WELCOME...<br />

...to the <strong>April</strong> / May 20<strong>18</strong> edition of <strong>VV</strong>...<br />

The arrival of Spring in P&TG is very welcome<br />

after what seems to have been a long and cold<br />

winter. Penn and Tylers Green seems to me to<br />

be at its best in Spring, as the winter gloom is<br />

lifted by the arrival of spring flowers, then our<br />

woods and green spaces are transformed into<br />

our familiar and uplifting green landscape.<br />

Change is all around. In this edition of <strong>VV</strong> we<br />

have updates on the Gomm Valley development<br />

plans, the plans under consideration to create a<br />

unitary authority in Bucks, the sad news, that at<br />

the heart of the village, the Cottage Bookshop,<br />

is to close, and the Red Lion is up for sale<br />

Upcoming, over the next few months, the<br />

village will host a variety of events, which are<br />

familiar and anticipated. Over the May Day<br />

weekend, the P&TGFC will host their annual<br />

Football Festival. On May 11th, the P&TG<br />

Residents Society will host its AGM & Social,<br />

both great opportunities to reconnect to our<br />

village community<br />

These well respected and popular Village<br />

organisations, feature significantly in this<br />

edition of <strong>VV</strong>, both organistions have set out<br />

their position on the FC's floodlight planning<br />

application. I would encourage readers of <strong>VV</strong> to<br />

read the various articles, and formulate your<br />

own opinion. Remember that both organisations<br />

are dedicated to our community, and do a huge<br />

amount of great work in and for the village.<br />

The Sports & Social Club<br />

The Sports & Social Club, are delighted to<br />

welcome Spring and the longer daylight time,<br />

this past winter has seemed never ending! Dates<br />

for your diary for the coming months are Harry<br />

and Meghan’s wedding which is the 19th May<br />

at 12pm midday, followed by the FA cup final.<br />

26th May is the Champion’s League Final, so<br />

hopefully we might have some British interest<br />

in the game!<br />

June sees the World Cup Finals taking place<br />

across Russia. Some key dates for you are<br />

England v Tunisia which is on the <strong>18</strong>th June,<br />

KO 7.00pm, followed by England v Panama<br />

24th June KO 1.00pm, then the last group game<br />

being against Belgium on the 28th June KO<br />

7.00pm. You never know England might have<br />

more games thereafter?<br />

events for the village and we are delighted to be<br />

hosting once again this year. Great bands and<br />

good ales will be a certainty, along with a new<br />

food village to be set up on the patio offering a<br />

wider choice, so please make a note of the date.<br />

The club is open Tuesday to Thursday 5pm to<br />

10.30pm, with happy hour being from 5pm to<br />

6pm. Fridays from 2.30pm to 10.30pm, with<br />

happy hour from 2.30pm to 5pm. Saturdays and<br />

P&TGRS Seeks Board Members<br />

The P&TG Residents Society is looking to attract<br />

new board members, and has a particular<br />

interest in hearing from people who are<br />

enthusiastic about our village, and have skills to<br />

charity, secretarial or administrative skills.<br />

Chepping Wycombe Parish Council<br />

As Chairman of CWPC, I am writing to <strong>VV</strong><br />

readers on the recent developments in respect of<br />

the Government thinking on creating a unitary<br />

Council to cover all of Buckinghamshire<br />

On Monday 12th March the Secretary of<br />

State, Sajid Javid, announced in parliament that<br />

he is “minded to” implement Bucks County<br />

Council’s proposal to replace the existing five<br />

councils in Bucks with one single council which<br />

would cover all of Buckinghamshire.<br />

This would be a massive change in the way<br />

local services are delivered to local people. But<br />

is it the best way forward for Bucks residents?<br />

Along with all the other district councils in<br />

Bucks and a large number of the Parishes,<br />

CWPC does not believe that this decision is in<br />

the best interest of our local residents, and<br />

knowing that WDC have discussed this<br />

extensively with local businesses, community<br />

groups, parish councils and other stakeholders<br />

we don’t believe local people do either. The<br />

Bucks Free Press conducted a poll, and from the<br />

comments left on the BFP website, residents<br />

don’t seem to support this option either.<br />

The ‘minded to’ decision announced this<br />

week is not set in stone and the process allows<br />

the District Councils will make the strongest<br />

possible representations to the Secretary of State<br />

that this is not the right decision.<br />

CWPC believe that a single unitary is not the<br />

best solution for Bucks. It fails to recognise the<br />

fundamental economic and demographic<br />

differences between the communities in the<br />

north and south of the county.<br />

We think that a ‘one size fits all’ approach in<br />

Bucks will mean lost opportunities, less<br />

effective services and significantly less local<br />

decision making by and for local people.<br />

We also have serious doubts about the savings<br />

the single unitary model claims it could deliver<br />

and worry that County services will be forced<br />

on Parish Councils to deliver with no extra<br />

funding which will inevitably mean your Parish<br />

precept will have to rise exorbitantly to cover<br />

these extra costs.<br />

The decision isn’t a done deal. Until 25 May<br />

20<strong>18</strong> local people can make further<br />

representations to the Secretary of State: email<br />

I would like to appeal to all <strong>VV</strong> readers, that<br />

The 49th P&TG Village Show<br />

- Save The Date!<br />

This year’s show will take place on September<br />

15th 20<strong>18</strong>. The schedule highlights include;<br />

Flowers, fruit and vegetables: New entrants<br />

to the horticulture section can try growing a<br />

cucumber and almost everyone will have one<br />

flower they would like to show off in “my<br />

favourite flower “. Other classes include cacti,<br />

succulents, pot plants, annuals , perennials , a<br />

jam jar of mixed garden flowers, the heaviest<br />

marrow, the fattest marrow (junior) and the<br />

longest runner bean.<br />

Miscellaneous: After positive feedback, we<br />

are again including a class for hen’s eggs and<br />

“five-a-day”, grow a day’s healthy eating.<br />

Branching out from our usual format, we have<br />

introduced a new class to be judged by the<br />

public. Instead of vegetable animals, we are<br />

inviting live entries for The Happiest Pet, a class<br />

for (small) caged pets.<br />

Domestic: The male bakers have been<br />

challenged to make quiche or a coconut and<br />

cherry cake. Open classes include a ““round”<br />

of shortbread and a lemon meringue pie for the<br />

traditionalists and a cake containing at least one<br />

vegetable ingredient, e.g. carrot, courgette,<br />

beetroot etc. or a savoury/sweet pastry. (part<br />

savoury part sweet filling) for the more<br />

adventurous amongst you. Young cooks can<br />

use their imagination and experiment with<br />

different flavours of Swiss rolls or roulades.<br />

Craft: Under <strong>18</strong>’s can design and make a tea<br />

light holder. Ideas range from food cans,<br />

painted glass, wood, foraged materials or clay.<br />

You can start from scratch or decorate<br />

something you’ve bought or recycled. There<br />

are lots of ideas out there to get you started.<br />

There is plenty of time for youngsters and<br />

grown-ups alike to get crafty and make a brooch<br />

from natural materials, quilt a wall-hanging,<br />

design and make a coaster, a table runner or a<br />

fabric wreath.<br />

Art and photography: Artists are given free<br />

rein with “1969”, “a splash of colour”, “summer<br />

view or a pencil/pen & ink drawing.<br />

Photographers have plenty of scope too with<br />

classes titled “1969”, “in Penn Woods”,<br />

“machinery” and digitally enhanced work.<br />

Junior photographers can try “all creatures great<br />

and small” and “the sky’s the limit”.<br />

Junior: There are lots of junior classes. If<br />

there’s nothing in your own age group, why not<br />

enter an older age group or the open classes<br />

which are open to everyone. A few of this year’s<br />

classes include the widest sunflower head, an<br />

edible garden in a shoe box lid (use your<br />

imagination), tie dyed tee shirt, cheese straws, a<br />

bug hotel, a mug of home-made popcorn and “a<br />

hungry caterpillar” made from fruit and or veg.<br />

Schedules will be in local shops from the end<br />

of May. A list of classes can be found on the<br />

village website. Please do have a go, there’s a<br />

Common Wood Working Party<br />

The weekend of 7th and 8th <strong>April</strong> will be the<br />

last this season and we intend to work in Farther<br />

Barn Field. Gloves, shears, hand saws and a<br />

fork to "tease" the roots of plants would all be<br />

useful as we want to clear the main area of<br />

blackthorn etc. We will meet at 10am on the<br />

chalk path at the top of the Holloway. The<br />

Roundabout Gate will be open for those who<br />

hazard lights on along the chalk path. You can<br />

all then rest and enjoy the woods until work<br />

A recent press release from the P&TG Football<br />

Club, announced 'Penn & Tylers Green FC have<br />

agreed a ground share agreement with<br />

Amersham Town FC for the 20<strong>18</strong>/19 season<br />

which will maintain their step 6 status in the<br />

Hellenic League'.<br />

Dear <strong>VV</strong>,<br />

I am delighted to report that the two quizzes<br />

that took place on Friday 3rd, and Saturday 4th<br />

February were a great success. We raised a<br />

staggering £6,500 for The Motor Beurone Disease<br />

Association over the weekend!<br />

Having taken a break for three years I was a little<br />

in trepidation at reviving the momentum, but the<br />

fantastic support of so many in the village, and<br />

many from further afield, ensured that we more<br />

