Tuesday appeared in a special CBI<br />
court here over<br />
his alleged<br />
involvement in a<br />
multi-crore fodder<br />
scam case, a<br />
government<br />
lawyer said.<br />
Another former<br />
Bihar Chief Minister Jagannath<br />
Mishra would also appear in the<br />
Central Bureau of Investigation<br />
(CBI) court on Tuesday. Mishra is<br />
another accused in the same scam.<br />
Both Lalu Prasad and Mishra<br />
were on bail after serving jail term<br />
in Ranchi in another fodder scam<br />
case. The case relates to withdrawing<br />
Rs 47 lakh fraudulently<br />
from the Bhagalpur treasury.<br />
The CBI had registered a case<br />
in this regard in 1996. Later, it<br />
filed a chargesheet naming 44<br />
accused including Lalu Prasad<br />
and Mishra. Last month, the<br />
Supreme Court had ruled that<br />
Lalu Prasad will have to stand<br />
trial in all the four fodder scam<br />
cases setting aside a Jharkhand<br />
High Court order that had<br />
dropped conspiracy charges<br />
against the former Bihar Chief<br />
Minister. The fodder scam<br />
relates to fraudulent withdrawal<br />
of Rs 900 crore by the Animal<br />
Husbandry Department from<br />
various district when Lalu<br />
Prasad was the Chief Minister.<br />
12 arrested over<br />

pedestrians and then stabbing<br />

Against this backdrop, the Dalit movement has immense potential<br />
to transcend boundaries unless reined in as a serious law and order<br />
problem. Saharanpur has a history of caste and communal violence.<br />
In 2014, Sikhs and Dalits clashed. The population comprises 53 per<br />
cent Hindus and 41 per cent Muslims and the rest are split into other<br />
sects/castes. Politicians calculate their votebank accordingly and<br />
exploit the voters. This time, the names of national icons like<br />
Maharana Pratap and Dr BR Ambedkar were used to the hilt.<br />
It’s ironical that the intelligence machinery of the state didn’t get<br />
a whiff of the problem initially brewing and which snowballed into a<br />
major issue which still shows no sign of dying down. What went<br />
wrong with the intelligence? It’s the most crucial part of the administration.<br />
There is a local intelligence unit and the zone office (ZO),<br />
both parts of state intelligence. Their mandate is to garner first-hand<br />
real-time intelligence and share with the district administrators for<br />
diffusing any upcoming unpleasant situation affecting peace and<br />
tranquility. It looks like their role was abysmally unsatisfactory as the<br />
city remained tense. They could have given timely advice to the<br />
administration, that if Mayawati paid a visit to the city, things might<br />
worsen. But no such warning was given and if at all it was given, the<br />
same went unheeded, leading to relapse beyond repair. It’s time intelligence<br />
apparatus is revamped to prevent further damage. After<br />
Adityanath’s advent to power, people had expected things to improve<br />
but that is not to be.<br />
A series of police officers and district magistrates have been shuffled<br />
and reshuffled but all are struggling to pacify Saharanpur.<br />
Politically, in the meantime Dalit leader Chandrashekhar has added<br />
much glamour to his persona and is now being gradually seen as a<br />
substitute for Mayawati. With Behenji on the wane, it’s likely that he<br />
will be a natural choice to fill the void. Also, because Mayawati’s<br />
erstwhile party honchos stand marginalised after BSP’s debacle in<br />
the recent state elections. It’s observed that Chandrashekhar enjoys<br />
tremendous outside support from universities like JNU and<br />
Hyderabad, and Saharanpur-linked developments have provided<br />
enough fillip to the Dalit movement in this part of the region. Till<br />
such time as the dust settles down in a clearly polarised and tense<br />
Saharanpur and a lull prevails, there is need for a central body comprising<br />
the central police and intelligence officers to periodically<br />
monitor and review happenings in the city, so that things are preempted<br />
before they assume ugly proportions. It’s also possible to<br />
bring in a neutral, acceptable public figure of repute to use his or her<br />
good offices to facilitate a round table meeting of both factions for a<br />
conciliatory move to usher in peace and order.<br />

