whose belief does not cause disbelief are given advice. If they<br />
refuse <strong>an</strong>d do not repent, they are punished with ta’zîr [1]<br />
by the<br />
State. If it is considered necessary, they are forced <strong>to</strong> repent by<br />
imprisonment or flogging. If their leader who endeavours <strong>to</strong><br />
deceive Muslims, does not repent after imprisonment <strong>an</strong>d flogging,<br />
it is permissible for the State <strong>to</strong> have him killed. Though one who<br />
causes Muslims <strong>to</strong> part from the madhhab <strong>of</strong> Ahl as-Sunna <strong>an</strong>d <strong>to</strong><br />
become lâ-madhhabî heretics <strong>an</strong>d thus tries <strong>to</strong> spread bid’as does<br />
not become a disbeliever, it is permissible for the head <strong>of</strong> the State<br />
<strong>to</strong> have him killed in order <strong>to</strong> protect the people from losing their<br />
peace <strong>an</strong>d unity.<br />
