to see Prebbleton’s military 

history on Wednesday. 

The annual Anzac display in 

the Prebbleton Hall has again 

attracted many people since it 

opened at the weekend. 

On Monday Prebbleton 

Heritage group member Averil 

Carpenter (above) was getting 

everything spick and span for 

Anzac Day. 

The display running in Prebbleton 

for the past five years, 

will come to an end on Wednesday. 

The Prebbleton Heritage group 

has been organising Anzac 

displays since 2014 to mark the 

centenary of World War 1.

Driver 

seriously 

hurt in 

spectacular 

crash 


A SUSPECTED drink driver who 

was allegedly speeding and not 

wearing a seat belt is lucky to be 

alive after a spectacular crash on 

Saturday. 

The man, in his late 50s, hit a 

power pole in Leeston, the vehicle 

then crashed through a fence, 

became airborne and landed in a 

paddock where it overturned. 

He was found outside the vehicle, 

seriously injured. 

“It was very lucky it wasn’t a 

fatal,” Constable Herb Inwood 

said yesterday. 

The crash happened on Leeston 

And Lake Rd at 6pm. The driver 

was from Leeston. 

Constable Herb Inwood said 

there were three major contributing 

factors to the crash, suspected 

alcohol, speed and not wearing a 

seat belt. 

He was uncertain whether 

the man had crawled out of the 

vehicle after it had stopped or had 

been thrown out. 

Constable Inwood said the 

man had driven around a gentle 

right-hand bend when he drifted 

left into the grass on the side of 

the road. He then over-corrected, 

shot across to the right, crossing 

the centre-line and took out the 

pole and fence before ending up 

in the paddock.

THAT’S ONE very lucky fellow on page 

1 today; the suspected drink driver who 

crashed in Leeston on Saturday. 

Suspected I say because the results from 

a blood test taken at the hospital are yet to 

find their way into the hands of the police. 

The three factors for tragedy were aligning though – alcohol 

(to be confirmed), speed and not wearing a seat belt. 

The vehicle hit a pole, went through a fence, got airborne and 

rolled before coming to a stop. 

The guy has serious head injuries, but as police say, he’s very 

lucky he wasn’t killed. 

But the luckiest bit was that he didn’t hit someone else. 

If you’re going out, leave the car at home.

Call for 50m pool at aquatic centre

A $12 million extension to the 

Selwyn Aquatic Centre has 

sparked debate on how long a 

proposed pool should be. 

The district council is proposing 

to build a new 25m, eightlane 

programme pool. 

The centre currently has a 

25m pool, hydrotherapy pool, 

learn to swim pool and a leisure 

pool with a lazy river and toddlers 

area. 

But some 

people believe 

the new pool, 

which will cost 

$9.3 million, 

should be 50m 

long.

then another in a few years time.

Alexander also commented on 

the post inviting people to make 

submissions on the proposal 

and asking how much they were 

willing to pay in rates “to have 

projects extended.” 

Weedons Residents’ Association 

secretary Gary Doyle told 

the Selwyn Times there have 

been proposals to have a 50m 

pool since he was a councillor 

and they were first planning the 

centre. 

He believes the only two 

councillors with “any swimming 

experience” were excluded 

from being on the committee. 

Mr Doyle said having a longer 

pool is “logical” but he has “no 

faith” in the district council. 

“The cost [of a 50m pool] of 

course will be about three times 

or more than what it would have 

been if it had been done originally,” 

he said. 

The cost of the project will be 

funded by borrowing, repaid by 

an increase in the swimming 

pools targeted rate from $124 to 

$174 for Rolleston. 

Rates for inner district will 

increase from $87 to $122 and 

outer district rates will increase 

from $31 to $43. 

The centre’s extension also 

includes a $1.1 million cafe and 

outdoor courtyard and $1.6 million 

fitness and wellbeing space.

Fire rages, homes at risk 

TOURISM FUND 

The district council is compiling 

a list of potential projects in the 

Long Term Plan 2018-2028 it 

could apply for funding under 

the Government’s Tourism 

Infrastructure Fund. A total of 

$14.2 million will be granted to 

councils around the country. So 

far, projects the district council is 

considering applying for funding 

includes adding additional capacity 

to the Dunsandel public toilets 

and upgrading the existing shower 

and toilet facilities and effluent 

system at Kowai Pass. It is also 

looking at upgrading the Arthur’s 

Pass wastewater treatment site, 

facilities at the Rakaia Gorge, 

placing additional dump sites for 

campervans across the district, 

mountain-biking access and 

cellphone coverage. The council is 

expected to submit the projects for 

consideration by Monday. 

LEESTON ATM 

On April 18, the Selwyn Times 

reported that Leeston had lost 

its Westpac ATM, but customers 

could use the township’s BNZ and 

Kiwibank ATMs without incurring 

a fee. This was incorrect. Leeston is 

now left with only the BNZ ATM 

for Westpac customers to use. 

The Kiwibank ATM was removed 

several years ago. The Selwyn Times 

apologises for the error.

BYLAW APPROVED 

The district council adopted 

the cemetery bylaw at its 

public meeting last week. 

The draft bylaw updates 

the existing 2011 bylaw 

and regulates the use and 

management of council 

cemeteries. A public hearing 

was held in February with 

two submissions received. 

The bylaw is largely based 

on the existing 2011 bylaw, 

but includes some changes 

to ensure legislative 

compliance. 

