The annual Anzac display in<br />

the Prebbleton Hall has again<br />

attracted many people since it<br />

opened at the weekend.<br />

On Monday Prebbleton<br />

Heritage group member Averil<br />

Carpenter (above) was getting<br />

everything spick and span for<br />

Anzac Day.<br />

The display running in Prebbleton<br />

for the past five years,<br />

will come to an end on Wednesday.<br />

The Prebbleton Heritage group<br />

has been organising Anzac<br />

displays since 2014 to mark the<br />

centenary of World War 1.<br />

hurt in<br />

spectacular<br />

crash<br />

A SUSPECTED drink driver who<br />

was allegedly speeding and not<br />

wearing a seat belt is lucky to be<br />

alive after a spectacular crash on<br />

Saturday.<br />

The man, in his late 50s, hit a<br />

power pole in Leeston, the vehicle<br />

then crashed through a fence,<br />

became airborne and landed in a<br />

paddock where it overturned.<br />

He was found outside the vehicle,<br />

seriously injured.<br />

“It was very lucky it wasn’t a<br />

fatal,” Constable Herb Inwood<br />

said yesterday.<br />

The crash happened on Leeston<br />

And Lake Rd at 6pm. The driver<br />

was from Leeston.<br />

Constable Herb Inwood said<br />

there were three major contributing<br />

factors to the crash, suspected<br />

alcohol, speed and not wearing a<br />

seat belt.<br />

He was uncertain whether<br />

the man had crawled out of the<br />

vehicle after it had stopped or had<br />

been thrown out.<br />

Constable Inwood said the<br />

man had driven around a gentle<br />

right-hand bend when he drifted<br />

left into the grass on the side of<br />

the road. He then over-corrected,<br />

shot across to the right, crossing<br />

the centre-line and took out the<br />

pole and fence before ending up<br />

in the paddock.

THAT’S ONE very lucky fellow on page<br />

1 today; the suspected drink driver who<br />

crashed in Leeston on Saturday.<br />

Suspected I say because the results from<br />

a blood test taken at the hospital are yet to<br />

find their way into the hands of the police.<br />

The three factors for tragedy were aligning though – alcohol<br />

(to be confirmed), speed and not wearing a seat belt.<br />

The vehicle hit a pole, went through a fence, got airborne and<br />

rolled before coming to a stop.<br />

The guy has serious head injuries, but as police say, he’s very<br />

lucky he wasn’t killed.<br />

But the luckiest bit was that he didn’t hit someone else.<br />

Call for 50m pool at aquatic centre<br />

A $12 million extension to the<br />

<strong>Selwyn</strong> Aquatic Centre has<br />

sparked debate on how long a<br />

proposed pool should be.<br />

The district council is proposing<br />

to build a new <strong>25</strong>m, eightlane<br />

programme pool.<br />

The centre currently has a<br />

<strong>25</strong>m pool, hydrotherapy pool,<br />

learn to swim pool and a leisure<br />

pool with a lazy river and toddlers<br />

area.<br />

But some<br />

people believe<br />

the new pool,<br />

which will cost<br />

$9.3 million,<br />

should be 50m<br />

long.<br />

then another in a few years time.<br />

Alexander also commented on<br />

the post inviting people to make<br />

submissions on the proposal<br />

and asking how much they were<br />

willing to pay in rates “to have<br />

projects extended.”<br />

Weedons Residents’ Association<br />

secretary Gary Doyle told<br />

the <strong>Selwyn</strong> <strong>Times</strong> there have<br />

been proposals to have a 50m<br />

pool since he was a councillor<br />

and they were first planning the<br />

centre.<br />

He believes the only two<br />

councillors with “any swimming<br />

experience” were excluded<br />

from being on the committee.<br />

Mr Doyle said having a longer<br />

pool is “logical” but he has “no<br />

faith” in the district council.<br />

“The cost [of a 50m pool] of<br />

course will be about three times<br />

or more than what it would have<br />

been if it had been done originally,”<br />

he said.<br />

The cost of the project will be<br />

funded by borrowing, repaid by<br />

an increase in the swimming<br />

pools targeted rate from $124 to<br />

$174 for Rolleston.<br />

Rates for inner district will<br />

increase from $87 to $122 and<br />

outer district rates will increase<br />

from $31 to $43.<br />

The centre’s extension also<br />

includes a $1.1 million cafe and<br />

outdoor courtyard and $1.6 million<br />

fitness and wellbeing space.<br />

Fire rages, homes at risk<br />

TOURISM FUND<br />

The district council is compiling<br />

a list of potential projects in the<br />

Long Term Plan <strong>2018</strong>-2028 it<br />

could apply for funding under<br />

the Government’s Tourism<br />

Infrastructure Fund. A total of<br />

$14.2 million will be granted to<br />

councils around the country. So<br />

far, projects the district council is<br />

considering applying for funding<br />

includes adding additional capacity<br />

to the Dunsandel public toilets<br />

and upgrading the existing shower<br />

and toilet facilities and effluent<br />

system at Kowai Pass. It is also<br />

looking at upgrading the Arthur’s<br />

Pass wastewater treatment site,<br />

facilities at the Rakaia Gorge,<br />

placing additional dump sites for<br />

campervans across the district,<br />

mountain-biking access and<br />

cellphone coverage. The council is<br />

expected to submit the projects for<br />

consideration by Monday.<br />

LEESTON ATM<br />

On <strong>April</strong> 18, the <strong>Selwyn</strong> <strong>Times</strong><br />

