SCOOPING IT OUT: A resident shows visitors the waterlogged interior of her Silvertown home
Growing health hazards spark concern
SIMTEMBILE MGIDI
W
HILE rains have brought relief to
the drought-stricken Enoch
Mgijima Local Municipality
(EMLM) area, some areas have
reported massive damage.
The Rep visited the areas of Khayelitsha,
Silvertown, Unifound and eKuphumleni on
M o n d ay.
The home of Thobeka Rhalani, 55, of
Silvertown, was still under water despite
her best attempts to mop up the water with
a blanket.
Rhalani was concerned about the health
of her daughter-in-law, Siphokazi, who has
asthma. “She even wanted to go home, but
I do not have money and I am stressed
about how we are living. I suffer from heart
at tacks.”
Blankets and clothing were hanging on
fences as shacks in the area were flooded.
Vuyiswa Dyonasi, who also lives in
Silvertown, said her bed, couches and
cupboards were damaged. “In December
our ward councillor Bulelwa Rali said
before the EMLM closed for the holidays
they would come to show us to where we
would be moved. We are still waiting.”
The lack of public toilets was of concern
as residents were relieving themselves
near the Komani River with fears that the
stronger-flowing river might claim
children’s lives.
Phumlani Seyisi from Unifound said
garbage from Newvale was washed into
the area during the rains, as the
municipality had created a furrow after
using a backhoe.
Asanda Hlabiso who lives in Phambo
Street in Khayelitsha said the stormwater
drain in the area had been blocked for a
while and as a result the Church of God
and Saints of Christ were not able to have
their service as the street was flooded. “We
could not leave our homes because the
water flooded the road in front of our yard.
On the opposite side there is a manhole
that the municipality has not closed.
“When the road flooded, the open
manhole could not be seen. We had to
shout to people so that they did not fall
into it but two bakkies got stuck in there.”
Hlabiso said a breakdown van got stuck
trying to extract a bakkie and a breakdown
truck had to be called to extract both
vehicles while a twin cab bakkie had also
got stuck.
Hlabiso said they were expecting sewage
spillages after the rains as these were daily
occurrences in the area.
Ekuphumleni informal settlement in
Ezibeleni resident, Nokuthula Njokweni,
who has a seven-month-old baby with
asthma, said the rain had exacerbated the
condition. “Water entered the house from
underground, while a leaking roof made my
bed wet. The municipality has promised us
houses and electricity since 2016.”
Nomphelo Rhalani, 63, of Ekuphumleni
said she had to scoop water from her
house using a basin, despite the fact that
she suffers from debilitating arthritis.
CHDM spokesman Thobeka Mqamelo
said no sanitation related blockages as a
result of the rain had been reported, but it
had been observed that people dug
furrows to divert water from their homes
which caused the deposit of soil in the
drainage system and which led to
blockages.
“In the case of exposed manholes, we
encourage the community to report these
to our Customer Care Call Centre 0800 100
100. We recently experienced a spate of
theft of metal manhole lids and we are in
the process of replacing these with
non-metal lids.”
CHDM had no reports of drenched
informal settlements but should these be
brought to their attention by the local
municipality, disaster management
processes would be kicked in.
The Nomzamo sewage pipeline had been
recently repaired. “Two years ago the
municipality constructed a pump station
servicing the township areas in an attempt
to alleviate constant sewerage leakages.”
EMLM did not respond to queries.
Support at court as abduction suspects appear
ANDISA BONANI
THE Sterkstroom community and DA
members protested outside the
Sterkstroom Magistrate’s Court on
Monday in support of Denise
Bartlett, 71, who was abducted by
two armed robbers last week.
Bartlett was abducted last
Tuesday after arriving home from her
business with her granddaughter.
One of the suspects, Andre
Cornelius, 45, is a former warrant
officer who served in the K9 unit
and is said to live in a house located
behind Bartlett’s daughter, Lindy
Haggard’s home.
Komani police spokeswoman
Captain Namhla Mdleleni said a
meticulous search conducted by the
police and the flying squad led to
the apprehension of the suspects on
Fr i d ay.
“Cornelius and Raymond Fillis, 37,
were arrested by the police on
Friday on their way from Molteno.
The arrests were as a result of
several phone calls that were made
to Haggard by the suspects,
demanding a R3-million ransom. The
police managed to trace the calls.”
Haggard, who serves as a DA
councillor in the Enoch Mgijima
Local Municipality for Sterkstroom,
said she was relieved that her
mother was home safely, but was
shocked that one of the suspects
was a man who lived nearby.
“All this time we had been worried
about my mother’s whereabouts, she
was kept in the house behind mine.
My mother said the suspects drove
around with her for five hours and
she heard them mention a certain
town so she could not figure out
where she was. We are really not
safe and can not trust anyone these
days. I am grateful to the community
members who are supporting my
family during this trying time. I hope
the suspects do not get bail.”
The Rep reporter was shown the
house in which Bartlett had been
found. She was kept in a separate
structure which looked like an
animal feeding area.
One of the protesters, resident
Dolaris Gallagher, said she knew
Cornelius as a neighbour who was
trust wor thy.
She said the thought that she may
have had a criminal living next door,
a man she trusted, was “driving me
crazy”.
The protesters went to Cornelius’s
house to chase away his wife who
had allegedly locked herself inside.
Bartlett said she was happy to be
back home with her family and
grateful for the support shown by
community members.
Magistrate Sarel Marais said there
was neither a prosecutor nor an
interpreter present and the case was
postponed to February 19 for a
formal bail application.
Date of Notice:
17 February 2018
which are beside the
commuted overtime,
there would be gaps in
the roster.
“In January we
submitted a roster with
the 80 hours commuted
overtime with gaps.