FOUR HURT IN CRASH 

One person sustained 

moderate injuries and three 

people minor injuries after 

a crash at the intersection of 

West Coast Rd and Curve 

Rd in Sheffield. The Sheffield 

and Springfield volunteer 

fire brigades, police and 

ambulance were called out 

to the incident on Thursday 

at 12.57pm. Chief fire office 

Neville Croy said a car was 

“t-boned” by an oncoming 

vehicle after it pulled out of 

Curve Rd onto the West Coast 

Rd. He said both vehicles were 

damaged and had to be towed 

away. A St John spokesman 

said two people were 

transported to Christchurch 

Hospital.

leasing its land at Pines Recovery 

Park to allow

Eneform Ltd 

to construct a 

pyrolysis plant 

at its public 

meeting last 

week. 

But the 

figure for the 

bond, expected 

to be paid 

by Eneform 

Ltd, has not yet been finalised by 

council staff. 

The bond raised concerns 

around the district council table 

last week, in spite of councillors 

being supportive of the project. 

As a result, the district council 

amended its motion to approve 

the lease of land subject to an 

appropriate bond being secured. 

Other conditions included 

appropriate regulatory consents 

being contained and comprehensive 

risk, health and safety 

measures put in place. 

The plant to be located at 183 

Burnham School Rd, will use 

pyrolysis technology to break 

down tyres and plastic and 

reduce ongoing environmental 

issues related to end-of-life tyres. 

The district council’s asset 

manager Murray Washington 

told Selwyn Times it is expected 

the bond will be confirmed in 

the next couple of months. 

At the meeting, district councillor 

John Morten said while he 

supported the recommendation 

he was looking for a bond or 

guarantee in case something 

“unforeseen” happened. 

His views were supported 

by fellow councillors Murray 

Lemon, Craig Watson, Nicole 

Reid and Jeff Bland. 

Solid waste manager Andrew 

Boyd said a bond has been written 

into the draft lease agreement 

but the amount has not 

been specified. 

“We would take advice of industry 

experts around what that 

figure would be estimated at to 

cover ourselves,” he said.

But Mayor Sam Broughton 

said it is about trusting staff will 

follow through with the conditions 

required. 

Said Cr Bland: “We have ultimate 

responsibilities over this as 

councillors. We are delegating 

our responsibilities. The usual 

process is that something is presented 

to council and we accept 

or decline it.” 

Mr Broughton said the district 

council has done due process 

on the proposal and have gone 

“very in-depth with it.” 

Cr Bland said Eneform Ltd 

should pay the bond or not get 

the lease. 

Said Mr Broughton: “I think 

that is our motion. Without 

that being met the whole thing 

doesn’t happen.” 

Construction of the plant is 

planned to begin in the second 

half of this year.

Water concern prompts meeting 

over permanent chlorination 


A PUBLIC meeting will be held 

in Glentunnel to gauge concern 

over the district council’s plans 

to permanently chlorinate water 

supplies in parts of Malvern. 

Residents have been left 

upset after the district council 

confirmed it will chlorinate 

the Sheffield-Waddington and 

Malvern Hills Hartleys Rd water 

supplies in July and August. 

Townships 

affected by the 

chlorination 

include Whitecliffs, 

Glentunnel, 

Coalgate, 

Sheffield and 

Kerry Pauling 

Waddington. 

Residents are 

being encouraged 

to make as many submissions 

as possible to the district 

council. 

“We felt something has got to 

be done about it . . . hopefully we 

will get a lot of people,” said one 

of the meeting’s organisers Brian 

Thompson. 

He said district council representatives 

have been invited to 

the meeting and he is hoping to 

change its mind. 

The district council’s water 

services asset manager Murray 

England told Selwyn Times last 

week pipe breaks, backflow, illegal 

connections and reservoir 

failures in the supplies had led to 

the chlorination. 

The issue of chlorination was 

also discussed at the Sheffield- 

Waddington Community Committee 

meeting on Thursday. 

Malvern Community Board 

deputy chairman Kerry Pauling 

said everyone at the meeting was 

told if they want to make their 

feelings known to the council 

they need to make a submission. 

He said several good points 

were raised at the meeting by 

farmers who use the Malvern 

Hills Hartleys Rd water supplies 

to feed livestock. 

“The stock don’t like chlorination 

water and don’t drink 

enough. They get dehydrated . . . 

there is not an alternative source 

to get water from,” Mr Pauling 

said. 

Another concern raised 

was chlorination causing the 

environment to become more 

sterile which could lead to the 

weakening of children’s immune 

systems. 

Mr Pauling said permanent 

chlorination would not be popular 

with 90 per cent of residents, 

and a large contingent from 

Sheffield is likely to travel to the 

Glentunnel meeting. 

But Sheffield volunteer chief 

fire officer Neville Croy said it 

was a done deal and the district 

council will have made up their 

minds. 

“I don’t see any need for 

chlorination. I don’t think it is 

necessary,” he said. 

Mr Thompson said a lot of 

people were “seriously” concerned 

about the chlorination 

and no one he has spoken to is 

in favour of chlorination. 

He said if the district council 

did not change its decision he 

and his wife will consider buying 

a well to get off the scheme. 

Emergency team set up

A TEAM has been set up to 

respond to emergencies in the 

district. 