reported that Leeston had lost<br />

its Westpac ATM, but customers<br />

could use the township’s BNZ and<br />

Kiwibank ATMs without incurring<br />

a fee. This was incorrect. Leeston is<br />

now left with only the BNZ ATM<br />

for Westpac customers to use.<br />

The Kiwibank ATM was removed<br />

several years ago. The <strong>Selwyn</strong> <strong>Times</strong><br />

apologises for the error.<br />

public meeting last week.<br />

The draft bylaw updates<br />

the existing 2011 bylaw<br />

and regulates the use and<br />

was held in February with<br />

two submissions received.<br />

The bylaw is largely based<br />

on the existing 2011 bylaw,<br />

but includes some changes<br />

FOUR HURT IN CRASH<br />

moderate injuries and three<br />

people minor injuries after<br />

a crash at the intersection of<br />

West Coast Rd and Curve<br />

fire brigades, police and<br />

ambulance were called out<br />

to the incident on Thursday<br />

at 12.57pm. Chief fire office<br />

Neville Croy said a car was<br />

“t-boned” by an oncoming<br />

vehicle after it pulled out of<br />

Curve Rd onto the West Coast<br />

Rd. He said both vehicles were<br />

damaged and had to be towed<br />

Ltd, has not yet been finalised by<br />

council staff.<br />

The bond raised concerns<br />

around the district council table<br />

last week, in spite of councillors<br />

being supportive of the project.<br />

As a result, the district council<br />

amended its motion to approve<br />

the lease of land subject to an<br />

appropriate bond being secured.<br />

Other conditions included<br />

appropriate regulatory consents<br />

being contained and comprehensive<br />

risk, health and safety<br />

measures put in place.<br />

The plant to be located at 183<br />

Burnham School Rd, will use<br />

pyrolysis technology to break<br />

down tyres and plastic and<br />

reduce ongoing environmental<br />

issues related to end-of-life tyres.<br />

The district council’s asset<br />

manager Murray Washington<br />

told <strong>Selwyn</strong> <strong>Times</strong> it is expected<br />

the bond will be confirmed in<br />

the next couple of months.<br />

At the meeting, district councillor<br />

John Morten said while he<br />

supported the recommendation<br />

he was looking for a bond or<br />

guarantee in case something<br />

“unforeseen” happened.<br />

His views were supported<br />

by fellow councillors Murray<br />

Lemon, Craig Watson, Nicole<br />

Reid and Jeff Bland.<br />

Solid waste manager Andrew<br />

Boyd said a bond has been written<br />

into the draft lease agreement<br />

but the amount has not<br />

been specified.<br />

“We would take advice of industry<br />

experts around what that<br />

figure would be estimated at to<br />

cover ourselves,” he said.<br />

follow through with the conditions<br />

Said Cr Bland: “We have ultimate<br />

responsibilities over this as<br />

councillors. We are delegating<br />

our responsibilities. The usual<br />

process is that something is presented<br />

to council and we accept<br />

or decline it.”<br />

Mr Broughton said the district<br />

council has done due process<br />

on the proposal and have gone<br />

“very in-depth with it.”<br />

Cr Bland said Eneform Ltd<br />

should pay the bond or not get<br />

the lease.<br />

Said Mr Broughton: “I think<br />

that is our motion. Without<br />

that being met the whole thing<br />

doesn’t happen.”<br />

Construction of the plant is<br />

planned to begin in the second<br />

half of this year.<br />

Water concern prompts meeting<br />

over permanent chlorination<br />

A PUBLIC meeting will be held<br />

in Glentunnel to gauge concern<br />

over the district council’s plans<br />

to permanently chlorinate water<br />

supplies in parts of Malvern.<br />

Residents have been left<br />

upset after the district council<br />

confirmed it will chlorinate<br />

the Sheffield-Waddington and<br />

Malvern Hills Hartleys Rd water<br />

supplies in July and August.<br />

Townships<br />

Coalgate,<br />

Sheffield and<br />

Waddington.<br />

Residents are<br />

being encouraged<br />

to make as many submissions<br />

as possible to the district<br />

council.<br />

“We felt something has got to<br />

be done about it . . . hopefully we<br />

will get a lot of people,” said one<br />

of the meeting’s organisers Brian<br />

Thompson.<br />

He said district council representatives<br />

have been invited to<br />

the meeting and he is hoping to<br />

change its mind.<br />

The district council’s water<br />

services asset manager Murray<br />

England told <strong>Selwyn</strong> <strong>Times</strong> last<br />

week pipe breaks, backflow, illegal<br />

connections and reservoir<br />

failures in the supplies had led to<br />

the chlorination.<br />

The issue of chlorination was<br />

also discussed at the Sheffield-<br />

Waddington Community Committee<br />

meeting on Thursday.<br />

Malvern Community Board<br />

deputy chairman Kerry Pauling<br />

said everyone at the meeting was<br />

told if they want to make their<br />

feelings known to the council<br />

they need to make a submission.<br />

He said several good points<br />

were raised at the meeting by<br />

farmers who use the Malvern<br />

Hills Hartleys Rd water supplies<br />

to feed livestock.<br />

“The stock don’t like chlorination<br />

water and don’t drink<br />

enough. They get dehydrated . . .<br />

there is not an alternative source<br />

to get water from,” Mr Pauling<br />

said.<br />

Another concern raised<br />

was chlorination causing the<br />

environment to become more<br />

sterile which could lead to the<br />

weakening of children’s immune<br />

systems.<br />

Mr Pauling said permanent<br />

chlorination would not be popular<br />

with 90 per cent of residents,<br />

and a large contingent from<br />

Sheffield is likely to travel to the<br />

Glentunnel meeting.<br />

But Sheffield volunteer chief<br />

fire officer Neville Croy said it<br />

was a done deal and the district<br />

council will have made up their<br />

minds.<br />

“I don’t see any need for<br />

chlorination. I don’t think it is<br />

necessary,” he said.<br />

Mr Thompson said a lot of<br />

people were “seriously” concerned<br />

about the chlorination<br />

and no one he has spoken to is<br />

in favour of chlorination.<br />

He said if the district council<br />

did not change its decision he<br />

and his wife will consider buying<br />

a well to get off the scheme.<br />

Emergency team set up<br />

A TEAM has been set up to<br />

respond to emergencies in the<br />

district.<br />

A report on the Civil Defence<br />

emergency management update<br />

was passed at the <strong>Selwyn</strong> District<br />

Council meeting last week.<br />

It included the creation of a<br />

<strong>Selwyn</strong> response team – which<br />

has 26 volunteers.<br />

Mayor Sam Broughton said<br />

the volunteers have completed<br />

more than 1000 hours of training<br />

since beginning January.<br />

He said the training covered<br />

a range of topics such as search<br />

and rescue, sandbagging, communications,<br />

first aid, food and<br />

control.<br />

“We never want to have to<br />

use them . . . but we have got<br />

local people committed and<br />

trained and ready to respond on<br />

<strong>Selwyn</strong>’s behalf,” Mr Broughton<br />

said.<br />

The team expects to achieve<br />

basic operational capability<br />

within the next month.<br />

The report said a major South<br />

Island response team exercise is<br />

coming up at the end of May and<br />

will mostly be based in <strong>Selwyn</strong>.<br />

The <strong>Selwyn</strong> team will participate<br />

in the exercise.<br />

other emergency updates such<br />

as the finalisation of a tsunami<br />

plan, alpine fault planning activities<br />

and the rollout of a new<br />

public education package for<br />

schools.<br />

The district council also plans<br />

to create a volunteer welfare<br />

team consisting of about 20<br />

people who can run and staff a<br />

welfare centre during long duration<br />

events.<br />

the district’s Anzac Day<br />

that both soldiers and<br />

horses came to make up<br />

the Canterbury Mounted<br />

Rifles Regiment.<br />

Thirteen of the soldiers<br />

from Greendale were in<br />

the Canterbury Yeomanry<br />

Cavalry which became<br />

part of the Canterbury<br />

Mounted Rifles Regiment.<br />

In turn, it became part of<br />

the New Zealand Mounted<br />

Rifles Brigade which<br />

fought at Gallipoli and the<br />

Middle East.<br />

Warrens Rd, then to<br />

Coaltrack Rd and along<br />

Youth council leader linking<br />

Rolleston’s Paige Sullivan, 17, is chairwoman of the <strong>Selwyn</strong> Youth Council. The<br />

