Retail/Leisure Parks and Shopping Parks
The vast majority of Retail/Leisure Parks and Shopping Parks have
a dedicated car park facility which services customers wanting
to use on site facilities/retailers.
Currently, car park management within these
sectors are predominately managed utilising
existing ANPR technology, alongside supporting
manual foot patrols.
Our Intelligent Number Plate Recognition (iNPR)
solution has advanced reporting functionalities,
including customer only identifi cation, vehicle
tracking and detailed analytics. This data
can be benefi cial from a operational,
security and marketing perspective.
Intelligent Number Plate Recognition (iNPR)
highlights vehicles who park on site and then
tracks the driver/passengers that leave site
without entering your stores or remain on
site for longer than the published time limit.
These people are taking up valuable space
that could be used for genuine customers,
members of staff or visitors.
iNPR tracks both driver and passengers once
they leave the vehicle and can show you which
stores they visit fi rst and the last store they
visited, before returning to their vehicle. It can
also show which stores in a multi-store site
have common customers. This information is
recorded at our control centre and the video
data reviewed through our online portal.
iNPR cameras can also detect obstructive
parking, such as parking in a hatched area,
out of a marked bay or parking in a parent and
child bay, without any children. It also monitors
antisocial behaviour, such as fl y tipping and
‘boy racing’, particularly out of trading hours.
iNPR can show you your car park heat map,
which can be a useful tool to highlight which
areas of your car park are most frequently
used and when. This can also be benefi cial
from a development perspective.
Public Sector
Many Public Sector environments, such as Hospitals,
Universities and Colleges have dedicated car parks
with a defined entrance/exit that leads on to a parking
area with designated and defined spaces.
iNPR can ensure that vehicles only park in spaces
designated to a particular building or business, by
capturing unauthorised parking. iNPR ensures your
spaces are only occupied by the correct user at all
times, freeing up spaces for genuine users.
iNPR can be configured and is flexible to suit all,
having the capability to consider any sensitivities
or arrangements between occupiers of units.
Trade and Industrial Parks
In general, Trade and Industrial Parks have a large combined entrance/exit leading
onto a common area which then leads to individual trade counters or industrial units.
To date a large number of Trade and Industrial Parks
have been predominately managed with manual
warden foot patrols, due to site layout complexities.
With iNPR’s new camera technology and data
reporting functionality, Trade and Industrial Parks can
now be managed at all times with ease, freeing up
additional spaces for genuine customers or tenants.
The additional benefits of iNPR to this sector include,
monitoring of antisocial behaviours, such as fly tipping
and ‘boy racers’ which can be a frequent occurrence
out of hours.
iNPR Intelligent Functionality
Intelligent Number Plate Recognition distinguishes
between genuine car park users and those who
park their vehicles without visiting the sites facilities.
iNPR technology classifi es a ‘genuine user’ as a driver who exits a vehicle and enters
the car parks’ intended sites facilities, as outlined on the published terms and conditions
of parking within the signage on site, not just the vehicle as with legacy ANPR,
ensuring car parks are always being used by genuine users.
Once a vehicle enters a car park its movements are monitored with iNPR cameras. It records where the
vehicle is parked and then tracks where the users exiting the vehicle go. Fundamentally this is making car
park management much more intuitive, enabling the site to be utilised by the correct users at all times.
iNPR monitors where the users go once exiting the vehicle, be it off site, or to the intended facilities.
It can record a user’s movements from store to store and then reverses the last movements of the
driver/passengers upon their return to their vehicle.
By using iNPR technology we can now determine if users used the car park correctly, within the published
time scales and if it was used for its intended purpose.
It has the capability to not only detect vehicles exceeding time limits as does legacy ANPR, but identifi es
non users, such as those who leave the site for commuting purposes, or going to town centres. It can
pinpoint obstructive parking, such as parking in a hatched area, out of a marked bay or drop off zone.
It can also monitor antisocial behaviours, such as fl y tipping, ‘boy racers’ or parking in a parent and
child bay, without any children.