Seshoka informed us
that there would be no
more on-call duty in
January, but after he
had a meeting with
management regarding
the matter he came
back to us saying
management would
decide what to do with
the roster with gaps,
but in the meanwhile
we should continue
doing calls. We were
shocked to receive a
letter from the CEO
informing us that we
had to pay back the
overtime money which
we received because
we did not qualify for it
and the roster which
we submitted was not
authorised.”
The letter from CEO
Nosisa Toni dated
January 11 indicates
that any roster that is
not approved by the
clinical head or a
delegate is not an
authentic document.
The letter reads: “Yo u
are therefore not
expected to perform
any duties as per an
unapproved roster
unless you are
rendering a voluntary
service, which will not
be remunerated.”
Doctor Gulab
Shrestha said the
hospital management
was exploiting them
because the gaps in
the roster indicated a
staff shortage. He said
the gaps in the roster
made it seem as
though they had not
reported for duty and
when they worked
overtime to fill the
gaps, management
refused to pay them.
The Rep was shown
two letters indicating
deductions from some
of the doctors.
EFF members who
were present at the
meeting went to the
CEO’s office, where the
media was not allowed
in. Councillor Zikhona
Njoli said in the
meeting with the CEO
they were told that
monies would be
deducted from the
medical officers as
there was no proof of
the commuted overtime
worked, and if they
brought valid proof
they would be
reimbursed.
The CEO declined to
speak to The Rep
regarding the matter,
with health department
spokesman Sizwe
Kupelo not available for
comment by the time of
going to print.
Handbag
snatched at
traffic lights
LAST Thursday night Red Guard response officers
reacted to a panic signal at a cosmetics store
where they apprehended a suspect who had stolen
watches, operations manager Willie Reynecke told
The Rep. The stolen goods were recovered and
returned and the suspect handed over to the
police.
On Friday morning a response officer standing
at the traffic lights at the intersection of Komani
Street and Bells Road noticed a suspect opening
the door of a woman’s vehicle and taking out her
handbag. He chased the suspect but could not
apprehend him. However, the suspect dropped the
handbag and it was handed back to the owner
without anything having been removed.
Response officers attended to a panic alarm at a
house in the early hours of Saturday morning as
the home owner had reported that two suspects
were repeatedly knocking on the door. The
response officers searched for the suspects,
apprehended them and both were handed over to
the police. – Rep reporter
Boskati elder dies
after knife attack
THE Boskati family in Ezibeleni, Zone 2
has expressed their shock at the fatal
stabbing of Thozamile Boskati, 66,
allegedly by a family member.
The deceased’s nephew, Vuyo Boskati, 35,
has been arrested for the killing.
Komani spokeswoman captain Namhla
Mdleleni confirmed that the older man was
stabbed to death, with the suspect having
appeared in the Ezibeleni Magistrate’s Court
on Monday.
T h oz a m i l e ’s sister, Mandisa Boskati, who
was home at the time of the stabbing, said
she had had a “trivial quarrel” with Vuyo in
the lounge when Thozamile had walked in
and “p l ay f u l l y ” asked why Vuyo had been
bothering his aunt.
Thozamile went to bed, but shortly
thereafter she had heard him screaming
undigqibile (he has finished me).
“I went to check. I found him dead with a
bleeding stab wound on the side of his
neck.”
Mandisa said she was heartbroken and
that Thozamile had been the breadwinner. –
WATER services were placed under the
spotlight during a meeting headed by the
Chris Hani District Municipality at the Thobi
Kula Indoor Sports Complex last week.
The meeting was the follow-up to an
Integrated Development Plan session where
Enoch Mgijima mayor Lindiwe Gunuza
Nkwentsha, councillors and stakeholders
were given a platform to speak on areas of
concern regarding the provision of water and
sanitation services.
The event will continue as a series of factfinding
meetings that the CHDM council
resolved to undertake in all local
municipalities.
CHDM communications manager Thobeka
Mqamelo said the aim of the session was to
gain understanding of the water and
sanitation challenges confronting various
communities in the six local municipal areas.
This would advance swift resolutions,
especially on operational issues, Mqamelo
said.
“The challenges range from the
non-availability of water in some areas,
either due to prevailing drought conditions,
water outages or operational issues such as
leaks.”
Several areas, including Ilinge, Lesseyton,
Ezibeleni and sections of Mlungisi and Top
Town, experienced water provision
challenges when reservoirs were low.
Following recent challenges experienced
with power outages and related problems
with the water supply, Mqamelo said the
supply was mostly back to normal with only
high-lying areas still experiencing
challenges.
“The coordination of water points was a
challenge and as such our communication
was inadequate.”
Other farmers have also
indicated damage to dam walls.
SOME areas reported more than
160mm with farms towards
New pumps and a new
balancing tank have been
erected at the pump house.
the sports club.
The event raised a
substantial amount of funds
for Sparrows, which is
currently experiencing
financial difficulties, largely
attributed to a delay in
payment of their subsidy
from the department of
social development, with
staff not having received full
salaries for two months
A NEWCOMER to Tarkastad,
Athenkosi Ngalo, who grew
up in Cape Town, has started
working with schools in the
area to promote drama and
dance among pupils.
He has been welcomed
with much enthusiasm by
the pupils, who has already
received an assignment to
write their own drama
pieces in the first classes of
the year.
At present, pupils from
Tarka High School and
Raymond Mhlaba Senior
Health of
district
initiates
i m p ro v e
ABONGILE SOLUNDWANA
THE Chris Hani district showed
great improvement in the welfare
of initiates in the 2017-18 summer
season, which started last
N o v e m b e r.
The report was tabled by the
Chris Hani District Municipality
(CHDM) in Elliot recently and
indicates that Chris Hani had
6636 initiates, of whom there
were 96 admissions to hospital
and one death.
Broken down into the six
municipalities in the district,
Enoch Mgijima had 1306 initiates,
14 admissions and no deaths,
while Engcobo had 1527, 19
admissions and no deaths. Of
Intsika Yethu’s 546, there were 15
admissions and one death and
Emalahleni had 1691, 13
admissions and no deaths.