Lincoln High School student speaks to Georgia O’Connor-Harding about<br />

the council’s current public bus service trial, her love of speedway and<br />

a project she is working on to address the social stigma experienced<br />

by former prisoners<br />

Why did you decide to take<br />

on the role of chairwoman?<br />

I was deputy chairwoman<br />

last year so I think the whole<br />

experience of that leadership and<br />

watching former chairwoman<br />

Ella McClure do such a good<br />

job is really something I was<br />

inspired to step up into. I am<br />

really passionate about the youth<br />

council and <strong>Selwyn</strong>. I thought<br />

it was an opportunity for me to<br />

learn a lot of stuff and help out<br />

<strong>Selwyn</strong> as much as I could.<br />

How are you finding the job<br />

at the moment?<br />

I am loving it. It has been so<br />

great. To be honest I think my<br />

favourite part is seeing our new<br />

deputy chairwoman Katelyn<br />

Twiss step up. It has been really<br />

exciting for me. I mentored her<br />

in 2016 on a leadership camp.<br />

It was exciting for me to help<br />

build her up and see her step into<br />

that role. I think as chairperson<br />

it has been awesome to guide<br />

everyone and help them out and<br />

bring opportunities to them.<br />

Recently the youth council<br />

attended ACTIVATE, which is<br />

the South Island Youth Connect<br />

<strong>2018</strong> event. I am on the Youth<br />

Voice Canterbury management<br />

team as well, so I was part of<br />

the organising team. It was<br />

really awesome to bring them<br />

along and expose them to the<br />

networking and workshops.<br />

It was awesome to see them<br />

mingling around and getting to<br />

know youth councillors from all<br />

over the South Island.<br />

How is the <strong>Selwyn</strong> Link bus<br />

service trial going?<br />

Very well. I heard from one<br />

of the girls on the youth council<br />

the bus was so full we ended up<br />

having to turn down a couple<br />

of people, which is absolutely<br />

insane. At the end, we will<br />

take all that data and take it to<br />

Environment Canterbury.<br />

What are some other major<br />

projects in <strong>Selwyn</strong> you are<br />

working on?<br />

The next big thing coming up<br />

is Teen Fest. We haven’t really<br />

fully gotten into that yet because<br />

we have been focusing so much<br />

on <strong>Selwyn</strong> Link. But basically<br />

what it is looking like is a week<br />

full of activities for teenagers.<br />

It is like KidsFest but<br />

for older kids. It is<br />

going to be full<br />

of workshops<br />

and fun<br />

activities<br />

and just<br />

teaching<br />

teenagers<br />

a lot of<br />

skills. I am<br />

thinking this<br />

year the youth<br />

council will be getting<br />

more involved in writing<br />

submissions to the district<br />

council and Parliament – we<br />

will see if any bills come up we<br />

are passionate about.<br />

What would you change<br />

about <strong>Selwyn</strong>?<br />

It would probably stem<br />

from <strong>Selwyn</strong> Link, so having<br />

a permanent bus service for<br />

isolated young people. I think<br />

that is really important. I think<br />

it would probably increase that<br />

connectedness. We had a ‘What<br />

do YOUth think?’ to get feedback<br />

on the Rolleston Library.<br />

We consulted youth about what<br />

they would like to see, what they<br />

think would be important in<br />

the library. We got heaps of cool<br />

ideas from that.<br />

Was there any key feedback<br />

from that?<br />

A lot of it was to do with having<br />

charging points for electric<br />

devices. That is what they all<br />

seem to have a consensus on,<br />

saying ‘we want charging points<br />

everywhere’.<br />

What are the other members<br />

of the youth council like? Do<br />

you have a lot of interesting<br />

debates?<br />

Definitely. The youth council<br />

is an awesome team. Every single<br />

youth councillor has that voice<br />

to speak out if they don’t agree<br />

with something at a meeting.<br />

We always end up not so much<br />

debating, but everyone shares<br />

their opinion, which is really<br />

awesome.<br />

Do you have any childhood<br />

memories that inspired you to<br />

get involved with helping others<br />

in the community?<br />

It probably would have been<br />

my mum and dad. We moved<br />

out to Rolleston when I was<br />

about 10. They joined the<br />

Lincoln Rotary Club. I used to<br />

go along with them to all their<br />

volunteering and that is what<br />

inspired me to find the youth<br />

council and do something of my<br />

own.<br />

Tell me about the Zonta<br />

competition you are involved<br />

in?<br />

That is through the Zonta<br />

young women and public affairs<br />

award and we had to put<br />

in an application. You had to<br />

be interviewed if you got shortlisted.<br />

But I ended up winning<br />

the Christchurch south young<br />

women in public affairs award.<br />

That was a $500 scholarship and<br />

through that they put your application<br />

up to the national channel.<br />

That is still being decided<br />

but they pick one person from<br />

New Zealand and then, through<br />

that, one person goes into the<br />

international competition. Then<br />

I think they pick 10 winners for<br />

the international competition. I<br />

had to fill out a big application<br />

and you had talk about your<br />

view on women leaders. I had<br />

to talk about all the things I had<br />

done – my views and stuff like<br />

that. They will pick the person<br />

they think deserves it.<br />

What are your views around<br />

women and leadership?<br />

I do think we still have a long<br />

way to go. I always had the view<br />

the empowerment of women<br />

needs to start in our local community.<br />

I think once we can<br />

master empowering them at this<br />

level then it will start to branch<br />

up. I think, through the youth<br />

council, we have had a lot of<br />

empowerment for women. Especially<br />