than carried on where we had last “left off”.<br />

It would be a very long list were I to “shout out”<br />

to everyone who worked so hard, but I am so<br />

grateful to everyone who combined to create a<br />

powerful energy; workers, kind supporters in the<br />

village, the paying customers, almost all of whom<br />

have given the kindest feedback & seem eager to<br />

return on Sat October 13th 20<strong>18</strong> for our next Quiz.<br />

I never underestimate the community warmth &<br />

power in this village, for which I am always proud<br />

& grateful.What another fabulous achievement by<br />

the Village Hall!, to be the crucial platform to make<br />

such joy possible. A huge Thank You, and grateful<br />

recognition, of what a marvellous facility we are so<br />

lucky to have here, made possible only by the hard<br />

work & commitment of the team behind the scene,<br />

most of whom are volunteers.<br />

Dear <strong>VV</strong>,<br />

Two years ago I was screened at Wycombe<br />

Hospital and found I had breast cancer. It was the<br />

early detection that really helped in my positive<br />

prognosis.<br />

This year I am fundraising for the Scanners used<br />

I disagree that ‘the problem for the Society is<br />

that it is trying to be all things to be all people is<br />

not a realistic proposition’, nor ‘it means it solely<br />

expresses the majority view of the 15 members of<br />

its committee and not that of the community’.<br />

My experience is that the P&TGRS very much<br />

keeps its finger on the pulse by remaining an<br />

integral part of the community, supporting very<br />

worthy and important current projects such as the<br />

Village pre-school and the Village Voice, which<br />

continues to publish local views from both sides<br />

of any discussion under a balanced editorial.<br />

The Society continues to flourish under the<br />

excellent Chairmanship of Miles Green who brings<br />

to the table a balanced wealth of well-informed<br />

knowledge and experience through his<br />

unwavering, voluntary dedication to and<br />

involvement with the wellbeing of those who live<br />

within the area.<br />

Surely better to consider matters in the most<br />

non-partisan way that P&TGRS continue to<br />

represent the local community rather than by a<br />

partisan approach that subscription would<br />

introduce.<br />

As most of my neighbours agree, may we long<br />

continue to live in a community where all local<br />

matters are represented openly and<br />

democratically.<br />

I was rather surprised to read Peter Brown’s<br />

recent blog 'Does the P&TG Residents’ Society really<br />

represent the residents?' which attempted to<br />

defame the P&TGRS. In a healthy community such<br />

as Penn & Tylers Green there will always be<br />

differences of opinion over varying issues from<br />

time to time.<br />

P& TGRS have a long history of protecting the<br />

best interests of the community and surroundings<br />

we are privileged to enjoy either as local residents<br />

or as visitors to our village enjoying the local<br />

amenities.<br />

Dear <strong>VV</strong>,<br />

As the group that has actively campaigned to<br />

prevent Cock Lane from being widened to provide<br />

a through route to the A40, we don't agree with<br />

the view that the Penn & Tylers Green Residents<br />

Society cannot be both a campaigning and a<br />

social group. Our experience over the last 3 years<br />

is that the Residents Society has been a very<br />

powerful voice in the ongoing campaign to<br />

prevent BCC more than doubling the traffic flow<br />

past the Middle School.<br />

We brought our findings and arguments to the<br />

Residents Society. Whilst they opposed the<br />

widening of Cock Lane, they did not think it was<br />

possible to stop the connection of the Spine road<br />

and the through route. We did - and they listened.<br />

They were persuaded by the strength of our<br />

arguments and the factual case we had put<br />

meetings we had with WDC on the issue, giving the<br />

issue more credibility as a Village wide concern.<br />

The Residents Society have brought together<br />

many stakeholders to discuss and consider the<br />

Ashwells Planning Application, where many<br />

different views get expressed. The various groups<br />

in the Residents Society Forum on Ashwells<br />

represent and provide feedback from the circa 150<br />

households most directly affected by the<br />

development. Moreover, they provide a link to the<br />

rest of the village through articles in the Village<br />

Voice. We do not agree that the Residents Society<br />

does not try to represent the whole community.<br />

They have acted as facilitators to formulate a<br />

‘Village view’ on this and the Cock Lane issue. They<br />

have certainly been much more proactive in raising<br />

and expressing residents' concerns than any of our<br />

local Councillors.<br />

We cannot see any other body that can sensibly<br />

represent a wider view for ‘ the village’. This process<br />

relies on people coming forward, expressing their<br />

views in reasoned ways and influencing opinions.<br />

To help this happen, we suggest that the Residents<br />

Society, with Peter Brown’s help on his Village blog,<br />

should consider more ways of using the Internet to<br />

encourage and collect opinions from villagers on<br />

controversial issues. Cohesion in relation to<br />

planning would also be helped if our village had<br />

one Local Authority and not two. We suggest the<br />

Residents Society petition the Boundary<br />

Commission to change the current situation where<br />

the Penn & Tylers Green community is split<br />

between two Parish Councils, one part of Wycombe<br />

District and one part of Chiltern District. Den<br />

Dear <strong>VV</strong>,<br />

In response to the question asked by a new P&TG<br />

resident in the last <strong>VV</strong> issue, both myself & friend/<br />

neighbour, Helen Lampen do have an appetite for<br />

rubbish clearing!<br />

Being a dog owner, I walk the streets, fields &<br />

woods of P&TG with Helen, and we continuously<br />

comment on the amount of rubbish we see that the<br />

council, disappointingly have no interest in<br />

clearing.<br />

So... enough talking and instead action is what<br />

we decided ! We purchased a litter picker each and<br />

some bin liners and started work this week. We<br />

have so far dedicated 5 hours of our time litter<br />

picking in Ashley Drive, part of<br />

St. Johns Road, Church Road, Elm Road and<br />

School Road, and on our round chatted with<br />

another resident who informed us that she & her<br />

husband litter pick on Sundays at Potter Cross,<br />

New Road & the Pond area.<br />

Our big challenge will be tackling<br />

Commonwood Lane, Penn Bottom, Crown Lane &<br />

Noaks Lane as the amount of litter that has<br />

accumulated in the hedgerows is beyond belief.<br />

We may have to campaign to the Council to help,<br />

as these roads have no pavements, so safety will<br />

be an issue. The same of course will apply to<br />

Hammersley Lane where our new resident lives.<br />

We have gratefully received appreciation from<br />

other residents on our rounds which of course<br />

makes it all worthwhile, and so far have filled five<br />

bin liners, the bulk of which are sweet wrappers,<br />

cigarette ends, cigarette packets, drink cans,<br />

Holy Trinity & St Margaret's<br />

Things do not change! There is a lovely passage<br />

in the Bible about how hard it is to tame the<br />

tongue (James 3). It is likened to a ship that is<br />

steered by such a small rudder or a spark that<br />

can start a huge fire in a forest. Although Easter<br />

and Lent are past it does not mean that we can<br />

let go of those good habits that we had been<br />

working on. They make us easier to live with!<br />

Whenever we have a school class visit Holy<br />

Trinity I always stop them in the churchyard<br />

and ask if they can see anything unusual about<br />

the clock on the tower. It is surprisingly hard to<br />

spot that it only has one hand (until it is pointed<br />

out of course). I tell the children that it harks<br />

back to a slightly less busy and pressurised age.<br />

However, over the winter, they would have seen<br />

that the clock face and hand were missing. The<br />

old wooden face had rotted and needed to be<br />

replaced. We are grateful for the good work of<br />

Edward Stuart of Curbridge and the support of<br />

the Penn Trust. If you are passing Holy Trinity<br />

in the near future, do stop and admire the new<br />

clock face on the tower. Something I learned<br />

through this was that the letters and hand have<br />

to be gold leaf. Anything else will tarnish over<br />

time. The clock face itself, of necessity, has to<br />

be painted, although it is special paint that<br />

should last. I had the scary privilege of a trip in<br />

the ‘cherry picker’ for a closer look.<br />

I see from the diary that <strong>April</strong> and May are<br />

quiet months in the church calendar. Pentecost<br />

is Sunday 20th May where we remember the<br />

pouring out of the Holy Spirit on the believers<br />

huddled in the Upper Room after the crucifixion<br />

and resurrection. It signifies the birthday of the<br />

church and last year I made cakes in the shape<br />

Award-Winning Film On The Dunkirk<br />

Evacuation.<br />

On Saturday May 26th at 3pm we shall be<br />

showing at the church a special 40 minute<br />

award-winning documentary on the rescuing of<br />

over 330,000 soldiers at Dunkirk in 1940.<br />

Immediately following the showing Professor<br />

Stuart Burgess of Bristol University, who is the<br />

film’s narrator, will speak on the providence of<br />

God in the affairs of nations. All are welcome.<br />

The meeting will last around 80 minutes, and<br />

will be followed by refreshments. This date has<br />

been chosen because it is the exact date in 1940<br />

of the war’s first national day of prayer called<br />

Tylers Green Middle School<br />

Engineering Week 20<strong>18</strong>: This term at TGMS,<br />

we have been considering the promotion of<br />

