Goa Chief Minister Manohar Parrikar<br />

on Friday said all issues related to overcharging<br />

by taxi drivers in the tourismoriented<br />

state would be resolved by<br />

September 30.Parrikar said this during<br />

a discussion on a Private Members'<br />

Bill, moved by Bharatiya Janata Party<br />

MLA Nilesh Cabral, which demanded<br />

that all tourist taxis in the state should<br />

have fare meters.<br />

"I will meet all stakeholders involved,<br />

including ruling and opposition MLAs,<br />

on September 1 and we will resolve<br />

this issue by September 30. This is my<br />

word. The issue is critical for tourism<br />

in Goa," Parrikar said.<br />

Earlier, Cabral had said that Goa's<br />

reputation as a tourism destination was<br />

being tarnished by a section of the taxi<br />

drivers' lobby, which regularly overcharged<br />

and harassed tourists.<br />

A section of Goa's 7,000-odd tourist<br />

taxi drivers has often been accused<br />

of over-charging, intimidating<br />

and operating in an unregulated<br />

environment.<br />

Several attempts by the state<br />

government to install and implement<br />

a fare-meter system have failed,<br />

even as members of the taxi lobby<br />

have also attacked tour coach buses<br />

ferrying foreign tourists, accusing<br />

tour operators of depriving them of<br />

business.<br />

The state attracted nearly seven<br />

million people in the 2016-17 tourism<br />

season, according to documents tabled<br />

in the ongoing monsoon session of the<br />

state legislative assembly.<br />

Ajgaonkar was responding to a question tabled by Congress<br />

legislator Aleixo Reginaldo Lourenco.<br />

The BJP-led Goa government today<br />

told the state legislative assembly that<br />

strict action would be taken against<br />

the people found drinking on the state<br />

beaches, and if need be, they could<br />

even be arrested.<br />

"The beaches should be clean and<br />

there should not be any illegality on<br />

them. We have also stopped people<br />

drinking on the beaches. We will not<br />

mind arresting them, if required," state<br />

tourism Minister Manohar Ajgaonkar<br />

told the House.<br />

The minister said that the police have<br />

already booked few cases in the past<br />

against the tourists caught drinking on<br />

the beaches.<br />

"We will be amending the Tourist<br />

Trade Act, giving more powers...I have<br />

asked the tourist guards to be on the<br />

vigil against the sale of drugs. No one<br />

will be allowed to take law into their<br />

hands," he said.<br />

In May this year, police in the tourist<br />

state had asked its personnel to arrest<br />

people, found drinking in public places,<br />

including beaches. At a meeting held<br />

in Calangute that month, citizens had<br />

complained about drinking on beaches<br />

as well other public places and no<br />

action being taken against them.<br />

Jul 31, Panaji: A delay in notifying<br />

the Real Estate (Regulation and<br />

Development) Act (RERA) rules for<br />

Goa has once again delivered a setback<br />

to consumers who were waiting for<br />

RERA to be enforced before buying<br />

homes. The BJP government on<br />

Sunday extended the deadline to<br />

October for ongoing projects to register<br />

with RERA, even though the central<br />

government and other states have<br />

clearly refused to grant an extension.<br />

The central Real Estate (Regulation<br />

and Development) Act (RERA) came<br />

into effect on May 1, <strong>2017</strong>, exactly a<br />

year after it was passed by Parliament.<br />

As per the Act, developers, projects and<br />

agents had till July 31 to mandatorily<br />

register their projects with the Real<br />

Estate Regulatory Authority.<br />

Any unregistered project would<br />

be deemed to be unauthorized by<br />

the regulator, but since the state<br />

government has failed to notify the<br />

rules and the authority as on date, the<br />

ministry of urban development has<br />

given Goan builders additional time to<br />

register with RERA.<br />

Paytm plans to<br />

launch messaging<br />

service to rival<br />

WhatsApp by<br />

<strong>August</strong> end<br />

Mumbai: India’s leading digital<br />

payments firm Paytm plans to launch<br />

a messaging service to rival Facebook<br />

Inc’s WhatsApp by the end of this<br />

month, a source familiar with the<br />

matter said on Tuesday.<br />

SoftBank and Alibaba-backed Paytm<br />

is seeking to attract people in India<br />

to use the new messaging service<br />

embedded in its app, which many<br />

already use to buy everything from<br />

food to plane tickets.<br />

Paytm’s messaging service will allow<br />

users to send audio, video and pictures<br />

and texts, the source, who declined to<br />

be named, said. Paytm currently has<br />

more than 225 million users.<br />

Earlier this year, another home<br />

grown messaging platform Hike rolled<br />

out an in-app electronic payments<br />

service to cash in on rising digital<br />

transactions in India.<br />

Colombo, Aug 1 (PTI) India has been Sri<br />

Lankas top source for tourist arrivals<br />

during the month of May followed by<br />

China, according to a report released<br />

here today.<br />

The top five tourist arrival sources<br />

were India, China, the UK, Germany<br />

and France which accounted for 51.4<br />

per cent of total tourist arrivals during<br />

this period, said the report released by<br />

the Central Bank.<br />

The report, however, said that during<br />

the month the number of arrivals<br />

overall had declined by 2.5 per cent<br />

year on year.<br />

Despite the slump in May, the<br />

cumulative tourist arrivals had grown<br />