These key features enable a better traffi c fl ow, and can increase the number of available car parking
spaces at any point, which we believe ultimately leads to a better end user experience.
iNPR’s intelligent data analytic technology can now be tailored to suit a multitude of sites that were
previously not suitable for a camera automated monitoring solution due to site layout intricacies
and complexities. iNPR can be a great addition to any car park and is a valuable, totally compliant
management information tool, enabling businesses to run smoothly, increase customer satisfaction
and grow revenue streams.
With our new iNPR technology, car park management
is NOW smarter, more intelligent and focussed.
INTELLIGENT NUMBER PLATE RECOGNITION
10
iNPR Tracking Technology
Intelligent Number Plate Recognition
tracks which drivers are using your car park,
and records those who park without visiting
your site. These drivers are taking car parking
spaces away from your genuine users.
With camera tracking technology, iNPR can highlight drivers who park
their cars and do not follow the outlined published terms and conditions
of parking on site.
By tracking and recording driver and vehicle movements, iNPR provides you
with valuable information, to help manage your car parks and businesses.
How iNPR tracking technology works:
Above is a site overview of how iNPR tracking
technology records movement. Each red line and blue
arrow denotes an individuals movements within the car
park. An individuals movements can be isolated and
viewed by simply selecting a red line or blue arrow.
Above is an example of individuals who have
parked, left and returned to site, without using any
of the facilities. iNPR’s camera tracking technology
isolates individuals and records the data.
is as high-tech as it is customer friendly.
Using advance machine learning camera
technology, parking management is now
intuitive, offering more control of your
sites parking problems.
Quite simply, legacy ANPR records vehicles on entry
and exit to a car park, issuing a parking charge for those
who have parked longer than the published time limit.
iNPR technology supersedes the enforcement capabilities
of ANPR enabling us to signifi cantly enhance the service
offering through a single solution.
Intelligent Number Plate Recognition (iNPR) can now
record a wide variety of parking infringements using
its advanced camera technology.
iNPR Site Reporting Example
Intelligent Number Plate Recognition reporting
functionality can be tailored to your specific site
requirements. It can intelligently issue PCN’s
for approved agreed parking infringements
and can report on instances that may want
to be reviewed in more detail by site owners.
Below is a report that highlights vehicles who do not purchase any fuel
or visit the store, and logs how long they remain on site. In the below example,
there is a 20 minute discretionary grace period, whilst being on site. Vehicles logged
in lines 1,2,3 and 6, parked within the published time limits and purchased fuel or visited
the store, therefore are logged as ‘genuine customers’. On lines 4 and 7, vehicles have been
highlighted whose occupants did not make any purchase and walked off site, returning more
than 20 minutes later. These vehicles are not using the site’s parking facilities correctly and would
be issued with a Parking Charge Notice (PCN).
On line 5, the driver used the store and also walked off site, parking their vehicle for longer than the
20 minute grace period. This vehicle was not issued a PCN automatically, and has been referred to
the site owner, as per their request.
Non approved vehicles
The example above is a report prepared for a business in an office park. Unit 210 has an agreement with
unit 220 to allow vehicles to park there up to 10 times a month. Therefore, line 1 is an ‘approved user’.
Line 2 shows a vehicle that has parked in 210 but visited 220 more than 10 times, in this instance Unit
210 facility managers will be notified and asked how they would like to proceed.
Lines 3 and 4 are visitors who parked in 210 and visited 210 and are
authorise users, whereas lines 5, 7 and 8 have parked in Unit 210’s
spaces, without any agreement in place. In this scenario, the vehicles
can either automatically be issued a PCN or this information can be
passed onto management to decided how they’d like to proceed.
iNPR’s online reporting database is quick and easy to use,
and can be accessed on the go.
You can manage your own enforcement easily by selecting
a line and then confirming your chosen request via a dialogue
box that would follow.
iNPR Where to where Reporting
Intelligent Number Plate Recognition provides data from which a range
of reports can be produced that isn’t possible with a legacy ANPR or
other counting systems such as sensors, footfall or vehicle counters.
iNPR reports are tailored by design to
provide bespoke intelligent and intuitive
information to the end user, giving them
more control over their sites. With this
technology, reports are now far more
in depth, enabling management and
site owners to action enforcement
where legacy ANPR and other industry
enforcement methods cannot.
iNPR can report on identifi cation of which
store visitors fi rst visit in large multiple
store car park, which stores are directly
linked (“from where to where” analysis),
the last store visited before returning to
vehicle, car park heat maps, profi les of
iNPR Frequently Asked Questions
Below we have answered some FAQ’s on Intelligent Number
Plate Recognition and how the new technology works.
