MISSION<br />
SE Works’ mission is to strengthen the economic health and well-being<br />
of our diverse Portland community by facilitating successful connections<br />
between job seekers and employers.<br />
EQUITY STATEMENT<br />
SE Works’ Board, management and staff take pride in being culturally<br />

The Board and Staff of SE Works understand the issues related to<br />

continuously trains staff and partner staff on issues of poverty,<br />
compassionate seeing, trauma, cultural competence and responsivity,<br />
and conducts annual staff retreats to examine assumptions, values,<br />
beliefs, stereotypes and biases and assess how these affect our services<br />
and influence relationships and interactions with customers<br />
HISTORY<br />
Founded in 1997, SE Works is a registered 501(c) 3 workforce<br />
development agency with an extensive history of successfully<br />
connecting employers to skilled applicants. As part of WorkSource<br />
Oregon, the State’s public workforce system, we are here to help you<br />
get a job, increase your skills, and explore training options.<br />

Connect To Work Experience (WEX)*<br />
Program Description: WEX provides customized work experience<br />
opportunities to job seekers referred by their Aligned Parter Network<br />
Career Coach. A work experience is a paid internship of 240 hours where<br />
SE Works acts as the employer of record.<br />
Aligned partner/case manager referral required.<br />
Connect To Work*<br />
Program Description: Provides short term job placement assistance for<br />
job seekers with a prior criminal background. Customers are enrolled<br />
based on ability to follow through on program expectations. Once<br />
employed, customers are provided 90 days of job retention services.<br />
Customers are strongly encouraged to start attending Discover Your<br />
Road to Success Workshop while waiting for their Connect to Work<br />
Orientation.<br />
Dahl Youth Education Center (GED)<br />
Program Description: Provides academic and career development<br />
services for youth aged 16 – 21.<br />
Students can study to take the GED, recover credit, earn original credit<br />
and prepare for transition to post-secondary education and/or career<br />
training. Not an appropriate referral for high school graduates.<br />
Experience Works<br />
PROGRAMS<br />
Program Description: Provides coaching and paid training to job<br />
seekers that are 55 years of age and over. Job seekers must meet<br />
specific income requirements. Priority services to Veterans, homeless<br />
(or at risk of becoming homeless), disabled, low literacy, and non-native<br />
English speakers.<br />

Multnomah County Justice<br />
Reinvestment Program*<br />
Program Description: Provides case management to those recently<br />
released from incarceration for the purpose of securing training and<br />
employment.<br />
All clients must be referred by Multnomah County Parole and<br />
Probation. No outside referrals.<br />
Job seekers must be enrolled in WorkSource and have completed WIOA<br />
documentation prior to enrollment. Job seekers may request assistance<br />
from the Skills Team in obtaining I-9 documentation.<br />
NewStart Reentry Resource Center<br />
Program Description: Provides employment placement, case<br />
management, community referrals and support services to customers<br />
following incarceration from State or Local Jails in Multnomah County<br />
within the last two years.<br />
Support services offered are: assistance with obtaining an ID, navigating<br />
community resources for housing, health, treatment, family reunification,<br />
disability services, housing referrals, and emergency vouchers.<br />
Customers have access to phone, email, fax, internet and mailbox.<br />
Drop in appointments are welcome. All customers receiving services<br />
through New Start Reentry Resource Center will be registered through<br />
WorkSource Portland Metro.<br />
NextGen Youth Program<br />
Program Description: The NextGen Youth Program provides career<br />
coaching services for youth ages 16-24 with interests in careers and<br />
training in healthcare, information technology, manufacturing, or<br />
construction. Career Coaches from Portland Youth Builders (PYB),<br />
Immigrant and Refugee Community Organization (IRCO), and Impact<br />
NW, provide services 4 days per week on site.<br />

Pre-Release Exit Program<br />
Washington County*<br />
Program Description: A pre and post release program located in<br />
the Washington County Jail focused on serving inmates who need<br />
individualized employment services 20-45 days prior to release &<br />
continue to provide post-release employment placement, credential<br />
attainment, referral and navigation through the WorkSource system, as<br />
well as follow up services.<br />
Must be an inmate of Washington County Jail and referred by<br />
Washington County Jail staff.<br />
Prisoner Reentry Employment<br />
Program (PREP)<br />
Program Description: Provides case management and career coaching<br />
to individuals who have prior criminal backgrounds so they can become<br />
employed.<br />
Assists customers in identifying and obtaining career track<br />
employment, as well as resources. Must live in Portland to qualify.<br />
Professional Immigrant Certification<br />
Program<br />
Program Description: This program is for immigrants or refugees with<br />
professional degrees or certificates from their country of origin seeking<br />
employment within their degree field.<br />
To qualify customers must: Live in Portland and have a professional<br />
degree/certificate from their country of origin.<br />