by 4.8 per cent to 887,093 during the first<br />

five months of <strong>2017</strong> compared to the<br />

corresponding period in 2016.<br />

Following the same trend in tourist<br />

arrivals, earnings from tourism also<br />

declined during May <strong>2017</strong> to USD 209.1<br />

million, the report said.<br />

However, on a cumulative basis,<br />

earnings from tourism increased by 4.8<br />

per cent to USD 1,521.9 million during<br />

the first five months of <strong>2017</strong>.<br />

Due to the adverse economic and<br />

geopolitical conditions prevailing in<br />

the Middle Eastern region, workers<br />

remittances declined for the third<br />

consecutive month in May <strong>2017</strong>, it said.<br />

The remittances at USD 575.4 million<br />

in May declined by 3.7 per cent on a<br />

year-on-year basis.<br />

Sri Lankas gross official reserves<br />

increased to USD 6.8 billion by end May<br />

<strong>2017</strong>, it said.<br />

The gross official reserves were<br />

equivalent to 4.0 months of imports,<br />

while total foreign assets at USD 8.9<br />

billion were equivalent to 5.2 months of<br />

imports, the report said.<br />

The rupee has recorded a depreciation<br />

of 8 per cent against the Indian rupee<br />

while recording a 2.6 per cent slump<br />

against the US dollar from end 2016 up<br />

to July 31, <strong>2017</strong>, the bank said.<br />

Sri Lanka, known for its verdant<br />

natural beauty, is growing as a tourist<br />

gives its approval, the biennial land,<br />

once again, be held in Goa.<br />

The ministry of defence has asked<br />

the state government for 200 acres of<br />

land along Goa's coastal belt to set up a<br />

permanent venue for Defexpo and Aero<br />

India.<br />

In a letter written to Goa chief<br />

secretary Dharmendra Sharma, the<br />

ministry of defence has offered to<br />

develop a modern exhibition-cumconvention<br />

centre on the land, which<br />

can benefit Goa's economy. Goa has not<br />

taken a decision and is yet to reply to<br />

the letter.<br />

"The government of Goa may<br />

consider allotment of about 200 acres<br />

of land on the coastline so that a<br />

is offering a five-day special sale with<br />

fares starting at Rs 1,111 to mark its<br />

agency, Transportation Security<br />

Administration (TSA), last week<br />

decided to implement "new, stronger<br />

screening procedures for carry-on<br />

items that require travellers to place<br />

all electronics larger than a cell phone<br />

in bins for X-ray screening in standard<br />

lanes" due to increased threat to<br />

aviation security.<br />

"As new procedures are phased in,<br />

TSA officers will begin to ask travellers<br />

to remove electronics larger than a<br />

cell phone from their carryon bags and<br />

place them in a bin with nothing on top<br />

or below, similar to how laptops have<br />

been screened for years. This simple<br />

step helps TSA officers obtain a clearer<br />

X-ray image," the TSA website says.<br />

The US had recently lifted the laptop<br />

ban on nonstop flights to the country<br />

from some airports abroad like Dubai.<br />

"In standard screening lanes, TSA<br />

officers will be stationed in front of the<br />

checkpoint X-ray machines to guide<br />

passengers through the screening<br />

process and recommend how best to<br />

arrange their carry-on items for X-ray<br />

screening.<br />

liquor outlets to<br />

shut down early<br />

in Goa<br />

Goa government is working on<br />

restoring the name of the coastal state<br />

by making it again an ideal place to<br />

spend holidays. Now the election code<br />

is indirectly aiding to the movement. In<br />

the view of the same and also affected<br />

by the upcoming elections, bars and all<br />

other liquor outlets are to close early<br />

than usual.<br />

The decision has been taken with the<br />

view of the election code of conduct<br />

coming into action. As per the election<br />

code of conduct, bars and other stores<br />

who serve liquor will have to shut<br />

down earlier than they did before.<br />

The stores have been asked to close<br />

their shutters by 11PM. The code will<br />

continue till the results are declared in<br />

the state.<br />

However, no official notification<br />

regarding the early closing<br />

requirement has been issued by the<br />

district magistrate. The traders got to<br />

know about the new rule when they<br />

were visited by the Goa Police officials.<br />

The officials went to the establishments<br />

and notified them about closure till<br />

Railways plans<br />

to discontinue<br />

providing<br />

blankets in<br />

some AC trains<br />

NEW DELHI: Faced with criticism that<br />

it gives dirty blankets to passengers,<br />

the railways is working on a pilot<br />

project to discontinue providing them<br />

in AC coaches in some trains.<br />

Recently, the CAG, in its report tabled<br />

in Parliament, criticised the railways<br />

on cleanliness and hygiene in trains<br />

and stations.<br />

On a trial basis, the railways will<br />

maintain the temperature at 24°C in<br />

these AC coaches, up from the current<br />

19°C, so that passengers don't shiver<br />

without blankets, an official said,<br />

adding blankets would be provided in<br />

other trains.<br />

According to initial estimates, the<br />

move to do away with blankets is an<br />

economical option, considering that it<br />

takes Rs 55 to clean the bedroll while<br />

passengers are charged just Rs 22 for it.<br />

Railways guidelines stipulate that the<br />

blankets are to be washed every one<br />

to two months, which was not being<br />

followed, resulting in the transporter<br />

being flooded with complaints.

