It will include allowing for the
banning of vehicles from being
parked on the road if they’re
advertised for sale, vehicles from
parking on berms, and stopping
heavy vehicles on certain streets.
Last week Cr Galloway told
Western News she doubts the
new bylaw will be of any use.
“It seems that
speed is the issue
and the recommendation
is for police
to get more involved
in monitoring this,”
Cr Galloway said.
But late last week,
Galloway tempered
her stance, sending
Western News an
email saying the
bylaw can work.
“There definitely
is still hope that it
can be used to prevent
heavy trucks
along Lodestar. Staff
cannot consider it
as an option until it
is passed,” Cr Galloway said.
Ms Waites said she would
be very disappointed if change
doesn’t come about and her ideal
outcome would be not to see any
more trucks.
She said the city council hasn’t
done anything.
Ms Waites has lived in the
FRUSTRATED: Shela
the heavy trucks which
drive on Corsair Dr and
Lodestar Ave.
house for almost five years but
since Lodestar Ave opened, she’s
had problems.
Ms Waites said the noise isn’t
the only issue, vehicles drive
at speed on the street and it’s a
safety hazard.
She said Tara can’t go outside
alone as it’s too dangerous.
Lady Wigram Retirement
Village residents
have been lobbying
since April when
they met with Cr
Galloway and Dr
Woods asking
for a bylaw to
stop trucks being
allowed to drive
through Lodestar
Ave.
It’s a short cut
to work sites in
the area and in
Selwyn.
Shela Wong,
who lives on Corsair
Drive, said the
bylaw is an “awesome”
idea.
She said the trucks are too big
and noisy to driving on residential
streets.
Miss Wong said the yellow
pedestrian bars on Corsair Drive
have been knocked over a few
times as large trucks struggle
to make the tight turn onto
Lodestar.
Skate parks delayed
• By Emily O’Connell
THE TWO planned skate parks
in Halswell have been delayed.
After three years of planning,
the Halswell Domain and
Knights Stream skate parks are
now expected to be ready by
late April, instead of January as
initially planned.
In June, Western News reported
the cost would be $344,605
and $350,000 respectively.
The consent process has taken
longer than expected and, as a
result, construction of both parks
has been delayed.
City councillor Vicki Buck said
the consent application for the
Knights Stream skate park was
lodged last week and still needs
to be granted, which can take up
to 20 working days.
The city council won’t know
if both sites will be managed
together until a contractor has
been selected.
Cr Buck said the Halswell
Domain skate park still required
further stormwater basin design
work.
“All design work needs to be
completed for the consent application.
We are aiming to have the
design and application ready to
lodge mid-November. The timing
of that consent may depend
ROAD BLOCK: The consent process for the Halswell Domain
Skate Park has taken longer than expected and as a result
construction of both parks have been delayed until January.
on the response,” she said.
Cr Buck said the delay was
frustrating and she understands
people will be disappointed. She
also said the delays were not due
to poor planning.
Halswell Residents’ Association
secretary David Hawke said
it was disappointing, but they’ve
been waiting 10 years for the
parks and another few months
wasn’t an issue.
He said they’ve got a group of
young people who have to travel
to Prebbleton to get to the closest
skate park.
“It will mean that we’re starting
to get amenities within the
community that meet the needs
of all the people,” Mr Hawke
said. Construction for both parks
is now expected to begin in mid
to late January and run for 15
weeks.
