These factors supported growth in exports of<br />

electronics and optical appliances, electrical<br />

appliances, machinery and equipment.<br />

BANK OF THAILAND CONFIDENT OF STRONG<br />

THIRD QUARTER EXPORT FIGURES<br />

The Bank of Thailand (BoT) recently suggested<br />

the local economy in the third quarter of this<br />

year could easily expand at a level very similar<br />

to, or at least in line with, the second quarter,<br />

following a second successive month of export<br />

growth in September.<br />

According to the National Economic and Social<br />

Development Board (NESDB), the country’s<br />

GDP rose by 3.5 percent year-on-year in the<br />

second quarter, which was up from 3.2 percent<br />

in the first quarter, thereby putting first-half<br />

growth at a solid 3.4 percent.<br />

Merchandise exports in September grew 3.5<br />

percent year-on-year when excluding gold<br />

shipments but at 3.9 percent if factoring them in.<br />

Exports were supported by several factors<br />

which included a rise in oil prices, the launch<br />

of new smartphone models which boosted demand<br />

for electronics, and the rising demand<br />

of electrical appliances from Cambodia, Laos,<br />

Myanmar and Vietnam, as well as Europe and<br />

the US, the Bank of Thailand’s data showed. In<br />

August, exports of goods grew 2.7 percent from<br />

the same period last year.<br />

The BoT believes these factors supporting<br />

Thai exports in the third quarter are expected<br />

to be present during the fourth quarter as well.<br />

Merchandise imports in September grew by<br />

1.7 percent year-on-year if including gold<br />

imports although this was just 0.3 percent if<br />

gold imports were excluded. Imports of machinery<br />

and raw materials for electronics and<br />

electrical appliances industries also showed<br />

improvement.<br />

The BoT stated that government spending<br />

remained strong during the third quarter and<br />

noted regular expenditures and state investment<br />

had remained the main drivers of the<br />

economy during the period.<br />

The BoT was concerned about the levels of<br />

private consumption during the July-to-September<br />

quarter. This had slowed down more<br />

than expected, and the BoT said it was clear<br />

the average person was being cautious on<br />

spending.<br />

According to the Bank of Thailand’s data, the<br />

Private Consumption Index in the third quarter<br />

rose by 3.1 percent year-on-year, compared<br />

with 3.9 percent in the second quarter.<br />

The BoT believes the promising economic outlook<br />

was largely attributed to exports, which<br />

came in at better-than-expected results in the<br />

third quarter.<br />

The BoT was impressed by the rising exports<br />

of goods in September which became more<br />

broadly-based as growth was seen in a lot more<br />

sectors.<br />

So, while the overall economy grew more<br />

quickly than in the previous month, private<br />

investment in Thailand had stayed flat.<br />

The Revenue Department recently<br />

estimated that it will see a<br />

doubling to four trillion baht once<br />

the much-vaunted e-tax system<br />

is rolled out in 2019. This will be<br />

because tax avoidance loopholes<br />

will be effectively closed or, at<br />

worst, seriously reduced.<br />

Once the system is in place, all<br />

purchases of goods and services<br />

will go through the e-tax system<br />

and by this means the Revenue<br />

Department will be aware of all<br />

transactions and this should enable<br />

it to calculate tax payments<br />

more accurately.<br />

The e-tax system is just one major<br />

cog in what will be the larger<br />

national e-payment system which<br />

is aimed at transforming Thailand<br />

into a largely cashless society<br />

with a digital economy.<br />

The e-tax system is designed<br />

to enable the Revenue Department<br />

to become more efficient at<br />

tax collection by use of big data<br />

analytics, while electronic data<br />

capture terminals, which will be<br />

installed in shops across the<br />

country, will allow the Department<br />

to gather information about tax<br />

payment transactions.<br />

A budget of 2.3 billion baht has<br />

been set aside to facilitate the installation<br />

of the e-tax system. The<br />

process will take up to two years<br />

to complete because it has to<br />

encompass all other state agencies,<br />