myself being a woman as<br />

the chairperson is really exciting.<br />

What other achievements<br />

have you had?<br />

I was recently appointed onto<br />

the Ministry of Youth Development<br />

partnership fund. My<br />

induction is next week. I get<br />

flown up to Auckland. It is really<br />

exciting. It will be my first time<br />

being on a board, not as a youth<br />

representative – just as a board<br />

member. That is really exciting.<br />

I will be advocating for young<br />

people.<br />

What are your favourite<br />

subjects at school?<br />

Probably accounting, business<br />

studies and economics are my<br />

favourite.<br />

Are there any cool projects<br />

you are working on at the<br />

moment?<br />

We are just starting our first<br />

business. Last year we did a<br />

business of selling bacon and egg<br />

muffins at school, but this year<br />

we have decided to do something<br />

with a bigger social impact.<br />

We are creating a book. We are<br />

considering partnering with the<br />

New Zealand Howard League for<br />

Penal Reform. They advocate for<br />

prisoners’ rights. We are going<br />

to be making a book that has got<br />

stories of ex-prisoners who have<br />

turned their lives around after<br />

prison. We want to get rid of that<br />

social stigma. The organisation<br />

we are potentially partnering<br />

with will have all the stories for<br />

us which is really cool. We had<br />

a meeting with them a couple<br />

of weeks ago and they were<br />

excited to get on board. I think<br />

its head office is just based in<br />

Christchurch.<br />

How did you come up with<br />

this idea?<br />

We were kind of sitting around<br />

in a circle and we were thinking<br />

of something we could do. We<br />

first started off with an idea of<br />

a book – originally one with<br />

stories of people in retirement<br />

homes but then we thought<br />

everyone has kind of done that<br />

anyway. We were trying to do<br />

something like the Humans of<br />

New York Facebook page. Then<br />

our teacher said to us ‘hey, what<br />

about this?’ And we all just<br />

clicked onto the idea of stories of<br />

ex-prisoners and were like ‘awesome<br />

let’s do that’.<br />

What are you hoping to do<br />

when you leave school?<br />

I want to go to Canterbury<br />

University next year and do a<br />

double degree in law and commerce.<br />

I would like to work as<br />

a lawyer for youth law. I would<br />

love to run my own business one<br />

day. I just haven’t had a really<br />

good idea yet.<br />

Is there anything about you<br />

that others would be surprised<br />

to learn?<br />

It would probably be that I<br />

love speedway, People wouldn’t<br />

expect that. I worked over the<br />

season as a ticket-seller at Woodford<br />

Glen Speedway.<br />

Why do you like it?<br />

I don’t know, I just always<br />

have. I think it is really exciting.<br />

It is quite fast-paced. I find it<br />

easier than other sports to keep<br />

up with the rules and what is<br />

going on.<br />

Do you have a favourite<br />

sports star?<br />

Definitely New Zealand stockcar<br />

driver Asher Rees.<br />

Would you take part in the<br />

sport yourself?<br />

I did for a while. I don’t think<br />

it really fits my lifestyle. We don’t<br />

really have the room at home<br />

and mum and dad aren’t into it<br />

and I wouldn’t really have anyone<br />

to help me with it. It is more<br />

of an on-the-side hobby I like to<br />

go and watch.<br />

Do you have any other<br />

hobbies you enjoy?<br />

Probably just playing sport.<br />

I played netball for quite a few<br />

years and I am starting rugby<br />

this year as well. I have always<br />

wanted to, but I was always too<br />

scared too play. I was talking to<br />

Katelyn who plays rugby. She<br />

said ‘give it a go’ and I was like<br />

‘you know what, I will’.<br />

Street names ruffle feathers<br />

A NEW subdivision featuring<br />

bird-themed street names has<br />

taken flight in Rolleston.<br />

Squawk St, Feather Place,<br />

Claw Place and Pallid Green are<br />

some of the quirky bird names<br />

to feature at the new Falcon’s<br />

Landing subdivision, located off<br />

Lincoln-Rolleston Rd.<br />

The subdivision’s 35 new<br />

roads and four private right of<br />

ways names were presented to<br />

the district council for the final<br />

rubber-stamp last week.<br />

But the names were not<br />

approved without ruffling a<br />

few feathers around the district<br />

council table.<br />

District councillor Jeff Bland<br />

said: “Do we really want a<br />

Squawk St.’’<br />

Mayor Sam Broughton said the<br />

names come down to personal<br />

preference with the developers<br />

and the “wriggle room” the<br />

district council thinks it might<br />

have, doesn’t often exist.<br />

He said the alternative names<br />

provided “Migratory” and<br />

“Territory” weren’t much better.<br />

Washington said he has a<br />

“good laugh” sometimes when<br />

he sees these names come<br />

through.<br />

He said the names can be sent<br />

Mr Broughton told Cr Bland if<br />

he wanted Squawk St changed he<br />

needed to give a reason why.<br />

Cr Bland responded: “Let’s put<br />

it this way, would you like to live<br />

in as street called Squawk St?<br />

Honestly.”<br />

Mr Broughton said it<br />

depended on what sort of house<br />

he was moving into and did<br />

not think the street name was<br />

important.<br />

But Cr Bland retorted: “If they<br />

can’t do better than that, I am<br />

surprised they have managed to<br />

subdivide that large area of land.<br />

Let’s not let themselves down at<br />

the last post.”<br />

Cr Murray Lemon said since<br />

everyone else was having their<br />

“two cents worth,” he said<br />

unless it was going to cause<br />

danger because it confused<br />

emergency services or was<br />

offensive, he didn’t have a<br />

problem with it.<br />

“If they want to call it Squawk<br />

St and try sell some sections on<br />

it and find it difficult that is their<br />

business,” he said.<br />

District councillor Nicole Reid<br />

