Traffic issues need to be addressed<br />

In the lead up to the<br />

local body elections,<br />

the Nor’West <strong>News</strong> is<br />

asking candidates their<br />

views on topical issues<br />

within the community.<br />

Is the public transport<br />

system adequate for the<br />

residents to get in and<br />

out of the Harewood<br />

Ward or does it need to<br />

be improved?<br />

The current<br />

public transport<br />

system in the<br />

Harewood Ward<br />

is very poor. With no bus routes<br />

in Bishopdale, residents have<br />

to go a long way to access bus<br />

transport, which is very difficult<br />

for the elderly and people with<br />

poor health. The residents of<br />

Northwood would also like to<br />

have a bus route taking them<br />

to the city. Currently the city<br />

council can decide about the<br />

bus stops but not the routes. I<br />

think it would be logical for the<br />

city council to take over this<br />

responsibility as the bus routes<br />

should be designed to fit the<br />

needs of the community.<br />

Obviously the<br />

public transport<br />

system in the<br />

Harewood Ward<br />

is inadequate through being<br />

adversely affected in travel<br />

times and timetables. Because of<br />

exponential population growth<br />

in the north of the city creating<br />

unsustainable traffic congestion.<br />

Expeditious introduction of light<br />

rail with obligatory government<br />

part-funding would immediately<br />

relieve congestion. Priority must<br />

be given for a major planning<br />

overhaul of the entire city future<br />

transport network applying a<br />

more visionary approach by<br />

identifying and appropriately<br />

zoning transport corridors to<br />

meet our future needs. Peak<br />

time public transport needs to<br />

be fast, efficient, accessible, and<br />

affordable to attract increased<br />

patronage. Light rail would<br />

provide this economically. I fully<br />

support returning bus services<br />

from ECan to city council<br />

control.<br />

As we have a<br />

number of major<br />

roads running<br />

through the Harewood<br />

Ward, the majority of our<br />

population is well served by regular<br />

bus services. With our ageing<br />

population we need to be looking<br />

at what the future of public<br />

transport looks like and we need<br />

to look at new solutions such as<br />

door to door services funded by<br />

the city council, but operated by<br />

local community organisations to<br />

be cost effective. We also need to<br />

continue the conversation around<br />

rail and look to make this a cost<br />

effective option.<br />

Public transport<br />

is part of our civic<br />

infrastructure<br />

and should be<br />

regularly reviewed and updated<br />

to meet demands. However it<br />

involves complex issues, which<br />

in our relatively spread out ward<br />

means there is no simple answer<br />

to create best solutions. I regard<br />

there needs to be a region-wide<br />

study of needs, suggestions and<br />

options, with each city council<br />

working with ECan. Society is<br />

on the cusp of major change<br />

with the prospect of autonomous<br />

vehicles being ‘just around the<br />

corner’ and this needs to be taken<br />

into account, together with more<br />

mundane elements such as public<br />

‘hire’ bicycles. When elements<br />

such as these are put into the<br />

mix, I believe we will see a new<br />

dawn of useful, readily available,<br />

efficient, public transport. It is<br />

exciting.<br />

For some<br />

residents in<br />

Harewood public<br />

transport will be<br />

adequate but for many others<br />

it won’t. It certainly needs to be<br />

improved. After ECan changed<br />

the bus routes usage has gone<br />

down and we as both users<br />

and as residents should not<br />

be satisfied with it. We should<br />

be voting for ECan candidates<br />

who will actively advocate for<br />

the return of control of the bus<br />

routes to the city council. I lived<br />

in cities with integrated public<br />

transport systems for several<br />

years and know the benefits of<br />

such programmes. Christchurch<br />

has its own set of challenges but<br />

ones that can be overcome with<br />

community decision making and<br />

leveraging the use of technology.<br />

Currently there are at least 10 bus routes that allow our residents to get in and out of<br />

the ward. There is plenty of room for improvement when it comes to the public transport<br />

system being adequately available for all residents across the entire ward. More bus<br />

routes, more frequent bus times and cheaper bus fares will be convenient for our residents<br />

and beneficial to the environment. However, we need to see how realistic and cost<br />

effective this is for Christchurch. Improvements on any issues are great, but we do have a<br />

limited budget and it is important to prioritise the utilisation of our budget.<br />