Sakhisizwe had 910 initiates, 24
admissions, no deaths and Inxuba
Yethemba 656 of whom there
were 11 admissions and no deaths.
The initiation season was
preceded by awareness
campaigns throughout the district
and communities were given
advice on the care of initiates.
This was also facilitated by
community radio stations.
CHDM speaker Mxolisi Koyo
said the season was a success
through a combined team effort
between the municipalities,
forums and traditional leaders.
He commended Chris Hani
District Forum chairman Chief
Xolela Mbali and his team who
had sacrificed their December
holidays to ensure that initiates
were in good health.
Koyo said, “The season is now
closed, so there must be no
initiates at the sites. Those who
go after the season, are usually
under 18 and no one under this
age is allowed to be initiated.”
He said at present the
structures in place were working
well, but there was still room for
improvement.
Among other challenges
mentioned was the high number
of initiates who went missing
when they ran away from initiation
schools.

meeting in Komani to
engage on challenges faced
by MK veterans in the region
on Saturday.
In a meeting attended by
88 members, an ad hoc
committee that will operate
THE REPRESENTATIVE 16 Februar y 2018
EDITORIAL
OPINION
The beginning
of a new era
OVER the past
couple of years, I
have hit a bit of a
low when it came
to thinking of
South Africa and
its future. While every country
has its challenges, at times it
has seemed – and still does –
that the odds are stacked
against us.
While the unemployment rate
has dropped slightly to 26.7%
the figure remains staggeringly
high. Brutal and violent crime
continues to affect our country
and its people in the most
horrific way.
Thousands of children live
without care and millions of
people live in poverty.
The land issue needs to be
addressed in a way that will be
equitable and fair and without
harm to anyone, while ensuring
food security.
In the midst thereof, many
municipalities are struggling to
provide even basic services to
their communities as ageing
infrastructure, which has not
been maintained for several
years, starts to collapse.
Inefficient officials and
administrators contribute to
municipal woes and the amount
of money it will take to meet
the needs to ensure efficient
local government is
mindblowing.
The past few weeks have,
however, shown us what makes
South Africa great – as great as
it was in 1994 when the dream
of a rainbow nation was a
vibrant reality.
The political drama
surrounding President Jacob
Zuma and his subsequent exit
late on Wednesday evening
showed not only the power of
democracy but also that South
Africans will protect their country.
It shows that South Africans,
and more importantly those in
the echelons of power, still
believe in what is right. It shows
that there is a realisation that
absolute power corrupts.
South Africa has all the
elements of greatness. It has
the most amazing stories of the
triumph of the human spirit and
achievements on various fronts,
including sport, culture and
academics.
It is the country of origin of
people like Elon Musk, Nelson
Mandela, Archbhishop
Desmond Tutu, Helen Suzman,
Gary Player, John Kani – the list
is endless.
It is a country of great pride
with a sad history of racial bias
which some continue to exploit,
to the detriment of the nation. If
history has taught us anything,
it is to learn from our mistakes.
Just as the ANC – and South
Africa as a whole – enters a
new era, it is a time of learning.
A time to realise that that
which the past has taught us,
can never be repeated. That an
attitude of unity, respect,
honesty, transparency and
cooperation is the only one
which will allow our country to
achieve its great potential.
Let’s trust that 2018 will be
the start of a new era.
Only time will tell
AT THE time I started writing this on
Wednesday night, Zuma was still
standing firm.
He appeared on TV, tried to plead
his case and play the role he won
an Oscar for way back in 2005 –
being a victim. In his rambling
monologue he tried to argue that he
was being treated unfairly and was
never told what he had done wrong.
He says he was not defying the ANC
NEC, but that he disagreed with it.
He said what they said to him
failed to “convince” him to resign. If
you know anything about ANC
politics and South African politics in
general you
would see that
Zuma was talking
nonsense.
Why would the
ANC need to
convince him to
subject himself to its decision? It
does not work like that and he
knows it. He is an ordinary member
of the party.
The day the ANC sets a precedent
to try and “convince” its deployees,
will be the day they usher in chaos.
Imagine mayors, premiers and
councillors asking for a reason why
they are being redeployed or fired.
Where have you ever heard of such
absurdity? 12.2.21.2 of the ANC
constitution indicates: “Sign
deployment contracts with public
representatives and recall any
public representative.”
I guess it took a long time for
Zuma to get to this article in the
constitution. At 11pm on
Wednesday, he finally understood
as he uttered the words most South
Africans have been dying to hear for
the better part of the last five years:
“I have come to the decision to
resign with immediate effect”.
This reminds me of the situation
closer to home here in the former
Lukhanji and now Enoch Mgijima
Local Municipality.
Since 1996, how many mayors
have finished their terms? If my
memory serves me correctly, there
have been maybe two who finished
their terms, three have been
redeployed and a possible fourth
may well be on the way to join that
l i st .
What can we expect from the
new Cyril Ramaphosa
administ ration?
IN
TOUCH
... with Phumelele P Hlati
Is he the saviour
many seem to
think he is? Is
our job as
watchdogs of our
democracy over?
I can say that time will tell and
leave it there, but that would be a
cop-out.
The Ramaphosa administration
should be scrutinised even more
than that of Zuma. The ANC has
made resolutions in Nasrec that
indicate a radical departure from
their middle-of-the-road policies.
Will they implement them in their
present form? South Africa is facing
problems on all fronts –
unemployment, poverty and crime
have become huge problems. What
will the new administration do to
tackle these? Is 18 months enough
to turn the ship around?
Will Ramaphosa go populist to
win next year’s elections or will he
be pragmatic and unafraid to make
unpopular decisions? The clue to
this will be gleaned from his new
cabinet appointments.
Question: Why did you choose nursing?