also raised her concerns the<br />

proposed name Barbary St was<br />

too similar to Bradbury Ave in<br />

Rolleston.<br />

The road names were passed<br />

with Cr Bland and Cr Reid’s vote<br />

recorded against the decision.<br />

Internal Affairs asked all history<br />

groups across the country to<br />

commemorate 100 years of<br />

World War 1.<br />

“It is the fifth, and it will be the<br />

final one, because the armistice<br />

was signed in 1918,” she said.<br />

The display, taking over the<br />

whole Prebbleton Hall, opened<br />

on Saturday.<br />

It had 200 people through<br />

over the weekend and about 50<br />

people on Monday, including<br />

Mayor Sam Broughton.<br />

It is made up of large<br />

collections of weapons,<br />

uniforms, hats, water bottles,<br />

medical equipment, compasses<br />

and stories of Prebbleton soldiers<br />

who served in both World Wars.<br />

Mrs McAven said even<br />

whistles blown at Gallipoli<br />

are on display. She said the<br />

displays are a lot of work to set<br />

up and the group is fortunate<br />

to have collectors around the<br />

community who trust them to<br />

display their precious items.<br />

The display is open from 10am<br />

until 4pm on Wednesday.<br />

Police and Council focus<br />

on road safety<br />

<strong>Selwyn</strong> District Council and Police are concerned about crashes and fatalities on <strong>Selwyn</strong>’s roads<br />

and are working together to reduce risk for road users.<br />

Councillor Nicole Reid, Chair of the Road Safety Committee, says road crashes impose a massive<br />

and unacceptable burden of death, pain and suffering on <strong>Selwyn</strong> communities. Research shows<br />

that every road death affects a huge network of people, not just the victim’s direct family and<br />

friends, while Victim Support provides assistance to an average of eight people per crash victim.<br />

“As a district we have been working towards our district vision of ‘zero deaths and serious injuries<br />

on <strong>Selwyn</strong> roads’ for some time, and we are serious about working towards that vision,” she says.<br />

“We support the new Government’s stance on road safety championing Vision Zero which is<br />

a proven strategy to reduce the number of road deaths and serious injuries and is used in a<br />

growing number of countries and cities around the world. It aims to change how governments,<br />

stakeholders and the population approach road safety. A core message is there are no<br />

‘accidents’, but crashes where the cause is preventable.”<br />

“The term road toll implies that a cost must be paid to use the roads, but people don’t have to die<br />

to use the roads and we shouldn’t accept it as an inevitability.”<br />

The Council’s road safety strategy involves a partnership with NZ Police and other key partners, to<br />

reduce crashes and improve road safety. This is done through a long-term, coordinated framework<br />

of safety initiatives aimed at educating road users about risks and consequences associated with<br />

driving, walking and cycling on the roads, to make better decisions about their behaviour.<br />

In recent months the Council and other agencies have collaborated on campaigns including<br />

intersection safety, fatigue, school crossings, drink driving, speed around school buses, and<br />

motorcycle safety. Activities coming up include a winter driving campaign, and continuing work<br />

with primary schools around active transport.<br />

Inspector Peter Cooper says Police are primarily focusing on seatbelts, alcohol, cell phones and<br />

speed as main risk factors to road safety.<br />

“A high proportion of crashes are happening at rural intersections,” says Inspector Cooper. With<br />

over 2000 intersections in the district, <strong>Selwyn</strong> is one of the highest risk districts for intersection<br />

crashes in New Zealand. We see both tourists and locals who are familiar with the local roads<br />

being killed in these crashes.<br />

“So far in <strong>2018</strong> there has been a significant increase in motorcyclist fatalities, with 16<br />

motorcyclists killed nationally.<br />

“We advise road users to treat every intersection with care. Stop means stop. The emotional toll<br />

on our families, the community and the emergency services attending these crashes, has to stop.<br />

“Safety on our roads is everyone’s responsibility and must be taken seriously. Saving lives starts<br />

with each of us and the decisions we make behind the wheel.<br />

“The majority of fatal and serious crashes are human error. Leave the alcohol alone, put on your<br />

seatbelt, put down your phone, lift your foot off the accelerator, concentrate at the intersection<br />

and we can all arrive home safely.”<br />

Library survey aimed at better services<br />

<strong>Selwyn</strong> District Libraries are seeking input from the community to improve their services.<br />

The <strong>2018</strong> Library Survey will take place from 23 <strong>April</strong>–5 May and aims to gather feedback about the<br />

services, resources and programmes offered by the libraries. The main aim of the project is to review<br />

core and holiday programmes, as well as evaluate customer feedback gathered during the year.<br />

Current library members as well as non-members are encouraged to participate in the survey to provide<br />

data for planning and development for future years.<br />

The survey is designed to take only a few minutes to complete, and asks users a range of questions,<br />

such as which services and programmes respondents are aware of and have used, as well as where<br />

improvements could be suggested.<br />

The online survey can be accessed at the libraries’ website (www.selwynlibraries.co.nz). It is also<br />

available to be completed at the Rolleston, Leeston, Lincoln or Darfield libraries using in-house iPads.<br />

Printed copies are also available at the libraries, including the Mobile Library.<br />

The <strong>Selwyn</strong> District Libraries undertake a survey every two years. Information is gathered by external<br />

research company Resona. All survey responses are anonymous and confidential.<br />

