These factors supported growth in exports of 

electronics and optical appliances, electrical 

appliances, machinery and equipment. 

BANK OF THAILAND CONFIDENT OF STRONG 

THIRD QUARTER EXPORT FIGURES 

The Bank of Thailand (BoT) recently suggested 

the local economy in the third quarter of this 

year could easily expand at a level very similar 

to, or at least in line with, the second quarter, 

following a second successive month of export 

growth in September. 

According to the National Economic and Social 

Development Board (NESDB), the country’s 

GDP rose by 3.5 percent year-on-year in the 

second quarter, which was up from 3.2 percent 

in the first quarter, thereby putting first-half 

growth at a solid 3.4 percent. 

Merchandise exports in September grew 3.5 

percent year-on-year when excluding gold 

shipments but at 3.9 percent if factoring them in. 

Exports were supported by several factors 

which included a rise in oil prices, the launch 

of new smartphone models which boosted demand 

for electronics, and the rising demand 

of electrical appliances from Cambodia, Laos, 

Myanmar and Vietnam, as well as Europe and 

the US, the Bank of Thailand’s data showed. In 

August, exports of goods grew 2.7 percent from 

the same period last year. 

The BoT believes these factors supporting 

Thai exports in the third quarter are expected 

to be present during the fourth quarter as well. 

Merchandise imports in September grew by 

1.7 percent year-on-year if including gold 

imports although this was just 0.3 percent if 

gold imports were excluded. Imports of machinery 

and raw materials for electronics and 

electrical appliances industries also showed 

improvement. 

The BoT stated that government spending 

remained strong during the third quarter and 

noted regular expenditures and state investment 

had remained the main drivers of the 

economy during the period. 

The BoT was concerned about the levels of 

private consumption during the July-to-September 

quarter. This had slowed down more 

than expected, and the BoT said it was clear 

the average person was being cautious on 

spending. 

According to the Bank of Thailand’s data, the 

Private Consumption Index in the third quarter 

rose by 3.1 percent year-on-year, compared 

with 3.9 percent in the second quarter. 

The BoT believes the promising economic outlook 

was largely attributed to exports, which 

came in at better-than-expected results in the 

third quarter. 

The BoT was impressed by the rising exports 

of goods in September which became more 

broadly-based as growth was seen in a lot more 

sectors. 

So, while the overall economy grew more 

quickly than in the previous month, private 

investment in Thailand had stayed flat.

The Revenue Department recently 

estimated that it will see a 

doubling to four trillion baht once 

the much-vaunted e-tax system 

is rolled out in 2019. This will be 

because tax avoidance loopholes 

will be effectively closed or, at 

worst, seriously reduced. 

Once the system is in place, all 

purchases of goods and services 

will go through the e-tax system 

and by this means the Revenue 

Department will be aware of all 

transactions and this should enable 

it to calculate tax payments 

more accurately. 

The e-tax system is just one major 

cog in what will be the larger 

national e-payment system which 

is aimed at transforming Thailand 

into a largely cashless society 

with a digital economy. 

The e-tax system is designed 

to enable the Revenue Department 

to become more efficient at 

tax collection by use of big data 

analytics, while electronic data 

capture terminals, which will be 

installed in shops across the 

country, will allow the Department 

to gather information about tax 

payment transactions. 

A budget of 2.3 billion baht has 

been set aside to facilitate the installation 

of the e-tax system. The 

process will take up to two years 

to complete because it has to 

encompass all other state agencies, 

as well as non-government 

operators and financial institutions. 

It also needs to be tested 

and refined as there will be inevitable 

teething problems with the 

installation of such a mammoth 

technological setup. 

The Revenue Department has announced 

plans to begin educating 

private companies and taxpayers 

including goldsmiths, small and 

medium-sized enterprises, travel 

agents and pharmacies on how to 

record accounts accurately as the 

Department will be basing each 

tax bill based on the information 

that is logged into the e-tax system. 