A report on the Civil Defence 

emergency management update 

was passed at the Selwyn District 

Council meeting last week. 

It included the creation of a 

Selwyn response team – which 

has 26 volunteers. 

Mayor Sam Broughton said 

the volunteers have completed 

more than 1000 hours of training 

since beginning January. 

He said the training covered 

a range of topics such as search 

and rescue, sandbagging, communications, 

first aid, food and 

control. 

“We never want to have to 

use them . . . but we have got 

local people committed and 

trained and ready to respond on 

Selwyn’s behalf,” Mr Broughton 

said. 

The team expects to achieve 

basic operational capability 

within the next month. 

The report said a major South 

Island response team exercise is 

coming up at the end of May and 

will mostly be based in Selwyn. 

The Selwyn team will participate 

in the exercise.

community will certainly benefit 

in the next emergency,” Mr 

Broughton said. 

The report also touched on 

other emergency updates such 

as the finalisation of a tsunami 

plan, alpine fault planning activities

public education package for

The district council also plans 

to create a volunteer welfare 

team consisting of about 20 

people who can run and staff a 

welfare centre during long duration 

events.

Riders to pay Anzac tribute

Zealand Mounted Rifles 

Trust will attend one 

the district’s Anzac Day 

services. 

The service will be held 

at the Greendale Memorial 

Gates commemorating the 

last year of World War 1.

significance for Selwyn as 

it was from its rural areas 

that both soldiers and 

horses came to make up 

the Canterbury Mounted 

Rifles Regiment. 

Thirteen of the soldiers 

from Greendale were in 

the Canterbury Yeomanry 

Cavalry which became 

part of the Canterbury 

Mounted Rifles Regiment. 

In turn, it became part of 

the New Zealand Mounted 

Rifles Brigade which

Paige Sullivan 

Youth council leader linking 

Rolleston’s Paige Sullivan, 17, is chairwoman of the Selwyn Youth Council. The 

Lincoln High School student speaks to Georgia O’Connor-Harding about 

the council’s current public bus service trial, her love of speedway and 

a project she is working on to address the social stigma experienced 

by former prisoners 

Why did you decide to take 

on the role of chairwoman? 

I was deputy chairwoman 

last year so I think the whole 

experience of that leadership and 

watching former chairwoman 

Ella McClure do such a good 

job is really something I was 

inspired to step up into. I am 

really passionate about the youth 

council and Selwyn. I thought 

it was an opportunity for me to 

learn a lot of stuff and help out 

Selwyn as much as I could. 

How are you finding the job 

at the moment? 

I am loving it. It has been so 

great. To be honest I think my 

favourite part is seeing our new 

deputy chairwoman Katelyn 

Twiss step up. It has been really 

exciting for me. I mentored her 

in 2016 on a leadership camp. 

It was exciting for me to help 

build her up and see her step into 

that role. I think as chairperson 

it has been awesome to guide 

everyone and help them out and 

bring opportunities to them. 

Recently the youth council 

attended ACTIVATE, which is 

the South Island Youth Connect 

2018 event. I am on the Youth 

Voice Canterbury management 

team as well, so I was part of 

the organising team. It was 

really awesome to bring them 

along and expose them to the 

networking and workshops. 

It was awesome to see them 

mingling around and getting to 

know youth councillors from all 

over the South Island. 

How is the Selwyn Link bus 

service trial going? 

Very well. I heard from one 

of the girls on the youth council 

the bus was so full we ended up 

having to turn down a couple 

of people, which is absolutely 

insane. At the end, we will 

take all that data and take it to 

Environment Canterbury. 

What are some other major 

projects in Selwyn you are 

working on? 

The next big thing coming up 

is Teen Fest. We haven’t really 

fully gotten into that yet because 

we have been focusing so much 

on Selwyn Link. But basically 

what it is looking like is a week 

full of activities for teenagers. 

It is like KidsFest but 

for older kids. It is 

going to be full 

of workshops 

and fun 

activities 

and just 

teaching 

teenagers 

a lot of 

skills. I am 

thinking this 

year the youth 

council will be getting 

more involved in writing 

submissions to the district 

council and Parliament – we 

will see if any bills come up we 

are passionate about. 

What would you change 

about Selwyn? 

It would probably stem 

from Selwyn Link, so having 

a permanent bus service for 

isolated young people. I think 

that is really important. I think 

it would probably increase that 

connectedness. We had a ‘What 

do YOUth think?’ to get feedback 

on the Rolleston Library. 

We consulted youth about what 

they would like to see, what they 

think would be important in 

the library. We got heaps of cool 

ideas from that. 

Was there any key feedback 

from that? 

A lot of it was to do with having 

charging points for electric 

devices. That is what they all 

seem to have a consensus on,

What are the other members 

of the youth council like? Do 

you have a lot of interesting 

debates? 

Definitely. The youth council 

is an awesome team. Every single 

youth councillor has that voice 

to speak out if they don’t agree 

with something at a meeting. 

We always end up not so much 

debating, but everyone shares 

their opinion, which is really 

awesome. 

Do you have any childhood 

memories that inspired you to 

get involved with helping others 

in the community? 

It probably would have been 

my mum and dad. We moved 

out to Rolleston when I was 

about 10. They joined the 

Lincoln Rotary Club. I used to 

go along with them to all their 

volunteering and that is what 

inspired me to find the youth 

council and do something of my 

own. 