as well as non-government<br />

operators and financial institutions.<br />

It also needs to be tested<br />

and refined as there will be inevitable<br />

teething problems with the<br />

installation of such a mammoth<br />

technological setup.<br />

The Revenue Department has announced<br />

plans to begin educating<br />

private companies and taxpayers<br />

including goldsmiths, small and<br />

medium-sized enterprises, travel<br />

agents and pharmacies on how to<br />

record accounts accurately as the<br />

Department will be basing each<br />

tax bill based on the information<br />

that is logged into the e-tax system.<br />

As well, the Bank of Thailand is<br />

currently coordinating with banks<br />

to require companies seeking<br />

loans to present financial statements<br />

that will also be filed with<br />

the Revenue Department as a<br />

document to be used for loan<br />

scrutiny. This is in a bid to encourage<br />

single financial accounts. This<br />

requirement is expected to come<br />

into force on January 1, 2019.<br />

The Revenue Department has<br />

also expressed confidence that<br />

its tax-collection target of 1.87<br />

trillion baht for this fiscal year is<br />

reachable. It bases this on its own<br />

improved efficiency regarding its<br />

collection streams as well as the<br />

recovering economy (especially<br />

in the export sector), and its measures<br />

at drawing more taxpayers<br />

into the formal system.<br />

or not, the first attempt at a human<br />

head transplant is reportedly a full<br />

go. Many critics call this “junk science,”<br />

3. Say Hello to the e-Shower<br />

You can mess with a lot of products,<br />

but people get a little sensitive<br />

when it comes to their shower.<br />

After all, the shower is one of the<br />

few private places people ever get<br />

to relax. That’s why there’s some<br />

skepticism when it comes to the<br />

‘E-shower will replace your shower’<br />

movement. The e-Shower, which is<br />

supposed to be released at some<br />

point in 2017, captures water in a<br />

shower tray, filters and purifies the<br />

water, and then reintroduces the<br />

water back into your shower’s water<br />

supply immediately. It reportedly<br />

circulates the same drop of water<br />

seven times before it descends<br />

into the sewer system. Because<br />

this eco-friendly shower uses 80<br />

4. Virtual Reality Classrooms<br />

Become Possible<br />

Virtual reality technology has really<br />

taken off in the past six months. It<br />

finally has the mainstream appeal<br />

that its need for so many years<br />

and the market is ready for mass<br />

adoption.<br />

One unique way in which virtual<br />

reality may be used comes in the<br />

form of teaching. Harvard <strong>Business</strong><br />

School is one of the first to begin<br />

using VR in which students can<br />

attend class remotely without sacrificing<br />

the in-class experience. But<br />

more schools are expected to follow<br />

suit in 2017. While it remains to be<br />

seen if virtual reality teaching could<br />

be used in lower levels – including<br />

high schools, middle schools, and<br />

elementary schools – the possibility<br />

certainly exists.<br />

What Does 2017 Hold?<br />

Nobody can know for sure what<br />

2017 holds in terms of technological<br />

development and innovation,<br />

but we do know this much: we’re<br />

in for some exciting changes. From<br />

2017 is already shaping up to be a<br />

Toscana, totally Italian<br />

While the Toscana Italian and Moom Talay Thai restaurants share the<br />

same very large space, there are two points where the two are strictly<br />

separated. The first is perhaps the most obvious, in that the two restaurants<br />

have two separate kitchens. This is clearly sensible given the different<br />

styles of cooking and variety of dishes required. The second is also equally<br />

sensible, in that while there is a central area where either Italian and/or<br />

Thai dishes can be served to patrons, there is one completely enclosed<br />

area where only Italian dishes will be served.<br />

The management of Toscana understands that mixing the two culinary<br />

styles is not always in the best interests of those who want to enjoy the<br />

flavours and, more especially, the aromas of authentic Italian cooking. So,<br />

the Toscana Italian food only side of the restaurant has seating for up to 100<br />