As well, the Bank of Thailand is 

currently coordinating with banks 

to require companies seeking 

loans to present financial statements 

that will also be filed with 

the Revenue Department as a 

document to be used for loan 

scrutiny. This is in a bid to encourage 

single financial accounts. This 

requirement is expected to come 

into force on January 1, 2019. 

The Revenue Department has 

also expressed confidence that 

its tax-collection target of 1.87 

trillion baht for this fiscal year is 

reachable. It bases this on its own 

improved efficiency regarding its 

collection streams as well as the 

recovering economy (especially 

in the export sector), and its measures 

at drawing more taxpayers 

into the formal system.

1. Home Automation Becomes 

Mainstream 

When smart home toys and applications 

first hit the marketplace decades 

ago, there was this idea that 

homes would suddenly transform 

into futuristic structures in a matter 

of months. Yet, here we are in 2016 

and smart home technology is still 

only being utilized by a small percentage 

of the marketplace. Could 

2017 be the year that this changes? 

While the upper end of the market 

has always had an affinity for smart 

home “toys,” it is now permeating 

into the lower markets. This 

is a sign that big things are still to 

come. Be on the lookout for tremendous 

growth in this tech space. 

2. Surgeons Attempt the First 

Human Head Transplant 

“Italian neuroscientist Dr. Sergio 

Canavero made headlines last 

year when he announced his plans 

to perform the first human head 

transplant in 2017. Since then, he’s 

recruited Chinese surgeon Dr. Xiaoping 

Ren, to work with him, and 

now has found a volunteer patient 

for the procedure: a Russian man 

named Valery Spiridonov.” 

From smart home automation to

that for a transition? Well, believe it 

or not, the first attempt at a human 

head transplant is reportedly a full 

go. Many critics call this “junk science,” 

but Canavero is confident 

it’ll work. 

3. Say Hello to the e-Shower 

You can mess with a lot of products, 

but people get a little sensitive 

when it comes to their shower. 

After all, the shower is one of the 

few private places people ever get 

to relax. That’s why there’s some 

skepticism when it comes to the 

‘E-shower will replace your shower’ 

movement. The e-Shower, which is 

supposed to be released at some 

point in 2017, captures water in a 

shower tray, filters and purifies the 

water, and then reintroduces the 

water back into your shower’s water 

supply immediately. It reportedly 

circulates the same drop of water 

seven times before it descends 

into the sewer system. Because 

this eco-friendly shower uses 80 

percent less energy and 90 percent 

less water, it could save US 

homeowners as much as $1,000 

per year. Given the periodic water 

shortages here in Thailand, Is this 

the product of the future? 

4. Virtual Reality Classrooms 

Become Possible 

Virtual reality technology has really 

taken off in the past six months. It 

finally has the mainstream appeal 

that its need for so many years 

and the market is ready for mass 

adoption. 

One unique way in which virtual 

reality may be used comes in the 

form of teaching. Harvard Business 

School is one of the first to begin 

using VR in which students can 

attend class remotely without sacrificing 

the in-class experience. But 

more schools are expected to follow 

suit in 2017. While it remains to be 

seen if virtual reality teaching could 

be used in lower levels – including 

high schools, middle schools, and 

elementary schools – the possibility 

certainly exists. 

What Does 2017 Hold? 

Nobody can know for sure what 

2017 holds in terms of technological 

development and innovation, 

but we do know this much: we’re 

in for some exciting changes. From 

home automation to healthcare, 

2017 is already shaping up to be a 

promising year.

While the Toscana Italian and Moom Talay Thai restaurants share the 

same very large space, there are two points where the two are strictly 

separated. The first is perhaps the most obvious, in that the two restaurants 

have two separate kitchens. This is clearly sensible given the different 

styles of cooking and variety of dishes required. The second is also equally 

sensible, in that while there is a central area where either Italian and/or 

Thai dishes can be served to patrons, there is one completely enclosed 

area where only Italian dishes will be served. 

