It has been brought to the attention of Tamilnadu Program of human rights and democracy<br />

that there is a case of ‘Encounter death in Seshashalam Forest in Chandragiri Mandal,<br />

Chittoor district of AP’ that is alleged deceased victims from Vellore, Thiruvannamalai and<br />

Dharmapuri Districts of Tamil Nadu. It is therefore proposed by us to depute a high level fact<br />

finding team led by Justice H.SURESH, [Former Judge of the Mumbai High Court] Mr.<br />

SATYABRATA PAL, [Former Member of the NHRC] ADV.AJEETHA, [Advocate, Madras<br />

High Court] Dr. SAVIOUR SURESH, [Forensic Expert] Prof. JAWAHIRULLAH, [MLA –<br />

Tamilnadu], Mr. RAM MOHAN IPS [Retd DG, BSF] and myself accompanied by five of<br />

our assistants to undertake a human rights fact finding on 14 th & 15 th April' 15 and report<br />

We wish to bring this fact finding to your kind attention and also inform you that the Members<br />

of the FF who are very respected citizens of the country will be meeting your police officials<br />

at the Jurisdictional Police Station or Sub Divisional Office of the DSP or in case of need<br />

even at the District level for ensuring that the fact finding team also “know, seek and obtain”<br />

information about the version of the police in this incident before concluding our fact finding<br />

report on the incident. In case our fact finding report indicates the possibility of a human<br />

rights violation having taken place, we wish to also inform you that the complaint shall be<br />

provided to your good self for seeking remedy according to the law established in our<br />

country and on the basis of both national and international human rights standards.<br />

We wish to also inform you that we plan to visit the encounter spot tomorrow in the morning<br />

and if there are any objections to the same, the same may be communicated to us in writing<br />

so that we seek redress from the Hon’ble NHRC in this regard urgently.<br />