Why was iNPR created?
ANPR was a great solution for parking management,
but has its limitations. iNPR was created with the
aim to make car park management more customer
focussed. Utilising cutting edge technology to help
clients manage parking spaces more effi ciently.
iNPR is an advanced parking management solution,
providing customer only parking, can pinpoint
unauthorised parking automatically and provides
in depth car park data reporting. iNPR supersedes
legacy ANPR technology.
How does your iNPR technology differ to the
current ANPR car park management solution?
With ANPR, the driver of a vehicle only has to adhere
to the published time duration limit of a car park.
Legacy ANPR technology cannot detect if they are a
genuine user and enter the intended facilities. iNPR
not only registers the vehicle registration and the entry/
exit times, but it also records to review and check if
the vehicles’ car passengers visit the store.
Can you give an example of how iNPR works?
Imagine a scenario where a vehicle parks in a car park
owned by Supermarket A but then walks off-site to
shop at Supermarket B before returning to their vehicle
and leaving the site. As long as the vehicle doesn’t
overstay the published time limits of the car park then
current ANPR technology cannot help Supermarket A
keep their car park spaces free for genuine customers,
and cannot prevent the competitions’ customers from
parking in their spaces. With iNPR, non-customer
usage can be identifi ed in car parks.
How can you prove that the customer has
not visited or entered the facility?
The iNPR system includes a video of the motorist from
the time they park and leave their vehicle until they go
directly off-site without visiting the facility. It also shows
the same in reverse when the car leaves the car park.
E.g. iNPR shows that the motorist has come from
off-site directly before they get back into their vehicle
and leave the car park.
But what happens if they walk off-site for
example, to get some money from a cash
machine before visiting the facility?
That’s exactly why our system checks where the
motorist goes when they park their car and also where
they have come from before re-entering the car and
leave the car park. By checking both directions we
can report if the motorist is a genuine user.
So as long as the motorist enters the facility
at some point they are deemed a ‘genuine user’
but using your scenario from before, would
‘Supermarket A’ be happy if their customers
first shopped at ‘Supermarket B’ before
entering their site?
That would depend on the site’s policy. iNPR
technology can be tailored to the site owners
requirements, whereby they can decide if they
consider any time off-site is unacceptable.
On most sites, we would recommend that as long
as the motorist has entered the site’s facility then no
parking charge notice should be issued, since we do
not follow them after they have left the car park and
cannot know their reason for being off-site.
From a retail point of view, What if someone
goes into the store but doesn’t make a purchase.
If they don’t have a receipt wouldn’t they be
deemed a non-customer?
Lots of people like to browse before making a
purchase at a later date. With iNPR technology we
have created our technology to consider a customer
to be someone who simply enters and then later
leaves a store.
16
So, when in a retail environment, users would
no longer need to purchase a ticket from
a machine and then get the cost of it
reimbursed by a cashier inside the store?
That’s right. Customers would no longer have the
inconvenience of needing loose change to purchase a
ticket, as iNPR automatically tracks their movements.
What would happen if a car has more than
one passenger whereby one person goes into the
facility but another passenger goes off-site?
As long as one of the passengers from the vehicle
visits the facility, then that’s fi ne. Our iNPR system
follows and tracks all passengers entering and exiting
a vehicle to determine if they are a ‘genuine user’.
This would satisfy customer only parking rules and
so a parking charge notice would not need to be
issued in this instance.
What happens if you lose the video feed of
a person or a vehicle behind a larger vehicle
or object? How are they then picked up and
tracked again?
It is possible that iNPR cameras could occasionally
be unable to track users or vehicles if the cameras
are blocked. We will conduct a full site survey and it is
our aim to have multiple cameras in different locations
within the car park so this will only happen rarely.
But wouldn’t that potentially highlight
a ‘non-user’ scenario in error?