The management of Toscana understands that mixing the two culinary 

styles is not always in the best interests of those who want to enjoy the 

flavours and, more especially, the aromas of authentic Italian cooking. So, 

the Toscana Italian food only side of the restaurant has seating for up to 100 

diners, all enclosed in an air-conditioned environment. The tables are set 

up with tablecloths and the atmosphere is designed primarily to promote 

fine Italian dining and enhance the largely organic offerings of pizza and 

pasta dishes for which Toscana is justly well-known. 


As mine host Luca has said, “We make fresh pasta here…almost 

every day, and all the pasta is made from duck eggs, which are 

so much better than using chicken eggs.” 

Among the specials Luca is most proud to promote are anti-pasti 

dishes such as Bresaola, home-made beef carpaccio, and 

home-made goat cheese. 

When it comes to pasta, dishes as varied such as duck ravioli, 

green ravioli with guinea fowl, ravioli filled with pumpkin and 

asparagus, salmon and ricotta ravioli are just a few of the many 

varieties available to diners. 

On one aspect of the restaurant and its processes Luca was 

adamant. “What I won’t do, and never have, is pre-cook the 

pasta. Everything is fresh.” 

On the outside terrace, there is also room for around another 

150 diners. These are distinguished by having white table cloths 

covering each table. The spacious layout gives customers a 

more relaxed dining experience. 

Apart from the food, Toscana has a dazzling array of refreshments 

aimed at covering all possible tastes and designed to complement 

the many dishes on the menu. 

Real Italian Peroni beer is available both on draught and in bottles. 

There is also a selection of over 200 wines within the Toscana 

wine cellar, which is located in the restaurant in a specially-built 

cellar which is temperature-controlled. Customers can order direct 

from the menu or go into the cellar, select the wine they desire 

and have it brought back to their table. 

There are also 26 different types of grappa drinks from which to 

choose.

THE AEC IN 10 YEARS TIME, PART TWO 

In the last issue we looked at 

material from an article published 

in the East Asia Forum soon after 

Britain voted to leave the European 

Union (EU). Following Britain’s 

unexpected ‘leave’ vote, the 

question becomes whether the 

AEC with its disparate cultures 

and governmental styles can 

grow over the next decade or so, 

or whether it too will wither on the 

vine and become yet another fancy 

acronym and not much more. 

As the East Asia Forum article 

noted, ‘In Indonesia, the Philippines 

and Thailand there has been 

a high-profile policy emphasis on 

streamlining administrative processes 

and reducing regulations, 

as for example in Thailand’s Review 

of Law and Licensing Facilitation 

Act, enacted in 2015, which 

can markedly reduce regulatory 

burdens if fully implemented over 

the next few years.’ 

The article suggests Asean, and 

by extension the AEC, should aim 

for a more inclusive Good Regulatory 

Practice (GRP) implementation 

process by engaging small 

and medium enterprises (SMEs) 

and civil society in the review and 

streamlining of regulations. ‘The 

business sector has a role to play 

in nudging Asean to implement 

and institutionalise GRP in each 

member country and the region.’ 

The article suggests that ‘In addition 

to equitable development 

measures, the Initiative for Asean 

Integration and the SME program, 

the AEC Blueprint 2025 could 

promote and embed inclusiveness 

in facilitation measures. Improving 

the linkages and complementarity 

of AEC measures with those in 

the Asean Socio-Cultural Community 

2025 would be beneficial, 

especially in the pursuit of universal 

access to basic education and 

health care. This would contribute 

to a more inclusive, competitive 

and productive Asean.’ 

Effective implementation of the 

2025 AEC Blueprint will need the 

business sector across the member 

states to help in ‘providing 

technical input, expert advice and 

up-to-date information for [its] effective 

implementation…This is 

particularly important in standards 

and conformance, the implementation 

of good regulatory practice 

and streamlining non-tariff measures. 

Business can also play a 

role in stronger, systematic and 

regular monitoring and the review 

of the implementation of AEC 

Blueprint measures.’ 

