As part of the mix of affordable housing,<br />

developments should also consider the needs of<br />

specialist accommodation and how a site could<br />

contribute towards delivering them. This may<br />

include provision for affordable Gypsy, Traveller<br />

and Travelling Showpeople pitches and / or<br />

plots in line with any needs identified through<br />

the latest Gypsy and Traveller Accommodation<br />

Assessment and the SHMA. This would<br />

include the needs of these communities who<br />

are identified either within or outside the<br />

Government’s definition set out through the<br />

Planning Policy for Traveller Sites.<br />

To allow for delivery of rural affordable housing,<br />

it may be necessary to make an exception<br />

to the general locational requirements of<br />

Policy SP2 in accordance with Policy SD10. A<br />

strategic approach to rural exception sites is<br />

therefore provided as part of Policy SD12. When<br />

considering proposals for housing on rural<br />

exception sites, local authorities will consider<br />

whether allowing a limited proportion of market<br />

housing would facilitate the provision of new<br />

affordable housing. Further policy and guidance<br />

will be provided in District plans where required.<br />

Delivery<br />

Affordable housing will be secured through<br />

planning conditions and obligations, including<br />

Section 106 agreements. Planning conditions<br />

and obligations will also be used to ensure that<br />

affordable housing remains at an affordable<br />

price for future eligible households.<br />

Delivery will be by developers, registered<br />

providers and specialist housing providers<br />

working in partnership with local authorities<br />

and, in certain circumstances, the Homes and<br />

Communities Agency. Early pre-application<br />

discussions will be expected in all affordable<br />

housing negotiations. Where necessary, District<br />

plans will support this policy by providing further<br />

policies and guidance on implementation.<br />

The <strong>JCS</strong> approach to affordable housing delivery<br />

is to balance provision across the <strong>JCS</strong> area. It is,<br />

however, recognised that affordable housing<br />

need varies across the area with higher levels of<br />

need in Gloucester City than other districts.<br />

To ensure that provision meets localised needs,<br />

the <strong>JCS</strong> authorities will therefore need to employ<br />

a partnership approach to affordable housing<br />

nominations. Within the Strategic Allocations,<br />

this affordable housing partnership will have<br />

a critical role in determining the proportion of<br />

new affordable housing to be allocated to each<br />

local authority district.<br />