Tell me about the Zonta 

competition you are involved 

in? 

That is through the Zonta 

young women and public affairs 

award and we had to put 

in an application. You had to 

be interviewed if you got shortlisted. 

But I ended up winning 

the Christchurch south young 

women in public affairs award. 

That was a $500 scholarship and 

through that they put your application 

up to the national channel. 

That is still being decided 

but they pick one person from 

New Zealand and then, through 

that, one person goes into the 

international competition. Then 

I think they pick 10 winners for 

the international competition. I 

had to fill out a big application 

and you had talk about your 

view on women leaders. I had 

to talk about all the things I had 

done – my views and stuff like 

that. They will pick the person 

they think deserves it.

What are your views around 

women and leadership? 

I do think we still have a long 

way to go. I always had the view 

the empowerment of women 

needs to start in our local community. 

I think once we can 

master empowering them at this 

level then it will start to branch 

up. I think, through the youth 

council, we have had a lot of 

empowerment for women. Especially 

myself being a woman as 

the chairperson is really exciting. 

What other achievements 

have you had? 

I was recently appointed onto 

the Ministry of Youth Development 

partnership fund. My 

induction is next week. I get 

flown up to Auckland. It is really 

exciting. It will be my first time 

being on a board, not as a youth 

representative – just as a board 

member. That is really exciting. 

I will be advocating for young 

people. 

What are your favourite 

subjects at school? 

Probably accounting, business 

studies and economics are my 

favourite. 

Are there any cool projects 

you are working on at the 

moment? 

We are just starting our first 

business. Last year we did a 

business of selling bacon and egg 

muffins at school, but this year 

we have decided to do something 

with a bigger social impact. 

We are creating a book. We are 

considering partnering with the 

New Zealand Howard League for 

Penal Reform. They advocate for 

prisoners’ rights. We are going 

to be making a book that has got 

stories of ex-prisoners who have 

turned their lives around after 

prison. We want to get rid of that 

social stigma. The organisation 

we are potentially partnering 

with will have all the stories for 

us which is really cool. We had 

a meeting with them a couple 

of weeks ago and they were 

excited to get on board. I think 

its head office is just based in 

Christchurch.

How did you come up with 

this idea? 

We were kind of sitting around 

in a circle and we were thinking 

of something we could do. We 

first started off with an idea of 

a book – originally one with 

stories of people in retirement 

homes but then we thought 

everyone has kind of done that 

anyway. We were trying to do 

something like the Humans of 

New York Facebook page. Then 

our teacher said to us ‘hey, what 

about this?’ And we all just 

clicked onto the idea of stories of 

ex-prisoners and were like ‘awesome 

let’s do that’. 

What are you hoping to do 

when you leave school? 

I want to go to Canterbury 

University next year and do a 

double degree in law and commerce. 

I would like to work as 

a lawyer for youth law. I would 

love to run my own business one 

day. I just haven’t had a really 

good idea yet. 

Is there anything about you 

that others would be surprised 

to learn? 

It would probably be that I 

love speedway, People wouldn’t 

expect that. I worked over the 

season as a ticket-seller at Woodford 

Glen Speedway. 

Why do you like it? 

I don’t know, I just always 

have. I think it is really exciting. 

It is quite fast-paced. I find it 

easier than other sports to keep 

up with the rules and what is 

going on. 

Do you have a favourite 

sports star? 

Definitely New Zealand stockcar 

driver Asher Rees. 

Would you take part in the 

sport yourself? 

I did for a while. I don’t think 

it really fits my lifestyle. We don’t 

really have the room at home 

and mum and dad aren’t into it 

and I wouldn’t really have anyone 

to help me with it. It is more 

of an on-the-side hobby I like to 

go and watch. 

Do you have any other 

hobbies you enjoy? 

Probably just playing sport. 

I played netball for quite a few 

years and I am starting rugby 

this year as well. I have always 

wanted to, but I was always too 

scared too play. I was talking to 

Katelyn who plays rugby. She 

said ‘give it a go’ and I was like 

‘you know what, I will’.

Street names ruffle feathers 


A NEW subdivision featuring 

bird-themed street names has 

taken flight in Rolleston. 

Squawk St, Feather Place, 

Claw Place and Pallid Green are 

some of the quirky bird names 

to feature at the new Falcon’s 

Landing subdivision, located off 

Lincoln-Rolleston Rd. 

The subdivision’s 35 new 

roads and four private right of 

ways names were presented to 

the district council for the final 

rubber-stamp last week. 

But the names were not 

approved without ruffling a 

few feathers around the district 

council table. 

District councillor Jeff Bland 

said: “Do we really want a 

Squawk St.’’ 

Mayor Sam Broughton said the 

names come down to personal 

preference with the developers 

and the “wriggle room” the 

district council thinks it might 

have, doesn’t often exist. 

He said the alternative names 

provided “Migratory” and 

“Territory” weren’t much better. 

The district council’s 

asset manager Murray 

Washington said he has a 

“good laugh” sometimes when 

he sees these names come 

through. 

He said the names can be sent

Mr Broughton told Cr Bland if 

he wanted Squawk St changed he 

needed to give a reason why. 

Cr Bland responded: “Let’s put 

it this way, would you like to live 

in as street called Squawk St? 

Honestly.” 

