THREE SCHOOLS which have 

been campaigning for lower speed 

limits outside their gates are 

unlikely to get them. 

St Anne’s Catholic, Te Waka 

Unua and Linwood Avenue schools 

all want the speed reduced from 

50km/h to 40km/h during school 

pick-up and drop-off times along 

with flashing speed reduction signs. 

A report to the city council said 

the schools don’t need the speed 

reduced because of various reasons. 

St Anne’s is unlikely to have 

speed reduced because of the 

Woolston Village project, which 

could see speed reduced to 30km/h 

down part of Ferry Rd, which 

includes the school. 

However, the plan has been met 

with public criticism and has been 

taken back to the city council. 

St Anne’s principal Dallas 

Wichman said it was disappointing, 

since changes to the Woolston 

Village project may include not 

lowering the speed. 

“It could take three to five years if 

ever for something to be done and 

that’s a lot of time in the meantime 

for someone to get run over,” he 

said. 

The report comes as a 

1759-signature petition will be 

presented to the city council on 

Thursday, asking for its support in 

lowering the speed limits. 

Petition organiser, Port Hills 

list MP Nuk Korako, said if speed 

isn’t reduced outside the schools, 

it would be “really disappointing” 

because the community wanted it. 

“People are very passionate 

about this. This is the community 

speaking,” Mr Korako said. 

The current budget for the 

city council’s school speed zones 

priority list is $140,000 – which 

allows for three schools to have 

speed reduced every year.

be critical in stopping when a 

child unexpectedly runs out onto 

the road; and if there is an impact 

the injuries are likely to be far less 

severe. The Government spent 

large amounts several years ago 

on a TV campaign about this very 

thing – the faster you go the 

bigger the mess. 

But a city council reports says

Extra lane plan to fix delays

A NEW lane is planned for 

Ensors Rd to help keep traffic 

moving. 

The $500,000 upgrade to the 

section of Ensors Rd, between 

Brougham St and Opawa Rd, 

was proposed after buses 

recorded big delays there. 

The Orbiter recorded a 2mins 

delay northbound and 30secs 

southbound at peak times. 

City council head of transport 

Chris Gregory said it was 

because of the traffic lights at 

Brougham St and Ensors Rd 

were close to the roundabout 

where Ensors Rd meets Opawa 

Rd. 

The delay was made worse by 

the railway crossing just north of 

Brougham St, he said. 

Mr Gregory said the city 

council had budgeted $501,696 

for the project, which will be 

done in conjunction with the 

New Zealand Transport Agency. 

The plan is to add a second 

northbound lane on Ensors Rd, 

south of Brougham St, to allow 

two lanes of straight through 

traffic to travel north. It will 

also include cycle lanes to both 

sides of Ensors Rd through the 

intersection. The free left-hand

turn lane on Brougham St into 

Ensors Rd will be removed, and 

replaced with a give way. 

The city council hopes another 

lane will improve bus travel 

times and bus journey reliability 

during peak times. 

Environment Canterbury 

senior public transport manager 

Rob Woods said like anyone 

who drove, there could often be 

delays due to roadworks or peak 

times. 

He said the Orbiter operated 

every 10min on weekdays in 

each direction. 

More than 180 buses travelled 

through that section of road 

every week day, he said. 

“We are keen to ensure this 

work helps reduce delays for the 

Orbiter for new and existing 

customers.” 

Public consultation on the 

plans closes next month, with 

final sign off from the city council 

expected in July. Mr Gregory 

said construction is due to start 

in 2018, taking four months to 

finish.

SIGN OF THE TAKAHE 

The Sign of the Takahe’s 

restoration work will be 

completed this month, later 

than expected. The city council 

aimed to complete the rebuild of 

the heritage-listed building last 

month, but there were problems 

restoring the roof. Work is on 

going at the site. 

BELL TOWER REPAIRS 

The bell tower at the oldest 

church in Addington needs 

to be repaired. The Anglican 

Church of St Mary the Virgin 

recently celebrated its 150th 

birthday and, while the church 

itself is stable, engineers are 

investigating how much work 

the bell tower needs to be 

repaired. The damage is from old 

age. The church has set up a bell 

tower restoration fund to start 

collecting money for the repairs. 