Reentry Enhancement Coordination<br />
Program<br />
Program Description: This program assists individuals released from<br />
prison to transition back into the community. Referrals are made by<br />
Multnomah County Justice Department. <strong>Services</strong> include employment<br />
placement, case management, vocational training, and retention<br />
services. Integrated Team includes DCJ, VOA, InAct, Bridges to Change,<br />
& Parole and Probation.<br />
All referrals are generated by Multnomah County Justice Department.<br />
Referred clients only.<br />
Rethinking Job Search*<br />
Program Description: A series of workshops that aims to address<br />
the emotional and social consequences of unemployment. Assists job<br />
seekers in reestablishing their confidence, motivation, and accountability<br />
while continuing to look for their next job.<br />
This class is an allowable UI job search activity.<br />
Eligibility Requirements: Current UI Claim<br />
Youth Career Connections<br />
Program Description: Works with youth ages 16 – 24 to assist in getting<br />
them engaged with WorkSource products and services – including<br />
connections to occupational skills training, GED resources, employment,<br />
workshops and job readiness training.<br />
Customers ages 18–24 must be registered with WorkSource. Youth ages<br />
16–17 do not have to be registered. Justice involved youth encouraged<br />
to apply.<br />
Walk-Ins encouraged.<br />

Department of Human <strong>Services</strong> (DHS)<br />
– Self-Sufficiency Program<br />
Service Description: Provides job seekers with information about<br />
Supplemental Nutrition Assistance Program (SNAP) benefits. Job<br />
seekers can meet with a staff person on site to discuss program eligibility<br />
requirements and complete an application for benefits.<br />
Department of Human <strong>Services</strong> (DHS)<br />
– Vocational Rehabilitation (VR)<br />
Service Description: Provides job seekers with information about<br />
services offered through Vocational Rehabilitation. Job seekers can<br />
schedule time to meet with a VR Counselor on site if interested in<br />
exploring possible program eligibility.<br />
Discover Your Road to Success*<br />
Service Description: Provides job seekers with prior criminal<br />
backgrounds the tools needed to obtain employment in a changing and<br />
challenging job market. Customers are also provided current job leads.<br />
Drop-In Job Search Assistance<br />
Service Description: Provides registered customers with one-on-one<br />
job search assistance (e.g.: review of resumes, cover letters, etc.).<br />
Drop-In Resume<br />
SERVICES<br />
Service Description: Provides customers with one-on-one resume<br />
assistance.<br />
Attending a resume workshop prior to Drop-in resume is strongly<br />
preferred, but not required.<br />

Exploratory Team<br />
Oregon Employment Department<br />
Service Description: Assist customers to navigate available WorkSource<br />
services, such as:<br />
• Career planning<br />
• Training services<br />
• Improvement of job search skills<br />
• Obtaining employment<br />
Customers pursuing Career and Training services will be guided<br />
through a basic registration and iMatchSkills and will receive assistance<br />
accessing:<br />

• Skill Validation and Career Counseling<br />
• Information on in-demand sectors and occupations<br />
Training <strong>Services</strong>:<br />
• Skill development workshops (resume, computer skills,<br />

• OJT, apprenticeships, and work based learning<br />
Goodwill<br />
Service Description: Goodwill provides job seekers with 1:1 job search<br />
services (including resume and interview assistance) and facilitates job<br />
clubs and workshops on site.<br />
Manufacturing Workforce Liaison<br />
Service Description: The Manufacturing Liaison is an employerfacing<br />
initiative designed to connect small to medium sized Portland<br />
manufacturers with middle-wage employment opportunities to qualified<br />
underemployed and unemployed Portland residents.<br />
This program does not provide client facing services or take referrals.<br />

National Career Readiness Certificate<br />
(NCRC)<br />
Service Description: The NCRC is a portable, high stakes test that<br />
measures skill level in Applied Math and Workplace Documents.<br />
Customers can earn a Bronze, Silver, Gold or Platinum certification that<br />
itemizes skills and abilities on the actual certification.<br />
It is preferred that customers complete the online Skills Review prior to<br />
signing up for the NCRC.<br />
Oregon Health Insurance Exchange<br />
Enrollment<br />
Service Description: Customers will be provided one-on-one assistance<br />
with a “Certified Assister” to accurately complete an application for the<br />
Oregon Health Plan.<br />
Resumes for Job Seekers with a Prior<br />
Criminal Background<br />
Service Description: A resume workshop for job seekers reentering<br />
the community after incarceration. This workshop provides an overview<br />
of how to write a resume, an overview of a cover letter, and hands-on<br />
experience on the computer.<br />
Talent Link*<br />
Service Description: Talent link job seekers have priority consideration<br />
for in demand jobs, receive one-on-one job search assistance/coaching<br />
and weekly job leads.<br />
Registered customers will complete the Talent Link tool kit and<br />
become certified in the following five elements:<br />
• Clear career objective<br />
• IMatchSkills profile is complete<br />
• Resume meets standards<br />
• Soft skills assessment<br />
• Interviewing skills<br />
Upon completing the customer is certified as “work ready”.<br />

