One form of federal assistance to needy families is food stamps, designed to raise the nutritional level of<br />

low income households by supplementing families’ available food purchasing dollars with food stamp<br />

coupons. To qualify for this program, the applicants must meet both non‐financial <strong>and</strong> financial<br />

requirements. In Figure 24, the numbers of food stamp recipients in the state <strong>and</strong> county are indexed so<br />

that the 2002 levels equal 100, facilitating comparison of relative change since 2002. For both Indiana <strong>and</strong><br />

<strong>Orange</strong> <strong>County</strong>, the number of food stamp recipients has dropped over time despite various spikes in<br />

the <strong>Orange</strong> <strong>County</strong> trend line. The federal government has taken several steps to make food stamps<br />

more available in recent years, thus the decline is a mystery. <strong>Orange</strong> <strong>County</strong> saw a peak in September<br />

2006 <strong>and</strong> other notable increases in February 2009 <strong>and</strong> December‐January 2009/2010.<br />

Since February 2010, <strong>Orange</strong> <strong>County</strong>’s index has remained below the Indiana level. As of June 2011, the<br />

state had 22,613 families on food stamps <strong>and</strong> 49 were in <strong>Orange</strong> <strong>County</strong>. Despite the noted decline in<br />

food stamps in <strong>Orange</strong> <strong>County</strong>, local food banks can attest to increased dem<strong>and</strong> in recent years, as one of<br />

the four community food banks (Paoli Community Food Pantry) assisted nearly 250 families <strong>and</strong> 750<br />

individuals in July—numbers that continue to climb monthly.<br />