The cost of the repairs is not yet 

known. 

UNCLAIMED LOTTO PRIZE 

A winning Lotto ticket sold at St 

Martins New World has still not 

been claimed. Last Wednesday’s

Kudos to drivers – cyclist

the city in regard to the 

treatment of cyclists 

I THOUGHT to write a positive 

piece looking at changes since 

that time. 

Strangely, you might think, I 

want to endorse the city’s driver 

behaviour – not towards each 

other, but towards people on 

bikes. 

Let me explain. I ride my bike 

every day, rain or sun, from 

home in Halswell to my job at 

the Ara Institute of Canterbury 

in the central city. 

Being keen cycle tourists, 

we take our bikes and ride in 

many other towns around New 

Zealand. 

With remarkably rare 

exceptions, I find that 

Christchurch folk driving their 

cars are at the top of the heap 

courtesy-wise toward folk on 

bikes. 

Being a person who likes to 

rationalise everything, I think 

this is because we have such 

high recreational bike use in 

Christchurch. Today’s car or 

heavy vehicle driver is the 

weekend’s road or mountain 

bike rider. 

My bike route to work takes 

me along Lincoln Rd to Hagley 

Park, then east along the new 

protected cycleway on Tuam St. 

Returning home, I ride the 

new cycleway on St Asaph St. 

While there are certainly issues 

with details along these 

cycleways, the difference from 

pre-earthquake days is totally 

beyond imagining. 

A bunch of us met during the 

week with city council officers 

(at their initiative) to identify 

these concerns from a cyclist 

perspective, with a real feeling 

that city council is committed to 

making necessary changes. 

And I’m really looking forward 

to the day when I can join 

up with the Quarryman’s Trail 

cycleway that will take me all 

the way to Halswell. 

So, in spite of the issues, I 

think that Christchurch is doing 

its best to make itself the more 

liveable city that we all hoped 

for post-earthquake. 

As one of those drivers 

considerate of the folk riding 

bikes along city streets, take the 

opportunity to feel good about 

yourself.

is encouraging for Somerfield 

School, many anomalies exist 

over the installation of these 

illuminated signs. 

With Haeata Community 

Campus, Ouruhia Model 

School and also Yaldhurst 

and Marshland schools in 

limbo; Cashmere High and 

Christchurch South Intermediate 

2018; Aidanfield 2019; St 

Martins 2020; and Te Waka 

Unua; Linwood Avenue; and 

St Anne’s Catholic schools all 

awaiting notification relating to 

40km/h sign installation, it bears 

testimony to flawed protocol 

regarding their priority. 

If the present school speed 

zone budget is $140,000 yearly 

to encompass four schools, the 

criteria of the 2015-2025 longterm 

city council plan to operate 

grants as a contributory factor 

towards community building 

is surely the obvious catalyst to 

re-evaluate and upgrade this 

present budget from a council 

perspective. 

It would then be viable 

to initiate these electronic 

installations city-wide for the 

safety of our most precious 

commodity (our children). 

It is vital for community 

boards and council personnel 

to continually reappraise and 

concede the necessity of these 

signs adjacent to schools. 

NINa COOk - OpeNINg 

Nina Cook was born in Whakatane in 1967. She was educated in Wanganui and 

then at Christchurch Polytechnic School of Art and Design where she received 

a Bachelor of Design. In 2007 Nina established the studio from which she 

currently works. Nina’s latest exhibition named ‘Opening’ takes place at Little 

River Gallery from March 11th until April 5th. 

Ian Clothier writes about Nina Cook’s new works from the exhibition 

‘Opening’. 

“…Sumptuously indulgent, some of the paintings have sensual cavities 

accompanied by extravagant displays of form and colour that come close to 

gorging the eyes. Words such as colour, spectrum and visual feast apply equally 

to the paintings as they do to the tail of peacocks. Such 

as the collection of thoughts about feathers, colour 

and visual luxury that assemble on reflection of Nina 

Cook’s Opening works.” 

Nina writes about her own work. 

“The narrative/impetus for this series of works is deeply personal. Broadly, it is 

about a cycle of profound hurt to intense release. Opening: to force an opening 

(to breach) through to Opening: to release and truly open up. 