Answer: Growing up I had my sister as a
role model. She was a nurse and took care
of people in the community. That was
when I decided to do nursing.
Q: How do you contribute towards
providing an excellent health service as
a nurse?
A: I am doing health education and I
inform people about the importance of
making use of their public health facilities.
At times we do door-to-door campaigns to
households to ensure quality health
services in the community.
Q: What kind of challenges do you face
at work on a daily basis?
A: Our challenge is the transport,
especially when we do outreach
programmes. Secondly, the patients who
are defaulters tend to challenge us, but
we continue offering counselling and see
to it that they comply.
Q: Do you celebrate Valentine’s Day?
What will you be doing this year – and
if not, why not?
A: Yes, but this year my husband is out
of the country so it will only be a phone
conversation. Usually we would go to a
restaurant and enjoy our evening on
Va l e n t i n e ’s Day.
Q: Given a chance to change something
about Komani, what would it be?
A: I would look at areas, such as
CANDICE WINNAAR
YOUR VOICE
DID you celebrate Valentine’s
Day and how did you pay
tribute to love on the day? If
not, why not? The Rep intern
streets of Komani to find out.
CANDICE WINNAAR FROM
VICTORIA PARK
Yes, it’s a special day to love
one another.
I took my husband out for
lunch and this weekend we will
have a Valentine’s Day dinner
... vox pops on the street
MILIEHE TEBOHO SIMAMKELE MTHWAZI ZIMASA DZINGWA SIPHOHSETHU FOYO
Mlungisi and Ezibeleni, and organise a
truck for refuse removal. The air pollution
which is caused by the burning waste in
the dumping site at Ezibeleni is a setback
to us. We are fighting TB, but the pollution
affects the patients. Secondly, I would fix
the poor roads around Komani.
Q: What item can you not live without?
A: I can not live without my Bible – t h at
is from where I get my daily guidance –
and my phone to communicate with my
family is very important.
Q: How do you handle stressful
s i t u at i o n s?
A: My work is stressful at times, but
since the patient is always right, I have
taught myself to stay calm. I don’t often
stress because I have a loving family.
Q: How are you saving water?
A: At home we manage to use less than
two 20-litre buckets of water per day. In
that way we are playing a big role in
saving water.
Q: If you were president for a day what
would you fix?
A: I would be a God-fearing president.
Even in the Bible, the kings would
consider God’s instructions in order to
keep peace in their society. Regarding
South Africa, I would listen and obey the
will of the people and step down when
asked to do so just to avoid bloodshed
and more damage to our country.
one should celebrate this day.
CONSERVATION FAN of
Komani writes: While
the recent rains in
Komani have been
most welcome, I hope
that people will not see
this as the go-ahead to
start wasting water
again.
The Bonkolo Dam
remains empty and
water sources remain
under threat. The rains
that have fallen over
the past week (I
believe it to be about
54mm) do not in any
way end the drought or
the water crisis we are
facing in the area. The
Waterdown Dam is
also quite low for this
time of year.
The situation remains
dire and we may
continue to face water
shortages for the rest
of our lives. I would
like to call on all our
fellow Komani
residents to save water
in whatever way they
find possible.
If you can afford to
do so, buy a tank and
save the precious
resource of rainwater.
Please do not think
that it’s acceptable to
start wasting water – it
will never be okay to
do so.
In the meantime, the
district municipality
should use this
opportunity to fix the
many water leaks in
the community. It is
indeed pointless for
residents to save, while
the water is wasted
somewhere else.
IMPACT OF SANRAL’S DRAFT
TRANSFORMATION POLICY
From October to December 2017, SANRAL took to the road to engage stakeholders on its long-term strategy and draft
transformation policy. This followed the launch of the strategy by Transport Minister Joe Maswanganyi and CEO
Skhumbuzo Macozoma on 29 September 2017.
The strategy will guide SANRAL’s activities through its third decade of growth as it continues to plan, develop and
manage South Africa’s national road network. It represents a re-examination of SANRAL’s core values and positions
the agency within a rapidly changing global and regional economic environment. It builds on SANRAL’s major
successes of the past 19 years, but also takes into account the sweeping changes in technology that have an impact
on the engineering, construction and related industries, and the fundamental reassessments of South Africa’s socioeconomic
priorities that are currently underway.
The strategy together with the draft Transformation Policy were shared with stakeholders at workshops that were
rolled out across the country - from Makhado to Polokwane, Mthatha to Mafikeng, Kokstad to Kimberley. Nearly
2 000 people attended the 34 engagements country-wide. There were numerous questions ranging from operational
issues such as SMME development on a specific project, to high-level ones around procurement.
The sessions made it clear that the agency is committed to the transformation of the construction and related sectors.
These sectors have an impact on millions of South Africans.
“Through our procurement processes SANRAL contributes greatly to job creation, skills development and broad-based
participation in the economy – and we want to expand our role,” says SANRAL CEO, Mr Macozoma.
Kyra’s going places
in the music world
Still a scholar, she knows where she’s heading
LOCAL SONGBIRD:
Although she is
only 16, GHS
grade 11 pupil
Kyra Isaacs has
her sights firmly
set on a musical
career
Picture: SUPPLIED
CHUX FOURIE
AGIRLS’ High School
schoolgirl, Kyra
Isaacs, is making a
name for herself in
the gospel music
industry and she is not yet 17.
Kyra, daughter of Neil and
Rozanna Isaacs, says she has
been singing as long as she
can remember, but started
taking it seriously when she
was in Grade 3. “When I think
back on my childhood, I was
always singing,” Kyra said.
She has always been
encouraged by her
parents and siblings,
especially mother and
elder sister, Michaela,
to sing. Her brother,
Jayde, is also involved
in music production
and sound
engineering.
To date, this Grade
11 pupil has entered
three competitions,
one in Grade 3, one
in Grade 6 and one
in Grade 8, of which
she won two and was
placed third in the other.