diners, all enclosed in an air-conditioned environment. The tables are set<br />

up with tablecloths and the atmosphere is designed primarily to promote<br />

fine Italian dining and enhance the largely organic offerings of pizza and<br />

pasta dishes for which Toscana is justly well-known.<br />

so much better than using chicken eggs.”<br />

Among the specials Luca is most proud to promote are anti-pasti<br />

dishes such as Bresaola, home-made beef carpaccio, and<br />

home-made goat cheese.<br />

When it comes to pasta, dishes as varied such as duck ravioli,<br />

green ravioli with guinea fowl, ravioli filled with pumpkin and<br />

asparagus, salmon and ricotta ravioli are just a few of the many<br />

varieties available to diners.<br />

On one aspect of the restaurant and its processes Luca was<br />

adamant. “What I won’t do, and never have, is pre-cook the<br />

pasta. Everything is fresh.”<br />

On the outside terrace, there is also room for around another<br />

150 diners. These are distinguished by having white table cloths<br />

covering each table. The spacious layout gives customers a<br />

more relaxed dining experience.<br />

Apart from the food, Toscana has a dazzling array of refreshments<br />

aimed at covering all possible tastes and designed to complement<br />

the many dishes on the menu.<br />

Real Italian Peroni beer is available both on draught and in bottles.<br />

There is also a selection of over 200 wines within the Toscana<br />

wine cellar, which is located in the restaurant in a specially-built<br />

cellar which is temperature-controlled. Customers can order direct<br />

from the menu or go into the cellar, select the wine they desire<br />

and have it brought back to their table.<br />

There are also 26 different types of grappa drinks from which to<br />

choose.<br />

THE AEC IN 10 YEARS TIME, PART TWO<br />

In the last issue we looked at<br />

material from an article published<br />

in the East Asia Forum soon after<br />

Britain voted to leave the European<br />

Union (EU). Following Britain’s<br />

unexpected ‘leave’ vote, the<br />

question becomes whether the<br />

AEC with its disparate cultures<br />

and governmental styles can<br />

grow over the next decade or so,<br />

or whether it too will wither on the<br />

vine and become yet another fancy<br />

acronym and not much more.<br />

As the East Asia Forum article<br />

noted, ‘In Indonesia, the Philippines<br />

and Thailand there has been<br />

a high-profile policy emphasis on<br />

streamlining administrative processes<br />

and reducing regulations,<br />

as for example in Thailand’s Review<br />

of Law and Licensing Facilitation<br />

Act, enacted in 2015, which<br />

can markedly reduce regulatory<br />

burdens if fully implemented over<br />

the next few years.’<br />

The article suggests Asean, and<br />

by extension the AEC, should aim<br />

for a more inclusive Good Regulatory<br />

Practice (GRP) implementation<br />

process by engaging small<br />

and medium enterprises (SMEs)<br />

and civil society in the review and<br />

streamlining of regulations. ‘The<br />

business sector has a role to play<br />

in nudging Asean to implement<br />

and institutionalise GRP in each<br />

member country and the region.’<br />

The article suggests that ‘In addition<br />

to equitable development<br />

measures, the Initiative for Asean<br />

Integration and the SME program,<br />

the AEC Blueprint 2025 could<br />

promote and embed inclusiveness<br />

in facilitation measures. Improving<br />

the linkages and complementarity<br />

of AEC measures with those in<br />

the Asean Socio-Cultural Community<br />

2025 would be beneficial,<br />

especially in the pursuit of universal<br />

access to basic education and<br />

health care. This would contribute<br />

to a more inclusive, competitive<br />

and productive Asean.’<br />

Effective implementation of the<br />

2025 AEC Blueprint will need the<br />

business sector across the member<br />

states to help in ‘providing<br />

technical input, expert advice and<br />

up-to-date information for [its] effective<br />

implementation…This is<br />

particularly important in standards<br />

and conformance, the implementation<br />

of good regulatory practice<br />

and streamlining non-tariff measures.<br />

<strong>Business</strong> can also play a<br />

role in stronger, systematic and<br />

regular monitoring and the review<br />

of the implementation of AEC<br />

Blueprint measures.’<br />

It is suggested there are ‘substantial<br />

benefits to be gained from<br />

deeper stakeholder involvement<br />

in a high performing, inclusive<br />

AEC.’ This is because Asean in<br />

general is already ‘a favoured investment<br />

destination, with larger<br />

foreign investment inflows than<br />

China or India. Five of the countries<br />

predicted to comprise the world’s<br />

top 15 investment destinations for<br />

multinational corporations in the<br />

next three years are…Indonesia,<br />

Malaysia, the Philippines, Vietnam<br />

and Myanmar.’ Given that two of<br />

