dishonoured because he had been slapped in front of his house. The SI told victim Manivannan to stand still
for one hour and then left.
Victim Manivannan stood in the rain for one hour. His wife called AC Ravichandran to inform him about victim
Manivannan’s treatment by the police. AC Ravichandran said that victim Manivannan could return to his
house and promised to discuss the matter with the SI.

The SI has stated that victim Manivannan often scuffles with everyone and that on the date of the incident he
yelled abusively in the road. The SI added that victim Manivannan also thrashed the soothsayer. He insists
that victim Manivannan was warned and asked to leave the street, but that victim Manivannan had protested
and refused to do so.

Victim Mathi resides within the jurisdiction of Athirampattinam PS, Pattukotai Taluk, Tanjore.
In October 2007, Mathi had a dispute with Ezhil, supervisor of a liquor shop with no permit. Ezhil verbally
abused Mathi and threatened him as well.
On 2 November 2007, Mathi’s friend had an argument with Ezhil, whom he accused of adulterating drinks
with water. Ezhil threatened to thrash Mathi’s friend and to file a false charge against him.

Mathi lodged a complaint with SI Hemalatha, alleging that Ezhil had no liquor permit. The SI asked Mathi
“How dare you file a complaint against the shop?” She made Mathi sit near a lock-up room until 3.30pm, and
later tore up Mathi’s complaint in front of him. When Mathi questioned the SI’s action, a PI slapped his
cheeks twice. The SI asked Mathi whether his complaint meant that he suggested that Ezhil had bribed the
police. She then beat Mathi on his back. She made Mathi bend over and hit his back again. Mathi pleaded
for the SI to stop, as he was unable to bear the pain. The SI threatened to lock him up on a theft charge.
Finally, the police let Mathi go.
Out of fear, Mathi has refused to file a complaint.
