Goa Chief Minister Manohar Parrikar 

on Friday said all issues related to overcharging 

by taxi drivers in the tourismoriented 

state would be resolved by 

September 30.Parrikar said this during 

a discussion on a Private Members' 

Bill, moved by Bharatiya Janata Party 

MLA Nilesh Cabral, which demanded 

that all tourist taxis in the state should 

have fare meters. 

"I will meet all stakeholders involved, 

including ruling and opposition MLAs, 

on September 1 and we will resolve 

this issue by September 30. This is my 

word. The issue is critical for tourism 

in Goa," Parrikar said. 

Earlier, Cabral had said that Goa's 

reputation as a tourism destination was 

being tarnished by a section of the taxi 

drivers' lobby, which regularly overcharged 

and harassed tourists. 

A section of Goa's 7,000-odd tourist 

taxi drivers has often been accused 

of over-charging, intimidating 

and operating in an unregulated 

environment. 

Several attempts by the state 

government to install and implement 

a fare-meter system have failed, 

even as members of the taxi lobby 

have also attacked tour coach buses 

ferrying foreign tourists, accusing 

tour operators of depriving them of 

business. 

The state attracted nearly seven 

million people in the 2016-17 tourism 

season, according to documents tabled 

in the ongoing monsoon session of the 

state legislative assembly.

GOA TOURISM MINISTER 

Ajgaonkar was responding to a question tabled by Congress 

legislator Aleixo Reginaldo Lourenco. 

The BJP-led Goa government today 

told the state legislative assembly that 

strict action would be taken against 

the people found drinking on the state 

beaches, and if need be, they could 

even be arrested. 

"The beaches should be clean and 

there should not be any illegality on 

them. We have also stopped people 

drinking on the beaches. We will not 

mind arresting them, if required," state 

tourism Minister Manohar Ajgaonkar 

told the House. 

The minister said that the police have 

already booked few cases in the past 

against the tourists caught drinking on 

the beaches. 

"We will be amending the Tourist 

Trade Act, giving more powers...I have 

asked the tourist guards to be on the 

vigil against the sale of drugs. No one 

will be allowed to take law into their 

hands," he said. 

Ajgaonkar was responding to a 

question tabled by Congress legislator 

Aleixo Reginaldo Lourenco. 

In May this year, police in the tourist 

state had asked its personnel to arrest 

people, found drinking in public places, 

including beaches. At a meeting held 

in Calangute that month, citizens had 

complained about drinking on beaches 

as well other public places and no 

action being taken against them.

baggage of flights+ to, from and within 

America and these new norms could 

remind of airports back home. 

Like Indian airports where tablets 

and laptops have to be taken out of 

hand bags and kept separately in trays 

for X-ray screening, US airports will 

also start doing the same. 

Till now, only large PEDs like laptops 

were required to be taken out there for 

being x-rayed separately while smaller 

ones like iPads could stay in hand bags 

during security checks in the US.

Jul 31, Panaji: A delay in notifying 

the Real Estate (Regulation and 

Development) Act (RERA) rules for 

Goa has once again delivered a setback 

to consumers who were waiting for 

RERA to be enforced before buying 

homes. The BJP government on 

Sunday extended the deadline to 

October for ongoing projects to register 

with RERA, even though the central 

government and other states have 

clearly refused to grant an extension. 

The central Real Estate (Regulation 

and Development) Act (RERA) came 

into effect on May 1, 2017, exactly a 

year after it was passed by Parliament. 

As per the Act, developers, projects and 

agents had till July 31 to mandatorily 

register their projects with the Real 

Estate Regulatory Authority. 

Any unregistered project would 

be deemed to be unauthorized by 

the regulator, but since the state 

government has failed to notify the 

rules and the authority as on date, the 

ministry of urban development has 

given Goan builders additional time to 

register with RERA. 