time. Mac Otakara says the phone won't<br />

2018, which would mean October to<br />

pronounced OLED iPhone delay...we<br />

think the flagship device may not see<br />

initial shipments until October with<br />

Defence Research and Development<br />

Organisation (DRDO) has developed<br />

India's first unmanned tank, which<br />

has three variants – surveillance,<br />

mine detection and reconnaissance<br />

in areas with nuclear and bio<br />

threats. It is called Muntra (Mission<br />

UNmanned TRAcked) and has been<br />

rolled out of the Chennai lab.<br />

According to The Times of India,<br />

though the tank has been developed<br />

and tested for the army by Combat<br />

Vehicles Research and Development<br />

Establishment (CVRDE) in Avadi,<br />

paramilitary has expressed interest to<br />

use them in Naxal-hit areas.<br />

The tanks will facilitate Indian<br />

Armed forces in conducting unmanned<br />

surveillance missions. Muntra-S<br />

has been developed for unmanned<br />

surveillance missions, whereas<br />

Muntra-M is built for detecting mines.<br />

Muntra-N will be deployed in areas<br />

where nuclear radiation or bio weapon<br />

risk is high, The Daily Bhaskar<br />

Acer on Monday launched its Nitro 5<br />

gaming laptop with seventh-generation<br />

and is available with up to seventhgeneration<br />

if placed on a wall will project on a<br />

screen the presence of people inside a<br />

that the organisation was working<br />

on installing AWAC (Airborne Early<br />

Warning and Control System) on<br />

an A330 aircraft. The system is now<br />

perfected for use on a smaller Embraer<br />

started to make up their own code<br />

Initially it looks like absolute<br />

gibberish, but it became clear that the<br />

machines – nicknamed Bob and Alice –<br />

were actually communicating with one<br />

another.<br />

In a Frankenstein twist on their<br />

research, the robot abruptly stopped<br />

using English and could only be<br />

understood by other AI.<br />

It comes after other AI developed in a<br />

similar pattern elsewhere, like when<br />

Google Translate invented its own<br />

language.<br />

The so-called ‘neutral network’<br />

started translating phrases easier<br />

using it’s own language, according to<br />

the New Scientist.<br />

Bob was reported by Digital Journal<br />

to have said: ‘I can i i everything else’.<br />

To which Alice replied: ‘balls have<br />

It is thought that the robots were<br />

trying to resolve problems they had<br />

encountered because ‘I’ and ‘to me’<br />

reflects problems one AI is having<br />

and the response from a so-called<br />

‘negotiating agent’.<br />

Scientists have built the robots to<br />

switch to more efficient call-andresponses,<br />

but it ended up being<br />

gibberish to humans.<br />

‘There was no reward to sticking<br />

to English language,’ Georgia Tech<br />

scientist Dhruv Batra told Fast Co.<br />

on your birthday cake, make a wish<br />

for your good health as well because<br />

scientists have found that the popular<br />

tradition causes bacteria on the icing<br />

to increase by 1,400%.<br />

Researchers from Clemson<br />

University, US, examined the potential<br />

spread of bacteria when someone blows<br />

out candles on a cake. "The tradition<br />

of blowing out birthday candles has<br />

different theories as to its origin. Some<br />

theorise the practice began in Ancient<br />

Greece, and was related to bringing<br />

cakes with lit candles to the temple of<br />

the goddess of the hunt, Artemis," the<br />

researchers said in the study, which<br />

has been published in the 'Journal of<br />

Food Research'. "Other ancient cultures<br />

believed that the smoke from candles<br />

carried their wishes and prayers to<br />

the gods," they wrote. According to<br />

the researchers, bioaerosols in human<br />

breath may be a source of bacteria<br />

transferred to cake surfaces.<br />

To test aerosol transfer to cake,<br />

icing was spread evenly over foil and<br />

birthday candles were placed through<br />

the foil into a base. After consuming<br />

a pizza, volunteers were asked to<br />

extinguish the candles by blowing. The<br />

team then recovered icing samples<br />

and determined the level of bacterial<br />

contamination.<br />

Under pressure from allies in the<br />

government over a year after declassifying<br />

the coconut palm as a tree<br />

during its earlier stint, the BJP-led<br />

coalition Cabinet here on Wednesday<br />

passed an amendment restoring the<br />

coconut palm in the list of trees and<br />

also according it the status of State<br />

tree.<br />

“The State government has decided<br />

to include coconut palm as tree in the<br />

Goa, Daman and Diu (Preservation<br />

of ) Trees Act, 1984 to regulate felling<br />

of coconut trees under this Act,” the<br />

Cabinet note on Wednesday stated.<br />

The State Cabinet which met here on<br />

Wednesday also resolved to declare the<br />

coconut tree as the “State tree”.<br />

Agriculture Minister Vijai Sardesai<br />

of the Goa Forward Party, who had<br />

taken the initiative in this regard said<br />

the new amendment would be ratified<br />

in the State Legislative assembly<br />

during the ongoing monsoon session.<br />

“We have restored tree status to the<br />

coconut (palm),” Mr. Sardesai said.<br />

The Opposition as well as civil<br />

society had questioned the previous<br />

BJP-led coalition government for<br />

amending the Goa Daman and Diu<br />

(Preservation of )Trees act 1984 in<br />

2016 to drop the tree status accorded<br />

to the coconut tree. Opponents of the<br />

government, which then included Goa<br />

Forward Party led by Mr. Sardesai,<br />

had accused the government of<br />

unfairly hastening real estate and<br />

industrial development at the cost of<br />

environment by selectively allowing<br />

mass removal of coconut plantations.