WorkForce Neighborhood Navigator<br />
Service Description: The Navigator is responsible for assisting<br />
unemployed and underemployed residents of the Jade District and the<br />
Division Midway Alliance to access services, training and employment<br />
opportunities.<br />
WorkSource Advising*<br />
Service Description:<br />
Provides customers with a variety of one-on-one services including:<br />
• Resource assistance<br />
• Access to support services<br />
• Access to training and scholarships<br />
• Employment skills review/assistance (i.e. resumes, cover<br />
letters, etc.)<br />
• Job Leads<br />
• Referrals to other appropriate WorkSourse programs and<br />
services<br />
Customers can access advising with staff on the Skills Team by<br />
appointment or during available Drop-in hours. It is recommended that<br />
job seekers schedule appointments for any services that may require<br />
more than 15 minutes of staff time.<br />
Some services require that WIOA documentation be completed to<br />
determine eligibility.<br />

Veteran’s <strong>Services</strong><br />
Service Description: Veteran outreach case management services<br />
for harder-to-serve veterans (ex-offender, homeless, and/or lack of HS<br />
diploma or GED).<br />
<strong>Services</strong> include:<br />
• Developing job training opportunities<br />
• Job development<br />
• Discharge upgrades<br />
• Referrals to county veterans service officers for disability<br />
evaluation or re-evaluation<br />
• Referrals to VA hospitals for medical treatment, etc.<br />
Eligibility requirements:<br />
• Served on active duty for more than 180 days (not for training);<br />
OR<br />
• Discharged or released other than a dishonorable discharge;<br />
OR<br />
• MEDICALLY discharged regardless of the amount of Active Duty<br />
time;<br />
OR<br />
• Member of a National Guard or Reserve unit activated/<br />
federalized by presidential declaration and discharged or<br />
released other than a dishonorable discharge.<br />

BankWork$*<br />
TRAINING<br />
Program Description: Eight-week bank career training program<br />
targeting low income individuals facing multiple barriers. Four cohorts of<br />
25 participants are held per year. Job placement and retention services<br />
are provided upon completion.<br />
Customers must be:<br />
• 18+ years and registered with WorkSource<br />
• GED/HS Diploma<br />
• Basic computer skills and English fluency<br />
• Bondable with no felonies<br />
Health Careers NW**<br />
Program Description: Provides education and training to low-income<br />
individuals for high demand careers in health care.<br />
Program provides access to career coaching, Career Link, occupational<br />
skills training, basic skills upgrade (GED, ELL, and Core Skills Mastery),<br />
work experience, OJT, job development and job retention.<br />
Program entrance is determined by a random assignment.<br />
Registered customers must be:<br />
• Receiving SNAP, TANF or Medicaid at enrollment<br />
• 18+ , legal to work in the US<br />
• Reside within the City of Portland<br />
We will check criminal history that may prevent entry into occupation.<br />
Customers must attend an orientation and meeting with a Career Coach<br />
to determine eligibility and random assignment.<br />
Those not selected to participate have the opportunity to access similar<br />
<strong>WSPM</strong> services via the Skills Team.<br />

Job Corps<br />
Program Description: Job Corps is a free education and training<br />
program for youth 16-24 year old.<br />
Parpicipants can:<br />
• Earn a HS diploma or GED<br />
• Obtain career training<br />
• Job search assistance<br />
Reboot NW*<br />
Program Description: This program provides individualized career<br />
planning, training and job placement services for qualified job seekers<br />
in the areas of Advanced Manufacturing and Information Technology.<br />
Interested job seekers should go to www.rebootNW.org and apply<br />
online, or attend an Information Session.<br />
To qualify, registered customers must:<br />
• Laid off in the recent recession and have 6 consecutive months<br />
of unemployment; OR<br />
• Lost their primary job during the recession and have been under<br />
employed since then; OR<br />
• Currently an unemployed veteran (eligible spouses can also<br />
access assistance)<br />

TechRise PDX*<br />
Program Description: TechRise PDX provides training and services for<br />
young adults interested in careers in technology.<br />
Program benefits include coaching, accelerated training pathways,<br />
capstone projects, internships, apprenticeships, mentoring, job<br />
placement, networking and peer support.<br />
Eligibility requirements:<br />
• 18-29 years old and legal to work in the U.S.<br />
• High school diploma, GED, or equivalent<br />
• Interest and fit for a tech industry career<br />
• Willingness and availability to attend trainings in the Portland<br />
Metro area<br />
No prior experience in tech required.<br />
Train Oregon*<br />
Program Description: Train Oregon is a free online skill-building<br />
gateway that provides access to thousands of hours of career<br />
preparatory and training content.<br />
Interested customers should request access from WorkSource staff.<br />
Customers must take and complete one WorkSource+ course before<br />
signing up for Premium <strong>Services</strong>.<br />