STEM to all of our pupils. Science, Technology,<br />

Engineering and Mathematics are subjects that<br />

perhaps wouldn’t all be associated with children<br />

aged 7-11. However, we felt that our pupils are<br />

fully capable of pursuing future careers in these<br />

exciting disciplines, if they knew how.<br />

In January, we had a very exciting<br />

Engineering Week at TGMS. On the Monday<br />

we learnt about some famous engineers and<br />

about a national competition called the Primary<br />

Engineer Leaders Award. Our parents/governors<br />

with engineering backgrounds were invited to<br />

be involved, so on the Tuesday four real life<br />

engineers came into school to talk about their<br />

work. Year 3 did some engineering using<br />

balloons. On Wednesday we took some of the<br />

good ideas that we had seen and designed our<br />

own engineering project. The teachers even did<br />

a design too! On Thursday we wrote a<br />

persuasive letter to encourage the judges to<br />

choose our design. Friday was the last day of<br />

Science Week and we had Dr Who; a fictional<br />

engineer come into school to meet us. Tom even<br />

got to wear the real multi-coloured coat that was<br />

worn during filming! Mr Colin Baker gave out<br />

school awards and all the projects will also be<br />

sent off to be judged by a national panel.<br />

We are excited to announce that we are taking<br />

part in the Regional Primary Engineering<br />

Leaders Award which is designed to challenge<br />

Nursery, Primary and Secondary pupils in our<br />

area to research engineering, interview inspiring<br />

engineers and interpret the question, If you were<br />

an engineer – what would you do?”<br />

and enjoyed drawing picture of Venice and<br />

making Venetian masks. The classes all had a<br />

wide range of practical activities to explore and<br />

a great time was had by all.<br />

We have had class assemblies which the<br />

children enjoyed working towards, as their<br />

parents can see them in action telling the school<br />

what they have been learning this term.<br />

We were due to enjoy World Book Day when<br />

unfortunately the snow came along and closed<br />

the school for two days. This was rescheduled<br />

to the 6th March when the children (and staff)<br />

came to school dressed as their favourite<br />

character from a book.<br />

Some of the children will have a chocolate<br />

workshop where they get to learn about<br />

chocolate and actually make their own<br />

chocolate to take home with them. A chocolatier<br />

comes and works with the children for this. As<br />

you can imagine this day is really full of<br />

excitement and anticipation.<br />

Year 2 will have a trip to the local golf course<br />

for a morning to experience some activities<br />

related to golf. This activity has been very<br />

much enjoyed in previous years.<br />

We had Easter competitions at the end of term<br />

and enjoyed seeing the very creative ideas for<br />

Easter bonnets, decorated eggs and Easter<br />

gardens. The children always work hard on their<br />

chosen entry and some are amazingly creative.<br />

We are looking forward to spring and summer<br />

activities such as Maypole Dancing and Sports<br />

Days next term as well as producing vegetables<br />

and flowers this year, and class trips. We look<br />

forward to using our outdoor areas without<br />

having to wear coats, hats and gloves all the<br />

The P&TG Village Pre-school<br />

This term the children will celebrate World<br />

Book Day and make crafts for Mother’s Day<br />

Following the huge success of our joint<br />

Christmas party with residents from Little Oaks<br />

Residential Home and Kiddleydivey, we are<br />

looking forward to taking a group of children<br />

for a reciprocal visit to see the staff and<br />

residents for an Easter party. The children and<br />

residents will be making Easter bonnets in<br />

preparation for this.<br />

Incredible eggs will be bringing eggs to the<br />

pre-school at the end of <strong>April</strong>. We are excited at<br />

the prospect of seeing little ducklings hatch. In<br />

the past we have successfully hatched chicks so<br />

ducklings this time will be a lovely surprise!<br />

Our amazing parents committee are busy<br />

organising a number of fund raising events to<br />

support the pre-school. A soft play party has<br />

already been arranged at the Hazlemere Youth<br />

Centre & The Avenue café on Sunday 22nd<br />

<strong>April</strong> 10am-12pm. Please come along and<br />

support us. Cost is £3 per child and is suitable<br />

for children 5 years and under.<br />

We welcomed new families this term and<br />

FOOTBALL CLUB<br />

Dear <strong>VV</strong> Readers,<br />

In the last edition of <strong>VV</strong>, a letter was printed<br />

about the Football Club from “name and<br />

address” supplied. That letter, we believe,<br />

contained false information, mischevious<br />

misleading comments and omitted relevant<br />

information. This has caused major upset to our<br />

membership and the wider village community,<br />

and we would like to respond as follows:<br />

'The P&TG Football club has a proud<br />

tradition of serving the village and its<br />

surrounding areas, and has done so for the last<br />

112 years. Sadly, in recent years, a minority in<br />

the village, have gone out of their way to try and<br />

dismantle those 112 years of service to the<br />

community by representing what we see are<br />

outdated, sometimes insular views and seem to<br />

default by objecting to everything we try to do<br />

as a club for the community we serve.<br />

In making our planning application, we did<br />

not set out to indulge our senior teams but to<br />

maintain the status at the top of the football<br />

pyramid which is realistic and achievable for<br />

this club, so that junior players can progress<br />

through the club in a friendly, safe environment.<br />

Our players are coached by unpaid volunteers<br />

who are qualified coaches.<br />

Our aim is to provide the opportunity for<br />

players to progress through the junior ranks,<br />

play for our senior teams and thus remain as<br />

part of this community.<br />

The First Team of P&TGFC have won their<br />

league for the last two years and the Reserves<br />

have won the County Cup twice three and four<br />

years ago (not to mention the titles won by<br />

various of our junior sections, boys and girls)<br />

If our senior team is relegated because we do<br />

not have floodlights, then the club’s status<br />

within the pyramid becomes less attractive to<br />

players looking to stay and play football at this<br />

club. In the football world our name is one<br />

treated with respect and, in some quarters, envy.<br />

Our facilities are complimented by all who visit.<br />

We are humbly proud of these achievements.<br />

We plan to appeal the decision to turn down<br />

our application, the result which was achieved<br />

by the Planning Committee Chairman’s casting<br />

vote - so not unanimously rejected.<br />

Here, we would like to set out to the readers<br />

of <strong>VV</strong> exactly what we are trying to achieve,<br />

and what measures we have put in place to<br />

minimise the impact of floodlights - respecting<br />

the environment we live in, whilst achieving the<br />

requirements that the FA rules require.<br />

I hope I have managed to convince those who<br />

have been in opposition to our plans, to<br />

reconsider their views, as a result of better<br />

The Facts:<br />

• The new FC lights would be much lower than<br />

the existing training floodlights already in place<br />

• The FC themselves advocated a restricted<br />

usage condition of 9 hours per week<br />

• The lights would be used approx. 5% potential<br />

usage of total hours per week<br />

• Some weeks there would be no floodlight<br />

games at all, so zero usage<br />

• In the summer months from mid-May to the<br />

end of August, zero usage as well<br />

• The Tennis Club flood lights are potentially in<br />

use 6 nights a week - the FC lights would be less<br />

light spillage surveys we commissioned. The<br />

spillage will be “1 LUX” or the equivalent of a<br />

We are fortunate to live in P&TG, the village<br />

has a wide range of village clubs, societies and<br />

community, and plans to continue to do so, with<br />

Planning Application<br />

All at the Penn & Tylers Green FC, many<br />

village residents, and the wider community<br />

were left deflated and dejected on 22nd<br />

February when Chiltern DC’s planning<br />

committee rejected their floodlights application<br />

The application was turned down because of<br />

the perceived damage the floodlights would do<br />

to a few historical cottages along Elm Road<br />

which back onto the football ground. The<br />

committee did not take any notice of the<br />

restrictions proposed by the FC to limit usage to<br />

5% (nine hours) of total hours in any given<br />

week. Chairman Tony Hurst commented:<br />

“This is the first such meeting I have been to<br />

and my first impression is one of a perceived<br />

pre-determined decision made by certain<br />

councillors before the meeting commenced. An<br />

example of this was one councillor, who<br />

represents Holmer Green Ward , who lives three<br />

doors down from the football club and is vice<br />

chairman of the committee, declared an interest<br />

before the meeting, then actually voted against<br />

the application. Legally, he is entitled to do that.<br />

However, we believe the moral, just and proper<br />

decision of this councillor should have been to<br />

abstain from the vote. He chose to vote and in<br />

effect his vote won the day as the vote was all<br />

even at three all, so the chairman used his<br />

casting vote to dismiss our application. He<br />

could not have been quicker to “slam down the<br />

hammer” to reject our application”<br />

We would like to publicly thank the three<br />

councillors who rallied to our cause but have no<br />

regard for the utterly biased and insulting input<br />

from our two CDC councillors, who<br />

incidentally, live in Coleshill and Chesham<br />

respectively, so for the P&TGRS to mention<br />

post codes attributable to our supporters as “a<br />

negative” is rather hypocritical and ironic.<br />

We were very disappointed with the statement<br />

read out at the meeting by the Chairman of the<br />

P&TGRS which we consider to be inaccurate<br />

and totally misleading (for example he said:<br />

“with 28 teams playing on most days of the<br />

week”) which we consider to be a blatantly false<br />

and misleading statement. There were many<br />

more included in the statement.which can be<br />

found on the P&TGRS website.<br />

We were equally disappointed with the<br />

statement read out by the Parish Council which<br />

varied in contents from the conclusion of an<br />

earlier public Parish Council planning meeting<br />

which the FC representatives attended. We were<br />

told by a reliable source a few days before the<br />

meeting that this could not happen, so we are<br />

perplexed at this development on the night.<br />

We have been overwhelmed by the level of<br />

support we have received from many Penn<br />

residents, local papers, local radio, BBC Radio<br />

and the footballing community as a whole.<br />

I would like to personally and humbly thank<br />

those who have sent messages already as they<br />

have been a source of immense reassurance for<br />

us and I thank you all in advance for any further<br />

support forthcoming. Please, please keep it<br />

(P&TGRS) I want to<br />

set out the RS position<br />

relating to the Football<br />

Club’s floodlights<br />

planning application. Much has been said<br />

and written about this application, in<br />

various media, and it is important to<br />

remember that both the FC and the RS<br />

have a common goal - and that is to<br />

preserve and serve our community...<br />

I would firstly like to make it clear that the RS<br />

has no power to reject any planning application.<br />

That is the role of the District Council, as the<br />

Planning Authority. The RS can only comment<br />

on any planning application.<br />

This was a difficult application (to consider)<br />

because the Football Club is a very considerable<br />

success story, contributing outstanding work to<br />

our community, with youngsters, keeping them<br />

active and fit, and involving parents and many<br />

volunteers.<br />

It started as a village team playing on a single<br />

muddy pitch on a Saturday afternoon. No lights,<br />

no facilities. 40 years ago, you would hardly<br />

noticed that the Club was there. Since then it<br />

has grown steadily to some 800 members with<br />

28 teams, with playing or training most days of<br />

the week. It's success has resulted in it being<br />

something more than a purely village Club, as<br />

many of the players and supporters are from<br />

outside Penn & Tylers Green.<br />

The Planning application came about because<br />

the FC now requires floodlights to stay in the<br />

FA Step 6 and they would like to progress to<br />

Step 5, which would require covered<br />

accommodation for 200 spectators of which at<br />

least 100 must be seated. Historically, the FC<br />

has, in good faith, claimed that its various<br />

planning applications would not result in<br />

increased activity. In 2012, the FC wrote to<br />

residents stating it would not seek floodlights.<br />

Inevitably, growing numbers have brought more<br />

games and more training with increasing impact<br />

from noise, lights and parking.<br />

If this highly successful Club was almost<br />

anywhere else, there could be no argument<br />

about supporting its application, but it is the<br />

Club's misfortune to face a combination of<br />

AONB, Green Belt, Conservation Area, Listed<br />

buildings and a no street-lighting policy.<br />

12 years ago, a formal appraisal of the<br />

combined Penn & Tylers Green Conservation<br />

Area, was conducted, and adopted by WDC.<br />

Buildings, their architecture, history and setting<br />

were examined. The Front Common with its<br />

large pond surrounded by listed buildings and<br />

cottages, was recognised as the focal point of<br />

the village. Its careful conservation and setting<br />

matters to many people.<br />

The Historic Building Consultant concluded<br />

that there was no question that the proposed FC<br />

floodlights would be harmful to the setting of<br />

the listed buildings and the Conservation Area<br />

and that the public benefit did not outweigh that<br />

harm. The Chiltern Society, Chiltern<br />

Conservation Board, CPRE and Parish Council,<br />

all with long experience of planning<br />

applications, came to the same conclusion, and<br />

all objected to the application.<br />

Expansion has its limits and at some stage<br />

there does need to be an acceptance that further<br />

growth is not possible.<br />

Whether the RS had the backing of local<br />

residents has been questioned. The planning<br />

officer's report noted the strength of opposition<br />

to the application, but planning decisions are<br />

based on planning law and not popularity.<br />

As Chair of the P&TGRS I would like to<br />

reiterate that the RS has no power to reject this,<br />

or any other planning application, but it is<br />

P&TG Lawn Tennis Club<br />

Snow Tennis: It’s been a difficult time since<br />

Christmas with the weather not being conducive<br />

to a lot of tennis. A number of matches were<br />

rained off in January and re-fixed for March<br />

only for the ‘Beast from the East’ to intervene.<br />

Mind you, the new courts are proving much<br />

better at coping with bad weather with, as can<br />

be seen in the photo below, Club Coach Neil<br />

James not allowing a little snow to prevent him<br />

holding his regular Saturday coaching sessions.<br />

Indeed the new court surface is proving very<br />

popular with the club attracting a number of<br />

new members while existing members are<br />

finding the wear and tear on their limbs much<br />

less intense than with the old hard courts. It’s a<br />

good time to join with the new membership<br />

year starting in <strong>April</strong> so why not give it a go and<br />

On the subject of weather, the annual old vs<br />

young matches were both (men and ladies) hit<br />

by the weather and postponed over the<br />

Christmas period. The oldie men, however,<br />

cunningly re-arranged the match for mid-<br />

January just after a number of the members of<br />

the young team had returned to university. Some<br />

are calling the resultant victory (the second year<br />

on the trot) for the oldies somewhat hollow. I<br />

would not like to comment. A picture of the<br />

victorious oldie team is attached –not sure about<br />

All this is in readiness for the new season<br />

which kicks off in late-<strong>April</strong> with a couple of<br />

warm-up fixtures ahead of a busy league season<br />

as our 1st XI aim to return to their leaguewinning<br />

form of 2016.<br />

At the Junior level, we have entered 4 sides<br />

into the Bucks Leagues at the following<br />

age-groups: U9, U10/11, U12 and U13/14. The<br />

purpose of our involvement is to provide<br />

opportunities for young players to learn about<br />

the game and to develop their skills at their own<br />

pace. Coaching nights for U10+ will take place<br />

on Wednesdays this year, and we are delighted<br />

to announce a partnership with “Future<br />

Legends”, a respected cricket-coaching<br />

organization, which will provide a beneficial<br />

experience for our young players.<br />

Off the field, we will be organising several<br />

fund-raising initiatives throughout the season.<br />

The first of these is a Quiz Night, being held at<br />

the Village Hall on Saturday 14th <strong>April</strong>, open to<br />

anybody, and which will feature teams of 8<br />

people (£40 per team), exciting prizes and a<br />

collecting and creating copy, to designing and<br />

editing the content, all the time thinking about<br />

what would make an enjoyable and informative<br />

read. Our philosophy and guiding pronciple for<br />

what to include in <strong>VV</strong> is 'by the village, for the<br />

village, of the village'. Our advertising team<br />

liase with advertisers, and collect the income<br />

from advertising- to fund the production of the<br />

magazine. We have regular and occasional<br />

contributors - including from our photographers.<br />

Once the magazine has been printed, our<br />

distribution manager sorts and delivers bundles<br />

of <strong>VV</strong> to our deliverers, who turn out in all<br />

weathers to bring <strong>VV</strong> to your homes. Without<br />

the commitment, time and expertise of our team<br />

we could not achieve the quality and<br />

consistancy of <strong>VV</strong> production.<br />

The Village Pre-school<br />

The start of the school term back in September,<br />

we welcomed a large intake of 2 year olds,<br />

having seen many of our children leave in July<br />

to start ‘big’ school. We have policies and<br />

procedures in place to enable these very young<br />

children to settle in easily and enjoy a<br />

curriculum dedicated specifically to their age<br />

group, and we’re happy to report, they are all<br />

thriving. Our 30 hour per week setting is<br />

working well and has proved to be very popular<br />

with parents of the older children in preparation<br />

for their transition to primary school.<br />

We have managed to secure a partnership<br />

with Tesco and are now part of their ‘FairShare<br />

Scheme’ which allocates unsold but in date<br />

goods to charitable causes – we are eligible for<br />

Bakery and Fruit & Veg. We have also formed a<br />

relationship with the Community Champion at<br />

Tesco Amersham, who has a budget for<br />

Charities and now supplies us with 100 pieces<br />

of fruit every week for our snack table as well<br />

as providing ingredients for cooking. We are<br />

fortunate to have a very active Parents<br />

Committee supporting the pre-school by raising<br />

funds for extra activities such as our end of year<br />

trip to Beale Park, Reading and our Sports Day<br />

party in Ashley Drive Park with a bouncy castle.


We are very fortunate to have professional<br />

and experienced team of staff led by Nicky<br />

Lovegrove and Lesley Routledge.<br />

Woodlands<br />

A second thinning was carried out in the<br />

Gravelly Way Plantation in 2017, resulting in an<br />

income from timber sales of some £3,700. We<br />

received a grant of nearly £3,000 from the<br />

Forestry Commission under their woodland<br />

grant scheme for providing open access to<br />

Common Wood, and a contribution of £900<br />

from the Penn Area Bridleways Association<br />

from their voluntary permit scheme, designed to<br />

provide maintenance funding for Common<br />

Wood. Consequently, despite the costs of some<br />

tree safety work and the annual £1,750<br />

depreciation cost of the Common Wood Lease,<br />

the Woods & Greens Account showed a healthy<br />

surplus of nearly £3,700 for the year, compared<br />

with the nearly £2,600 deficit the previous year.<br />

Earthwork enclosure - some thinning of trees<br />

around the embankment has been undertaken to<br />

prevent their roots undermining the banks. A<br />

group of volunteers continues to meet the first<br />

weekend of each month throughout the winter<br />

to do routine maintenance works.<br />

Penn School Working Group<br />

It is well over two years since Penn School<br />

closed and there is still no certainty about the<br />

future of the site.<br />

In <strong>April</strong> 2017 the DfE failed to approve any<br />

of the free school applications submitted in<br />

September 2016 and since then there has been<br />

little progress. The site is one of a number of<br />

properties owned by the DfE that are currently<br />

unallocated as a site for a new school.<br />

The good news is that any talk of opening a<br />

secondary school on the site has largely<br />

evaporated and a change in education leadership<br />

at Bucks CC now seems to favour reopening a<br />

special school on the site and using it as a centre<br />

of excellence for special needs teaching.<br />

As a result of extensive lobbying it is now<br />

accepted that the SEND provision within Bucks<br />

is at capacity with 280 young people being<br />

educated out of the county and so it is possible<br />

that Penn School may be seen as part of a<br />

solution to that problem.<br />

It’s a waiting game with the outcome<br />

uncertain and in the current climate it is still<br />

possible that the DfE will decide to dispose of<br />

the site for commercial redevelopment.<br />

P&TGRS Online<br />

Facebook - our online presence continues with<br />

news and relevant information being posted on<br />

Facebook. We have reached a large number of<br />

residents in this way and provide information<br />

ranging from traffic issues, lost dogs, and events<br />

arranged by many of the Village organisations.<br />

Website - in parallel the RS website publishes<br />

papers on the Penn School developments, the<br />

Ashwells Forum activity related to the proposed<br />

Ashwells development, and posts key event<br />

dates on the calendar. Please consider sending<br />

Throughout 2017/20<strong>18</strong>, P&TGRS has<br />

endeavoured to regularly inform residents on<br />

key issues in the Village. We continue to work<br />

with our MPs, Parish and District Councillors,<br />

and BCC. We have provided detailed reports on<br />

the consultation about WDC's Local Plan and<br />

the Ashwells planning application, posting<br />

papers with our views on the planning website.<br />

A Christmas Social was held last December, a<br />

successful event to thank all the volunteers who<br />

give their time to help the Village. We are<br />

planning another event in December 20<strong>18</strong>.<br />

We live in an area where much of the<br />

landscape is designated Green Belt and is also<br />

part of the Chilterns Area of Outstanding<br />

Natural Beauty. We have a Conservation Area at<br />

the heart of the villages with many listed<br />

buildings. This of course does not mean that in<br />

planning terms life is made any easier because,<br />

to preserve and protect these designations,<br />

difficult choices often have to be made.<br />

We only comment on significant local<br />

planning applications which could affect the<br />

wider community and strive to maintain a<br />

balance between progress and conservation. The<br />

designations referred to carry considerable<br />

weight in determining our approach, in which<br />

we endeavour to remain consistent. We cannot<br />

“cherry pick”. Examples of planning<br />

applications on which we have commented in<br />

the past year where location in GB and AONB<br />

is the primary concern are those at Fieldgrove<br />

Nursery and Pennoak Farm in Hammersley<br />

Lane and the site of the Football Club grounds<br />

in Elm Road. We continue to monitor the<br />

position with Penn School.<br />

Pressure to develop more housing is<br />

considerable and much effort has been made in<br />

reviewing Local Plans and commenting on<br />

Green Belt development options put forward by<br />

both WDC and CDC. At this stage we are<br />

pleased there is a clear reluctance by both<br />

councils to see the ‘horse fields’ in Penn and<br />

Hazlemere Road succumb to major<br />

development on this Green Belt and AONB site<br />

adjacent to Common Wood. The final outcome<br />

remains subject to approval of the New Local<br />

Plans for WDC and CDC by the Planning<br />

Inspectorate.<br />

In February, 2017 the Government published<br />

its White Paper ‘Fixing Our Broken Housing<br />

Market’ heralding a new method for calculating<br />

housing need which will likely put more<br />

pressure on Local Authorities to deliver more<br />

housing. Changes to the NPPF are imminent<br />

reflecting this. New Local Plans have yet to be<br />

agreed 4 years after the process started. The RS<br />

continues to engage at a senior level with both<br />

District Councils on significant planning and<br />

highway issues with the support of members of<br />

our Parish Councils, local residents and our<br />

District and County Councillors.<br />

Ashwells/Gomm Valley<br />

Our Ashwells Forum brings together all those<br />

with a particular interest in the development of<br />

Ashwells and Gomm Valley. We have been<br />

actively involved throughout the year<br />

commenting on the Development Brief for<br />

Ashwells, WDC's Local Plan, and very recently,<br />

the outline application for Ashwells. This has<br />

involved frequent communication and several<br />

meetings with WDC's senior planning team, the<br />

County Highway Authority, and the WDC<br />

Property Manager who is supervising the<br />

development plans being drawn up by Savills.<br />

We also invited the WDC Head of Sustainability


and Planning to address our AGM last year.<br />

Our principal concern is that a widened Cock<br />

lane connected directly to the London Road,<br />

would bring a very considerable increase in<br />

traffic through the village. Regular updates<br />

have been provided throughout the year in <strong>VV</strong>.<br />

P&TGRS Finance Report<br />

2017 saw the RS back to generating a surplus,<br />

with Unrestricted Funds growing by over<br />

£13,000 to £66,500, due primarily to low levels<br />

of donations made in the year while Village<br />

Voice generated a surplus of around £16,000.<br />

The woodlands made nearly £4,000 surplus<br />

thanks to income from sale of timber, a grant<br />

from the Forestry Commission and an increased<br />

contribution from PABA for horse riding<br />

permits. The Village Preschool had a more<br />

difficult year with a large transfer of children to<br />

school resulting in a reduction of fee income of<br />

some £10,000, and a consequent deficit of just<br />

over £4,000. However, the numbers have<br />

already been made up and the current year is<br />

looking good.<br />

Neighbourhood Action Group (NAG)<br />

In 2017/20<strong>18</strong>, the priorities chosed by the NAG<br />

where chosen to reflect the concerns of the<br />

community. These included:<br />

• Speeding/Road Safety: The NAG was<br />

instrumental in obtaining MVAS (Moveable<br />

Vehicle Activated Signs) within the CWPC<br />

area. Considerable work has been put in by<br />

members of NAG and local volunteers into<br />

collecting data from these and producing<br />

spreadsheets and plotting trends. This and other<br />

statistical data has been sent regularly to the<br />

police in order to inform where to optimally<br />

place laser speed guns and mobile camera vans.<br />

• Antisocial Behaviour/Criminal Damage:<br />

The figures on crime over the last year have<br />

been varied. Theft of motor vehicles and<br />

burglary from dwellings was up, whilst theft<br />

from motor vehicles and non-dwelling burglary<br />

reduced. The importance of crime reporting at<br />

the NAG meetings was stressed by the police<br />

because it has enabled them to deal with<br />

problems early or in prevention.<br />

• Parking: It has been noted that inconsiderate<br />

parking such as on pavements has become an<br />

increasing problem. The NAG has been looking<br />

at this escalating issue and plan to create an<br />

Action Plan in association with the police.<br />

• “Legal Highs”: The law has recently<br />

changed with the result of making these<br />

psychoactive substances illegal. The NAG have<br />

had concerns because of the reported increase in<br />

use and the lack of information available to both<br />

teenagers and adults. It formed a small working<br />

party including the police, Addaction (a large<br />

charity involved with drug and alcohol abuse),<br />

and a NAG member, to try and address this<br />

problem. As a result, an information bus, set up<br />

by Addaction has visited a number of sites<br />

including a presence at the Hazlemere Fair. The<br />

latter was a particularly successful event. There<br />

was a high footfall with very positive feedback.<br />

We were visited by the Boys Brigade and ATC<br />

who have asked for sessions to be delivered to<br />

staff and young people. At the moment this<br />

initiative is on hold because of re-organisation<br />

and management issues with Addaction. These<br />

have now however been addressed and<br />

hopefully further visits will be arranged in the<br />

near future.<br />

• Cyber Crime/Fraud: NAG have been<br />

concerned because of the increasing numbers of<br />

reports especially from elderly residents. With<br />

the help of the police, simple steps to stay safe<br />

online have been issued.<br />

Membership - The P&TGRS is a charitable<br />

company limited by guarantee. Its members are<br />

held to be all the residents of the “Tylers Green<br />

Ward” of Chepping Wycombe Parish Council and<br />

of “Ward UA“ of Penn Parish Council (unless they<br />

notify the Secretary that they do not wish to be).<br />

Members are entitled to attend or to have their<br />

views represented at meetings of the Board of<br />

Trustees, the AGM and any Special General<br />

meeting; they are also encouraged to express<br />

their views on the P&TGRS website: www.<br />

and distributed free of charge to every house in<br />

WOODLAND<br />

& GREEN SPACES<br />

During this period of early<br />

spring it is fairly quiet in<br />

the wood and the heavy<br />

rains and melting<br />

snow have turned<br />

parts of wood liquid<br />

underfoot. This<br />

usually creates a<br />

problem where walkers<br />

with inappropriate<br />

footwear start avoiding the<br />

mud and widening the paths destroying much of<br />

the understory. What may have been a very<br />

narrow track during the summer turns into a<br />

wide morass. I'm often asked why we don't<br />

improve the paths but we do have to remember<br />

it is a wood and not a town. During wet weather<br />

there are plenty of hardened paths for walkers<br />

and cyclists. Even though the paths may be only<br />

gravelled they are not cheap.<br />

We have a problem where motorcyclists<br />

have reappeared in the wood and the last<br />

intrusion was on Saturday, March 10 , late<br />

afternoon. The motorbike was a very bright<br />

green and white with 2 people. If anyone has<br />

any information about them we would be<br />

grateful to receive it.<br />

The work party at the beginning of February<br />

opened a gap in the field and cleared away<br />

number of tree guards. There is more to do and<br />

this will be the focus of the work party on <strong>April</strong><br />

7th and 8th. Everybody's welcome. We only ask<br />

that you give us a couple of hours, bring heavy<br />

gloves to handle thorny bushes and a pair of<br />

loppers or pruning saw. The objective is to clear<br />

the field of scrub. Ideally we would like to have<br />

the field grazed again and we are looking at<br />

ways of achieving this. Using cattle is the best<br />

way as their feet open up the surface of the soil<br />

for seed to germinate. We are unable to hold a<br />

work party at the beginning of March as all as<br />

supervisors had other commitments but if you<br />

are interested in helping us send an email to<br />

commonwoodvolunteer@gmail.com and ask to<br />

be notified of future activities.<br />

We have to thank the Chiltern heavy horses<br />

for bringing in Samuel, a 7-year-old Shire<br />

horse, to drag some of the logs of the enclosure.<br />

We hope to use him again to finish off however<br />

there are plans to move them to Devon at some<br />

point later this year so we may not get this<br />

opportunity again. If anyone out there has a<br />

heavy horse willing to pull logs we can<br />

certainly make use of them occasionally. We<br />

have been doing a bit of thinning and will<br />

hopefully have some firewood to sell later in the<br />

year. We are looking for some form of trailer<br />

which would hopefully take one or two builders<br />

bags to deliver the logs.<br />

diversion of a path. Thanks go to Andy our<br />

volunteer tree surgeon who had to do rather a<br />

lot of climbing with the help of a few of us on<br />

the ground using ropes and winches to pull out<br />

some rather large limbs which got hung up in<br />

the tops of trees. Andy is seen here appraising a<br />

rather large branch which could: drop onto one<br />

of the main paths.<br />

I was recently asked by a widow if she could<br />

scatter her husband's ashes in the wood, and I<br />

readily agreed. This is not the 1st and I don't<br />

think it will be the last time I'm asked about this.<br />

There are many people who enjoy the wood and<br />

it's only fitting that they be allowed to have it as<br />

the last resting place. If you have a similar<br />

request please contact me and I will do my best<br />

to accommodate you. I just need to know when<br />

something is happening. Similarly if you want<br />

to hold an event please ask me first. We try to<br />

accommodate all requests but there are<br />

questions of things like insurance and possibility<br />

of clashing with other events going on and the<br />

protection of wildlife in general which have to<br />

be taken into consideration.<br />

One thing I am pleased to report is that we<br />

hope to acquire an additional 11 acres of<br />

woodland fronting Common Wood Lane closest<br />

to the village. This will secure access for the<br />

future. I hope to confirm this in the next issue.<br />

ASHWELLS<br />

OUTLINE PLANNING<br />

APPLICATION<br />

The Ashwells Forum held a useful meeting on<br />

13 February with the applicants represented by<br />

the head of WDC's Major Projects and Estates<br />

Executive and by Savills who had prepared and<br />

submitted the outline application. We discussed<br />

numerous detailed concerns, particularly our<br />

insistence that Cock Lane should only be<br />

widened as far down as the new lower access,<br />

and that access for construction traffic through<br />

the existing Ashwells should be avoided or at<br />

least restricted to the very minimum. There was<br />

also considerable discussion about the<br />

feasibility of achieving lower cost /shared equity<br />

housing specifically for locals. We pointed out<br />

that much work was needed on footpaths<br />

around the site and leading to the village (Bucks<br />

County Council has since spelled out in some<br />

detail the requirements for these<br />

improvements), called for adequate car parking<br />

on site and discussed their proposals for Middle<br />

School parking and traffic calming for New<br />

Road.<br />

Following the meeting, the Forum met again<br />

to agree our comments. They were divided<br />

into two parts - Part 1 covered the wider<br />

points such as those mentioned above, and<br />

Part 2 covered roads and traffic, with a<br />

strong focus on preventing the widening of<br />

Cock Lane. The records of the two Forum<br />

meetings can be found on the P&TGRS<br />

website.<br />

I was given the following information by<br />

Robert Harrison, the Principal Development<br />

Management Officer for the scheme: 'In<br />

theory, the target date for a recommendation<br />

by Planning Officers to Council, probably<br />

via the Planning Committee, is 6 <strong>April</strong>, but<br />

critically, we are still waiting for the County<br />

Highway Authority consultation response.<br />

Work has begun on the review of the site and its<br />

conformity with the Development Plan having<br />

regard to consultee responses. This work cannot<br />

be completed until the County Highway<br />

Authority has formally responded. Initial<br />

evidence suggests that amendments will be<br />

required to the application. This is not unusual<br />

for larger schemes. Therefore, we are unlikely to<br />

proceed directly to determination of the<br />

application. As is normal practice at Wycombe<br />

we will begin a dialogue with the land owner<br />

(via Savills) to address any issues between us.<br />

Depending on the nature of any changes,<br />

further consultation with local residents may be<br />

undertaken, but this cannot be guaranteed at<br />

this time.'<br />

The timetable for determining the Ashwells<br />

application is also linked to the three other<br />

applications, to which it now been joined as a<br />

consequence of its affordable housing strategy<br />

(i.e. the residential scheme at Bellfield Road, the<br />

business scheme at Bellfield Road and the<br />

residential scheme at Desborough Road).<br />

Once the outline application is agreed, work<br />

starts on a section 106 agreement covering<br />

financial contribution on roads, FPs, affordable<br />

homes, various conditions etc. A reserve<br />

matters application covering the detail of design<br />

and development of each plot is likely to be<br />

submitted in about a year from now. Miles Green<br />

THE COTTAGE<br />

BOOKSHOP 1950-20<strong>18</strong><br />

The closure of the Cottage Bookshop has been<br />

an agonising decision which occupied my<br />

thoughts for many months and made very<br />

reluctantly, but the recent figures made the<br />

outcome inevitable. I have read all the<br />

comments on Facebook and realise it is a shock<br />

to all my customers who I would like to thank<br />

for their support over the years.<br />

The shop has managed to kept open as long<br />

as it has due to the superb assistance and help<br />

from all my staff and I want to wholeheartedly<br />

take this opportunity to thank them.<br />

The shop has been open for 68 years, playing<br />

an important part in the life of the village and<br />

serving the community throughout this time.<br />

Fred Baddeley, my late stepfather, arranged<br />

to display two dozen of his grandfather’s books<br />

on the staircase of the shop where Fred Baker,<br />

the cobbler, traded from and<br />

lived in the cottage. On<br />

the first day 12 books<br />

were sold at 1/- each.<br />

A year later the<br />

cottage was offered<br />

for sale and Mr.<br />

Baddeley purchased<br />

the property, gave up his job at local building<br />

society and opened the premise as The Cottage<br />

Bookshop. The original part of the cottage dates<br />

back to the <strong>18</strong>th Century with extensions being<br />

added over the years, doubling the size of the<br />

shop. Nowadays it has a stock of approximately<br />

70,000 books and customers find themselves in<br />

a maze with floor to ceiling bookshelves<br />

containing books on every conceivable subject.<br />

Our customers come not only from all parts<br />

of the UK but from many parts of the world,<br />

spending an hour or maybe a whole day as they<br />

look for that special book of memories or a<br />

particular one to add to their collection.<br />

Fred passed away in 1993 and Wendy, his<br />

daughter, inherited the business continuing to<br />

trade very much in the way her father had done<br />

until she passed away in 2003. I kept the shop<br />

open, supported by five members of Staff who<br />

covered the weekdays between them.<br />

Over the years the shop has hosted two<br />

episodes of Midsomer Murders, namely ‘A Tale<br />

of Two Hamlets’ and ‘A Rare Bird.’<br />

Blue Peter made two programmes at the shop.<br />

The first one involved Terry Pratchett who, as a<br />

boy, had visited the shop. The occasion was the<br />

launch of his latest children’s book at that time,<br />

namely ‘Johnny and the Bomb.’ Some years<br />

later Gillian Baverstock, the older of Enid<br />

Blyton’s two daughters, took part in a<br />

programme commemorating the 100th<br />

anniversary of her mother’s birth.<br />

The children’s entertainers, The<br />

Chuckle Brothers, recorded an<br />

episode at the shop and invited us<br />

to join them for the second day of<br />

filming to be held at the Tylers<br />

Green Village Hall. As pyrotechnics<br />

were to be involved, it seemed wise<br />

to not use the Cottage Bookshop!<br />

The village hall suited the purpose<br />

and a set was created which<br />

mirrored the bookshop with great<br />

accuracy.<br />

The shop with its rich history will<br />

Guides, Brownies & Rainbows<br />

This half term, Rainbows have welcomed a<br />

number of new girls to the unit and a new<br />

volunteer helper. One of their first activities was<br />

to do a portrait of one of their new friends. The<br />

portraits were great. They also completed their<br />

first challenge badge of 20<strong>18</strong> to celebrate<br />

Chinese New Year! They had to complete four<br />

challenges. The first challenge was to make<br />

“happy” envelopes where everybody wrote little<br />

notes to each other. Then there was: Pin the tail<br />

on the dog; Chinese fans and finally to complete<br />

the challenge they ate Chinese food!<br />

1st Brownies have been very busy since<br />

January. The girls have enjoyed completing<br />

their designer badge. They enjoyed an indoor<br />

camp fire with hot chocolate and marshmallows<br />

where they had great fun cooking chocolate<br />

brownies! The girls have also been busy with<br />

craft activities and are looking forward to<br />

making Mother’s Day and Easter decorations.<br />

The Guides as well as Trefoil Guild (adult<br />

guiding) are taking part in the Trefoil 75th<br />

Birthday Challenge. There are 7 clauses and for<br />

one challenge the Guides invited members of<br />

Trefoil to their meeting to talk about their time<br />

in Guiding. Many memories and photos were<br />

shown to the Guides. Some of the other<br />

challenges for the Guides include an evening<br />

making mocktails and sewing a corsage.<br />

Adult Guiding had an inspiring talk from a<br />

Guide Leader and her daughter who had visited<br />

the Guide World Centre in Sangham, India.<br />

Both wore the national costume and the<br />

members sung and played a game they had<br />

learnt from Guiders around the world - a<br />

wonderful experience that Guiding offers to its<br />

members. This was also part of the 75th<br />

Birthday Challenge and the celebration of<br />

Thinking Day on 22nd February when we<br />

remember 10 million members in the world in<br />

The group is always on the lookout for helpers.<br />

We really do need some new people. I am sure<br />

there are people out there in Penn & Tylers<br />

Green and beyond who would be just right but<br />

don’t know it yet. If you know someone who<br />

you think would be good, please give them a<br />

nudge, that may be all they are waiting for.<br />

Being a helper or leader is a very rewarding<br />

role. Like new helpers we are always looking<br />

for new youngsters to join the group. Be that as<br />

a beaver, cub or scout. Please contact us and an<br />

application to join can be requested.<br />

Jumble. Look out for our Spring Jumble Sale<br />

on Saturday 21st <strong>April</strong> at the Village Hall.<br />

Doors open at 1.00 pm (open Friday evening<br />

for receiving jumble 6.00pm to 9.00pm). If<br />

anyone can spare some time Friday or Saturday<br />

we would really appreciate your help. Please see<br />

posters around the village nearer the time. We<br />

hope to see loads of keen bargain hunters on the<br />

day. It is always a good sale with loads of high<br />

Morning WI<br />

During February we enjoyed a fish and chip<br />

lunch at the Horse and Jockey, and weather<br />

permitting hope to have another craft meeting<br />

when, if any homework has been done our<br />

pieces of embroidery could be framed into cards<br />

or perhaps do some decoupage. Our speaker<br />

will talk about the history of the Windsor chair.<br />

In March learnt all about the working of the<br />

RNLI, how they started and stories of some of<br />

their rescues. In <strong>April</strong>, Chenies Manor will be<br />

the topic of our meeting.<br />

Should any of these speakers interest you and<br />

you would like to come to one of our meetings<br />

you will be most welcome. We meet at the<br />

P&TG Sports and Social Club on the third<br />

Village Care is the Penn & Tylers Green<br />

volunteer taxi service, provided solely by<br />

volunteers from our area: without volunteer<br />

drivers and telephonists we would collapse. We<br />

aim to have enough volunteers to avoid pressure<br />

on anyone.<br />

We are currently in particular need of Drivers;<br />

so if you would be able to drive for Village Care<br />

We also need more telephonists from time to<br />

We have decided to ask our clients to give us<br />

48 hours notice for a booking, unless it is an<br />

Our increasingly popular Tea Party will take<br />

place on Friday 11th May, at 2.45 pm in the<br />

Tylers Green Village Hall. We are very keen for<br />

more of our clients to come and join us; there is<br />

no charge and transport can be arranged. You<br />

The Village Open Gardens Day will be on<br />

Sunday 1st July from 1.30 to 5.30 pm. Tickets<br />

as usual outside theTylers Green Village Hall<br />

from 1 pm, and teas will again be at Mary<br />

Coker’s house and in the Sanctuary, St<br />

Hazlemere Gardening Association<br />

We re-opened for business at the Barn store in<br />

February. We have all you need for the garden<br />

and allotment, including a wide variety of<br />

flower and vegetable seeds,. together with lilies,<br />

begonias and dahlia bulbs, and are now fully<br />

stocked with seed potatoes (first & second<br />

earlies and main crop), as well as shallots and<br />

red and white onion sets.<br />

Our membership is £5 for the household, or<br />

£3 if you are 60 or over. Why not come along<br />

and visit us and join up, we are open every<br />

Sunday morning from 10am to 12 noon.<br />

We will be holding our Spring Flower Show<br />

at the Hazlemere Community Centre in Rose<br />

Penn Pond Waders Golf Society<br />

With a full programme of events booked for<br />

20<strong>18</strong>, the ‘Waders’ are looking forward to<br />

enjoying some sunshine and playing some good<br />

golf at some great venues, selected by our new<br />

Captain, Peter Credland.<br />

On Friday 16 March, we visited Woking GC,<br />

one of the finest courses in the South-East. A<br />

brand-new venue awaits us on Friday 13 <strong>April</strong>,<br />

when we will head to Verulam GC. Later that<br />

month, a large party of ‘Waders’ will fly out to<br />

Barcelona for 4 nights and 3 rounds of golf,<br />

with 2 at the fabulous PGA Catalunya venue.<br />

Our Captain’s Charity Golf Day last<br />

December at Ashridge Golf Club was a huge<br />

success with over 70 golfers taking part. By the<br />

time you read this, we will have handed over a<br />

cheque for £4,000 to Macmillan Cancer<br />

Support. We would like to thank all our players<br />

and guests who have been so generous in their<br />

support of such a great cause.<br />

The weather again has been<br />

unspeakable, causing more<br />

illness and difficulties than for<br />

some years. Acts of heroism<br />

and fortitude in our public<br />

services, notably our NHS,<br />

struggling to overcome<br />

expectations and complaints. Great to see<br />

Angela Rippon on BBC TV 'One Show' 7pm,<br />

heading a campaign to show their gratitude<br />

with an award to be given for medical care<br />

beyond the call of duty. Viewers can vote for<br />

someone by computer online: 'BBC NHS<br />

AWARDS' (Closing Date 5th <strong>April</strong>)<br />

Appropriate that gratitude should shown after<br />

so manycomplaints of inadequacy. Before the<br />

NHS and much else in this country - we had to<br />

pay to see a doctor! No social services, and no<br />

TV airing so much negativity.<br />

A very wet Spring seems to be here finally,<br />

and gardens and open spaces are already<br />

showing snowdrops and daffodils. Birds are<br />

pairing up, nesting and singing again, with<br />

migrants returning soon. Our birdwatching<br />

group will be out and about soon.<br />

I attended the closing meeting of the Mother's<br />

Union in Penn, which Mrs Muspratt initiated<br />

about 70 years ago, rejuvenated by the wife of<br />

Revd Jeff Pierce's wife, June and continuing<br />

since then. Sadly, too many members became<br />

too infirm to continue, with no younger mothers<br />

joining. At church services on March 11, our<br />

vicar, the Revd Mike Bisset paid tribute to its<br />

great achievement, supporting many good<br />

charities like Away from it all with interesting<br />

talks on many important subjects. Sad that a<br />

movement doing wonderful family work in our<br />

Commmonwealth and elsewhere, does not have<br />

the name and reputation it deserves in this<br />

country. It was designed to help all mothers and<br />

sole caring fathers, sharing their strengths and<br />

support. Mary Sumner was its inspirational<br />

founder. Many groups throughout this country<br />

and abroad are still doing great work. The<br />

London Mothers Union Office is very active<br />

and publishes information.<br />

Women's World Day of Prayer was held at<br />

Church of The Good Shepherd, Widmer End,<br />

focusing on the women of Surinam. It was well<br />

attended. In future, perhaps this special service<br />

will be renamed 'The World Day of Prayer.'<br />

The Cottage Bookshop, which is to be closed,<br />

is going to be a sad loss to readers all over the<br />

World, who find a wealth of history, humour,<br />

children's reading, and up to date novels and<br />

entertainment here in the heart of Penn. It is like<br />

a faithful friend to all who work there and visit,<br />

where coming into a rich place of discovery.<br />

Intention to choose a book quickly, can<br />

becoming hours, browsing through so much of<br />

interest. I understand closure will not be<br />

immediate and at the moment, trading as usual!<br />

I send all my best wishes to readers of this<br />

column, for strength to work towards a positive<br />

for all to see. Exciting eh! With expert help at<br />

hand, do come and join us for an early morning<br />

jovial stroll around the common. You’ll be<br />

amazed by the amount of the wonders of<br />

nature that will unfold in front of your very<br />

eyes. Further strolls are planned for May 6th<br />

Dear <strong>VV</strong>,<br />

My name is Pam Jansons and my family and I have lived<br />

on Beacon Hill in Penn for the past 9 years. In 2013 our <strong>18</strong><br />

year old son Alexander died suddenly from myocarditis, a<br />

virus which attacks the heart. It is one of the leading<br />

causes of death in young people and could sadly affect<br />

anyone, often otherwise very healthy people. Much is still<br />

not understood about the condition, including how<br />

common it is and why a virus such as flu can trigger it.<br />

In 2013 Alexander's dad set up the Alexander Jansons<br />

Fund based in Beaconsfield, to help fund research at the<br />

Royal Brompton Hospital into myocarditis. Improving<br />

outcomes for people who contract the virus, raising<br />

awareness and helping to save lives. Very recently we<br />

have joined forces with Cardiomyopathy UK.<br />

We have successfully run many fun fundraising events,<br />

such as quiz, bingo and race nights, skydiving, football<br />

tournaments and many more. We are small enough that<br />

any amount of money raised will have an impact and<br />

every penny raised goes to our cause, we have no admin<br />

or salary costs at all.<br />

Our latest event is the first Alexander Jansons Fund<br />

Charity ball, to be held at the beautiful Bisham Abbey on<br />

19th May 20<strong>18</strong>. I still have a few tables left for this black<br />

tie event to include bubbly on arrival, a three course meal, magician, dancing to the wonderful Swing Collective<br />

The word ‘Protestant’ comes from the Latin<br />