them are border nations to Thailand<br />

it could be expected that some<br />

flow-on will accrue here as well.<br />

The East Asia Forum article concludes,<br />

‘The AEC blueprint sets<br />

out Asean’s plan for inclusive<br />

regional and economic integration.<br />

The business sector and key<br />

stakeholders need to get on board<br />

and push its implementation. The<br />

shock of Brexit provides the impetus<br />

to do so.’<br />

while CPP Fertiliser Co Ltd will inject US$10.5<br />

million in its Mynamar business.<br />

Thai Central Chemical Public Co Ltd (TCCC),<br />

will invest in the Thilawa Special Economic<br />

Zone where NPK (Nitrogen, Phosphorus,<br />

Potassium) compound fertiliser and single<br />

fertiliser will be imported, repacked and be<br />

sold wholesale. TCCC opened a new office in<br />

Yangon in August <strong>2016</strong>.<br />

THAILAND BUSINESS ROUNDUP<br />

Wholesaler Siam Makro, via its subsidiary Siam<br />

Food Services, recently entered agreements<br />

to acquire four food service businesses in Asia<br />

and the United Arab Emirates, at a cost of more<br />

than three billion baht.<br />

Makro said it will be buying 80 percent each of<br />

Indoguna (Singapore) Pte Ltd, Indoguna Dubai<br />

LLC and two Hong Kong-based firms, Lordly<br />

Company Limited and Just Meat Company<br />

Limited.<br />

Siam Makro said it would use its own capital<br />

and bank loans to facilitate the acquisitions.<br />

The company released a statement in which in<br />

noted the transactions are expected to “support<br />

Siam Food in expanding its business with respect<br />

to providing food services solutions to<br />

premium food supplies in Singapore, the United<br />

Arab Emirates and Hong Kong and in accelerating<br />

an expansion of the business to ASEAN<br />

countries.”<br />

The targeted firms are engaged in a business<br />

related to Siam Food and Siam Makro operation,<br />

which is importing, exporting and distributing<br />

raw and frozen premium food supplies including<br />

Halal products and sausage and salami<br />

processing.<br />

Siam Makro has also set up a joint venture in<br />

Cambodia, registered as Makro Cambodia<br />

Limited, in which it holds 70 percent equity.<br />

Siam Makro earlier noted that it was looking<br />

at the possibility of investing six billion baht<br />

to open 20 stores domestically during <strong>2016</strong>,<br />

and three billion baht to expand elsewhere in<br />

Southeast Asia<br />

Two Thai companies have received approval<br />

from the Myanmar government to invest in the<br />

fertilizer, manufacturing and trading sectors.<br />

Thai Central Chemical Public Co announced<br />

it will invest the equivalent of US$12.5 million<br />

CPP Fertilizer Co Ltd will invest $10.5 million<br />

in the manufacturing and wholesale of fertiliser<br />

in Myanmar. Bulk blending (mixed) fertilisers<br />

will be produced at the Thilawa Special<br />

Economic Zone.<br />

The SET-listed company STP&I Pcl has signed<br />

a memorandum of understanding to acquire a<br />

60 percent interest in WPGE Phetchaburi Co<br />

Ltd for 840 million baht.<br />

WPGE operates a municipal solid waste<br />

power plant with electricity generation of 7.9<br />

megawatt in Petchaburi province. It has registered<br />

and fully paid-up capital of 700 million<br />

baht divided into 70 million shares with the par<br />

value of 10 baht apiece.<br />

The company said this acquisition would<br />

support its expansion in the renewable energy<br />

sector and create long-term recurring income<br />

for the company as WPGE has already<br />

signed a power purchase agreement to sell<br />

5.99 megawatts to the Provincial Electricity<br />

MONUMENT BTS<br />

This is the last in what has been<br />

a lengthy series covering the<br />

BTS in <strong>Bangkok</strong>. The Skytrain as<br />

it is colloquially known opened in<br />

<strong>Dec</strong>ember 1999 and has since<br />

proven to be one of the best<br />

public transport facilities in the<br />

Thai capital, gaining in popularity<br />

over the last 15 years to the point<br />

where it is busy all day, every day.<br />

These last two stations are both<br />

on the Sukhumvit Line, with each<br />

occupying a special niche in the<br />

overall <strong>Bangkok</strong> public transport<br />

marketplace.<br />

Phaya Thai<br />

This is N2 on the Sukhumvit Line,<br />

between Ratchathewi and Victory<br />

Monument. The main attraction<br />

here is that this station is the link<br />

station for Suvarnabhumi International<br />

Airport. There are plenty of<br />

people who will drive or take a bus<br />

to Suvarnabhumi and park for the<br />

day, taking the train from the airport<br />

and into the city, alighting at<br />

Phaya Thai or taking another BTS<br />

line to elsewhere in the city. For<br />

example, an Australian heading<br />

towards their embassy on South<br />

Sathorn Road or an American<br />

going to the JUSMAG offices on<br />

the same road might alight at<br />

Phaya Thai, then take a BTS to<br />

