organisations we engage<br />

with. Recently I visited Community<br />
Energy Action at its<br />
Tuam St offices. CEA does an<br />
amazing job. It has insulated<br />
more than 20,000 homes<br />
since it was established in<br />
1994. Its Curtain Bank has<br />
provided lined curtains to<br />
5000 homes to help keep out<br />
draughts and keep homes<br />

warm. If you need ideas on<br />
how to double glaze windows<br />
cheaply or draught stop<br />
doors, then visit CEA’s small<br />
“show home.”<br />
More than 600,000 New<br />
Zealand homes, 30,000 of<br />
them in Canterbury have either<br />
no, or inadequate insulation.<br />
Cold, damp, mouldy<br />
homes make life miserable<br />
for the families living in<br />
them and increase their<br />
energy costs. They contribute<br />
to children missing school<br />
because they are sick, and<br />
to at least 40,000 hospital<br />
admissions annually. To me<br />
that’s unacceptable.<br />
I would like to see a major<br />
increase in Government<br />
funding to help retrofit these<br />
houses with insulation and<br />
clean heating but I don’t<br />
expect that to be part of the<br />
Government’s Budget <strong>2017</strong>.<br />
To help ensure people<br />
can afford to switch on the<br />
heater, the Green Party is<br />
promoting a new winter<br />
warm-up electricity payment.<br />
It would cover 75 per<br />
cent of the average increase<br />
in power prices over the<br />
winter months and help an<br />
estimated 69,000 low income<br />
Canterbury households pay<br />
their winter power bills.<br />
The winter time payments<br />
(around $327 in Canterbury)<br />
would be available to<br />
households that earn under<br />
$50,000 a year – the families<br />
and people who need help<br />
the most.<br />
The “winter warm up”<br />
payments are based on<br />
similar programmes in the<br />
United Kingdom, Canada,<br />
the United States, and Australia.<br />
Across New Zealand<br />
the scheme is expected to<br />
cost $112 million annually.<br />
The Government has<br />
received $1.3 billion from the<br />
partial privatisation of our<br />
energy companies so we see<br />
it as only fair that we give a<br />
little back to those who need<br />
it most.<br />
I believe home insulation,<br />
clean heating, and ensuring<br />
people can afford to heat<br />
their homes are powerful<br />
ways to improve quality of<br />
life in winter and reduce<br />
preventable hospital<br />
admissions. I’m interested in<br />
your views.<br />

are far to big for Akaroa. They<br />
are in danger of destroying the<br />
very places they are visiting. In<br />
some places in Europe you can<br />
have several of these monster<br />
ships in one port alone. Bigger<br />
is not always better. I think<br />
it’s time some of these cruise<br />
companies contributed to the<br />
cost of the bigger berths and<br />
increased infrastructure they<br />
now require to cope with the<br />
masses.<br />

so lucky to have them. When<br />
the downturn happened some<br />
business may have gone under.<br />
I have heard things like: “We<br />
can’t get our coffee as the shops<br />
are full”. And this was the best;<br />
“we can’t get a car park” need I<br />
say anything more?<br />

to do this they will dredge the<br />
harbour profusely and dump<br />
the silt out at sea which will<br />
then wash back in towards<br />
Christchurch beaches. Water<br />
quality at our beaches will<br />
change. But hey there’s money<br />
to be made so who really cares<br />
– right?<br />