It is suggested there are ‘substantial 

benefits to be gained from 

deeper stakeholder involvement 

in a high performing, inclusive 

AEC.’ This is because Asean in 

general is already ‘a favoured investment 

destination, with larger 

foreign investment inflows than 

China or India. Five of the countries 

predicted to comprise the world’s 

top 15 investment destinations for 

multinational corporations in the 

next three years are…Indonesia, 

Malaysia, the Philippines, Vietnam 

and Myanmar.’ Given that two of 

them are border nations to Thailand 

it could be expected that some 

flow-on will accrue here as well. 

The East Asia Forum article concludes, 

‘The AEC blueprint sets 

out Asean’s plan for inclusive 

regional and economic integration.

THAILAND BUSINESS ROUNDUP 

Wholesaler Siam Makro, via its subsidiary Siam 

Food Services, recently entered agreements 

to acquire four food service businesses in Asia 

and the United Arab Emirates, at a cost of more 

than three billion baht. 

Makro said it will be buying 80 percent each of 

Indoguna (Singapore) Pte Ltd, Indoguna Dubai 

LLC and two Hong Kong-based firms, Lordly 

Company Limited and Just Meat Company 

Limited. 

Siam Makro said it would use its own capital 

and bank loans to facilitate the acquisitions. 

The company released a statement in which in 

noted the transactions are expected to “support 

Siam Food in expanding its business with respect 

to providing food services solutions to 

premium food supplies in Singapore, the United 

Arab Emirates and Hong Kong and in accelerating 

an expansion of the business to ASEAN 

countries.” 

The targeted firms are engaged in a business 

related to Siam Food and Siam Makro operation, 

which is importing, exporting and distributing 

raw and frozen premium food supplies including 

Halal products and sausage and salami 

processing. 

Siam Makro has also set up a joint venture in 

Cambodia, registered as Makro Cambodia 

Limited, in which it holds 70 percent equity. 

Siam Makro earlier noted that it was looking 

at the possibility of investing six billion baht 

to open 20 stores domestically during 2016, 

and three billion baht to expand elsewhere in 

Southeast Asia

Two Thai companies have received approval 

from the Myanmar government to invest in the 

fertilizer, manufacturing and trading sectors. 

Thai Central Chemical Public Co announced 

it will invest the equivalent of US$12.5 million 

CPP Fertilizer Co Ltd will invest $10.5 million 

in the manufacturing and wholesale of fertiliser 

in Myanmar. Bulk blending (mixed) fertilisers 

will be produced at the Thilawa Special 

Economic Zone.

The SET-listed company STP&I Pcl has signed 

a memorandum of understanding to acquire a 

60 percent interest in WPGE Phetchaburi Co 

Ltd for 840 million baht. 

WPGE operates a municipal solid waste 

power plant with electricity generation of 7.9 

megawatt in Petchaburi province. It has registered 

and fully paid-up capital of 700 million 

baht divided into 70 million shares with the par 

value of 10 baht apiece. 

The company said this acquisition would 

support its expansion in the renewable energy 

sector and create long-term recurring income 

for the company as WPGE has already 

signed a power purchase agreement to sell 

5.99 megawatts to the Provincial Electricity 

Authority.

MONUMENT BTS 

This is the last in what has been 

a lengthy series covering the 

BTS in Bangkok. The Skytrain as 

it is colloquially known opened in 

December 1999 and has since 

proven to be one of the best 

public transport facilities in the 

Thai capital, gaining in popularity 

over the last 15 years to the point 

where it is busy all day, every day. 

These last two stations are both 

on the Sukhumvit Line, with each 

occupying a special niche in the 

overall Bangkok public transport 

marketplace. 

Phaya Thai 

This is N2 on the Sukhumvit Line, 

between Ratchathewi and Victory 

Monument. The main attraction 

here is that this station is the link 

station for Suvarnabhumi International 

Airport. There are plenty of 

people who will drive or take a bus 

to Suvarnabhumi and park for the 

day, taking the train from the airport 

and into the city, alighting at 

Phaya Thai or taking another BTS 

line to elsewhere in the city. For 

example, an Australian heading 

towards their embassy on South 

Sathorn Road or an American 

going to the JUSMAG offices on 

the same road might alight at 

Phaya Thai, then take a BTS to 

Asok and change to the MRT and 

alight at Lumpini station and walk 

up to their destination. 