Feedback sought on Draft<br />

Walking and Cycling Strategy<br />

Do you support adding more walkways and cycleways to connect<br />

townships across <strong>Selwyn</strong>?<br />

As part of the Long-Term Plan <strong>2018</strong>-2028 the Council is seeking<br />

community views on the Draft Walking and Cycling Strategy and<br />

Action Plan for <strong>Selwyn</strong>.<br />

The Draft Strategy is an update to the current Strategy adopted in<br />

2009. It aims to improve walk/cycle networks within and between<br />

townships, and proposes increased funding for annual township<br />

footpath extensions and for major cycleway projects.<br />

A total of seven major new cycleways are proposed over the 10-<br />

year period, including:<br />

· Doyleston to Leeston <strong>2018</strong>/19 $895,000<br />

· Rolleston to Templeton 2020/21 $418,000<br />

· Darfield to Kirwee 2022/23 $1,094,000<br />

· Jones Road 2023/24 $840,000<br />

· Templeton to Prebbleton 2024/<strong>25</strong> $588,000<br />

· West Melton to Rolleston 2026/27 $908,000<br />

· Springston to Rolleston 2027/28 $622,000<br />

The cost of this proposed programme is $5.5 million, with projects<br />

partly funded by NZTA subsidy, along with rates and development<br />

contributions. The impact on the rates payable by a $600,000<br />

property is around $4 per year once the work is complete.<br />

ROADS<br />

Masefield Drive/Rolleston Drive<br />

On the roads this week<br />

Stabilised seal repairs will be occurring on Harts<br />

Road, Drain Road and Wards Road. Reseals<br />

will occur on Volkman Road, Drain Road and<br />

Leeston Taumutu Road. Please stop on request<br />

at these sites. Culvert works will occur on<br />

Bulls Road and Intake Road. Drainage works<br />

will be carried out on Ridge Road. Footpath<br />

reconstruction will be carried out in Leeston.<br />

Last week Fulton Hogan were on the southern side of the<br />

intersection, constructing the second soak pit, pouring the traffic<br />

signal pole foundations and preparing the new footpath. They<br />

also trenched along the north east corner by Countdown to install<br />

a new power cable. This week they’ll continue work in the north<br />

east corner, removing the existing and preparing the new kerb and<br />

channel, footpath, retaining wall and constructing the final soak pit.<br />

Jones Road/Hoskyns Road<br />

Last week Isaac Construction continued with storm water works,<br />

which included sumps, basins and soak pits. They also excavated<br />

for seal widening and prepared the new kerb and channel in the<br />

north east corner of the intersection. By the end of the week they<br />

intend to have all of the storm water works complete, all new kerb<br />

and channel poured and new footpaths completed. They will then<br />

start the pavement construction works from Monday 30 <strong>April</strong>, which<br />

will be completed under road closures, closing a single leg of the<br />

intersection at a time in order to maintain short length detour routes.<br />

Tai Tapu households will soon be installed with water meters. Tai Tapu is the latest township to<br />

receive meters as part of a district-wide process.<br />

Installation of water meters at households connected to these supplies will begin on Monday 30 <strong>April</strong>,<br />

and is scheduled to be completed by June.<br />

Around 90% of Council supply households across the district are already on meters. Metering has been<br />

shown to reduce water consumption as it links water use to charging – so households that use less<br />

water benefit from lower charges, while those using more pay higher charges. Households with average<br />

water use will find their total charge remains similar to what they currently pay.<br />

She received the award for<br />

her role as administrator of<br />

Tennis Canterbury’s seniors’<br />

group, which consists of more<br />

than 200 players over the age<br />

Fire rages, homes at risk<br />

Autumn is a time for maintenance<br />

PROLONGING LIFE: It’s now time to dead-head roses and get lawn seed in the soil.<br />