If there is any uncertainty about a parking charge
issued with iNPR technology, we have a dedicated
team who will check and review the footage on your
behalf. This can be shared and will determine whether
or not the vehicle was in breach of the published
parking conditions. As a client you can decide if
you would like to withdraw the parking charge.
What happens if a vehicle breaks down in
the car park and the driver doesn’t enter
the facility?
We would always encourage the driver of a broken
down vehicle to notify the site management of their
situation. As long as the driver goes into the store
they wouldn’t be classed as a non-customer. It is
at the discretion of the site manager to decide if a
parking charge should be issued.
What if a vehicle returns to the same car
park several times a day. I’ve heard that the
first entry and last exit are only considered
when calculating the duration of time spent
in the car park?
Unlike legacy ANPR, the new iNPR technology
records video footage. It not only tracks the
vehicle entering and exiting the car park,
but also demonstrates where it was parked
and the duration at all times in between.
The Parking Professionals
In that case, the driver of a vehicle can
re-visit a car park as many times as
they want without being penalised?
Not quite. As long as they go to the facility each
time they visit, either on arrival or before departure,
then they will be considered as a ‘genuine user’. The
system is designed to manage car parks for ‘genuine
users’ and eliminate visitors who visit the facility one
time but then expect to be able to use the car park
multiple times during the day as a ‘non user’. Any no
return period would be published on the signage.
iNPR can also detect and prevent
unauthorised parking, how does that work?
With the latest advancements in technology, we are
now able to detect if a vehicle parks in a place outside
of a legitimate car parking space, using multiple
cameras located on site. For example, if a vehicle
parks on a hatched area, drop off/pick up zone,
parent and child bay or on a double yellow line, we will
be able to identify this. With iNPR antisocial behaviour
can also be monitored, reviewed and actioned.
What about if a vehicle parks on a parent
and child bay but doesn’t have any children
with them?
Parent and child car park spaces are designed to be
used only by genuine customers who have young
children with them so as to make their customer
experience easier. Our technology is able to identify
visitors who wrongly park in these reserved spaces.
With the identification of infringements
and non-customer parking, do you consider
iNPR to be more of a revenue stream than
a management information tool?
iNPR has been created to ensure car parks are being
used fairly and correctly by genuine customers,
alongside giving the sites management team
invaluable reporting data. Parking regulations can
be tailored between a site owner and UK Parking
Control to provide the optimum service solution.
How detailed and useful is the data you provide?
We believe iNPR is an advanced management
information tool and provides data that can be used
from a marketing, operational of security perspective.
It provides data to site owners that current ANPR
cannot provide. With this insight into car parks, site
owners can now manage their sites better as they
will have a better understanding of what is happening
and when.
Can you give me some examples of data
that you can provide with iNPR technology?
Just a few examples of data we can provide includes
data such as the identification of which store visitors
first enter in large multiple store car park sites; which
stores are directly linked (“from where to where”
analysis); parking heat maps, profiles of repeat visitors
and the determination of the optimum maximum
duration length.
What are the set-up / maintenance cost of
iNPR and how would the data be reported?
Setup and maintenance costs are determined following
an initial site survey and will feature in our site report.
Data will be delivered automatically fortnightly, but can
be tailored to meet your requirements.
Does iNPR work on all car parks?
Every site is different, we will conduct a comprehensive
site survey with our experienced team to determine
whether or not iNPR is suitable for your site. iNPR
works well on the vast majority of car parks but may
not be suited to all e.g. where there are multiple
entry/exit points. We will always advise when we
think iNPR is not commercially/logistically viable.
18
Is iNPR designed just for Retail, Leisure and
Shopping parks?
iNPR is a great solution for retail, leisure and shopping
parks, but works just as well for Public Sector, Trade/
Industrial Parks, Business/Commercial Parks as well as
other sites such as Petrol forecourts. Historically, lack
of technology has meant these diffi cult sites could not
be managed as effi ciently, without the need for manual
patrols. With iNPR, we can now provide automatic car
parking management solutions for all types of sites.
How does iNPR issue parking charges and does
it comply to the Data Protection requirements?
A parking charge will be issued by post to the
registered vehicle address and will include details
of how a motorist can view video of the parking
event online. The system considers all personal
data that is gathered as being subject to the Data
Protection Act.
