RATIONALE<br />

Energy<br />

Amendments to RA 9136, the Electric Power<br />

Industry Reform Act<br />

Enactment of an Enabling Law for the Natural Gas<br />

Industry<br />

Improve the implementation of the law’s provisions and<br />

enhances its effectiveness to address high cost of<br />

electricity, alleged market collusion, and insufficient<br />

power supply.<br />

Provides an enabling legal and regulatory framework<br />

for the natural gas industry to guide investments in the<br />

sector.<br />

Enactment of a Law Declaring Energy Projects as<br />

Projects of National Significance<br />

Expedites the timely completion of energy projects to<br />

help cushion the impact of high power rates<br />

Enactment of a Law on Energy Efficiency and<br />

Conservation<br />

Enactment of an Enabling Law to Utilize Malampaya<br />

Funds, otherwise known as the Energy Resource<br />

Funds<br />

Promotes demand-side management and incentivizes<br />

energy efficiency projects.<br />

Provides an enabling legal and regulatory framework to<br />

expand the utilization of Malampaya funds to cover<br />

universal charges for stranded contract cost/stranded<br />

debt, and rehabilitation of government energy<br />

infrastructure.<br />

ICT Infrastructure<br />

Amendments to the Public Telecommunications<br />

Policy Act of the Philippines<br />

Makes the law more responsive to technology<br />

advancements and changes in the market landscape,<br />

considering convergence of technologies; and also<br />

strengthens the roles of DICT and NTC in fostering and<br />

upholding competition in the market.<br />

Social Infrastructure<br />

Addresses the weak administrative, organizational and<br />

institutional dynamics of LGUs in implementing SWM<br />

programs or projects.<br />

Amendments to RA 9003, the Ecological Solid<br />

Waste Management Act<br />

The proposed amendments may include, among<br />

others, the mandatory creation of a local Environment<br />

and Natural Resources offices and identification of<br />

dedicated focal SWM units with corresponding<br />

organization structure, powers and functions.<br />