Paytm plans to 

launch messaging 

service to rival 

WhatsApp by 

August end 

Mumbai: India’s leading digital 

payments firm Paytm plans to launch 

a messaging service to rival Facebook 

Inc’s WhatsApp by the end of this 

month, a source familiar with the 

matter said on Tuesday. 

SoftBank and Alibaba-backed Paytm 

is seeking to attract people in India 

to use the new messaging service 

embedded in its app, which many 

already use to buy everything from 

food to plane tickets. 

Paytm’s messaging service will allow 

users to send audio, video and pictures 

and texts, the source, who declined to 

be named, said. Paytm currently has 

more than 225 million users. 

Earlier this year, another home 

grown messaging platform Hike rolled 

out an in-app electronic payments 

service to cash in on rising digital 

transactions in India.

Colombo, Aug 1 (PTI) India has been Sri 

Lankas top source for tourist arrivals 

during the month of May followed by 

China, according to a report released 

here today. 

The top five tourist arrival sources 

were India, China, the UK, Germany 

and France which accounted for 51.4 

per cent of total tourist arrivals during 

this period, said the report released by 

the Central Bank. 

The report, however, said that during 

the month the number of arrivals 

overall had declined by 2.5 per cent 

year on year. 

Despite the slump in May, the 

cumulative tourist arrivals had grown 

by 4.8 per cent to 887,093 during the first 

five months of 2017 compared to the 

corresponding period in 2016. 

Following the same trend in tourist 

arrivals, earnings from tourism also 

declined during May 2017 to USD 209.1 

million, the report said. 

However, on a cumulative basis, 

earnings from tourism increased by 4.8 

per cent to USD 1,521.9 million during 

the first five months of 2017. 

Due to the adverse economic and 

geopolitical conditions prevailing in 

the Middle Eastern region, workers 

remittances declined for the third 

consecutive month in May 2017, it said. 

The remittances at USD 575.4 million 

in May declined by 3.7 per cent on a 

year-on-year basis. 

Sri Lankas gross official reserves 

increased to USD 6.8 billion by end May 

2017, it said. 

The gross official reserves were 

equivalent to 4.0 months of imports, 

while total foreign assets at USD 8.9 

billion were equivalent to 5.2 months of 

imports, the report said. 

The rupee has recorded a depreciation 

of 8 per cent against the Indian rupee 

while recording a 2.6 per cent slump 

against the US dollar from end 2016 up 

to July 31, 2017, the bank said. 

Sri Lanka, known for its verdant 

natural beauty, is growing as a tourist 

destination for all seasons.

DEFEXPO TO BE

Panaji, TOI: If the state government 

gives its approval, the biennial land, 

naval and internal security exhibition, 

also called Defexpo India 2018 could, 

once again, be held in Goa. 

The ministry of defence has asked 

the state government for 200 acres of 

land along Goa's coastal belt to set up a 

permanent venue for Defexpo and Aero 

India. 

In a letter written to Goa chief 

secretary Dharmendra Sharma, the 

ministry of defence has offered to 

develop a modern exhibition-cumconvention 

centre on the land, which 

can benefit Goa's economy. Goa has not 

taken a decision and is yet to reply to 

the letter. 

"The government of Goa may 

consider allotment of about 200 acres 

of land on the coastline so that a 

permanent venue to conduct Defexpo

NEW DELHI: Low-cost carrier IndiGo 

is offering a five-day special sale with 

fares starting at Rs 1,111 to mark its 

11th anniversary. 

The offer comes into effect from 

August 2 and will be valid till August

March 24 next year, IndiGo said in a 

statement. 

Under the scheme, Srinagar-Delhi 

fares are priced Rs 1,611, Delhi- 

Udaipur at Rs 1,411, Delhi-Mumbai at 

Rs 1,911, Mumbai-Muscat at Rs 5,711 

and Mumbai-Doha at Rs 7,011.