Mr Broughton said it 

depended on what sort of house 

he was moving into and did 

not think the street name was 

important. 

But Cr Bland retorted: “If they 

can’t do better than that, I am 

surprised they have managed to 

subdivide that large area of land. 

Let’s not let themselves down at 

the last post.” 

Cr Murray Lemon said since 

everyone else was having their 

“two cents worth,” he said 

unless it was going to cause 

danger because it confused 

emergency services or was 

offensive, he didn’t have a 

problem with it. 

“If they want to call it Squawk 

St and try sell some sections on 

it and find it difficult that is their 

business,” he said. 

District councillor Nicole Reid 

also raised her concerns the 

proposed name Barbary St was 

too similar to Bradbury Ave in 

Rolleston. 

The road names were passed 

with Cr Bland and Cr Reid’s vote 

recorded against the decision.

said the display was opened in 

2014 because the Department of 

Internal Affairs asked all history 

groups across the country to 

commemorate 100 years of 

World War 1. 

“It is the fifth, and it will be the 

final one, because the armistice 

was signed in 1918,” she said. 

The display, taking over the 

whole Prebbleton Hall, opened 

on Saturday. 

It had 200 people through 

over the weekend and about 50 

people on Monday, including 

Mayor Sam Broughton. 

It is made up of large 

collections of weapons, 

uniforms, hats, water bottles, 

medical equipment, compasses 

and stories of Prebbleton soldiers 

who served in both World Wars. 

Mrs McAven said even 

whistles blown at Gallipoli 

are on display. She said the 

displays are a lot of work to set 

up and the group is fortunate 

to have collectors around the 

community who trust them to 

display their precious items. 

The display is open from 10am 

until 4pm on Wednesday.

Police and Council focus 

on road safety

Selwyn District Council and Police are concerned about crashes and fatalities on Selwyn’s roads 

and are working together to reduce risk for road users. 

Councillor Nicole Reid, Chair of the Road Safety Committee, says road crashes impose a massive 

and unacceptable burden of death, pain and suffering on Selwyn communities. Research shows 

that every road death affects a huge network of people, not just the victim’s direct family and 

friends, while Victim Support provides assistance to an average of eight people per crash victim. 

“As a district we have been working towards our district vision of ‘zero deaths and serious injuries 

on Selwyn roads’ for some time, and we are serious about working towards that vision,” she says. 

“We support the new Government’s stance on road safety championing Vision Zero which is 

a proven strategy to reduce the number of road deaths and serious injuries and is used in a 

growing number of countries and cities around the world. It aims to change how governments, 

stakeholders and the population approach road safety. A core message is there are no 

‘accidents’, but crashes where the cause is preventable.” 

“The term road toll implies that a cost must be paid to use the roads, but people don’t have to die 

to use the roads and we shouldn’t accept it as an inevitability.” 

The Council’s road safety strategy involves a partnership with NZ Police and other key partners, to 

reduce crashes and improve road safety. This is done through a long-term, coordinated framework 

of safety initiatives aimed at educating road users about risks and consequences associated with 

driving, walking and cycling on the roads, to make better decisions about their behaviour. 

In recent months the Council and other agencies have collaborated on campaigns including 

intersection safety, fatigue, school crossings, drink driving, speed around school buses, and 

motorcycle safety. Activities coming up include a winter driving campaign, and continuing work 

with primary schools around active transport. 

Inspector Peter Cooper says Police are primarily focusing on seatbelts, alcohol, cell phones and 

speed as main risk factors to road safety. 

“A high proportion of crashes are happening at rural intersections,” says Inspector Cooper. With 

over 2000 intersections in the district, Selwyn is one of the highest risk districts for intersection 

crashes in New Zealand. We see both tourists and locals who are familiar with the local roads 

being killed in these crashes. 

“So far in 2018 there has been a significant increase in motorcyclist fatalities, with 16 

motorcyclists killed nationally. 

“We advise road users to treat every intersection with care. Stop means stop. The emotional toll 

on our families, the community and the emergency services attending these crashes, has to stop. 

“Safety on our roads is everyone’s responsibility and must be taken seriously. Saving lives starts 

with each of us and the decisions we make behind the wheel. 

“The majority of fatal and serious crashes are human error. Leave the alcohol alone, put on your 

seatbelt, put down your phone, lift your foot off the accelerator, concentrate at the intersection 

and we can all arrive home safely.” 

Library survey aimed at better services 

Selwyn District Libraries are seeking input from the community to improve their services. 

The 2018 Library Survey will take place from 23 April–5 May and aims to gather feedback about the 

services, resources and programmes offered by the libraries. The main aim of the project is to review 

core and holiday programmes, as well as evaluate customer feedback gathered during the year. 

Current library members as well as non-members are encouraged to participate in the survey to provide 

data for planning and development for future years. 

The survey is designed to take only a few minutes to complete, and asks users a range of questions, 

such as which services and programmes respondents are aware of and have used, as well as where 

improvements could be suggested. 

The online survey can be accessed at the libraries’ website (www.selwynlibraries.co.nz). It is also 

available to be completed at the Rolleston, Leeston, Lincoln or Darfield libraries using in-house iPads. 

Printed copies are also available at the libraries, including the Mobile Library. 

The Selwyn District Libraries undertake a survey every two years. Information is gathered by external 

research company Resona. All survey responses are anonymous and confidential. 