DAYS ARE becoming shorter,<br />

temperatures are dropping and<br />

leaves are beginning to turn, all<br />

signs autumn is well under way.<br />

It’s a busy time in the garden<br />

with plenty of tasks that need<br />

doing before winter sets in – but<br />

be sure to take time to stop and<br />

admire the beautiful colours the<br />

season brings.<br />

In the vege patch<br />

•If you haven’t prepared your<br />

winter vegetable garden for winter,<br />

then get it under way. Add in<br />

plenty of compost to the existing<br />

soil and blood and bone as a base<br />

fertiliser. To stop winter veges<br />

from getting water logged, ensure<br />

you slightly raise the area you are<br />

planting in so water can drain<br />

easily.<br />

•By planting winter vegetables<br />

now, they will have enough time<br />

to become well established before<br />

the onset of the cold, wet, winter<br />

weather. You can sow your own<br />

seeds into seed trays indoors or<br />

directly into the garden, depending<br />

on the vegetable. Veges to<br />

plant in <strong>April</strong> include broad<br />

beans, broccoli, cabbage, carrots,<br />

cauliflower, lettuce (all types), onions,<br />

peas, radish, spinach, swedes<br />

and turnips. Always stagger your<br />

plantings (every two to three<br />

weeks) so that all of your vegetables<br />

do not mature at the same<br />

time and instead provide crops<br />

throughout the season. If space<br />

is an issue, many varieties can be<br />

grown in pots or containers – just<br />

be sure to use good quality potting<br />

mix.<br />

Flower garden<br />

•Summer displays are almost<br />

finished, so keep dead-heading<br />

those blooms you wish to prolong.<br />

Winter flowering annuals<br />

brighten up even the dreariest of<br />

winters. Start planting out now,<br />

but ensure you prepare the soil<br />

well beforehand, as per above.<br />

Winter annuals include alyssum,<br />

aquilegia, calendulas, cineraria,<br />

cornflowers, lobelia, nemesia,<br />

pansy, lupins (South Island) snapdragons,<br />

status, stock, sweet peas,<br />

sweet william and violas.<br />

Bulbs<br />

•Although main bulb planting<br />

months are usually February and<br />

March, it is still possible to plant<br />

in early <strong>April</strong>, especially as garden<br />

centres often have great deals to<br />

clear stock. Bulbs grow best in<br />

an open, sunny position in well<br />

drained, fertile soil. Add compost<br />

to lighten ‘heavy’ soil if this is an<br />

issue. Plant bulbs in clusters for<br />

a more pronounced flowering<br />

effect. Remember to label where<br />

you plant your new bulbs so that<br />

you do not forget and accidentally<br />

dig them up.<br />

Roses<br />

•The autumn display of many<br />

roses can be quite spectacular<br />

after the hot dry months of<br />

summer. If you provide a little<br />

TLC, some varieties like iceberg<br />

will continue flowering through<br />

till July in warmer areas of the<br />

country. Remove any dead flowers<br />

and fallen leaves as they will<br />

no doubt contain black spot and<br />

rust. Apply compost and a light<br />

dressing of rose fertiliser around<br />

your rose bushes to improve the<br />

organic matter in the soil and<br />

help suppress weeds which tend<br />

to almost pop up overnight this<br />

time of year.<br />

Lovely lawns<br />

•<strong>April</strong> is a safe month for<br />

sowing a new lawn or renovating/repairing<br />

an existing one.<br />

For new lawns, success relies on<br />

thorough preparation. If bringing<br />

new topsoil on to your property,<br />

make sure it is good quality as<br />

new weeds can be brought in with<br />

imported topsoil. Ensure you new<br />

lawn is well drained, considering<br />

wet winter months. Check you<br />

have the correct grass variety for<br />

your site and if you are unsure,<br />

talk to local experts at your garden<br />

centre for advice. Sow seed<br />

evenly and be prepared to oversow<br />

in a few weeks’ time where<br />

the germination of the grass seed<br />

has been patchy.<br />

•With existing lawns, apply<br />

fertiliser now and water it thoroughly<br />

after application. Mow<br />

regularly to help develop a strong<br />

thatch.<br />

Winter driving -<br />

slow down<br />

Driving a safe, well maintained car is<br />

always in everyone’s best interest. With<br />

so much talk about the road death toll<br />

lately, doing everything you can to avoid<br />

becoming one of those statistics just seems<br />

to be common sense, even more so as<br />

driving conditions are set to deteriorate.<br />

There are a number of things you should<br />

do to prepare your car for driving during<br />

the colder months and inevitable rain, ice,<br />

and snow.<br />

Tyres are always important, and should<br />

have adequate tread. The minimum legal<br />

tread-depth is 1.5mm, but the deeper<br />

the tread the better the grip and the safer<br />

driving will be. Most tyres now have treaddepth<br />

indicators moulded into the tread,<br />

which makes it easy to recognise when<br />

tread is at the minimum. Make sure the<br />

tyre pressure is correct. Check your car’s<br />

manual, or consult an expert. Don’t forget<br />

about the spare.<br />

If your battery is not up to scratch, you<br />

won’t be going anywhere. Make sure the<br />

terminals and cables are free of corrosion.<br />

Battery checks are fairly simple at most<br />

service providers. It can be beneficial to<br />

carry jumper cables, but be aware that<br />

you may not be able to use them on many<br />

newer cars.<br />

Windscreen wipers are important when<br />

it’s raining or snowing. They should clear<br />

the screen, not just smear water around, in<br />

important. Check the bulbs are working,<br />

replace broken ones, and clean all the light<br />

covers.<br />

There are many different anti-freeze<br />

options, and it pays to make sure the fluid<br />

mixture in the radiator is correct and the<br />

level is topped up.<br />

If your car has not had one in a while, a<br />

full service is advisable. A WOF checks a<br />

car’s roadworthiness, but it may not reveal<br />

the wear on many parts that a full service<br />

will. Even minor defects can be aggravated<br />

by winter conditions. It’s annoying to break<br />

down at the best of times; breaking down in<br />

the pouring rain, or in snow, is doubly so.<br />

If you are travelling long distances this<br />

winter, it is advisable to carry an emergency<br />

kit. Basic first aid products, extra blankets,<br />

a torch and spare batteries, bottled water<br />

and some non-perishable food items, a<br />

waterproof jacket and warm hat, and a<br />

knife or multi-tool. If you are stuck or lost<br />

in bad weather, it is not an exaggeration to<br />

say this kit could save your life.<br />

Remember to drive to the conditions.<br />

In winter weather, increase following<br />

distances, brake earlier, and, especially<br />

around corners, slow down.<br />

REAA - Understanding real estate jargon<br />

Every industry is full of jargon and<br />

buzzwords that make no sense to anyone<br />

who’s not part of the club. Real estate is no<br />

different, which means it can be hard to get<br />

up to speed. Here’s a handy guide to some<br />

of the most common terms you’ll come<br />

across when buying or selling property.<br />

Agency agreement: If you are using<br />

a licensed real estate agent to sell your<br />

property, you’ll need to sign one of these<br />

agreements - it sets out what the agent will<br />

do and what they will be paid. Remember<br />

you can negotiate the conditions, such as<br />

who pays for marketing and how much<br />

the commission is. Make sure you get<br />

legal advice before you sign, because it’s a<br />

binding document.<br />

BEO or BBO: This stands for ‘Buyer<br />

Enquiry Over’ or ‘Buyer Budget Over’,<br />

which means that price listed on the<br />

advertisement indicates the minimum that<br />

the seller will accept. The seller actually<br />

needs to give serious consideration to any<br />

offer over the BEO, so this figure needs to<br />

be selected carefully.<br />

Deadline Sale or Deadline Private<br />

Treaty: In this kind of sale, a property<br />

is marketed for a set period (with an<br />

advertised end date). The seller can choose<br />

to accept an offer at any stage during the<br />

listing period though it may be stated<br />

in the advertising that ‘no offer will be<br />

accepted prior’. Check the fine print.<br />

LIM: This stands for Land Information<br />