country. Gadkari said the decision is<br />

taken keeping in mind the millions of<br />

driver jobs that might be affected due<br />

The crew of Indian carriers — Air<br />

to Saudi Arabia are a scared lot. The<br />

of crew members on arrival and the<br />

personnel then have only photocopies<br />

of their travel documents during their<br />

stay in Saudi. While this practice<br />

has always worried pilots and flight<br />

attendants, their fears recently turned<br />

true when the crew of an AI flight was<br />

reportedly detained in Jeddah last<br />

Wednesday for this reason.<br />

Ubisoft surprised everyone out of<br />

left field at E3 a couple of months ago<br />

when it re-announced Beyond Good<br />

& Evil 2, a long-awaited sequel to its<br />

cult classic. But for those thinking that<br />

the publisher is concerned about the<br />

success of the game, that’s not entirely<br />

the case.<br />

Doesn’t Pose A Big Risk To Ubisoft<br />

Yves Guillemot, CEO for Ubisoft,<br />

recently spoke to GamesIndustry<br />

International about the forthcoming<br />

sequel, as well as the expectation<br />

behind it.<br />

“I don’t think there’s a risk there.<br />

Well, there’s always a risk when we<br />

create games, but I don’t think there’s<br />

as much risk because [Director Michel<br />

Ancel] has been through so many<br />

projects. The first Beyond Good & Evil<br />

was very good, Michel did what he<br />

wanted and what we thought would<br />

be the best for the players. But there’s<br />

one thing we didn’t look at: exactly<br />

how many players were interested at<br />

the time by female characters, science<br />

fiction world, and so on,” he explained.<br />

“It seems bizarre to say, but at the time<br />

we had lots of men playing games and<br />

they wanted specific types of games.<br />

All the women that saw Beyond Good<br />

& Evil loved it, and it was a huge<br />

surprise. And lots of people wanted<br />

something different, and they loved it.<br />

It was a big surprise because normally<br />

market analysis would have told you<br />

not to do it. It didn’t sell as many<br />

[copies] because it didn’t respond to the<br />

majority, but the minority loved it so<br />

much it created something different.<br />

“Now, because we’ve been doing<br />

more games, Michel will continue to<br />

take risk – as you could see – but he has<br />

more information and is automatically<br />

responding a lot more to the majority<br />

of the players. And the market has<br />

evolved. It’s a lot more open than it<br />

was at the time.”<br />

Guillemot also noted that Beyond<br />

Good & Evil served another purpose,<br />

as “it helped the company bring Peter<br />

Jackson on board for King Kong, it<br />

helped to change the company image<br />

and to recruit lots of talent…so it’s not<br />

about the short-term profitability, you<br />

also have to look at what in general a<br />

creation will bring to the company.”<br />

So, see, it’s not always about a game<br />

being profitable, but beneficial.<br />

Cabinet clears<br />

proxy voting<br />

for NRIs<br />

NEW DELHI: The Union Cabinet<br />

today cleared a proposal to extend<br />

proxy voting to overseas Indians by<br />

amending electoral laws, a senior<br />