Feedback sought on Draft 

Walking and Cycling Strategy 

Do you support adding more walkways and cycleways to connect 

townships across Selwyn? 

As part of the Long-Term Plan 2018-2028 the Council is seeking 

community views on the Draft Walking and Cycling Strategy and 

Action Plan for Selwyn. 

The Draft Strategy is an update to the current Strategy adopted in 

2009. It aims to improve walk/cycle networks within and between 

townships, and proposes increased funding for annual township 

footpath extensions and for major cycleway projects. 

A total of seven major new cycleways are proposed over the 10- 

year period, including: 

· Doyleston to Leeston 2018/19 $895,000 

· Rolleston to Templeton 2020/21 $418,000 

· Darfield to Kirwee 2022/23 $1,094,000 

· Jones Road 2023/24 $840,000 

· Templeton to Prebbleton 2024/25 $588,000 

· West Melton to Rolleston 2026/27 $908,000 

· Springston to Rolleston 2027/28 $622,000 

The cost of this proposed programme is $5.5 million, with projects 

partly funded by NZTA subsidy, along with rates and development 

contributions. The impact on the rates payable by a $600,000 

property is around $4 per year once the work is complete.

ROADS 

Masefield Drive/Rolleston Drive 

On the roads this week 

Stabilised seal repairs will be occurring on Harts 

Road, Drain Road and Wards Road. Reseals 

will occur on Volkman Road, Drain Road and 

Leeston Taumutu Road. Please stop on request 

at these sites. Culvert works will occur on 

Bulls Road and Intake Road. Drainage works 

will be carried out on Ridge Road. Footpath 

reconstruction will be carried out in Leeston. 

Last week Fulton Hogan were on the southern side of the 

intersection, constructing the second soak pit, pouring the traffic 

signal pole foundations and preparing the new footpath. They 

also trenched along the north east corner by Countdown to install 

a new power cable. This week they’ll continue work in the north 

east corner, removing the existing and preparing the new kerb and 

channel, footpath, retaining wall and constructing the final soak pit. 

Jones Road/Hoskyns Road 

Last week Isaac Construction continued with storm water works, 

which included sumps, basins and soak pits. They also excavated 

for seal widening and prepared the new kerb and channel in the 

north east corner of the intersection. By the end of the week they 

intend to have all of the storm water works complete, all new kerb 

and channel poured and new footpaths completed. They will then 

start the pavement construction works from Monday 30 April, which 

will be completed under road closures, closing a single leg of the 

intersection at a time in order to maintain short length detour routes.

receive meters as part of a district-wide process. 

Installation of water meters at households connected to these supplies will begin on Monday 30 April, 

and is scheduled to be completed by June. 

Around 90% of Council supply households across the district are already on meters. Metering has been 

shown to reduce water consumption as it links water use to charging – so households that use less 

water benefit from lower charges, while those using more pay higher charges. Households with average 

water use will find their total charge remains similar to what they currently pay.

her role as administrator of 

Tennis Canterbury’s seniors’

Autumn is a time for maintenance 

PROLONGING LIFE: It’s now time to dead-head roses and get lawn seed in the soil. 

DAYS ARE becoming shorter, 

temperatures are dropping and 

leaves are beginning to turn, all 

signs autumn is well under way. 

It’s a busy time in the garden 

with plenty of tasks that need 

doing before winter sets in – but 

be sure to take time to stop and 

admire the beautiful colours the 

season brings. 

In the vege patch 

•If you haven’t prepared your 

winter vegetable garden for winter, 

then get it under way. Add in 

plenty of compost to the existing 

soil and blood and bone as a base 

fertiliser. To stop winter veges 

from getting water logged, ensure 

you slightly raise the area you are 

planting in so water can drain 

easily. 

•By planting winter vegetables 

now, they will have enough time 

to become well established before 

the onset of the cold, wet, winter 

weather. You can sow your own 

seeds into seed trays indoors or 

directly into the garden, depending 

on the vegetable. Veges to 

plant in April include broad 

beans, broccoli, cabbage, carrots, 

cauliflower, lettuce (all types), onions, 

peas, radish, spinach, swedes 

and turnips. Always stagger your 

plantings (every two to three 

weeks) so that all of your vegetables 

do not mature at the same 

time and instead provide crops 

throughout the season. If space 

is an issue, many varieties can be 

grown in pots or containers – just 

be sure to use good quality potting 

mix. 

Flower garden 

•Summer displays are almost 

finished, so keep dead-heading 

those blooms you wish to prolong. 

Winter flowering annuals 

brighten up even the dreariest of 

winters. Start planting out now, 

but ensure you prepare the soil 

well beforehand, as per above. 

Winter annuals include alyssum, 

aquilegia, calendulas, cineraria, 

cornflowers, lobelia, nemesia, 

pansy, lupins (South Island) snapdragons, 

status, stock, sweet peas, 

sweet william and violas. 

Bulbs 

•Although main bulb planting 

months are usually February and 

March, it is still possible to plant 

in early April, especially as garden 

centres often have great deals to 

clear stock. Bulbs grow best in 

an open, sunny position in well 

drained, fertile soil. Add compost 

to lighten ‘heavy’ soil if this is an 

issue. Plant bulbs in clusters for 

a more pronounced flowering 

effect. Remember to label where 

you plant your new bulbs so that 

you do not forget and accidentally 

dig them up. 

