Unlike the unit non-response rate, in this case the final weight (and not the sample weight) is used because the
observation units deemed to be non-responses (i.e. as units from which we were not able to obtain the relevant
data) are usually also included in the procedure for calculating the final weight and therefore they cannot be
weighted with this final weight. On the contrary, the partial response belongs to units that have already been
weighted by the final weight, therefore the final weight can also be used for the calculation of the item nonresponse
rate.