government functionary said.<br />

For overseas Indians, the<br />

Representation of the People Act needs<br />

to be amended to include proxy voting<br />

as other means to cast their votes.<br />

While NRIs and overseas Indians are<br />

free to cast their votes in constituencies<br />

where they are registered, according<br />

to the proposal, they would also be<br />

allowed to use the option of proxy,<br />

which as of now is only available to<br />

service personnel.<br />

An expert committee in the Election<br />

Commission working on the issue had,<br />

in 2015, forwarded the legal framework<br />

to the law ministry to amend electoral<br />

laws to allow overseas Indians use<br />

proxy voting.<br />

Data shows that only 10,000 to 12,000<br />

NRIs have voted because they do not<br />

want to spend foreign currency to come<br />

of CPCB says it will take some time to<br />

arrive at the standards and it will be<br />

done by September 15, at the latest.<br />

In the meanwhile, we direct that<br />

no firecrackers manufactured by the<br />

respondents (companies) shall contain<br />

antimony, lithium, mercury, arsenic<br />

and lead in any form whatsoever. It<br />

is the responsibility of the PESO to<br />

ensure compliance," the bench said.<br />

she also was the showstopper<br />

for designer Amy Billimoria.<br />

Vaani was seen wearing an<br />

ivory lehenga that featured<br />

a well-fitted blouse with tiny<br />

silver sequin all over it. The<br />

beautiful lehenga had white<br />

embroidery with sequin all<br />

over it. The hem of the skirt<br />

had old gold zardozi on it. She<br />

finished the look with a sheer<br />

dupatta with scallop hem and<br />

sequin gold polka dot all over it,<br />

along with one side tied around<br />

her wrist.<br />

For hair and makeup, she<br />

wore her short hair tossed<br />

in soft curls and a heavy<br />

shimmery golden smokey<br />

eye and fluttery lashes. She wore the<br />

gold eyeshadow along with her lower<br />

lashline and in the inner corners of her<br />

eye to make them appear larger. She<br />

wore pink glossy lips, with a creamy<br />

face of glowing makeup and peachy<br />

hued blush on her cheeks. Well shaped<br />

eyebrows beautifully rounded her look.<br />

Akshay Kumar joins hands<br />

with Pro-Kabaddi League<br />

KOLKATA: Ending speculation,<br />

Kolkata-based Pro-Kabaddi League<br />

franchise Bengal Warriors on Monday<br />

announced that they have partnered<br />

with Bollywood star Akshay Kumar.<br />

Bengal Warriors, who finished<br />

with the wooden spoon last season,<br />

have overhauled the 18-member side,<br />

retaining only two players in the fifth<br />

season beginning today.<br />

"Akshay is also extremely popular for<br />

fitness regimen and his love for sports<br />

and with the new partnership Bengal<br />

Warriors hope to bring in a breath of<br />

fresh air and positivity packed with<br />

a stronger team," a media statement<br />

said.<br />

"I have always believed that sport<br />

plays a key role in shaping ones<br />

personality and health. I am delighted<br />

to partner with Future Group to<br />

promote a homegrown sport like<br />

Kabaddi," Akshay said.<br />

Excited at the new beginning, team<br />