The process is integral and is one of concentrated, open-minded patience, 

requiring me to stay alert to paint (viscosity, brush loading, etc) and 

compositional characteristics in much the same way 

as fully abstract works demand. These cannot 

be rushed, nor the movements/marks allowed 

to become repetitively mechanical. To do so 

would be to undermine the intention of the work. 

The works initially appear highly decorative and 

orderly – feathers mean birds. But on closer inspection, these are not any birds 

you’d recognise. Their physiology is different (wrong? altered?). The colours 

and intensity are emotive, the mark-making intense. These irregularities draw 

you in, encourage observation and contemplation. But ultimately you are 

released to once again to simply enjoy the decorative qualities of these jewels. 

That they are designed to be hung at any angle, allows the image to be 

changed/refreshed at will. This allows the viewer input into the relationship 

each work has with its surroundings. The round paintings are very effective in 

groupings, allowing differences between the works to intensify each other.”

Dame Ngaio 

House gets 

$40,000 

repair grant 

NGAIO MARSH House is likely 

to get a heritage grant of nearly 

$40,000 to help with earthquake 

repair work. 

Ngaio Marsh House and Heritage 

Trust has applied to the city 

council for a grant of $39,889 for 

conservation, strengthening and 

repair work. 

The city council’s social and 

community development committee 

recommended last week 

that councillors approve the 

grant. 

The building at 37 Valley Rd, 

Cashmere, is currently a museum, 

dedicated to the memory of Dame 

Ngaio Marsh, a world-renowned 

crime writer and theatre director. 

Repairs were carried out following 

the earthquakes, but there are 

ongoing problems with the roof 

which the trust wants fixed. 

The report to the city council 

said the trust has applied for the 

grant to repair not only the roof, 

but also provide fire protection, 

including fire alarms, security and 

the replacement of the heating 

system. 

The total cost for the current 

repair of the building is estimated 

at $79,777.

THE WOOLSTON Borough 

Monument is now kept in a 

see-through box to deter people 

from vandalising it. 

The monument, on the corner 

of Ferry Rd and Richardson 

Tce, has often been the target 

of graffiti, with the city council 

stepping in to stop it from 

continuing. 

It commemorates when 

Woolston became a borough 

on July 27, 1893, and is made of 

Oamaru stone.

co-ordinator and 

nearby resident, Carol Brown,

said it “looks lovely” and she 

was glad to see it protected, 

improving the look of the area. 

However, she was concerned 

that people would still be able 

to deface it by getting over the 

walls. 

“I just hope no one tries to 

jump over and graffiti it again,” 

Mrs Brown said. 

A stonemason sanded down 

the monument to remove the 

graffiti to make it ready for the 

polyglass panels at a cost of 

$550. 

However, a small section of 

graffiti couldn’t be so easily 

removed – the city council is 

trialling a slow-acting mixture 

to remove the remaining graffiti 

in the hopes of preserving 

the stone. 

The project cost $23,000 to 

complete. A similar idea is 

planned for the New Brighton 

War Memorial to protect it 

from graffiti. Its panels are 

currently being finished and 

are expected to go up later this 

month. 

The panels can be removed 

during ceremonies.

it difficult for children to operate 

the existing school patrol. 

Linwood Avenue already has 

a signalised pedestrian crossing 

and, in a report to councillors, 

city council staff said “ . . . it is the 

view of staff that a school speed 

zone (outside Linwood Avenue) 

would not only be unnecessary, 

it would unjustly defer the 

provision of a school speed zone 

where there is a greater need.”

in 2019, and St Martins School in 

2020.

LYFE festival comes to Linwood 


LINWOOD PARK was full of 

LYFE on Saturday when the 

annual youth festival was on. 

The Linwood Youth Festival 

Experience aims to celebrate 

culture with a heavy community 

involvement along with youth 

pride, diversity and achievements 

of local young people. 

Kapa Haka group, Te Pao a 

Tahu, was a highlight of the 

event with many other performances 

and activities happening 

throughout the day, including 

musical performances, dances 

and a cultural performance from

Sword champ – Japanese style

A LINWOOD man has become 

the first person in New Zealand 

qualified in Nito-ryu Kendo – 

Japanese double-sword fighting. 