Memorandum, which contains everything<br />

that the local council knows about the<br />

property, such as any issues with drainage<br />

and plumbing, erosion or permits. It will<br />

help you identify if any additions haven’t<br />

got the right consent. A LIM will also<br />

record any unpaid rates.<br />

Sale and purchase agreement: This<br />

is a legally binding contract between<br />

the buyer and seller for the purchase/<br />

sale of a property. It provides certainty<br />

to both parties and it sets out in writing<br />

all the agreed terms and conditions. It’s<br />

essential to get legal advice before you<br />

sign an agreement – and that you read and<br />

understand what it means.<br />

Settlement: This is the end goal in a<br />

property transaction, when the sale and<br />

purchase is completed by the exchange of<br />

property and payment. Settlement occurs<br />

when the seller receives the money for the<br />

sale – the buyer will not receive the keys<br />

until this happens.<br />

RV: This stands for ‘Rateable Value’ – this<br />

is a value used to calculate local body rates.<br />

It should not be assumed to be a market<br />

value for a property when it is for sale as<br />

the rating valuation may be a number of<br />

years old. It is also not responsive to local<br />

market fluctuations and may not reflect<br />

any recent renovations to a property. This<br />

was formerly known as ‘Government<br />

Value’, or GV.<br />

Tender: If a property is for sale by<br />

tender, prospective buyers must submit<br />

confidential written offers by a set date.<br />

Usually there is no minimum price, but<br />

properties are often listed with a BEO or<br />

BBO price. The seller can then choose the<br />

offer that is most acceptable to them, based<br />

on the price and any attached conditions.<br />

The most attractive tender is likely to be<br />

one that combines a good price with few<br />

conditions. Sellers are allowed to negotiate<br />

with any one or more of the tenderers<br />

received after tenders close.<br />

It is arguably the most used area in the<br />

house. Often, it is the first thing you see<br />

when you enter your own house, a friend’s<br />

house, or a show home. In recent years,<br />

it has become the hub of most homes for<br />

both family and guests. And let’s face it, it<br />

is the repository of that most important of<br />

commodities – food. Of course the kitchen<br />

is a popular place.<br />

There is an adage that claims kitchens<br />

sell houses. For many people, compromise<br />

on bedroom size, house layout, bathroom<br />

design, or even the orientation of the<br />

lounge may be acceptable. Kitchens,, when<br />

buying a new home however, can be a deal<br />

breaker. When building, the kitchen is a key<br />

consideration in the design.<br />

If you are selling, replacing the kitchen, or<br />

at least giving it a serious facelift is a proven<br />

way to increase the value of the house.<br />

Open plan living is not a new concept. In<br />

the modern era, however, architects such<br />

as Frank Lloyd Wright and Le Corbusier<br />

pioneered many facets of what is now<br />

considered open plan, often using the<br />

kitchen as the centralised space from which<br />

a host could operate more intimately in<br />

relation to the rest of the home, rather than<br />

being secluded in a small room at the back<br />

of the house.<br />

These days, the return to open plan living<br />

is complete, and the kitchen is still key. As<br />

such, trends come and go regularly and<br />

have become more personalised. White,<br />

glossy finishes with splashes of colour are<br />

still very popular, but a move towards raw,<br />

organic materials such as stone and timber,<br />

or metallic finishes is appearing. Mid tones<br />

and earthy colours are now common. Black<br />

is the new black, but bright accents are still<br />

de rigueur.<br />

Kitchens need to be functional, which is<br />

a matter of personal choice. What works for<br />

you? Appliances that make life easier are<br />

easily integrated into kitchen spaces. Open<br />

shelving, where everything is on hand, or<br />

clutter hidden away in walk-in pantries?<br />

Islands are ideal preparation surfaces and<br />

gathering points. Bar stools make them<br />

convenient places to sit with a coffee or<br />

for children to do homework. Islands<br />

are almost universal in modern kitchen<br />

designs.<br />

A lot of consideration and effort now<br />

goes into those designs. The importance of<br />

the social kitchen as the heart of the home<br />

cannot be over-estimated. Often, the design<br />

and functionality of the kitchen is the major<br />

point of difference in homes being built and<br />

sold.<br />

Show homes are great ways for designers<br />

and builders to showcase innovative<br />

kitchens, and a fantastic opportunity for<br />

buyers to see what they like, or don’t, and<br />

to put together ideas for their ideal kitchen.<br />

There are many show homes in <strong>Selwyn</strong>,<br />

including those at Faringdon in Rolleston<br />

as well as Te Whariki and Flemington in<br />

Lincoln, and in many other subdivisions<br />

and streets in the main centres.<br />

Key reasons<br />

to buy new<br />

Buying new has many advantages. No one has<br />

yet lived in your brand new home and it has that<br />

new home smell and feel.<br />

That doesn’t appeal to the villa crowd.<br />

But many people dream of a home in a<br />

new suburb.<br />

There are many other advantages -- such<br />

as being able to customise the home before<br />

it’s built. Buyers love it that their build<br />

guarantee covers most things and there’s<br />

little maintenance to do for the first 10<br />

years.<br />

There are a long list of reasons some<br />

people dream of buying new.<br />

They include:<br />

• Current Building Code requirements<br />

specify a higher standard of insulation<br />

and glazing than you can expect in an<br />

older home, which makes your new home<br />

warmer in winter and cooler in summer,<br />

meaning cheaper to run. In addition there<br />

has been a vast improvement in the quality<br />

and technology of construction materials<br />

over the last decade.<br />

• New homes are designed for modern<br />

lifestyles with walk-in wardrobes, double<br />

or triple car garaging, en suites and heat<br />

pumps.<br />

• Internal access garaging.<br />

• Indoor-outdoor flow. Home builders<br />

before the 1970s rarely thought about this.<br />

• Automatic pool covers and electric<br />

curtains are included in a lot of new<br />

homes, he says.<br />

• In a new subdivision you’re not going<br />

to have five cross-leased small homes next<br />

door to your architecturally designed fivebedroom<br />

dream home, he says.<br />

• New purpose-built shopping and<br />

service centres cater for the modern life.<br />

• New schools can be popular. New<br />

schools are being designed with “Modern<br />

Learning Environments”, which are<br />

considered better layouts for 21st-century<br />

learning.<br />

Another important factor is it’s easier<br />

to get a mortgage. New Reserve Bank of<br />

New Zealand loan to value (LVR) ratio<br />

restrictions from October 1 don’t relate<br />

to new homes. Likewise the KiwiSaver<br />

HomeStart grant is doubled for first time<br />

buyers.<br />

When it comes to new apartment<br />

buildings they’re built to a higher standard<br />

of earthquake/fire proofing and, hopefully,<br />

are no longer leaky.<br />

There are, of course, disadvantages to<br />

buying new. Not everyone wants to wait<br />

six or 12 months to move into their home.<br />

Other downsides include:<br />

• Borrowing to cover the progress<br />

payments is more complex than taking out<br />

a mortgage on an existing property.<br />

• Builders and developers can go broke,<br />

leaving the buyer in an awkward position.<br />

• With some new homes the buyer<br />

effectively needs to become a project<br />

manager.<br />

• You have to deal with council for<br />

building and sometimes resource consent.<br />

• The location may be further from the<br />

centre than you wanted.<br />

• If it’s infill housing you might have a<br />

cross lease situation that some people find<br />

tricky.<br />

• There are often teething problems with<br />

a new build.<br />

• You won’t get a quaint tree-lined street.<br />

• Your section will most likely be smaller<br />

than that of an existing home.<br />

• Fences, paths and landscaping might<br />

need to be added at a cost.<br />
