Northbrook has representatives in NORTAF and Major Crash Assistance Team, and in NIPAS’ Emergency Services Team and Mobile Field Force unit. These special teams and units are available 24/7 for Northbrook, as well as the other member agencies. It is because of this support system you may occasionally see first responders assisting from area communities. The department continues to utilize a mobile video recording system. These mobile video recorders capture video and audio evidence related to traffic and other enforcement activities. In addition, each fleet vehicle was outfitted with new laptop computers and dock stations offering better access to technology for our officers. The Counseling Services Unit continued to participate in and facilitate, numerous community, school and religious forums throughout the year dealing with senior citizens, special needs children, raising resilient children, teen dating and healthy relationships. Public Works finished major projects The Public Works Department is responsible for maintenance and construction of the Village’s substantial infrastructure including: street maintenance, sidewalks and bike paths, street and traffic lights, water production and distribution, sanitary sewers, storm sewers, forestry, maintenance of the Village’s fleet and buildings, three cemeteries and snow and ice control. In 2017, the Village completed a number of major infrastructure improvement projects within the community. The largest such project was the Central Business District Infrastructure Improvement and Streetscape Expansion project. This project focused on rehabilitating the existing roadways, sidewalk and streetscape in the Village’s downtown area. It also modernized the traffic signal at Shermer and Church and improved lane configurations. Lastly, it expanded the streetscape elements on Shermer to Waukegan Road. The vast majority of work was completed in 2017 and the Shermer Road Bridge is scheduled for replacement in 2018. Other road projects included reconstructing and converting Lee Road between Lake-Cook Road and Williamsburg Drive from concrete to asphalt and reconstructing and rehabilitating 1.5 miles of asphalt streets. The Village also completed the replacement of 6-inch cast iron water main in the Lone Tree Subdivision as well as along Maple Avenue, Oak Avenue and Illinois Road. Additionally, the Village continued the engineering and design for a second pressure zone in the Village’s water distribution system. The Village also continued working toward the completion of the Master Stormwater Management Plan by constructing the Dundee Road and Skokie Boulevard, Keystone Road and Chartres Drive and Sunset Lane projects. The Dundee Road and Skokie Boulevard project focused on installing higher capacity inlets at this intersection and improving drainage and conveyance in the area. The Keystone Drive and Chartres Drive project included construction of a new storm relief sewer from Keystone Road and Chartres Drive to West Park where the Village worked with the Northbrook Park District on a 6-acre-foot expansion of the existing detention basin. Finally, for the Sunset Lane project, crews installed a 3-foot diameter storm sewer between Sunset Lane and the detention basin on Commercial Avenue to reduce flooding conditions in the area. Public Works staff performed engineering reviews and inspections for a variety of developments including the Anets Woods subdivision and 1000 Skokie development. Public Works staff has seen a steady increase in engineering reviews and inspections for private developments including individual private properties, subdivisions, and major commercial developments. Finances in the Village remain strong, state crisis still a threat Northbrook continues to be a model of strong financial management. Our quarterly budget reviews have transformed the way we manage the Village’s finances and enhanced our ability to navigate new challenges as they arise. The five-year Capital Improvement Plan and the Village’s expanded two-year operating budget provide the basis for meaningful planning and the capacity to adjust our resource allocations as necessary in order to meet the changing service needs of the community. For the past seventeen years Northbrook has earned triple-A ratings from both Standard and Poor’s and Moody’s. Only four other communities in Illinois carry this distinction. From an external perspective, the State fiscal crisis continues to loom as a threat to Northbrook’s financial picture. After going two years without one, the State finally approved a budget in July 2017. This budget included reductions to the revenue the Village receives from the State income tax and the Corporate Personal Property Replacement Tax. In addition, the State began charging a 2 percent administrative fee on sales taxes collected on behalf of municipalities. In total, these changes will reduce planned revenues to Northbrook by more than $500,000. As the State continues to deal with their financial problems, further threats to local revenues may emerge. Through my efforts with the Northwest Municipal Conference Legislative Committee, the Village is actively working with our local legislators to mitigate further attempts at pushing the State’s financial problems onto local government. Should additional revenue diversions occur, the Administration & Finance Committee will meet to discuss options to deal with any ultimate reduction. Development and Planning Services was busy again The past year was another busy year for the Village’s Department of Development & Planning Services as construction activity in the community continued to increase. Noteworthy Construction Projects Completed in 2017 included: Lock- Up Self Storage Facility (990 Skokie), Northbrook Inn Memory Care (99 Pointe), AMC Movie Theaters Renovation (Northbrook Court), Lucky Fish restaurant (Shermer Road – Downtown), Village Green Center Mixed Use (Shermer Road - Downtown), Apple Store Renovation (Northbrook Court). Significant projects under construction include: Timbers Edge (Dundee Road), 21-lot SFR planned development; Anets Woods (NW Corner of Waukegan & Voltz Roads), 32-unit singlefamily planned development; LifeTime Fitness (1100 Skokie Boulevard), Finger Companies - 304 Apartments (1000 Skokie Boulevard); Final Phase of the Lodge by Essex (Founders Drive); Lurie Children’s Hospital – Surgical Facility (Founders Drive), Wiss, Janney, Elstner Associates campus expansion (Pfingsten Road); and Ultimo Motorsports building renovation (1808-1850 Holste Road). New developments reviewed and approved included: 1620 Sunset Ridge - Providence Farm sober living home, Jacobs/ Gateway Townhomes (1179-1291 Shermer), 68 townhomes, New multi-tenant office building (Dundee & Anthony Trail), Addition to St. Norbert Church (Walters Ave.), 430 Dundee Road and 755 Skokie Blvd – resubdivide, rezone, and vacate ROW. To read President Frum’s complete address, please visit northbrooktower.com. police reports NB resident uses siren, air horn on vehicle Jennifer Klein, 43, of Northbrook, was charged with obstructing, using a siren while driving, speeding and driving too fast for conditions at 10:53 p.m. Dec. 24 in the intersection of Dundee and Waukegan Roads. Officers noticed a vehicle traveling at high speeds and using what sounded like a siren and air horn. After stopping the vehicle, officers located both a siren and air horn on the vehicle and determined Klein was not authorized to be using them while driving. She was processed and released after posting bond. In other police news: Dec. 28 • A female subject attempted to pay with a counterfeit $100 bill at 7:11 p.m. at the Goodwill store in the 4100 block of Dundee. Dec. 26 • A purse was stolen at 3:29 p.m. in the 700 block of Skokie Boulevard. Dec. 24 • A male subject placed unknown items into a backpack at 12:57 p.m. and then let the REI store, located in the 800 block of Willow Road, without paying for the items.