Eynon Phillips said it was his 

nerdy side that first attracted 

him to the sport as a university 

student 22 years ago. 

“I had always been interested 

in swords, as a pretty geeky 

guy, and was really interested in 

Japanese things, so it combined 

all that,” he said. 

He began to teach himself 

Nito-ryu, fighting with two 

swords, about three years ago, 

when he wanted a new challenge. 

Two weeks ago he travelled to 

Auckland to fight for his fourthdan 

Kendo ranking, where he 

was the first New Zealander to 

ever pass the test, fighting with 

two swords. 

Reaching first-dan is the 

rough equivalent of a black belt 

in other martial arts, so fourthdan 

level takes years to reach. 

Phillips said the test 

had involved two short fights, 

which only took about one 

minute. 

But, although the test was 

short, he said it was both physically 

and mentally exhausting, 

as he had just two minutes to 

show his skill against an unknown 

opponent. 

“You find out a lot about yourself, 

and also about how to read 

other people,” he said. 

He said there were only about 

10 people in Christchurch practising 

the sport when he started, 

but the club now had about 50 

members. 

Phillips works as a city council 

transport planner, and said 

the sport was a great way to 

work out any frustration after 

spending his day working at a 

desk.

BUILDING A NEW CITY WATERFRONT 

Construction starts on a new central city waterfront 

this month – Te Papa Ōtākaro/Avon River Precinct 

– The Promenade. 

It will extend from the Antigua Boatsheds near 

Christchurch Hospital to the Margaret Mahy Family 

Park. Work starts on the intersection Oxford Terrace 

and Lichfield Street this month. The Promenade will 

be finished in mid to late 2018.

The Promenade will vary along its 2.8 kilometres, 

but all areas will include: 

1. An accessible walking route adjacent to 

property boundaries. 

2. Seating near the edge of the river. 

3. A paved pathway for pedestrians near the 

river edge. 

4. A shared space promenade for pedestrians, 

cyclists and vehicles (10kph speed limit). 

5. A flexible occupation zone that can be 

brought to life for outdoor eating and other 

recreational uses. 

6. Tree-lined rain gardens, other landscaping 

and seating.

RESTORING AN OLD FAVOURITE 

Work to restore Victoria Square has started and 

finishes in the first quarter of 2018. 

Many features in the square are either earthquake 

damaged or close to the end of their life. This project 

will restore the square and make it safer and more 

accessible for people. 

Completed section near the Worcester Street Bridge. 

Paving, art, gardens, lighting, and seating will 

make the area accessible to people of all ages and 

abilities. Service vehicles and customers will still 

be able to access businesses, but the speed limit 

will be lowered. 

The much loved Bowker Fountain will be repaired. 

The statues of Captain Cook and Queen Victoria will 

remain, as will the horse watering ramp and floral 

clock. There will be some new features such as art 

works and a new punt stop at the river’s edge. 

There will be no access through Victoria Square 

while work is underway, but access along a pathway 

between Armagh Street and Durham/Kilmore 

Streets (through The Commons) will be available 

for most of this time.

The development of the restoration plan was 

overseen by a Community Reference Group 

following a public feedback process carried out in 

collaboration with project partners: Christchurch 

City Council, Matapopore Charitable Trust on behalf

Canterbury Earthquake Recovery Authority.

The facts about 

home ventilation 

Balanced Pressure vs Positive Pressure 

Under the New Zealand Building Code, 

all buildings, including residential, need to 

be suitably ventilated, either with opening 

windows or forced ventilation. Clause G4.1 

states: “The objective of this provision is 

to safeguard people from illness or loss of 

amenity due to lack of fresh air.” There are 

many benefits to forced, or mechanical, 

ventilation over opening windows, including 

warmth, security, reduction of outside noises 

and reduction of condensation. 

Traditional domestic ventilation systems 

are ‘positive pressure’. They bring air in from 

outside via the roof space and force the stale 

air out through gaps around windows and 

doors. The incoming air from 

these systems has to be heated 

or cooled to keep the house 

warm in winter or cool in 

summer. 

The Smooth-Air HEX390 is

at the same time brings in fresh 

air. These two streams of air 

pass through a heat exchanger,