While she was at Balmoral,
she took a major part in the
musical production of The
Lion King, in which she
played the leading role
of Simba.
Lately she has been
concentrating more on
doing covers on social
media and has had a
great response, but the
big announcement recently has
been that she will release her
first single, Image on February
19 – next week!
“It’s just one song and
relates to Psalm 139 verse 14.
It’s all about finding your
identity in Christ and realising
that God made you, so you
must believe in yourself,” she
s ay s .
Kyra wrote the song herself
and it has been produced by
her production team consisting
of herself, Aphiwe Gqwaka and
Jayde, who usually writes her
music.
The single will be available
from all online stores, the video
on YouTube and Soundcloud or
itunes and playstore.
Kyra has no hesitation in
saying a musical career is
definitely what she would
choose as her career, when her
schooldays are over. At present,
she concentrates on gospel,
pop, praise and worship, but
she would like to branch out
into other kinds of music,
“though it must always have a
good message”, she adds.
The person she looks up to is
US singer Hollyn, who is about
the same age as she is and
sings the same kind of songs.
Meanwhile, she will continue
working hard at her schooling
and serve as a worship leader
in the City of David Church
youth group.
She also plans to work on
some new music, but right now
it’s a matter of seeing how this
one goes and holding thumbs.
GENEROUS GRANNY: Mavis Rawlins, back left, assisted by Playzone’s Mandy Ferreira hands a knitted teddy bear to each of
Knitting needles never stop
CHUX FOURIE
MADEIRA Home resident
Mavis Rawlins spends most of
her time in a wheelchair, but
her hands are never still, she
knits from morning to night.
Not only does she regularly
attend the Wednesday
morning knitting group at
Madeira, this
octogenarian-plus knits up
every scrap of wool she gets
hold of, especially making soft
little teddy bears for children.
The Madeira knitting group
supplies some of the wool, she
buys some herself and
Michelle Löest and Johan
Reynders of Roche House drop
some off for her every now
and again.
Mavis started off by knitting
bedsocks for the men on
active service during World
War 2, which she sent ”up
nor th” with her father when he
came home, to hand out to the
men there.
Now she mostly knits teddy
bears for children, some of
which have gone to far-flung
places all over the world, and
the estimate is that she has
made about 2000 of them.
This week Michelle and
Johan took Mavis to the little
Playzone school in Wodehouse
Street, where she handed out
a teddy she had made to each
of the approximately 30
children. Michelle and Johan
had also packed a little party
bag for each child so there
were smiles all round.
It just shows – you’re never
too old to do something for
ot h e r s .

PRIMEPROPER TY
Colour your home
THERE are few things as dreary
as just white walls – correct?
Well, some might agree and
others disagree, but it is a reality
that colour can help change the
look of a house. Whether the
exterior is given a new coat of
paint sporting an unusual colour
or whether the interior walls get a
new look, adding colour to your
home may be the best thing you
have done in a long time.
While earthy and sandy tones
are all the range lately, the
adventurous do go for brighter
colours on the exterior of the
home. This may, however, lead to
a near fail if a glaring yellow or
orange do not blend in with the
character of the home.
More modern homes may carry
off a brighter colour better than
vintage homes, but
experimentation on a small
section of wall could give you a
better idea.
Painting one wall in a room has
also become a firm favourite with
those wanting to try something
n e w.
A bright red or even black wall
could lend an interesting contrast
to a room and open up a whole
world of possibilities when it
comes to furniture, art and other
d e c o r at i o n s .
Muted colours, like mint green
and a light blue, mixed on the
walls of bedrooms could create
interesting and peaceful
contrasts. These could be set off
by using vivid curtains and linen
for a stunning visual experience.
Baby rooms have also evolved
over the years as people
experiment with different murals
and colour walls to enhance the
appeal of the nursery.
There is no set recipe for
success. What is important is
that your home – and the colours
thereof – reflects your
personality. It could be great fun
making it work and watching
people’s reactions to the new
look of your home.
In addition, hardware stores
often have experience and skilled
staff members who are able to
assist with advice on colours and
the mixing thereof. You don’t
have to go it alone – help is on
hand!
Prep are
for home
deposit
First-time buyers caught unawares
F
IRST-TIME home buyers
often get caught by
surprise when banks
ask for a deposit in
order to secure a home loan.
“When applying for a home
loan, banks will access your
credit status to establish
whether you will be able to
meet the bond payments.
Depending on the outcome,
you are either given a 100%
bond or required to put down
a deposit of between 5% and
20% of the loan amount,” FNB
housing finance CEO Lee
Mhlongo said.
To assist lower income
first-time home buyers, most
banks and FNB in particular,
will grant the majority of
customers 100% bonds
without the need for deposits
where customers meet
affordability considerations.
However, when a deposit is
required by the bank, many
home owners who fear not
being able to qualify,
mistakenly compromise their
chances of getting the home
loan by taking out an
alternative loan to cover the
deposit.
“Taking out any form of loan
while applying for a bond or
during the registration
process, may result in the
bank reversing its initial
decision to grant you a home
loan. This is due to the fact
that your credit profile will be
in a poorer state, as you will
now be required to repay both
your home loan and additional
loan instalments monthly,”
said Mhlongo.
Furthermore, you also need
to take into account that you
will be required to pay bond
and transfer attorney fees
before the house can be
registered. For a house valued
at R500000, you are likely to
pay around R30000.
Mhlongo said applying for a
pre-approval from your bank
can give you a good
indication of how much you
qualify for. This gives you an
opportunity to start saving in
advance for the deposit and
attorney fees.
Moreover, being able to pay
a deposit, when you qualify
for a 100% bond, improves
your credit score, resulting in
the bank offering you an even
better interest rate.
First-time buyers who earn
a household income between
R3 501 and R15000 per month,
can also use the Finance
Linked Individual Subsidy
Programme (FLISP) from the
government to pay the
deposit.