Administration (TSA), last week 

decided to implement "new, stronger 

screening procedures for carry-on 

items that require travellers to place 

all electronics larger than a cell phone 

in bins for X-ray screening in standard 

lanes" due to increased threat to 

aviation security. 

"As new procedures are phased in, 

TSA officers will begin to ask travellers 

to remove electronics larger than a 

cell phone from their carryon bags and 

place them in a bin with nothing on top 

or below, similar to how laptops have 

been screened for years. This simple 

step helps TSA officers obtain a clearer 

X-ray image," the TSA website says. 

The US had recently lifted the laptop 

ban on nonstop flights to the country 

from some airports abroad like Dubai. 

"In standard screening lanes, TSA 

officers will be stationed in front of the 

checkpoint X-ray machines to guide 

passengers through the screening 

process and recommend how best to 

arrange their carry-on items for X-ray 

screening. 

Bars and other 

liquor outlets to 

shut down early 

in Goa 

Goa government is working on 

restoring the name of the coastal state 

by making it again an ideal place to 

spend holidays. Now the election code 

is indirectly aiding to the movement. In 

the view of the same and also affected 

by the upcoming elections, bars and all 

other liquor outlets are to close early 

than usual. 

The decision has been taken with the 

view of the election code of conduct 

coming into action. As per the election 

code of conduct, bars and other stores 

who serve liquor will have to shut 

down earlier than they did before. 

The stores have been asked to close 

their shutters by 11PM. The code will 

continue till the results are declared in 

the state. 

However, no official notification 

regarding the early closing 

requirement has been issued by the 

district magistrate. The traders got to 

know about the new rule when they 

were visited by the Goa Police officials. 

The officials went to the establishments 

and notified them about closure till 

11PM. 

Railways plans 

to discontinue 

providing 

blankets in 

some AC trains 

NEW DELHI: Faced with criticism that 

it gives dirty blankets to passengers, 

the railways is working on a pilot 

project to discontinue providing them 

in AC coaches in some trains. 

Recently, the CAG, in its report tabled 

in Parliament, criticised the railways 

on cleanliness and hygiene in trains 

and stations. 

On a trial basis, the railways will 

maintain the temperature at 24°C in 

these AC coaches, up from the current 

19°C, so that passengers don't shiver 

without blankets, an official said, 

adding blankets would be provided in 

other trains. 

According to initial estimates, the 

move to do away with blankets is an 

economical option, considering that it 

takes Rs 55 to clean the bedroll while 

passengers are charged just Rs 22 for it. 

Railways guidelines stipulate that the 

blankets are to be washed every one 

to two months, which was not being 

followed, resulting in the transporter 

being flooded with complaints.

First bit of not great news: Reliable 

tech blogs Mac Otakara and the Royal 

Bank of Canada report that there's most 

likely going to be a delay in the release 

time. Mac Otakara says the phone won't 

ship until the first quarter of fiscal 

2018, which would mean October to 

November. 

“Based on incremental supply 

chain data points that suggest a more 

pronounced OLED iPhone delay...we 

think the flagship device may not see 

initial shipments until October with 

volume shipments not occurring until 

the November/December timeframe," 

said Royal Bank of Canada analyst Amit 

Daryanani. 

Another bummer: It looks like the 

white color will no longer be an option.

Finally, the blogs report that the 

Touch ID feature is most likely 

cancelled, because it won't be on the 

power button and the chance of its 

inclusion in-screen is slim. It's possible/ 

rumored that the Touch ID would be 

replaced with a facial recognition 

technology called ‘Face ID’. 

But that's not the worst — as Forbes 

reports, the iPhone 8 could cost as much

UNMANNED TANK, ROLLS 

OUT FROM THE CHENNAI LAB 

Defence Research and Development 

Organisation (DRDO) has developed 

India's first unmanned tank, which 

has three variants – surveillance, 

mine detection and reconnaissance 

in areas with nuclear and bio 

threats. It is called Muntra (Mission 

UNmanned TRAcked) and has been 

rolled out of the Chennai lab. 

