Unlike the unit non-response rate, in this case the final weight (and not the sample weight) is used because the<br />

observation units deemed to be non-responses (i.e. as units from which we were not able to obtain the relevant<br />

data) are usually also included in the procedure for calculating the final weight and therefore they cannot be<br />

weighted with this final weight. On the contrary, the partial response belongs to units that have already been<br />

weighted by the final weight, therefore the final weight can also be used for the calculation of the item nonresponse<br />

rate.<br />