FLISP offers qualifying
consumers subsidies ranging
between R20000 to R87000
once-off, provided that they
h av e n ’t benefited from a
government subsidy before
and approval of the home
loan from the bank.
“Keeping your credit record
clean and saving in advance
for a deposit and attorney
fees before applying for a
bond, can give you peace of
mind knowing that you stand
a greater chance of qualifying
and there are no surprise
costs that will catch you
of f - g u a r d , ” Mhlongo
concluded.
Security tips for your home
ECURITY is a
S
watchword in South
Africa and with house
robberies a regular
occurrence, it is important to
be alert when it comes to
ensuring that your home
remains a safe haven.
Here are a few tips to help
ensure a more secure home:
ý Light it up: Extra lighting
on the outside of a home
helps to deter criminals.
ý Keep the garden clear:
Get rid of big bushes which
can serve as hiding places for
criminals.
ý Keep track of keys:
Ensure that a friend or close
family member has a key in
times of an emergency, but do
not be irresponsible with keys
which may result in these
ending up in the wrong
hands.
ý Do not advertise when
you are away: Ask a
neighbour or someone you
can trust to keep an eye on
your property and to remove
post from the postbox.
ý Man’s best friend:
Invest in a watchdog. A dog
that sleeps inside the home is
a good idea.
ý On the perimeter: Good,
solid palisade fencing will
help to act as a deterrent to
criminals. – Rep reporter
THE REPRESENTATIVE 16 Februar y 2018
Irate residents to
force CHDM’s hand
ANDISA BONANI
HE Komani Civic and Ratepayers’
Association is set to serve Chris Hani
District Municipality (CHDM) with a
Tlegal letter to force them to be part of
and participate in public meetings and to
actively find ways to deal with water and
sanitation issues.
The meeting, which took place in the town
hall in Cathcart Road in Komani on Tuesday
was called to discuss issues pertaining to
water meters and accounts, water and
sanitation, public participation and
communication, a crisis committee,
electricity issues, potholes and street lights.
Community members expressed their
dissatisfaction with both CHDM and Enoch
Mgijima Local Municipality’s (EMLM) lack of
service delivery, which were resulting in
sewage spillages and power and water
outages.
The Concerned Community Forum (CCF)
advisor, Tokkie Deysel, who chaired the
meeting, said the municipalities were failing
their people and were not making an effort
to engage communities.
“We are often told that the municipalities
do not have money. What we want is for
them to engage us as members of society
about the goings-on that affect us directly. It
cannot be that we pay for services we do not
get and when there are issues like last
month’s electricity and water crisis no one
will explain them to the communities.”
He said it had been decided to take the
legal route with CHDM as EMLM had agreed
to engage with the body when meetings
SUDOKU NUMBER 10 – Easy
were requested. “As the Ratepayers’
Association we have already had meetings
with EMLM municipal manager Ntsokolo
Magwangqana and it seems there is light at
the end of the tunnel,” he said.
Border-Kei Chamber of Business
chairwoman Adre Bartis, who co-chaired the
meeting, said electricity, water and
sanitation challenges were far from over and
that it was just a matter of time before
residents could expect another crisis.
She attributed last month’s power and
water outages which lasted five days due to
ageing infrastructure, adding that some
sub-stations were more than four decades
old.
The CCF had initially served CHDM last
month with a legal letter calling for action to
address water and sanitation problems.
The letter listed a number of complaints
including the incorrect reading of water
meters and that the municipality were not
checking if meters were in good condition to
allow for accurate readings.
The letter also stated that the manner in
which the calculation of accounts was being
done was not transparent and easy for
consumers to understand, and that the
estimation of debt was not in sync with
services provided.
Parkvale resident Enver Genade said at
one point his water bill was R13 000 and he
could not understand how the municipality
arrived at that amount because there was
hardly ever water in his area.
He said he had paid the municipality and
when he queried the amount, he was told it
had been an estimated statement .
Auditor issues EMLM disclaimer
ANDISA BONANI
ENOCH Mgijima Local
Municipality (EMLM) has
received a disclaimer of an
opinion from the Auditor
General (AG) for the 2016/17
financial year, due to
insufficient documentation
provided by the local authority
to form a basis for an audit
opinion.
The audit report indicates
that the financial statements
submitted for auditing were not
prepared in all material
respects in accordance with
the requirements of the
Municipal Finance
Management Act.
Material misstatements
identified by the auditors in the
submitted financial statements
were not adequately corrected,
and the supporting records
could not be provided, which
resulted in the financial
statements receiving a
disclaimer audit opinion.
The municipality incurred
fruitless and wasteful
expenditure of R3.3-million
which has not been recovered,
written off or condoned.
The AG was unable to
determine whether any
adjustments to the employee
benefits obligation of
R128.5-million disclosed in the
statement of financial position
were necessary.
EMLM spokesmanFundile
Feketshane said the
municipality had not tabled its
audit report at council and
when that was done, it would
be the first audit for EMLM
since the amalgamation of
Nkwanca, Tsolwana and
Lukhanji local municipalities,
with the latter having received
a disclaimer opinion in its last
audit report.
The AG stated that the
municipality did not evaluate
the balances from the
pre-merger of the
municipalities which formed
the basis of the take-on
balance for property, plant and
equipment of R1.1-billion
without supporting evidence
for this balance.
Border-Kei Chamber of
Business chairwoman Adre
Bartis queried how a
municipality of this magnitude
would not have documents
providing proof of how revenue
amounting to millions was
spent.
“The municipality must learn
that the money it has should be
used for certain planned items
and there should be
appropriate documentation
proving such expenditure. If
they do not know how to do
this, they must employ people
who can actually do the work.”
A 76-YEAR-OLD woman who lives in one of
the first RDP houses to have been built in
1999 in Unifound, said she has been
battling with problems since the first day.