According to The Times of India, 

though the tank has been developed 

and tested for the army by Combat 

Vehicles Research and Development 

Establishment (CVRDE) in Avadi, 

paramilitary has expressed interest to 

use them in Naxal-hit areas. 

The tanks will facilitate Indian 

Armed forces in conducting unmanned 

surveillance missions. Muntra-S 

has been developed for unmanned 

surveillance missions, whereas 

Muntra-M is built for detecting mines. 

Muntra-N will be deployed in areas 

where nuclear radiation or bio weapon 

risk is high, The Daily Bhaskar 

reported.

The tanks have been tested and 

validated at Mahajan field firing range

display at an exhibition organised by 

DRDO as a tribute to former president 

APJ Abdul Kalam.

handheld wall penetration radar which 

if placed on a wall will project on a 

screen the presence of people inside a 

building. 

DRDO chairman S Christopher was 

quoted by Business Insider as saying 

that the organisation was working 

on installing AWAC (Airborne Early 

Warning and Control System) on 

an A330 aircraft. The system is now 

perfected for use on a smaller Embraer 

plane.

Scientists have switched off 

Facebook’s robot because it has 

reportedly created its own language 

Researchers noticed that Artificial 

Intelligence they had created has 

started to make up their own code 

words. 

Initially it looks like absolute 

gibberish, but it became clear that the 

machines – nicknamed Bob and Alice – 

were actually communicating with one 

another. 

In a Frankenstein twist on their 

research, the robot abruptly stopped 

using English and could only be 

understood by other AI. 

It comes after other AI developed in a 

similar pattern elsewhere, like when 

Google Translate invented its own 

language. 

The so-called ‘neutral network’ 

started translating phrases easier 

using it’s own language, according to 

the New Scientist. 

Bob was reported by Digital Journal 

to have said: ‘I can i i everything else’. 

To which Alice replied: ‘balls have 

zero to me to me to me…’ 

It is thought that the robots were 

trying to resolve problems they had 

encountered because ‘I’ and ‘to me’ 

reflects problems one AI is having 

and the response from a so-called 

‘negotiating agent’. 

Scientists have built the robots to 

switch to more efficient call-andresponses, 

but it ended up being 

gibberish to humans. 

‘There was no reward to sticking 

to English language,’ Georgia Tech 

scientist Dhruv Batra told Fast Co. 

Design. 

‘If I say “the” five times, you interpret 

that to mean I want five copies of this 

item. This isn’t so different from the 

way communities of humans create 

shorthands’. 

Although Facebook switched their 

robots off, the AI at Google encouraged 

the reporters and they have continued

Blowing out candles

The next time you blow out the candles 

on your birthday cake, make a wish 

for your good health as well because 

scientists have found that the popular 

tradition causes bacteria on the icing 

to increase by 1,400%. 

Researchers from Clemson 

University, US, examined the potential 

spread of bacteria when someone blows 

out candles on a cake. "The tradition 

of blowing out birthday candles has 

different theories as to its origin. Some 

theorise the practice began in Ancient 

Greece, and was related to bringing 

cakes with lit candles to the temple of 

the goddess of the hunt, Artemis," the 

researchers said in the study, which 

has been published in the 'Journal of 

Food Research'. "Other ancient cultures 

believed that the smoke from candles 

carried their wishes and prayers to 

the gods," they wrote. According to 

the researchers, bioaerosols in human 

breath may be a source of bacteria 

transferred to cake surfaces. 

To test aerosol transfer to cake, 

icing was spread evenly over foil and 

birthday candles were placed through 

the foil into a base. After consuming 

a pizza, volunteers were asked to 

extinguish the candles by blowing. The 

team then recovered icing samples 

and determined the level of bacterial 

contamination.