Mumbai : The key Indian equity indices on<br />
Monday was trading flat in the morning session.<br />
The 30-scrip Sensitive Index (Sensex), was trading<br />
flat at 11.51 points or 0.04 per cent lower soon after<br />
opening. The wider 51-scrip Nifty of the National<br />
Stock Exchange (NSE) was trading 4.20 points or<br />
0.04 per cent higher at 9,657.70 points.<br />
The Sensex of the BSE, which opened at 31,274.74<br />
points, was trading at 31,261.78 points (at 9.17 a.m.),<br />
lower 11.51 points or 0.04 per cent from the previous<br />
day's close at 31,273.29 points. The Sensex touched a<br />
high of 31,275.35 points and a low of 31,232.65<br />
points in the trade so far.<br />

reports that Mammootty has<br />
been signed on to play B.R.<br />

Reacting to the reports, a source<br />
from the film's unit told IANS:<br />
"I'm not at liberty to speak. It's<br />
best if the makers react to such<br />
things." In the film, Rajinikanth<br />
plays a slum-lord-turned-gangster.<br />

leak. "We are currently shooting<br />
in Mumbai, and most of it is<br />
happening outdoors. With<br />
Rajini sir on sets, it's extremely<br />
difficult to stop people from taking<br />
pictures. Thanks to technology,<br />
great pictures are taken<br />
even while standing hundreds of<br />
metres away," the source said.<br />

CBI raids NDTV's<br />
Prannoy Roy's<br />
residence in Delhi<br />
New Delhi : The CBI on Monday raided<br />
NDTV founder Prannoy Roy's residence<br />
here and registered a case against<br />
him and his wife for causing alleged loss<br />
to a bank. The Central Bureau of<br />
Investigation registered the case against<br />
Roy, his wife Radhika Roy, a private company<br />
and others and conducted searches at<br />
Roy's Greater Kailash-I residence in south<br />
Delhi. "Searches are being conducted<br />
today (Monday) at four places including<br />
Delhi and Dehradun," CBI spokesperson<br />
R.K. Gaur told IANS.<br />
Jogging may reduce risk of hip and knee joint pain<br />
New York : Joggers are less<br />
likely to experience knee and hip<br />
osteoarthritis compared to sedentary<br />
individuals and competitive<br />
runners, says a study. As such running<br />
at a recreational level for up to<br />
15 years – and possibly more – may<br />
be safely recommended as a general<br />
health exercise, according to the<br />
study published in the Journal of<br />
Orthopaedic and Sports Physical<br />
Therapy. "The principal finding in<br />
this study is that, in general, running<br />
is not associated with<br />
osteoarthritis," said lead author<br />
Eduard Alentorn-Geli from the<br />
Department of Orthopedic Surgery,<br />
Mayo Clinic in Rochester,<br />
Minnesota, US.<br />
"The novel finding in our investigation<br />
is the increased association<br />
between running and arthritis in<br />
competitive, but not in recreational<br />
runners," Alentorn-Geli said. The<br />
international team of researchers in<br />
Spain, Sweden, Canada and the US<br />
aimed to evaluate the association of<br />
hip and knee osteoarthritis with<br />
running and to explore the influence<br />
of running intensity and years<br />
of exposure on that association.<br />
The researchers did a systematic<br />
review of several studies investigating<br />
the relationship between running<br />
and arthritis of these weightbearing<br />
joints. The studies involved<br />
a total of 114,829 people. Runners<br />
were considered "competitive" if<br />
they were identified themselves as<br />
professional/elite athletes or participated<br />
in international competitions.<br />
Recreational runners were<br />
those individuals who ran in a nonprofessional,<br />
or amateur, context.<br />
They found that only 3.5 per cent of<br />
recreational runners developed hip<br />
or knee arthritis. This was true for<br />
both male and female runners.
