
Friday and on Sunday the
final matchup between the
two teams went underway.
The Wildcats came out
with a lot more fight than
the previous match but the
Bobcats were too much for
them.
Led by Kinsley Ransom
with 23 points and assisted
by Adrianna Prolix with 10
points the Bobcats defeated
the Wildcats, 87-54.
Amanda Edwards was
the leading scorer for team
Wadadli with 24 points
while teammate, Tyea Ladoo,
assisted with 15 points
in a losing effort.
Novelle Williams,
Head Coach of the Bobcats,
spoke upon the trip and also
gave I out on the performance
of the local team.
“Being the first time
we’ve done anything like
this, it was an enjoyable and
eye opening experience for
myself as well as the girls.
Most of them have never
travelled and these are the
things that they will remember
about their years at University”.
‘The Wildcats who I
know are rebuilding should
be commended for their efforts.
‘They never gave up
and played with heart. Seeing
those youth players out
there matching up with University
players and not letting
it deter their play was
really commendable and
I wish nothing but great
things for the girls and the
female program here as they
push to revive it’.
Orlando Peters to join
Hurricanes for WICB Super 50
The three men will join the team just in
time for its training sessions which will be
held here at the Sir Vivian Richards Cricket
Stadium for a two-week period from the