DECLARED 

STATE TREE 

OF GOA 

Under pressure from allies in the 

government over a year after declassifying 

the coconut palm as a tree 

during its earlier stint, the BJP-led 

coalition Cabinet here on Wednesday 

passed an amendment restoring the 

coconut palm in the list of trees and 

also according it the status of State 

tree. 

“The State government has decided 

to include coconut palm as tree in the 

Goa, Daman and Diu (Preservation 

of ) Trees Act, 1984 to regulate felling 

of coconut trees under this Act,” the 

Cabinet note on Wednesday stated. 

The State Cabinet which met here on 

Wednesday also resolved to declare the 

coconut tree as the “State tree”. 

Agriculture Minister Vijai Sardesai 

of the Goa Forward Party, who had 

taken the initiative in this regard said 

the new amendment would be ratified 

in the State Legislative assembly 

during the ongoing monsoon session. 

“We have restored tree status to the 

coconut (palm),” Mr. Sardesai said. 

The Opposition as well as civil 

society had questioned the previous 

BJP-led coalition government for 

amending the Goa Daman and Diu 

(Preservation of )Trees act 1984 in 

2016 to drop the tree status accorded 

to the coconut tree. Opponents of the 

government, which then included Goa 

Forward Party led by Mr. Sardesai, 

had accused the government of 

unfairly hastening real estate and 

industrial development at the cost of 

environment by selectively allowing 

mass removal of coconut plantations.

Govt Says No To 

Driverless Cars On 

Indian Roads 

Raksha Bandhan:

While many countries across the world 

are moving towards automated cars 

on their roads, India has decided that 

it will take some time and first make 

sure that automation does not impact 

the employment opportunities for its 

people. 

Union transport minister, Nitin 

Gadkari, said that the government will 

not allow driverless cars on Indian 

roads. "How can we allow such vehicles 

when we already have huge number of 

unemployed people?" 

He also pointed out that there is a 

shortage of 2.2 million drivers in the 

country. Gadkari said the decision is 

taken keeping in mind the millions of 

driver jobs that might be affected due 

to automation in the sector. 

“Cab aggregators like Ola and 

Uber are making money by using 

our driving skills. If cab aggregators

The crew of Indian carriers — Air 

India and Jet Airways — that operate 

to Saudi Arabia are a scared lot. The 

country keeps the original passport 

of crew members on arrival and the 

personnel then have only photocopies 

of their travel documents during their 

stay in Saudi. While this practice 

has always worried pilots and flight 

attendants, their fears recently turned 

true when the crew of an AI flight was 

reportedly detained in Jeddah last 

Wednesday for this reason. 

"We operated AI 931 on July 26. 

After landing in Jeddah, four of us 

think they can make more money by 

introducing technology like driverless 

cars and render people unemployed, 

the government is not going to allow 

it.” 

As of now self-driving cars also know 

as autonomous cars are being tested in 

countries including US South Korea, 

Germany and Australia. 

The government has been working on 

plans to reduce the number of cars on 

roads and to promote electric vehicles. 

It said that electric vehicles may soon 

be part of public transportation system 

that will help to reduce the number of 

cars on roads. 

The government is planning to get 

such buses which have high passengers 

facilities and runs on alternative fuels. 

It is also working on a proposal to 

develop Bus Ports in India.

Raksha Bandhan also known as Rakhi 

Purnima or simply Rakhi is a Hindu 

festival that is celebrated in most part 

of India. The much awaited festival in 

India is celebrated during the Hindu 

month of Shravan on 7th August. 

Raksha Bandhan is predominantly 

celebrated in India, Nepal and 

Mauritius, although a section of

The preparation for Raksha Bandhan

shopping for Rakhis and visiting 

temples. They buy Rakhis of different 

varieties or they even make them by 

themselves. Tying a Rakhi or a sacred 

thread is a traditional practice on this 

festival and is considered a ritual.

brothers and bless them with prayers 

for their wellbeing, prosperity and

Ubisoft surprised everyone out of 

left field at E3 a couple of months ago 

when it re-announced Beyond Good 

& Evil 2, a long-awaited sequel to its 

cult classic. But for those thinking that 

the publisher is concerned about the 

success of the game, that’s not entirely 

the case.

