(EMLM) has<br />
indicated it is exploring plans<br />
to fix the ageing infrastructure<br />
of Komani, businesses and<br />
residents were this week<br />
counting the costs of a lengthy<br />
power outage last week.<br />
Water cuts accompanied the<br />
blackout, which started last<br />
Wednesday, due to the<br />
inability to pump water, but a<br />
generator was brought in to<br />
assist with the supply. Some<br />
remained without water long<br />
after the power had been<br />
restored to most areas on<br />
Saturday morning.<br />
<strong>The</strong> power outage came at<br />
the worst possible time –<br />
month-end – for retailers and<br />
business owners.<br />

director Nashid Dosa said one<br />
KFC store in town had<br />
managed to operate<br />
intermittently with the use of a<br />
g e n e r at o r.<br />
“<strong>The</strong> outage has resulted in<br />
a loss of sales, as well as a<br />
large quantity of frozen stock.<br />
When municipal services are<br />
functioning well, it is great for<br />
business and the community.<br />
We hope the power and water<br />
issues in Komani will be<br />
resolved permanently so that<br />
we are able to function at full<br />
capacity and serve our<br />
c u st o m e r s . ”<br />
Water Zone owner Gail<br />
Lieberum said stock was sold<br />
out as customers filed in to<br />
buy drinking water, which was<br />
beneficial for the business but<br />
not for the town.<br />
“<strong>The</strong> electricity outage<br />
affected us immensely<br />
because we could not purify<br />
more water as the machines<br />
need electricity to function.<br />
Luckily we had full tanks of<br />
purified water so we could<br />
supply the water. We are a<br />
little behind with purifying at<br />
present and hope the<br />
municipality will sort out<br />
the electricity issues.”<br />

Business chairwoman Adré<br />
Bartis, who kept residents<br />
updated about the outages<br />
and progress on work via<br />
social media throughout<br />
the process, said many<br />
businesses had been hit hard.<br />
“Businesses like Twizza and<br />
petrol stations lost a lot of<br />
revenue due to the outages.<br />
One filling station had to turn<br />
away buses which passengers<br />
usually used their ablution<br />
facilities. SUPERSPAR had to<br />
use 10000 litres of diesel for<br />
generators which was a big<br />
loss. Hopefully the<br />
municipality will use this as a<br />
learning curve and sort it out<br />
before the whole infrastructure<br />
stops working.”<br />
<strong>The</strong> outage had a<br />
devastating impact on other<br />
services. South African Social<br />
Security Agency (Sassa)<br />
communications officer<br />
Sinoxolo Gqala said the cut in<br />
electricity affected the<br />
rendering of services by the<br />
government entity.<br />
“<strong>The</strong> office could not<br />
function to full capacity as<br />
computers and printers were<br />
not working. <strong>The</strong>se outages<br />
have a negative impact on our<br />
daily functions. Sassa officials<br />
and beneficiaries could not<br />
use ablution facilities and had<br />
no drinking water, a basic<br />
human right. <strong>The</strong> office<br />
management had to release<br />
officials as they waited for the<br />
restoration of power which<br />
<strong>The</strong> municipality kept people<br />
informed via social media. We are<br />
awaiting a R6-million injection<br />
took longer than estimated.”<br />
Resident Luvuyo Giwu from<br />
Phelandaba Extension said his<br />
area had been without water<br />
long before the electricity<br />
outage. This had been<br />
reported, but without a<br />
response.<br />
“We initially did not even<br />
get water from the municipal<br />
tankers, but after the power<br />
outage, they came. This water<br />
will not help us much because<br />
we have been told not to<br />
consume it as it is unsafe.<br />
What is the point of bringing<br />
water that cannot be used to<br />
cook or drink?”<br />
On Monday, a T-switch at<br />
the corner of Robinson Road<br />
and Joubert Street which<br />
supplies electricity to<br />
Westbourne and surrounding<br />
areas, blew.<br />
A municipal worker on site,<br />
who did not want to be<br />
identified, said such incidents<br />
would be common as the<br />
transformers had not been<br />
replaced for more than a<br />
decade.<br />
EMLM spokesman Fundile<br />
Feketshane said the electrical<br />
network faced challenges, but<br />
repairs were being done.<br />
“<strong>The</strong> continuous breakdown<br />
of substations is caused by<br />
ageing electricity<br />
infrastructure and plans to<br />
have this fixed are under<br />
way. Plans to fix the<br />
Queendustria network are<br />
looming as we are waiting<br />
for confirmation of a<br />
R6-million cash injection.”<br />
Feketshane said the<br />
municipality had updated<br />
people via social media on<br />
what was happening.<br />
“Chris Hani District<br />
Municipality was approached<br />
to provide water tanks to<br />
various wards and we thank<br />
our communities for their<br />
patience and support. We<br />
apologise for the damage. <strong>The</strong><br />
electrical department is busy<br />
with its maintenance<br />
programme so as to avoid the<br />
outages going forward and if<br />
there is any planned<br />
disruption, we shall make<br />
people aware upfront so<br />
alternatives can be explored.”<br />