Roses 

•The autumn display of many 

roses can be quite spectacular 

after the hot dry months of 

summer. If you provide a little 

TLC, some varieties like iceberg 

will continue flowering through 

till July in warmer areas of the 

country. Remove any dead flowers 

and fallen leaves as they will 

no doubt contain black spot and 

rust. Apply compost and a light 

dressing of rose fertiliser around 

your rose bushes to improve the 

organic matter in the soil and 

help suppress weeds which tend 

to almost pop up overnight this 

time of year. 

Lovely lawns 

•April is a safe month for 

sowing a new lawn or renovating/repairing 

an existing one. 

For new lawns, success relies on 

thorough preparation. If bringing 

new topsoil on to your property, 

make sure it is good quality as 

new weeds can be brought in with 

imported topsoil. Ensure you new 

lawn is well drained, considering 

wet winter months. Check you 

have the correct grass variety for 

your site and if you are unsure, 

talk to local experts at your garden 

centre for advice. Sow seed 

evenly and be prepared to oversow 

in a few weeks’ time where 

the germination of the grass seed 

has been patchy. 

•With existing lawns, apply 

fertiliser now and water it thoroughly 

after application. Mow 

regularly to help develop a strong 

thatch.

Winter driving - 

slow down 

Driving a safe, well maintained car is 

always in everyone’s best interest. With 

so much talk about the road death toll 

lately, doing everything you can to avoid 

becoming one of those statistics just seems 

to be common sense, even more so as 

driving conditions are set to deteriorate. 

There are a number of things you should 

do to prepare your car for driving during 

the colder months and inevitable rain, ice, 

and snow. 

Tyres are always important, and should 

have adequate tread. The minimum legal 

tread-depth is 1.5mm, but the deeper 

the tread the better the grip and the safer 

driving will be. Most tyres now have treaddepth 

indicators moulded into the tread, 

which makes it easy to recognise when 

tread is at the minimum. Make sure the 

tyre pressure is correct. Check your car’s 

manual, or consult an expert. Don’t forget 

about the spare. 

If your battery is not up to scratch, you 

won’t be going anywhere. Make sure the 

terminals and cables are free of corrosion. 

Battery checks are fairly simple at most 

service providers. It can be beneficial to 

carry jumper cables, but be aware that 

you may not be able to use them on many 

newer cars.

Windscreen wipers are important when 

it’s raining or snowing. They should clear 

the screen, not just smear water around, in 

which case the blades should be replaced.

covers. 

There are many different anti-freeze 

options, and it pays to make sure the fluid 

mixture in the radiator is correct and the 

level is topped up. 

If your car has not had one in a while, a 

full service is advisable. A WOF checks a 

car’s roadworthiness, but it may not reveal 

the wear on many parts that a full service 

will. Even minor defects can be aggravated 

by winter conditions. It’s annoying to break 

down at the best of times; breaking down in 

the pouring rain, or in snow, is doubly so. 

If you are travelling long distances this 

winter, it is advisable to carry an emergency 

kit. Basic first aid products, extra blankets, 

a torch and spare batteries, bottled water 

and some non-perishable food items, a 

waterproof jacket and warm hat, and a 

knife or multi-tool. If you are stuck or lost 

in bad weather, it is not an exaggeration to 

say this kit could save your life. 

Remember to drive to the conditions. 

In winter weather, increase following 

distances, brake earlier, and, especially 

around corners, slow down.

REAA - Understanding real estate jargon 

Every industry is full of jargon and 

buzzwords that make no sense to anyone 

who’s not part of the club. Real estate is no 

different, which means it can be hard to get 

up to speed. Here’s a handy guide to some 

of the most common terms you’ll come 

across when buying or selling property. 

Agency agreement: If you are using 

a licensed real estate agent to sell your 

property, you’ll need to sign one of these 

agreements - it sets out what the agent will 

do and what they will be paid. Remember 

you can negotiate the conditions, such as 

who pays for marketing and how much 

the commission is. Make sure you get 

legal advice before you sign, because it’s a 

binding document. 

BEO or BBO: This stands for ‘Buyer 

Enquiry Over’ or ‘Buyer Budget Over’, 

which means that price listed on the 

advertisement indicates the minimum that 

the seller will accept. The seller actually 

needs to give serious consideration to any 

offer over the BEO, so this figure needs to 

be selected carefully. 

Deadline Sale or Deadline Private 

Treaty: In this kind of sale, a property 

is marketed for a set period (with an 

advertised end date). The seller can choose 

to accept an offer at any stage during the 

listing period though it may be stated 

in the advertising that ‘no offer will be 

accepted prior’. Check the fine print. 

LIM: This stands for Land Information 

Memorandum, which contains everything 

that the local council knows about the 

property, such as any issues with drainage 

and plumbing, erosion or permits. It will 

help you identify if any additions haven’t 

got the right consent. A LIM will also 

record any unpaid rates. 

Sale and purchase agreement: This 

is a legally binding contract between 

the buyer and seller for the purchase/ 

sale of a property. It provides certainty 

to both parties and it sets out in writing 

all the agreed terms and conditions. It’s 

essential to get legal advice before you 

sign an agreement – and that you read and 

understand what it means. 

Settlement: This is the end goal in a 

property transaction, when the sale and 

purchase is completed by the exchange of 

property and payment. Settlement occurs 

when the seller receives the money for the 

sale – the buyer will not receive the keys 

until this happens. 