Doesn’t Pose A Big Risk To Ubisoft 

Yves Guillemot, CEO for Ubisoft, 

recently spoke to GamesIndustry 

International about the forthcoming 

sequel, as well as the expectation 

behind it. 

“I don’t think there’s a risk there. 

Well, there’s always a risk when we 

create games, but I don’t think there’s 

as much risk because [Director Michel 

Ancel] has been through so many 

projects. The first Beyond Good & Evil 

was very good, Michel did what he 

wanted and what we thought would 

be the best for the players. But there’s 

one thing we didn’t look at: exactly 

how many players were interested at 

the time by female characters, science 

fiction world, and so on,” he explained. 

“It seems bizarre to say, but at the time 

we had lots of men playing games and 

they wanted specific types of games. 

All the women that saw Beyond Good 

& Evil loved it, and it was a huge 

surprise. And lots of people wanted 

something different, and they loved it. 

It was a big surprise because normally 

market analysis would have told you 

not to do it. It didn’t sell as many 

[copies] because it didn’t respond to the 

majority, but the minority loved it so 

much it created something different. 

“Now, because we’ve been doing 

more games, Michel will continue to 

take risk – as you could see – but he has 

more information and is automatically 

responding a lot more to the majority 

of the players. And the market has 

evolved. It’s a lot more open than it 

was at the time.” 

Guillemot also noted that Beyond 

Good & Evil served another purpose, 

as “it helped the company bring Peter 

Jackson on board for King Kong, it 

helped to change the company image 

and to recruit lots of talent…so it’s not 

about the short-term profitability, you 

also have to look at what in general a 

creation will bring to the company.” 

So, see, it’s not always about a game 

being profitable, but beneficial. 

A release date hasn’t been announced 

for Beyond Good & Evil 2.

10.96 crores in its first week. On its 

second Friday, the film collected

film did a business of 1.45 crores on 

its second Sunday, thereby taking its

Cabinet clears 

proxy voting 

for NRIs 

NEW DELHI: The Union Cabinet 

today cleared a proposal to extend 

proxy voting to overseas Indians by 

amending electoral laws, a senior 

government functionary said. 

For overseas Indians, the 

Representation of the People Act needs 

to be amended to include proxy voting 

as other means to cast their votes. 

While NRIs and overseas Indians are 

free to cast their votes in constituencies 

where they are registered, according 

to the proposal, they would also be 

allowed to use the option of proxy, 

which as of now is only available to 

service personnel. 

An expert committee in the Election 

Commission working on the issue had, 

in 2015, forwarded the legal framework 

to the law ministry to amend electoral 

laws to allow overseas Indians use 

proxy voting. 

Data shows that only 10,000 to 12,000 

NRIs have voted because they do not 

want to spend foreign currency to come 

to India and exercise their franchise.

Organisation (PESO) briefed the court 

about their impact. 

The court also directed CPCB and 

PESO to lay down standards with 

regard to the chemical composition of 

firecrackers. 

"Dr A B Akolkar, member secretary 

of CPCB says it will take some time to 

arrive at the standards and it will be 

done by September 15, at the latest. 

In the meanwhile, we direct that 

no firecrackers manufactured by the 

respondents (companies) shall contain 

antimony, lithium, mercury, arsenic 

and lead in any form whatsoever. It 

is the responsibility of the PESO to 

ensure compliance," the bench said. 

The role of Diwali fireworks in 

stoking pollution is a hotly debated 

issue. It has been pointed out that 

Diwali is a one-day affair celebrated 

once every year and questions are 

raised on whether such restrictions 

can have lasting effects on curbing 

pollution.