Nomayina Dopholo said the contractors
who worked on her house had not done a
good job, and inadequate gutters had also
been provided for the home.
She has, as a result, not lived in the
house full-time but in a nearby shack that
she built in 1993.
“I live with my two grandchildren, one is
in Grade 10 and the other in Grade 12,” she
said. “During these heavy rains the
children called their parents to tell them
how the house was leaking.
“Their parents came from Sterkstroom
and arrived in the afternoon to put a black
canvas over the roof.”
Dopholo said that she had tried to get
help from the former Lukhanji municipality
(LM) since 2010 to renovate her house as
she was a pensioner who could not afford
repairs. According to Dopholo, a former LM
human settlement official told her that
people should not expect government to
do everything for them and should help
themselves.
“I do not have enough strength nor hope
that this house will be fixed before I die,”
she said, adding that she was suffering
from cancer.
“I have started with my chemotherapy,
which leaves me very weak, and battling
to breathe and walk.
“My bedroom in my shack is like a
fridge. The water enters from
underground.”
Dopholo also showed The Rep reporter a
stream of sewage flowing through her yard
– something she said happened regularly.
Dopholo has called on the Enoch
Mgijima Local Municipality (EMLM) to help
her fix her house.
Her son, Loyiso Dopholo said he was
deeply saddened by his mothers living
conditions.
The family could not afford to fix the
RDP house and his mother’s money was
used to pay for her chemotheraphy.
He said RDP houses were rectified in
Ezibeleni and Sterkstroom and so should
his mother’s home be repaired.
“I thought our local politicians would
have helped a sick old woman, but they
have not.”
EMLM indicated that they were looking
into the matter.

youths are the ones who
have a negative influence
on pupils.”
Kani said the National
Youth Development Agency
(NYDA) would be
approached to assist to
transfer skills to the youth.
Safety and liaison
portfolio committee
chairman Michael Peter said
stakeholder departments,
such as social development,
should assist the police with
their campaign, Operation
Fiela – especially in
poverty-stricken areas
where criminal activities
such as gangsterism were
r i fe .
Peter said the police must
arrest drug lords along with
those selling on the streets.
“Those who have
committed serious crimes
should be in St Albans
prison in Port Elizabeth.”
He said there were “fa r
too few churches and
schools” compared with
taverns in areas frequented
by gangsters.
The drugs tik and n ay o p e
were rife in Whittlesea, with
drug users breaking in to
steal goods for resale.
“Community policing
forums must be
strengthened and street
committees established to
claim back the streets of
Sada and Dongwe.”
Ntshinga said patrols
would be put in place at
schools in the Sada area.
“Previously we used to
inform principals when we
were coming, but from now
on we will come
unannounced.”
Taverns were selling
liquor to underaged youths
and the police had been
given instructions to visit
taverns and ask for identity
documents from patrons.
“If we find an underage
youth drinking at the
premises we will arrest the
owner and close down the
tavern. All shebeens will be
closed down because they
are not lawful.”
Ntshinga said if all this
did not happen by June,
community members should
report back to her.
Drug-testing kits had
been given to principals at
various schools.
Xonxa nears completion
ABONGILE
S O LU N D WA N A
THE Chris Hani
Dist rict
Municipalit y
(CHDM) has
confirmed that
the completion date for
the multimillion-rand
Xonxa Dam project has
been set for the end of
April.
Mqamelo said the
completion date for the
Xonxa project was moved
to April after the
previously scheduled
completion date was not
met in December 2017.
“The delay of the
project was caused by a
contractual dispute with
a subcontractor in 2017.
The matter was
resolved by appointing a
new contractor and work
is continuing normally
and April remains a
feasible date for
completion,” she added
in response to queries
from The Rep this week.
She said the six-phase
Xonxa project was on
phase five which
includes the supply of
water to Komani.
“The last phase will be
the provision of bulk
water infrastructure and
water supply to Ilinge
and Machibini.”
The Rep reported last
year (“Xonxa pipeline in
July”, April 21) that the
Picture: SUPPLIED
pipeline was expected to
be completed but the
hand-over and
subsequent supply did
not materialise.
The level of the Xonxa
Dam was at 115% this
week, compared with
101% at the same time
last year, according to
the department of wat e r
a f fa i r s .
The Waterdown Dam
level was at 67.9% full,
compared with 70.2% at
the same time last year.
Buco donates water tank
ANDISA BONANI
BUCO Hardware Store
handed over a 5000-lit re
water tank to Louis Rex
Primary School last
Thursday as part of their
corporate social
i n v e st m e n t .
Buco store manager
Morne van Staden said
this was a way of
ploughing back into the
community and that the
school was one of the
struggling ones that
needed any form of
a s s i st a n c e .
“This is not the only
school we work with, but
we chose this particular
one because of the state
that it is in. We know
water is a scarce
commodity, hence we
decided to sponsor them a
“We will provide fittings
for the tank and plan to
connect the tank to the
municipal water supply so
it goes straight into the
tank. The school has an
asbestos roof, so
rainwater would be
Principal Bevan
Christoffels said last
month’s five-day water
outage disrupted the
school’s programme
because they did not have
a tank.
“We are grateful to
Buco for their continuous
30 houses damaged by heavy rain
HEAVY rains which have
fallen in the Chris Hani
district since last week,
have resulted in damage to
30 houses in villages in the
Emalahleni area.
The Rep reported on page
1 this week that several
houses in and around the
Enoch Mgijima area had
also been damaged after
more than 80mm of rain fell
in the area over a few days.
Enoch Mgijima Local
Municipality spokesman
Gcobani Msindwana
indicated yesterday that the
municipality had not yet
received any report of
damage in the area as a
result of the downpour.
The Rep asked the Chris
Hani District Muncipality
(CHDM) for an indication of
related damage in the area.