Asok and change to the MRT and<br />

alight at Lumpini station and walk<br />

up to their destination.<br />

Thai exit 4 is the Florida Hotel,<br />

one of the older and more established<br />

places which architecturally<br />

hark back to the halcyon days<br />

of the late 1960s and 1970s and<br />

give a glimpse of what it might<br />

have been like to have been in<br />

<strong>Bangkok</strong> that long ago as a visitor.<br />

Apart from the airport link and the<br />

Florida Hotel, there’s not much<br />

else to keep a visitor interested,<br />

although the walk north towards<br />

the Victory Monument area is<br />

never boring.<br />

Victory Monument<br />

This is N3 on the Sukhumvit Line,<br />

between Phaya Thai and Saphan<br />

Khwai and one of the busiest BTS<br />

stations. A major tourist attraction<br />

as well as a key point for locals,<br />

especially those looking to take<br />

minivans and buses to various<br />

destinations both within <strong>Bangkok</strong><br />

and outside. The Victory Monument<br />

itself was erected in 1941 to<br />

celebrate the success of Thailand<br />

in its 1940-1941 border war with<br />

France. The brief conflict saw the<br />

Thais win on land and in the air<br />

against the French Indochinese<br />

administration in Vietnam, Laos<br />

and Cambodia. France had fallen<br />

to Germany in June 1940 and a<br />

government under German direction<br />

formed at Vichy. Thailand<br />

took advantage of French military<br />

weakness, although they were<br />

defeated at the naval battle of Koh<br />

Chang. Japan brokered the peace<br />

treaty and Thailand regained territory<br />

in Cambodia it had been<br />

forced to cede to France between<br />

1893 and 1907.<br />

Apart from the monument itself,<br />

on which is inscribed the names<br />

of all those who lost their lives in<br />

the conflict, the area has a shops<br />

and eateries and is always a hive<br />

of activity.<br />

retail or food and beverage space although it’s<br />

supposed to open in less than a year. Seems<br />

strange but considering the checkered history<br />

of this project it’s about par for the course.<br />

Other changes on the soi include a new branch<br />

of El Gaucho steakhouse opening in what is<br />

to be a new Mercure-managed hotel on the<br />

site of the President Palace hotel next to the<br />

Grand President. The ground floor space is<br />

huge but it’s unclear at this point if the entire<br />

space will be occupied by the restaurant or if<br />

other entities will be there as well.<br />

SUKHUMVIT NEWS<br />

Lots of doings on Soi 11 in recent months, some<br />

of which will continue into the future. More building<br />

and renovating and new things developing<br />

continue to change the face of this happening<br />

soi. The big news of a few months ago was<br />

the sale of the parcel of land that was home to<br />

Cheap Charlies and a number of restaurants as<br />

well as a row of retail businesses right on the<br />

soi itself. This 55$ million sale will bring some<br />

sort of huge project into the soi and whether it<br />

will be a condo or a hotel the whole soi will be<br />

changed by it.<br />

However, several other projects, some big and<br />

some not so big will also bring more businesses<br />

and more people into the soi moving forward.<br />

First, the Hyde Sukhumvit condo being constructed<br />

on the old Federal Hotel property is<br />

rising rapidly with about 26 stories now constructed<br />

out of a total of 39 which will contain<br />

478 units. The prices start at about 6 million<br />

baht for a unit of around 30 sqm with an 85 sqm<br />

unit going for about 18 million. Not cheap to be<br />

sure but not as expensive as some of the other<br />

projects in the area. The scheduled opening<br />

date is about one year from now.<br />

And the rest of the Hyde Sukhumvit project<br />

on Sukhumvit Road on the corner of Soi 13 is<br />

scheduled to be finished in 2017 when a Grand<br />

Hyatt Hotel will open. Apparently, the developers<br />

are still not sure whether the building will contain<br />

And a bit further down the soi next to the<br />

Holiday Express Hotel is a piece of land that<br />

is going to become a “lifestyle mall,” whatever<br />

that means. In any case it’s going to open,<br />

according to the sign that’s posted, in the first<br />

quarter of 2018 so in about 15 months we all<br />

should know what’s going on.<br />

And the aforementioned Grand President is<br />

just about finished with a renovation of their<br />

own on the ground floor of the south tower.<br />

It’s called 8 On Eleven and seems to be some<br />

sort of nightclub that will be “Unique. Exciting.<br />

Unexpected.” At least that’s what we were<br />

able to glean from the website<br />

(www.8oneleven.com).<br />

Not sure when it opens but judging from the<br />

progress of the construction it looks like two<br />

or three months would be about right. Check<br />

this space next month for updates on these<br />

items and more.<br />
