Gloucestershire Airport is a general aviation<br />
airport that handles 90,000 aircraft movements<br />
every year, many for business purposes. The<br />
<strong>JCS</strong> supports the Strategic Economic Plan<br />
for Gloucestershire which states: “the Local<br />
Enterprise Partnership aims to optimise the<br />
contribution and benefit that Gloucester Airport<br />
and the land around it can make to local<br />
communities and the economy”.<br />
Gloucestershire Airport is an appropriate use<br />
within the Green Belt and is regarded as a key<br />
regional asset and as such the policy seeks<br />
to support this role. Because of the airport’s<br />
location in the Green Belt, new development<br />
will need to be principally airport-related,<br />
although this would not necessarily preclude<br />
its use for other activities where these are<br />
appropriate Green Belt uses. Within the<br />
functional airport area, only essential airport<br />
operational structures are to be located in<br />
order to retain the openness of the Green Belt.<br />
An airport-related use is one for which an<br />
airport location is essential for its operation,<br />
for example, terminal buildings, hangars, other<br />
essential storage buildings, control towers,<br />
areas for handling air freight, and parking<br />
facilities associated with the airport.<br />
Cheltenham Racecourse is an appropriate use<br />
within the Green Belt and is the principal venue<br />
in the country for National Hunt Racing. The<br />
racecourse management continually strives<br />
to improve facilities for race-goers, through<br />
redevelopment or the construction of new<br />
buildings. Proposals of this nature will need<br />
to be assessed in relation to the national<br />
significance of the venue as well as Green Belt<br />
policy. In order to assess the impact on the<br />
surrounding area of open air activities or other<br />
forms of recreation or gathering, Cheltenham<br />
Borough Council may wish to grant temporary<br />
permissions in the first instance.<br />
Because of the Racecourse’s location in the<br />
Green Belt, new development will need to<br />
be well related to the business of the<br />
Racecourse. For example new hotel or<br />
conferencing buildings may be permitted<br />
within the Racecourse Policy Area, so long<br />
as these do not detract from or limit the<br />
current use or future growth of the area<br />
for horse racing.<br />
The Cheltenham Racecourse policy area has<br />
been amended from that shown in the 2006<br />
Cheltenham Plan to allow for further growth<br />
of facilities required for the business of<br />
the Racecourse.<br />

The Green Belt accommodates existing waste<br />
management facilities. It also contains allocated<br />
sites for facilitating the development of strategic<br />
residual waste recovery facilities as set out<br />
in the adopted Gloucestershire Waste Core<br />
Strategy. Waste allocations within the Green<br />
Belt are for the purpose of contributing towards<br />
ensuring there is sufficient provision to meet<br />
forecast local needs for waste management<br />
infrastructure in Gloucestershire up to 2027.<br />
Future development proposals on waste<br />
allocations within the Green Belt will normally<br />
be determined by the local Waste Planning<br />
Authority (WPA).<br />
All such proposals should be in accordance<br />
with the Development Plan and be consistent<br />
with the NPPF and National Planning Policy for<br />
Waste unless very special circumstances can be<br />
demonstrated. A lack of suitable and available<br />
non Green Belt sites; the demonstration of<br />
particular locational needs such as proximity to<br />
main waste arising; and a beneficial operating<br />
relationship with existing waste management<br />
facilities are matters, along with the relative<br />
sensitivity of the Green Belt to development in<br />
relation to its five purposes should be taken into<br />
account when determining whether very special<br />
circumstances could exist in relation to future<br />
waste management proposals.<br />
Other amendments to the Green Belt<br />
boundary<br />
West Cheltenham<br />
A change has been made to the Green Belt<br />
boundary to the north of the Strategic Allocation<br />
at West Cheltenham and to the south of the<br />
allocation at North West Cheltenham in the area<br />
of the Old Gloucester Road and Arle Nurseries.<br />
This is to provide a more appropriate Green<br />
Belt boundary after the removal of the Strategic<br />
Allocations from the Green Belt.<br />
South West Cheltenham<br />
A small change has been made to the Green<br />
Belt boundary at the south west of Cheltenham<br />
(known as the former M&G site) to provide<br />
a more appropriate boundary after an<br />
implemented permission.<br />
A small change has been made to the Green<br />
Belt boundary in the area of the Reddings to<br />
provide a more appropriate boundary after an<br />
implemented permission at Grovefield Way.<br />