Heading north from the Phaya 

Thai exit 4 is the Florida Hotel, 

one of the older and more established 

places which architecturally 

hark back to the halcyon days 

of the late 1960s and 1970s and 

give a glimpse of what it might 


have been like to have been in 

Bangkok that long ago as a visitor. 

Apart from the airport link and the 

Florida Hotel, there’s not much 

else to keep a visitor interested, 

although the walk north towards 

the Victory Monument area is 

never boring. 

Victory Monument 

This is N3 on the Sukhumvit Line, 

between Phaya Thai and Saphan 

Khwai and one of the busiest BTS 

stations. A major tourist attraction 

as well as a key point for locals, 

especially those looking to take 

minivans and buses to various 

destinations both within Bangkok 

and outside. The Victory Monument 

itself was erected in 1941 to 

celebrate the success of Thailand 

in its 1940-1941 border war with 

France. The brief conflict saw the 

Thais win on land and in the air 

against the French Indochinese 

administration in Vietnam, Laos 

and Cambodia. France had fallen 

to Germany in June 1940 and a 

government under German direction 

formed at Vichy. Thailand 

took advantage of French military 

weakness, although they were 

defeated at the naval battle of Koh 

Chang. Japan brokered the peace 

treaty and Thailand regained territory 

in Cambodia it had been 

forced to cede to France between 

1893 and 1907. 

Apart from the monument itself, 

on which is inscribed the names 

of all those who lost their lives in 

the conflict, the area has a shops 

and eateries and is always a hive 

of activity.

retail or food and beverage space although it’s 

supposed to open in less than a year. Seems 

strange but considering the checkered history 

of this project it’s about par for the course. 

Other changes on the soi include a new branch 

of El Gaucho steakhouse opening in what is 

to be a new Mercure-managed hotel on the 

site of the President Palace hotel next to the 

Grand President. The ground floor space is 

huge but it’s unclear at this point if the entire 

space will be occupied by the restaurant or if 

other entities will be there as well. 

SUKHUMVIT NEWS 

Lots of doings on Soi 11 in recent months, some 

of which will continue into the future. More building 

and renovating and new things developing 

continue to change the face of this happening 

soi. The big news of a few months ago was 

the sale of the parcel of land that was home to 

Cheap Charlies and a number of restaurants as 

well as a row of retail businesses right on the 

soi itself. This 55$ million sale will bring some 

sort of huge project into the soi and whether it 

will be a condo or a hotel the whole soi will be 

changed by it. 

However, several other projects, some big and 

some not so big will also bring more businesses 

and more people into the soi moving forward. 

First, the Hyde Sukhumvit condo being constructed 

on the old Federal Hotel property is 

rising rapidly with about 26 stories now constructed 

out of a total of 39 which will contain 

478 units. The prices start at about 6 million 

baht for a unit of around 30 sqm with an 85 sqm 

unit going for about 18 million. Not cheap to be 

sure but not as expensive as some of the other 

projects in the area. The scheduled opening 

date is about one year from now. 

And the rest of the Hyde Sukhumvit project 

on Sukhumvit Road on the corner of Soi 13 is 

scheduled to be finished in 2017 when a Grand 

Hyatt Hotel will open. Apparently, the developers 

are still not sure whether the building will contain 

And a bit further down the soi next to the 

Holiday Express Hotel is a piece of land that 

is going to become a “lifestyle mall,” whatever 

that means. In any case it’s going to open, 

according to the sign that’s posted, in the first 

quarter of 2018 so in about 15 months we all 

should know what’s going on. 

And the aforementioned Grand President is 

just about finished with a renovation of their 

own on the ground floor of the south tower. 

It’s called 8 On Eleven and seems to be some 

sort of nightclub that will be “Unique. Exciting. 

Unexpected.” At least that’s what we were 

able to glean from the website 

(www.8oneleven.com). 

Not sure when it opens but judging from the 

progress of the construction it looks like two 

or three months would be about right. Check 

this space next month for updates on these 

items and more.