IT REMAINS a mystery when the<br />
multimillion-rand intermodal taxi rank in Komani<br />
will come into operation.<br />
<strong>The</strong> rank, which lies between the Komani CBD<br />
and Mlungisi, was supposed to have been<br />
operational in 2014 with construction having<br />
started in 2013.<br />
One of the street vendors who were hoping to<br />
benefit from selling goods at the rank, Veliswa<br />
Dingi, said this week: “We were hoping that our<br />
businesses would benefit. We are disappointed<br />
because people do not come to where we are<br />
because the temporary taxi rank is far from the<br />
shops.”<br />
Commuter Nomfanelo Silwana from Cacadu<br />
said the existing rank was muddy and flooded<br />
and people were often mugged as it was not a<br />
safe area.<br />
<strong>The</strong> <strong>Rep</strong> reported (“Still closed”, March 10,<br />
2017) that municipal spokesman, Fundile<br />
Feketshane said the newspaper would be<br />
provided with an appropriate schedule as to the<br />
official opening of the rank when related issues<br />
had been sorted out.<br />
In January this year, Feketshane said, “<strong>The</strong><br />
issue of the intermodal taxi rank is still being<br />
discussed internally and once those are finalised<br />
you will be advised of all the logistics around it.”<br />
He repeated the statement this week.<br />
<strong>The</strong> <strong>Rep</strong> reported (“Not enough money”, June<br />
6 2014) that the taxi rank was 90% complete. It<br />
was reported (“On the rise”, April 3 2015) that<br />
the project had been allocated R11-million in the<br />
2015/2016 financial year, with R14-million at the<br />
time to be allocated in the 2016-17 financial year.<br />

EFF party members protested<br />
outside the Ezibeleni<br />
Magist rate’s Court on<br />
Monday in support of eight<br />
people who were arrested on<br />
Thursday for defying a<br />
Grahamstown High Court order<br />
by illegally erecting shacks on<br />
municipal land.<br />
Enoch Mgijima Local<br />
Municipality (EMLM) won a court<br />
interdict in October preventing<br />
anyone from occupying the land<br />
– known as the Highway in<br />
Ezibeleni.<br />
Sipho Gcwata, Simphiwe<br />
Jikijela, Nobantu Sinxoto, Nelisa<br />
Gawe, Zandisile Gcwata, Siseko<br />
Fatyela, Sebenzile Mahe and<br />
Novusile Mahe, appeared in the<br />
Ezibeleni Magistrate’s Court and<br />
were charged for contempt of<br />
court by magistrate Xoliswa<br />
Ngwendlu and each granted<br />
R200 bail.<br />
<strong>The</strong> case was postponed to<br />
March 15 for further investigation.<br />
Sipho, Jikijela, Gawe and<br />
Zandisile, were arrested by the<br />
Ezibeleni station commander<br />
lieutenant-colonel Bekekile Waka<br />
after they approaced the police<br />
station to protest against the fo u r<br />
people who were arrested before<br />
them.<br />
Jikijela said three elderly<br />
residents were among those<br />
arrested and thus the EFF had<br />
asked Waka to arrest them<br />
instead and to release the others.<br />
<strong>The</strong>y claimed they were<br />
threatened and put behind bars,<br />
but that they would continue to<br />
invade the land.<br />

they were deprived of their<br />
medication during their<br />
incarceration. He said being<br />
arrested was a painful experience<br />
because he had to watch his wife<br />
sleep on a cold cement floor for<br />
four days.<br />
Zolile Matiwane of Matiwane<br />
attorneys who represented the<br />
eight pro bono, said he was<br />
approached by the EFF to assist<br />
the arrested community<br />
members. “We tried so hard to<br />
get them released on Friday but<br />
due to the seriousness of the<br />
case we fell short. All we wanted<br />
to do today was get bail for them<br />
and we successfully did that. <strong>The</strong><br />
state initially proposed R500 bail<br />
but due to most them being<br />
unemployed, we managed to get<br />
it reduced to R200.”<br />
EFF MP Zolile Xalisa spoke<br />
outside the court, encouraging<br />
people to continue invading land.<br />
“It cannot be that the young<br />
people of this municipality still<br />
live in their parents’ homes when<br />
there is unoccupied land. <strong>The</strong><br />
police will have to arrest all of us<br />
if that is their wish, but we are<br />
not moved or shaken by this<br />
incident and we will continue<br />
standing by those who are<br />
a r r e st e d . ”<br />
EFF councillor in EMLM,<br />
Luthando Amos, advised the<br />
community to be strategic when<br />
they decide to invade land by not<br />
building their shacks during the<br />
day but rather in the evening so<br />
that the police would wake up to<br />
a surprise new community and so<br />
avoid arrests.<br />

Man allegedly<br />
takes his life<br />

AN ASSISTANT nurse is believed to<br />
have taken his own life at Komani<br />
Hospital on Tuesday, leaving behind a<br />
suicide note.<br />
Xolani Fongoqa, who is originally<br />
from East London, was found hanging<br />
in his room in the nurses’ home in the<br />
morning.<br />
He leaves his wife and two sons.<br />

inquest docket.<br />

THE search for Denise Bartlett, 71, who was<br />
abducted following a house robbery in<br />
Sterkstroom on Tuesday evening, continued<br />

Bartlett and her granddaughter were<br />
assaulted in their home after returning from<br />
their business.<br />
Two armed men escaped in a green Chev<br />
owned by Bartlett. <strong>The</strong> vehicle was later<br />
recovered near Amberdale outside Komani.<br />
Police confirmed yesterday that the search<br />
was still underway with police dogs being<br />
used.<br />

LAST Tuesday Red Guard<br />

would-be thieves<br />
grabbed items from<br />
shops and ran away and<br />
a third when an elderly<br />
woman was robbed and<br />
wished to lay a charge.<br />

matter handed over to<br />
them, operations<br />
manager Willie Reynecke<br />
told <strong>The</strong> <strong>Rep</strong>.<br />
On Thursday a<br />
supermarket reported<br />
that two old women had<br />
stolen some items. <strong>The</strong><br />
police were called and<br />
the matter handed over.<br />
Response officers were<br />
summoned to a tavern<br />
which had called for help<br />
after a man had been<br />
robbed and stabbed in<br />
the stomach outside the<br />
premises and had run in<br />
for help. <strong>The</strong> paramedics<br />
were called to attend to<br />
him.<br />
On Saturday another<br />
tavern called for<br />
assistance, saying an<br />
armed man had tried to<br />
rape a woman and<br />
members of the public<br />
were beating the alleged<br />
perpetrator. It was found<br />
that it was a toy gun<br />
which was confiscated.<br />
<strong>The</strong> woman declined to<br />
open a case.<br />
That night officers<br />
responded to a panic<br />
alarm at a nursing<br />
concern where they<br />
found there had been a<br />
break-in, with a window<br />
forced open and the<br />

the suspects who were<br />
apprehended and taken<br />

HPV vaccination campaign<br />

Chris Hani district will be<br />
visiting various schools in the<br />
district to vaccinate pupils<br />
against the Human Papilloma<br />
Virus (HPV).<br />
Schools will be visited from<br />
<strong>February</strong> 8 to March 16.<br />
Girls in Grade 4 who are aged<br />
nine will be vaccinated.<br />

outages – and that the<br />
state of affairs should<br />
be blamed on the ANC.<br />

a “rude awakening” l a st<br />
Wednesday when most<br />
of the town was left<br />
without water and<br />
p o w e r.<br />
“Although the initial<br />
trigger that led to the<br />
damage at the<br />
transformer on the<br />
western station is<br />
believed to have been<br />
caused by a lightning<br />
strike, the rest of the<br />
damage to the network<br />
was totally preventable<br />
if proper maintenance<br />
and the upgrade of the<br />
network was<br />
maintained.”<br />
He said that as a<br />
result of the lack of<br />
maintenance and<br />
upgrading, an incident<br />
which should have<br />

<strong>The</strong> power blackout<br />
led to the water supply<br />
also being interrupted<br />
and once the electricity<br />
supply was restored,<br />
the main water supply<br />

water supply.<br />
In some instances<br />
some areas were<br />
without water for over<br />
five days.<br />
“What happened over<br />
the last few days has<br />
been extremely<br />
traumatic for the<br />
residents of Komani. It<br />
has caused immense<br />
personal discomfort,<br />
more so to the<br />
vulnerable and the poor.<br />
It had a huge impact on<br />
the vulnerable members<br />
of our society, such as<br />
old people, sick people<br />
and the needy.<br />
“Apart from the<br />
aforesaid, schools and<br />
their activities were<br />
interrupted and<br />
businesses had to shut<br />
down.”<br />

“<strong>The</strong>y were the real<br />
heroes and deserve our<br />
thanks and respect for<br />
what they have done.<br />
Furthermore, from civil<br />
society there was an<br />
amazing surge of<br />
cooperation where<br />
individuals, as well as<br />
organisations, played<br />
an amazing role to<br />
render assistance and<br />
supply information to<br />
our communities.<br />
“<strong>The</strong>se people are<br />
also heroes and proved<br />
that we have awesome<br />
people in our town who<br />
excelled when the need<br />
was there.”<br />

“Sadly, due to gross<br />
mismanagement of<br />
municipal finances, the<br />
municipality is now<br />
bankrupt and had to<br />
arrange for a<br />
R40-million overdraft to<br />
pay salaries and the<br />

STUT TERHEIM – On Sunday, the B and C divisions of<br />
the Stutterheim open golf Championships were<br />
p l ay e d .<br />
In the B division the morning Stableford was won<br />
by Colbert Quina with 40 points. <strong>The</strong> afternoon bonus<br />
bogey was won by Reece Daniel on +3. <strong>The</strong> best nett<br />
was won by Bev Esterhuizen on 104 (the competition<br />
was played over 27 holes). <strong>The</strong> best gross was also<br />
Bev Esterhuizen, 121, on a count out from Colbert<br />
Quina.<br />
In the C division (also over 18 holes), the morning<br />
Stableford was won by Sean Richter on 39 points. <strong>The</strong><br />
afternoon bonus bogey was won by Michael Daniel on<br />
+5. Eric Wylde won the best nett on 107 and the best<br />
gross was won by Fikile Mlinda on 133 with Francios<br />
Sparks as runner-up on 135.<br />
Parkrun: 67 athletes completed Event #171 in drizzly<br />
conditions on Saturday. Len Norman completed his<br />
100th parkrun (all done at Stutt) in the company of<br />
his daughter, son-in-law and two granddaughters. Len<br />
has been a staunch supporter of this parkrun since its<br />
inception and has also volunteered on more than 100<br />
events.<br />
Daniel Coetzee did his 25th stint of volunteering,<br />
earning him the 25 purple milestone shirt.<br />
A group of parkrun tourists from Gauteng and the<br />
Western Cape have issued a challenge to try and<br />
break Stutt’s inaugural attendance record of 162 on<br />
Saturday, April 14. If you are planning on visiting Stutt<br />
parkun then make this the day to do so and go down<br />
in their history.<br />

Isivivane school challenges tabled at outreach<br />

Isivivane Senior<br />
Secondary School, which<br />
obtained a 0% pass rate<br />
in the 2017 matric exams,<br />
were the focus of a visit<br />
by the DA to the<br />
Cacadu-based school last<br />
week.<br />

shadow minister of basic<br />
education Ian Ollis,<br />
member of the National<br />
Council of Provinces<br />
Vusumzi Magwebu and<br />
Komani-born and<br />
-educated MPL Jane<br />

Ollis asked parents<br />
and teachers to speak on<br />
challenges at the school<br />
which had a 52% pass<br />
rate in 2015 and 25% in<br />
2016. He said the school<br />
had four teachers for the<br />

had up to 40mm of rain last<br />
week but the dam levels<br />

<strong>The</strong> town still has many<br />
water problems and the<br />
community is not always<br />
aware when water is<br />
pumping or not. <strong>The</strong> town is<br />
supposed to have two hours<br />
of pumped water every<br />
morning. Sometimes only the<br />
lower end of town gets a bit<br />

(there are 82 pupils this<br />
year).<br />

started before 2015 when<br />
the government gave<br />
them a disabled principal<br />

Kamnteni said, “We<br />
fought with the<br />
department and<br />
managed to get a new<br />
principal. We did not<br />
have a maths teacher<br />
and there were no<br />
teachers to teach specific<br />
subjects. <strong>The</strong> principal<br />
teaches maths, but last<br />
week he was gone for<br />
three days. He is not here<br />
for this meeting because<br />
he has to go for<br />
departmental meetings.<br />
“Pupils have been<br />
asking for transfers. <strong>The</strong><br />
school was a Grade 10 to<br />
Grade 12 school, but in<br />
2016 the government<br />
said the school would<br />

CLEAR water has been<br />
running unattended from<br />
a water system plant<br />
outside Dordrecht for the past<br />
five months in Sterkstroom<br />
while the communities of Zola,<br />
Sonwabile, Phumla Mqeshi and<br />
Delta have been without<br />
running tap water for the same<br />
period.<br />
At the same time, sewage<br />
spillages have the Lokishi<br />
Endala community in a<br />
c h o ke h o l d .<br />
Water has allegedly been<br />
running day and night without<br />
repairs by the Chris Hani<br />
District Municipality (CHDM)<br />
attempting to fix the problem<br />
since the start allegedly<br />
between September and<br />
October last year.<br />
<strong>The</strong> <strong>Rep</strong> visited the site of<br />
the leak this week.<br />

Sonwabile village said residents<br />
had to get up early to get water<br />
from a tap about 3km away.<br />
Reverend Gilbert Peteni, who<br />
lives in the Delta residential<br />
area, said they had experienced<br />
water problems which had them<br />
waking up at 4am to pour water<br />
since November last year.<br />
CHDM only communicated<br />
two weeks back in January<br />
of water, but top town does<br />
not receive much and the<br />
water is not drinkable.<br />
Reasons for the irregular<br />
pumping are not forthcoming<br />
from the Chris Hani District<br />
Municipalit y.<br />
<strong>The</strong> Concerned Community<br />
Forum (CCF) meets on a<br />
regular basis. <strong>The</strong>y report the<br />
problems that the community<br />
experiences to the CHDM.<br />

sewage running into the<br />
streets as well as in to<br />
properties. This occurs at all<br />
four pump stations. <strong>The</strong><br />
stations are blocked with<br />
“non sewerage” items and<br />
they are not maintained or<br />

had to walk up to 15km<br />
to school and the<br />

“We were never given a<br />
reason why the water was cut<br />
or when it would be back. <strong>The</strong>y<br />
only announced using hailers<br />
two weeks ago,” Peteni said.<br />
“We were told a pipe burst<br />
that had to be fixed, but they<br />
did not tell us how it would be<br />
fixed.”<br />
Peteni said that they had no<br />
water trucks in November and<br />
December but that the trucks<br />
started to come at the end of<br />
last month because it was<br />
alleged that ANC provincial<br />
chairman Oscar Mabuyane was<br />
Lindiwe Mkebe said they<br />
did not want the school<br />
closed as the<br />
surrounding area could<br />
provide many pupils.<br />
Mkebe said, “We are<br />
poor, we live on social<br />
grants, we do not have<br />
resources like computers<br />
or libraries. We tried to<br />
ask parents in 2016 and<br />
last year to contribute<br />
R100 per child in order<br />
for us to hire SGB<br />
teachers. We managed to<br />
get three, but this year<br />
only one returned.”<br />

concerned about the pass<br />
rate and the ability of<br />
pupils to focus in class<br />
and at home after walking<br />
to and from school.<br />
“One of the things that<br />
contributed to the low<br />
pass rate was the<br />
addition of Grade 8 and 9<br />
without specialist<br />
teachers and the<br />
teaching staff, the<br />
principal being the only<br />
specialist maths teacher.<br />
Pupils can not read and<br />
write in English. <strong>The</strong><br />
department is failing this<br />
school just like the other<br />
rural schools.”<br />
“You can kill a school if<br />
coming to Sterkstroom.<br />
Peteni said the elderly who<br />
lived alone, especially battled<br />
to fetch water from the water<br />
t rucks.<br />
Senior citizen Tyontoso<br />
Willie, 70, who lives alone in<br />
Zola, is one of the owners of<br />
the four homes in Zola that get<br />
water every day at 6am with<br />
community members queuing<br />
up for water.<br />
Willie said, “<strong>The</strong> water will<br />
come out for about an hour,<br />
then it stops.”<br />
He said he used rainwater<br />
from his roof instead, using<br />
buckets to catch it.<br />

more aggressive with<br />
government concerning<br />
infrastructure and the<br />
shortage of teachers.”<br />

Residents also have no<br />

Chocolate Dyokolo, who also<br />
lives in Zola, said they always<br />
battle with water every year<br />
around November and<br />
December, but had not<br />

to 20 litres of water at a time<br />
over a period of several<br />
kilomet res.<br />
“<strong>The</strong>re were people who<br />
were in the hall last week who<br />
said we have to sign up to pay<br />
‘rent’ for the water with CHDM,<br />
then we will get water again.”<br />
Sophia Visagie, who lives in<br />
Lokishini Endala, said she had<br />
a sewage leakage in front of<br />
her home that she reported on<br />
M o n d ay.<br />
<strong>The</strong> municipality came to fix<br />
it, but the leak resurfaced on<br />
M o n d ay.<br />
“I told the municipality that it<br />
was still leaking on Monday,<br />
but they did not come back to<br />
fix it. Sewage leakages are a<br />
common problem.<br />
“<strong>The</strong> municipality takes its<br />
time to attend to it and we are<br />
afraid for our health. <strong>The</strong>re are<br />
flies here and the smell affects<br />
us.”<br />
CHDM had not responded to<br />
questions at the time of going<br />
to print.

and needed a myriad of<br />
things.<br />
Time to get out your<br />
thinking cap, get<br />
creative and make<br />
something that will not<br />
break the bank, but will<br />
really touch that special<br />
person’s heart. Come to<br />
think of it, your gift will<br />
probably be even more<br />
appreciated because of<br />
the thought, time and<br />
effort you put into it,<br />
than if you had just<br />
gone out and spent 10<br />
times as much.<br />
So let’s think of some<br />
ideas<br />
You could plant a<br />
little succulent garden.<br />
<strong>The</strong>se plants are all the<br />
rage at present and so<br />
many people have them<br />
that you could quite<br />
possibly ask friends for<br />
little plants.<br />
Get a fairly shallow<br />
container, perhaps even<br />
a tinfoil one that you<br />
bought a lasagna or<br />
some other meal in,<br />
make some small holes<br />
in the bottom, fill it up<br />
with soil and then plant<br />
the succulents<br />
at t ractively.<br />
<strong>The</strong>n give it a little<br />
water just to settle the<br />
plants, but remember<br />
that succulents don’t<br />
like much water.<br />
<strong>The</strong>re is possibly one<br />
of these at home or you<br />
could use an empty<br />
plastic box that<br />
contained sweets or<br />
biscuits and if you<br />
could find one that is<br />
heart-shaped, so much<br />
the better.<br />
Of course you could<br />
buy a tray of seedlings<br />
and plant them instead<br />
of succulents, but make<br />
sure that they are<br />
small-growing or they<br />
will never come to<br />
fruition in a shallow<br />
c o n t a i n e r.<br />
If your container is<br />
deeper, of course you<br />
can plant something a<br />
little bigger, but check<br />
at the nursery first if<br />
the specific plants you<br />
have in mind will do<br />
indoors, because not all<br />
plants will.<br />
<strong>The</strong>n there’s an<br />
arrangement that<br />
anyone (even men) can<br />
do so easily and it<br />
looks stunning.<br />
It requires a tall vase<br />
(perhaps a jug or some<br />
other similar container<br />
if you don’t have vase)<br />
and some<br />
long-stemmed flowers<br />
– there need not be<br />
m a n y.<br />
Pick a bunch of<br />
foliage in your garden,<br />
longer than the<br />
container you plan to<br />
use. Hold them in a<br />
bunch and cut them all<br />
off at the same length,<br />
about 10-15cm longer<br />
than the container. Strip<br />
the leaves off the<br />
bottom of the stems, all<br />
those that will be under<br />
water or they will<br />
decompose and create<br />
bacteria which will<br />
quickly kill your<br />
arrangement. Now put<br />
the whole bunch into<br />
the vase and top up<br />
with water.<br />
Now comes the fun<br />

Cut the flowers a<br />
little longer than the<br />
leaves, strip the stems<br />
and put them, one by<br />
one, in between the<br />
foliage. <strong>The</strong> stems of<br />
the leaves provide a<br />
‘framework’ for the<br />
flowers and will hold<br />
them in place.<br />
If the lady in your life<br />
is not into flowers you<br />
could do the same<br />
thing, but instead of<br />
flowers you could use<br />
chocolates or other<br />
treats taped to sosatie<br />
sticks and arranged in<br />
the same way.<br />

gif t.<br />
Most of us have<br />
dozens of photos lying<br />

Plans for<br />
the future<br />
WHILE the Enoch Mgijima<br />
Local Municipality is<br />
battling a lack of power,<br />
failing infrastructure, potholed<br />
roads and refuse removal<br />
challenges, there is another<br />
issue which is in need of urgent<br />
attention: residential land.<br />
<strong>The</strong> recent occupation of land<br />
in Ezibeleni has brought to the<br />
forefront the dire need for the<br />
municipality to start focusing<br />
on the organised planning of<br />
the town and surrounding<br />
areas.<br />
Such planning – which needs<br />
professional input in terms of<br />
layout and access to services –<br />
is imperative if the town wants<br />
to grow in a sustainable<br />
manner and in a way which will,<br />
in the future, meet the needs of<br />
residents.<br />
<strong>The</strong> need for open spaces for<br />
parks, recreation and future<br />
development of business and<br />
suburbs will have to be taken in<br />
consideration. Ezibeleni has<br />
had way too little business<br />
development over the past few<br />
years and while the area<br />
blossoms, opportunity for<br />
growth and for the<br />
entrepreneurial spirit is being<br />
hampered by the lack of space<br />
and plans for a thriving<br />
business hub in the area.<br />
At the same time, desperation<br />
has resulted in people invading<br />
municipal land – a move which<br />
recently led to a court interdict<br />
by the municipality and the<br />
subsequent arrest of people for<br />
disobeying said interdict.<br />
Instead of this becoming a<br />
negative tendency, it should be<br />
sparking EMLM to action in<br />
terms of looking at available<br />
residential land and the setting<br />
out of plots for residential<br />
development.<br />
My fear is, as the past few<br />
weeks have proven, that the<br />
existing infrastructure can not<br />
handle the population growth<br />
being experienced in Komani.<br />
<strong>The</strong> municipality has indicated,<br />
in <strong>The</strong> <strong>Rep</strong>’s front page story<br />
today, that plans are in place to<br />
repair the electrical<br />
infrastructure. Whether any of<br />
that money would go towards<br />
the development of new<br />
infrastructure in areas which<br />
need the development of<br />
residential suburbs, is not<br />
known, but it is necessary.<br />
<strong>The</strong> building of RDP houses<br />
has to be accompanied by an<br />
investment in infrastructure and<br />
the existing network has to be<br />
maintained. And that’s just<br />
water and power. <strong>The</strong><br />
municipality will still have to<br />
consider roads and sewage<br />
network extensions.<br />
It is a mammoth task, but it<br />
will have to be done for the<br />
future of a well-developed and<br />
structured Komani.<br />
Give Ramaphosa the<br />
space to uproot Zuma<br />
PRESIDENT Jacob Zuma has always<br />
attracted drama.<br />
If he was not the president he<br />
would have been the perfect<br />
character in a political drama or a<br />
gangster movie. Many had<br />
underestimated the levels he was<br />
willing to go to stay out of jail and<br />
later to stay in power so as to stay<br />
out of jail. While many were still<br />
mesmerised by his unlikely ascent<br />
to power Zuma summed up that the<br />
strong and independent law<br />
enforcement agencies were an<br />
impediment to him remaining<br />
s c ot - f r e e .<br />
Tu y n h u y s was a ticket to stay safe<br />
and to make his<br />
fa m i l y,<br />
benefactors and<br />
friends rich. If<br />
many South<br />
Africans had their<br />
way Zuma should<br />
be pulled by the scruff of the neck<br />
and chucked out of Mahlamba<br />
Ndlopfu.<br />
<strong>The</strong>y are frustrated with what they<br />
see as the limp-wristed approach of<br />
the ANC and Deputy President Cyril<br />
Ramaphosa towards Zuma. While<br />
that may appear so, ours is a<br />
constitutional democracy so<br />
whatever we do, we have to be<br />
careful not to fix a problem by<br />
creating another.<br />
<strong>The</strong>re are only two ways a<br />
president can be removed: either<br />
via Section 102 – A vote of no<br />
confidence which needs a simple<br />
majorit y.<br />
This is similar to a resignation<br />
and the president keeps his<br />
benefits; or by Section 89 which<br />
needs a two-thirds majority on the<br />
grounds that the president is unable<br />

to perform his duties or after a<br />
serious violation of the c o n st i t u t i o n<br />
or serious misconduct.<br />
Under this section, the president<br />
is stripped of all his benefits and is<br />
barred from ever assuming public<br />

Nowhere in our constitution does<br />
the word “recall” appear. Do you see<br />
why the ANC has to be so careful?<br />
He has the ANC, and by<br />
extension, the country, by the throat.<br />
What Zuma is doing may well be<br />
within his rights and is lawful, but<br />
as a politician he has broken every<br />
rule. He is an ANC deployee, so<br />
when that party wants to remove<br />
him, he should<br />
oblige. But<br />

No planning<br />
led to crisis<br />
BUSINESSMAN of Komani writes: <strong>The</strong> inevitable<br />
breakdown of the town’s water and electrical<br />
infrastructure has hit us with a vengeance with the<br />
recent electrical and water outages due to a<br />
variety of preventable causes. Business was hardhit<br />
as were individual households . Some schools<br />
had to send children home as the lack of water<br />
took its toll. Some businesses closed for health<br />
and sanitation reasons. As usual, the poorest who<br />
have a lack of alternative options bore the brunt –<br />
and continue to do so.<br />
<strong>The</strong> real tragedy here is the lack of planning ,<br />
knowledge of maintaining the infrastructure and<br />
lack of commitment by the so-called leaders of the<br />
town . As far back as 10 years ago, they were<br />
warned by various business and civic<br />
organisations that the current scenario would play<br />
out but sheer arrogance and their refusal to take<br />
advice has led to the current situation which will<br />
continue periodically into the future .<br />
Just as the leader of our country has set us<br />
back a decade or more in terms of economic<br />
development , so have the so-called leaders sent<br />
Komani back into the dark ages .<br />
Business cannot expand with confidence, which<br />
means less employment opportunities. It is going<br />
to take literally hundreds of millions of rands to<br />
repair roads, fix the water issues and get our<br />
electricity issues to an acceptable level. Komani<br />
has not had a true leader since former mayor<br />
Mzwabantu Dapula left. <strong>The</strong> sooner the<br />
incumbents are booted out and replaced by<br />
competent, real leaders with a vision, we will<br />
continue to wallow in misery in this town . Thank<br />
God that the quality and character of many of the<br />
people of this town mitigates against the appalling<br />
lack of leadership .<br />

SUSAN Nel of Komani writes: I saw the cane rat<br />
that was in <strong>The</strong> <strong>Rep</strong> on Friday (“A rare visitor”).<br />
Last Friday at 9.30pm I was on my way to fetch my<br />
daughter from youth. It was crossing the road,<br />
coming from the new QCJ Astro and it was<br />
walking down Kingsway.<br />
I could not believe my eyes. At first I thought it<br />
was a cat or a rabbit, but it had no cat’s tail or<br />
rabbit ears. I tried taking a photo and video but<br />
the quality of both was dark and grainy as the<br />
street lights were off. My family couldn’t believe it,<br />
it was humongous!<br />

Daily Dispatch this week<br />
described the ordeal of a mother<br />
and her little girl who was<br />
diagnosed with cancer when she<br />
was only two.<br />
Describing the trauma of<br />
numerous operations and<br />
other procedures over a<br />
period of more than two<br />
years, the mother says,<br />
“CHOC really stood by me.<br />
<strong>The</strong>re is also a social<br />
worker in the ward whose<br />
support is mind-blowing<br />
and the paediatric<br />
oncologists were<br />
fa n t a st i c .<br />
“<strong>The</strong>y said I could go<br />
to a private hospital, but I chose<br />
to stay with the state because of<br />
the fabulous support you get.<br />
<strong>The</strong>re is a family environment<br />
and always another mom to<br />
speak to.”<br />
This mother’s link with CHOC<br />
has not abated since her<br />

Possibly one of the<br />
biggest sources of<br />
contention between<br />
landlords and tenants<br />
surrounds the rental<br />
deposit.<br />
“Most tenants rely on<br />
getting their rental<br />
deposits back when<br />
moving, so they can use<br />
it to pay a deposit on<br />
their new home. Having it<br />
withheld or even having<br />
large amounts deducted<br />
can lead to a lot of<br />
dist ress,” S wa i n<br />
explained.<br />
What to do when paying<br />
a deposit<br />
Do a pre-occupation<br />
inspection<br />
According to the Rental<br />
Housing Act, landlords<br />
(or the managing agents<br />
representing them) are<br />
permitted to request a<br />
tenant to pay a deposit<br />
before taking occupation<br />
of a property – although<br />
the act does not provide<br />
guidance as to the<br />
amount.<br />
“It is very important for<br />
both landlords and<br />
tenants to note that a<br />
landlord (or managing<br />
agent) who doesn’t<br />
conduct a pre-occupation<br />
inspection with the new<br />
tenant, loses the right to<br />
claim against the tenant’s<br />
deposit when they move<br />
out,” said Swain.<br />
Check that the deposit<br />
is invested<br />
Swain highlighted the<br />
fact that landlords are<br />
required to pay their<br />
tenant’s deposits into an<br />
interest-bearing account<br />
with a financial<br />
i n st i t u t i o n .<br />
Getting a deposit<br />
retur ned<br />
According to the Rental<br />
Housing Act, the tenant<br />
and landlord have to do a<br />
joint inspection of the<br />
property before the lease<br />
expires. Should the<br />
landlord or managing<br />
agent fail to do so, they<br />
will not be able to claim<br />
against the tenant’s<br />
deposit.<br />
Upon the end of the<br />
lease period, the landlord<br />
may then deduct from the<br />
accrued interest and<br />
deposit to effect any<br />
repairs the tenant may be<br />
liable for. <strong>The</strong> remainder<br />
of the combined sum<br />
(accrued interest and<br />
deposit) must then be<br />
refunded to the tenant,<br />
no later than 14 days after<br />
the tenant moved out.<br />
“Tenants are allowed to<br />
request that the landlord<br />
provide a written receipt<br />
of all payments made,<br />
including proof of the<br />
interest earned on the<br />
deposit.”<br />
Deductions may not be<br />
made for defects that<br />
existed before the tenant<br />
moved in, or that can be<br />
considered as part of “fa i r<br />
wear and tear”.<br />
“It’s important to note<br />
that tenants may not be<br />
eligible for the accrued<br />
interest amount if they’re<br />
renting through an estate<br />
agent. This is because,<br />
unless otherwise<br />
indicated in the lease<br />
agreement, the agent is<br />
required to deposit the<br />
interest earned in to the<br />
Estate Agents Fidelity<br />
Fund – as per the Estate<br />
Agency Affairs Act of<br />
1 9 76 , ” explained Swain.<br />
Swain pointed out that<br />
tenants can ask for the<br />
rental contract to indicate<br />
that the interest be paid<br />
to them “subject to any<br />
written agreement in this<br />

WSU to implement<br />
free education now<br />

WALTER Sisulu University (WSU) is<br />
ready to implement free education as<br />
was announced last year by President<br />
Jacob Zuma and which falls within<br />
stipulated parameters.<br />
<strong>The</strong> WSU Queenstown campus<br />
which includes the Whittlesea site,<br />
held a welcoming day for first years in<br />
Whittlesea prior to orientation week.<br />
Speaking at the event attended by<br />
new students, parents, university<br />
management and staff, WSU<br />
vice-chancellor Professor Rob Midgely,<br />
said the Fees must Fall movement had<br />
been a great idea “which pointed out a<br />
problem in society that needed to be<br />
corrected”.<br />
“I do not agree with the way in<br />
which it was conducted but I totally<br />
agree with the principle. WSU is<br />
committed to ensuring that whatever<br />
government decides would assist<br />
students, to be part of it. Many people<br />
regard this as free education but it is<br />
assisted education. Students will not<br />
be expected to pay registration fees or<br />
the minimal initial payment, the<br />
government will do that. It is important<br />
for parents, staff and students to<br />
understand that all first years whose<br />
family income is below R350000 per<br />
annum will be given a bursary upon<br />
application by the National Student<br />
Financial Aid Scheme (NSFAS). If their<br />
income is above the said amount, then<br />
fees would have to be paid.”<br />
Returning students on NSFAS aid<br />
would still be expected to pay back the<br />
money when they are in a position to<br />
do so. As soon as government can find<br />
money, loans will be converted to<br />
bursaries.<br />
Midgely added that WSU was owed<br />
R800-million by students in debt and if<br />
that amount were to be paid, the<br />
institution would make provision for<br />
student residences and an agriculture<br />
facility at the Whittlesea site.<br />
<strong>The</strong> Student <strong>Rep</strong>resentative Council<br />
(SRC) president Lerato Tshefu, said he<br />
would ensure that all the new students<br />
were registered and that his office was<br />
available for all those with academic<br />
issues.<br />

tomorrow against Valgas for the top eight in games<br />
which started last Saturday at the Dumpy Adams<br />

<strong>The</strong> matches were brought to a halt due to bad<br />

Eight soccer teams from Komani met up in clashes<br />
on Saturday and contributed R200 each to see who<br />
would walk away with the cash prize.<br />
<strong>The</strong> games began with 1860 FC which was beaten<br />
by Valgas FC 2-1. Try Again FC scored a massive total<br />
of 8-1 in a match against Kaizer United.<br />
All Stars FC beat Burning Spear FC 2-1 in<br />
competitive match that saw the second goal being<br />
scored just before the final whistle.<br />
Rainbow FC lost 4-1 to Phoenix FC.<br />
<strong>The</strong> semifinals had Valgas FC beating All Stars FC<br />
4-2 with Valgas proceeding to the final. Phoenix FC<br />
were annihilated 3-0 by Try Again FC.<br />
Phoenix FC coach Ringo Klaas said his team<br />
suffered from fatigue because they had played both<br />

PHOENIX Football Club won the<br />
Under-13 mini soccer tournament<br />
after they beat Young Stars FC<br />
1-0 in the final at the Dumpy Adams<br />
Stadium on Saturday.<br />
Three teams battled it out at the<br />
weekend to see who would emerge as<br />
the winner.<br />
Juluka FC took on Young Stars in<br />
the first match, and were beaten 2-0.<br />

teams had regrouped and got advice<br />
from their respective coaches, Young<br />
Stars brought their A-game and<br />
scored two goals, which automatically<br />
granted them a spot in the final.<br />
<strong>The</strong> final between Phoenix FC and<br />
Young Stars saw a goal being scored<br />
in the first half by Kamva Thanga of<br />
Phoenix.<br />
Kamva said he was happy to have<br />
helped his team win the tournament<br />
and, had it not been for a team effort,<br />
they would have lost because Young<br />
Stars were a great team. Phoenix<br />
coach Ringo Klaas said the<br />
tournament was good practise for all<br />
the teams that participated, in<br />
preparation for the Junior League,<br />
which is set to start this month.<br />
“I am very proud of all the teams<br />
that played. This is not really a<br />
competition but a means to motivate<br />
children and help them hone their<br />
skills. We celebrate with other teams,<br />
even when we have lost to eliminate<br />
jealousy and instill positive energy<br />
among them,” Klaas said.<br />
Excitement builds for<br />
Great Kei Trek MTB Ride<br />

AFTER great excitement and anticipation,<br />
the Great Kei Trek was officially launched<br />
in East London last Thursday.<br />
Over a festive meet-up at Country<br />
Bumbkin, organiser Rob Jackson from the<br />
Leverage Corporation and his local team<br />
proudly introduced the three-day<br />
Mountain Bike experience.<br />
<strong>The</strong> stage race is set to take place<br />
from April 28 to 30 and will cover a<br />
total of 260km starting in Komani.<br />
<strong>The</strong> two- rider team race will<br />
see riders meander through<br />
some of the Eastern Cape’s<br />
forgotten gems including<br />
Old Thomas River, the<br />
Stutterheim forests and<br />
Great Kei River Valley, before<br />
ending in Morgan’s Bay.<br />
“This area is one of the<br />
most ignored parts of our<br />
country, but it is beautiful<br />
and we’re hoping to bring as<br />
many people to this area,” said<br />
Jackson, who grew up in Komani.<br />
Focussng on the enjoyment of the ride<br />
and the area, the race will not be timed<br />
with the emphasis on having fun.<br />
“I’ve wanted to do something like this<br />
for a long time and I’m so glad that Rob<br />
and the Leverage Corporation have the<br />
same ambitions for this area,” route<br />
planner and Stutterheim resident, Dean<br />
Sheard, said.<br />

Riders are in for a true Eastern Cape<br />
experience as various local farm owners<br />
along the route have generously offered<br />
access through their land. Cycling along<br />
some of the old cattle and sheep passages<br />
that farmers used in the first half of the<br />
1900s, riders will be treated to the<br />
interesting history of the area, with their<br />
fist overnight stop in the historical village<br />
of Old Thomas River.<br />
<strong>The</strong> village is situated in the Northern<br />
slopes of the Amatola mountain range,<br />
where 19 farmers have made over 31 000<br />
hectares of beautiful farmland available<br />
for conservation and recreation. Some<br />
other highlights will be the stunning Qacu<br />
Forest Reserve, the impressive Chaba<br />
Wind Farm and the Kubusie Valley.<br />
“<strong>The</strong> Kubusie Valley cycle is one of the<br />
most spectacular rides through a valley<br />
that I have ever done,” said Sheard.<br />
Riders will be provided with tented<br />
accommodation and meals which is all<br />
included in the entry fee. Entries close<br />
once a field of 150 teams of two riders is<br />
reached, or on April 4.<br />
Various sponsors have come on board<br />
in an effort to make the event one not be<br />
missed. Sponsors include Bidvest,<br />
Bridgestone, Luxliner, Splashworks portion<br />
of the proceeds will be donated to various<br />
Non Profit Organisations within the area.<br />
