QUALITY INDICATORS 2017
which no data could be obtained and the number of all units eligible for this variable 1 . In using administrative
data, the indicator value calculated is the unsuccessful record linkage rate, which shows the percentage of units
which we were not able to successfully link when using one or more administrative sources; consequently, the
value of the variable could not be determined.
The indicator value refers to the key variable.
should be the number of responses, non-responses and eligible units for the
selected variable Y . Then, we calculate the weighted and unweighted values of the indicator as stated below.
3.6.2.2.Weighted rate
The weighted rate is calculated by the following formula:
w
x
T 3
w
is the final unit weight,
x
j
is the value of the auxiliary variable.
Unlike the unit non-response rate, in this case the final weight (and not the sample weight) is used because the
observation units deemed to be non-responses (i.e. as units from which we were not able to obtain the relevant
data) are usually also included in the procedure for calculating the final weight and therefore they cannot be
weighted with this final weight. On the contrary, the partial response belongs to units that have already been
weighted by the final weight, therefore the final weight can also be used for the calculation of the item nonresponse
rate.
If we take X 1
as the auxiliary variable, we obtain the weighted rate calculated only on the basis of the final
weight:
