Construction of the new Chesterfield<br />

Hockey Association [CHA] Sportscomplex<br />

in Chesterfield Valley could begin this<br />

fall with a grand opening planned by late<br />

summer 2019.<br />

That was the timeline presented in a<br />

report to the Chesterfield Valley Transportation<br />

Development District’s [TDD]<br />

board of directors at its April 2 quarterly<br />

meeting.<br />

The 12-acre site for the facility already<br />

has received the required rezoning and the<br />

site plan and initial building elevations<br />

were submitted to the city last month. A<br />

traffic study now is underway and building<br />

design will begin next month, according to<br />

the CHA report.<br />

Assuming site plan approval comes by<br />

Aug. 1 and building permits are issued by<br />

Oct. 1, CHA will close on the land, now<br />

under contract, this fall with a groundbreaking<br />

to be held soon thereafter.<br />

The complex will include two NHLsized<br />

ice rinks and expansion capability for<br />

a third.<br />

The competition rink will include permanent<br />

seating for 1,000 spectators and<br />

standing room for an additional 600. The<br />

practice rink will have portable seating for<br />

about 300.<br />

Locker rooms, team meeting rooms and<br />

other facilities needed to support figure<br />

skating and hockey, youth organizations<br />

and other programming purposes also are<br />

planned in the 78,000-square-foot complex,<br />

along with a restaurant, bar and concession<br />

services.<br />

Total estimated cost is $22.65 million,<br />

although CHA officials are evaluating various<br />

engineering options to reduce the price<br />

tag if possible. Funding for the complex<br />

will come from charitable contributions,<br />

bank financing and $7 million from the<br />

TDD for public infrastructure improvements<br />

associated with the project.<br />

The TDD originally was created in 2005<br />

to fund infrastructure projects related to<br />

development activities in Chesterfield<br />

Valley. The district has sold bonds to pay<br />

for the improvements, retiring the incurred<br />

debt with a 3/8-cent sales tax on retail sales<br />

at businesses in the district.<br />

Qualified voters in subdivisions adjoining<br />

the district and those living within its<br />

boundaries originally approved the sales<br />

tax. Last year, voters also passed a ballot<br />

proposal extending the levy to pay for the<br />

infrastructure work for the new complex.<br />

As of its report to the TDD board, the<br />

CHA had raised $3.487 million of its targeted<br />

charitable contributions of $5.65<br />

million.<br />

CHA also is negotiating a base bank<br />

loan of $8.5 million, with an additional<br />

$1.5 million supplemental loan to close the<br />

fundraising gap if needed to start construction.<br />

The base loan commitment and the<br />

TDD financing are contingent on hitting<br />

the charitable contributions target, according<br />

to CHA.<br />

Tom Kaiman, a leader in the CHA<br />

Sportscomplex campaign, said the association’s<br />

strategy has been to initiate the fundraising<br />

process, secure some early major<br />

commitments and then turn to the TDD<br />

and bank lending efforts.<br />

Mark Kraus, who heads the CHA, added<br />

the association is working hard on gathering<br />

donations and that the fundraising<br />

efforts will continue beyond meeting the<br />

minimum requirement.<br />

In a related development, CHA said it<br />

has signed a letter of intent for the Chesterfield<br />

Sportscomplex to be the home of<br />

the new Maryville University men’s and<br />

women’s American Collegiate Hockey<br />

Association programs. Lease details now<br />

are being negotiated.