According to CHDM
communication manager
Thobeka Mqamelo,
Emalahleni was the hardest
hit of all districts in the
jurisdiction of the district
municipalit y.
Emalahleni’s area
includes Cacadu (which was
formerly known as Lady
Frere) and the town of
Dordrecht – the latter where
a cloudburst had been
reported and an estimated
140mm fell within a short
period in the district.
Mqamelo said,
“Rwantsana and Rodana
villages [in the Emalahleni
area] have recorded a
combined 30 damaged
houses while Engcobo
Municipality was also
significantly affected with
some houses completely or
partially damaged.”
Assessments were still
being conducted throughout
the various districts by the
local municipalities (LM),
which would then feed
reports to CHDM in terms of
the disaster management
process.
Coach and player Madoda
Kamte said discipline would put
Stars on the winning track.
“We will implement tougher
rules that will enforce players
being more disciplined. The
rules will be set to punish
ill-disciplined players.”
A lack of older role models
also contributed to a lack of
discipline among the younger
players, he said.
“We have tried to get the
assistance of former senior
players to assist us. Teams in
Ezibeleni enjoy an abundance of
senior former players helping
with the development of soccer
in their community and as a
result, their teams tend to win
most tournaments.”
He said community support
was integral in ensuring that the
love for soccer grew while young
people were kept away from
drugs and alcohol.
“We will visit parents of the
under-13 and U15 teams, as well
as the first-team youngsters, to
encourage them to support the
players. How will you know your
child is not busy with criminal
activities when they say they are
going to practice and games if
you do not come and watch
them? It is like saying your child
is at school, but you never look
at their homework.”
He said he was concerned
that the standard of soccer was
dropping in the area and that
development was needed.
Rainbow Stars had all that
was needed for victory and had
featured in two finals last year.
PHILANATHI RASMENI
TRY Again FC walked away with
a cash prize of R1000 in the Top
Eight soccer match against
Valgas at the weekend.
The teams braved rainy
weather to go head to head at
the Dumpy Adams Stadium, in
Komani on Saturday.
During the first half of the
match, Try Again opened with a
brilliant goal, taking the score
to 1-0. Valgas managed to get
an equaliser in the second half.
Rainy weather and
frustrations could be the reason
for two yellow cards received by
each team in the second half.
The game ended with a draw
of 1-1 and was decided on
penalties.
Valgas coach Archibald Dyeli
was disappointed with the loss
of 4-3 on penalties.
“We started well, putting
them under pressure, but lost
focus in the second half. It
might be a setback but it is a
lesson for the players not to
underestimate the opposition.”
When asked whether he had
strategies in place for the
upcoming league, Dyeli said,
“When we start the season, we
need to collect points in the
first five games. It is important
to win home games.”
Valgas took home R600 as
the runners-up.
EC Super 12 heartbreak for Breakers
MAXWELL LEVINE
B
REAKERS are officially
out of the running in the
Eastern Cape Super 12
championship after
suffering a 20-14 home loss to
Gardens.
It is the Mlungisi side’s third
loss, which put paid to any
chance of making the semifinals,
with one match to play.
It was always going to be
difficult for the home side as
Gardens were gunning for a
knockout spot and have never
lost to Breakers before.
The visitors drew first blood
with a Ruben de Vos penalty to
go 3-0 up. Nkunku Mbusi
restored parity for Breakers with
a converted penalty to make it
3-3. De Vos made it 6-3 with
another penalty before two
successive penalty conversions
made it 9-6 in Breakers’ fav o u r.
The defending champions
showed their mettle by scoring
two converted tries to go 20-9
up before the halftime whistle.
First flanker Darlington Gans
crossed the whitewash and then
eighth man Nathal Forbes also
put his name on the scoresheet.
De Vos converted both tries.
The second half was a tighter
affair with Breakers the only
team scoring. Lonwabo Ngculu
scored, with Mbusi converting to
make it 20-14. Some resolute
defence from Gardens prevented
any further scoring from the
home side with the Uitenhage
side’s path to the semis still
alive.
with Gardens third on nine
points.
In Group B, Berlin Tigers got
their first win with a 13-12
defeated Kruisfontein 27-24. It is
also tight with as many as four
SAB League set
to kick off with 16
ABONGILE SOLUNDWANA
THE long-awaited SAB
League is set to start with
16 teams qualifying next
Friday. The league had been
subject to delay after Chris
Hani regional play-offs came to a
halt.
South African Football
Association (Safa) Chris Hani
regional executive officer Kholiwe
Masabalala said the league took
time due to unresolved issues in
the region which were eventually
addressed by the association.
Masabalala said Young Minds
from Ilinge and Bhongweni from
Indwe were the newly promoted
teams in the league.
The teams will be divided into
two streams: Group A will comprise
Gaisah of Ghana set in 2006.
He broke the South African
outdoor record twice in 2017,
boasting a personal best of
8.65m at the national
championships in
Potchefstroom. His national and
continental outdoor record
launched him into 11th place on
the world all-time list.
In an interview with The Rep
this week, Manyonga, who is
now based in Port Elizabeth,
said the record meant a great
deal for him as it was one of the
goals that he wanted to achieve
by competing in the indoor long
jump event.
Manyonga said “The first
contest was okay and a little bit
challenging because it was my
first time in the indoor long
jump.
“I was not sure how I would
adjust to the different
environment and how it would
affect my performance but I got
over it and it went really well,”
Manyonga continued.
“My next focus is the Wo r l d
Indoor Championships, in
Birmingham next month.”
The Rep previously reported
that the top athlete had visited
his home town, imparting skills
to other young athletes.
ATHLETIC PROWESS: Luvo Manyonga, formerly of Dordrecht, broke the African indoor long jump record in Paris, France, on
Sunday. Manyonga’s winning leap of 8.40m, surpassed the 8.36m African record held by Ignisious Gaisah of Ghana for the
past 12 years. Some great Eastern Cape pride!