RV: This stands for ‘Rateable Value’ – this 

is a value used to calculate local body rates. 

It should not be assumed to be a market 

value for a property when it is for sale as 

the rating valuation may be a number of 

years old. It is also not responsive to local 

market fluctuations and may not reflect 

any recent renovations to a property. This 

was formerly known as ‘Government 

Value’, or GV. 

Tender: If a property is for sale by 

tender, prospective buyers must submit 

confidential written offers by a set date. 

Usually there is no minimum price, but 

properties are often listed with a BEO or 

BBO price. The seller can then choose the 

offer that is most acceptable to them, based 

on the price and any attached conditions. 

The most attractive tender is likely to be 

one that combines a good price with few 

conditions. Sellers are allowed to negotiate 

with any one or more of the tenderers 

received after tenders close.

It is arguably the most used area in the 

house. Often, it is the first thing you see 

when you enter your own house, a friend’s 

house, or a show home. In recent years, 

it has become the hub of most homes for 

both family and guests. And let’s face it, it 

is the repository of that most important of 

commodities – food. Of course the kitchen 

is a popular place. 

There is an adage that claims kitchens 

sell houses. For many people, compromise 

on bedroom size, house layout, bathroom 

design, or even the orientation of the 

lounge may be acceptable. Kitchens,, when 

buying a new home however, can be a deal 

breaker. When building, the kitchen is a key 

consideration in the design. 

If you are selling, replacing the kitchen, or 

at least giving it a serious facelift is a proven 

way to increase the value of the house. 

Open plan living is not a new concept. In 

the modern era, however, architects such 

as Frank Lloyd Wright and Le Corbusier 

pioneered many facets of what is now 

considered open plan, often using the 

kitchen as the centralised space from which 

a host could operate more intimately in 

relation to the rest of the home, rather than 

being secluded in a small room at the back 

of the house. 

These days, the return to open plan living 

is complete, and the kitchen is still key. As 

such, trends come and go regularly and 

have become more personalised. White, 

glossy finishes with splashes of colour are 

still very popular, but a move towards raw, 

organic materials such as stone and timber, 

or metallic finishes is appearing. Mid tones 

and earthy colours are now common. Black 

is the new black, but bright accents are still 

de rigueur. 

Kitchens need to be functional, which is 

a matter of personal choice. What works for 

you? Appliances that make life easier are 

easily integrated into kitchen spaces. Open 

shelving, where everything is on hand, or 

clutter hidden away in walk-in pantries? 

Islands are ideal preparation surfaces and 

gathering points. Bar stools make them 

convenient places to sit with a coffee or 

for children to do homework. Islands 

are almost universal in modern kitchen 

designs. 

A lot of consideration and effort now 

goes into those designs. The importance of 

the social kitchen as the heart of the home 

cannot be over-estimated. Often, the design 

and functionality of the kitchen is the major 

point of difference in homes being built and 

sold. 

Show homes are great ways for designers 

and builders to showcase innovative 

kitchens, and a fantastic opportunity for 

buyers to see what they like, or don’t, and 

to put together ideas for their ideal kitchen. 

There are many show homes in Selwyn, 

including those at Faringdon in Rolleston 

as well as Te Whariki and Flemington in 

Lincoln, and in many other subdivisions 

and streets in the main centres. 

If you are selling, replacing the

Key reasons 

to buy new 

Buying new has many advantages. No one has 

yet lived in your brand new home and it has that 

new home smell and feel. 

That doesn’t appeal to the villa crowd. 

But many people dream of a home in a 

new suburb. 

There are many other advantages -- such 

as being able to customise the home before 

it’s built. Buyers love it that their build 

guarantee covers most things and there’s 

little maintenance to do for the first 10 

years. 

There are a long list of reasons some 

people dream of buying new. 

They include: 

• Current Building Code requirements 

specify a higher standard of insulation 

and glazing than you can expect in an 

older home, which makes your new home 

warmer in winter and cooler in summer, 

meaning cheaper to run. In addition there 

has been a vast improvement in the quality 

and technology of construction materials 

over the last decade. 

• New homes are designed for modern 

lifestyles with walk-in wardrobes, double 

or triple car garaging, en suites and heat 

pumps. 

• Internal access garaging. 

• Indoor-outdoor flow. Home builders 

before the 1970s rarely thought about this. 

• Automatic pool covers and electric 

curtains are included in a lot of new 

homes, he says. 

• In a new subdivision you’re not going 

to have five cross-leased small homes next 

door to your architecturally designed fivebedroom 

dream home, he says. 

• New purpose-built shopping and 

service centres cater for the modern life. 

• New schools can be popular. New 

schools are being designed with “Modern 

Learning Environments”, which are 

considered better layouts for 21st-century 

learning. 

Another important factor is it’s easier 

to get a mortgage. New Reserve Bank of 

New Zealand loan to value (LVR) ratio 

restrictions from October 1 don’t relate 

to new homes. Likewise the KiwiSaver 

HomeStart grant is doubled for first time 

buyers. 

When it comes to new apartment 

buildings they’re built to a higher standard 

of earthquake/fire proofing and, hopefully, 

are no longer leaky. 

There are, of course, disadvantages to 

buying new. Not everyone wants to wait 

six or 12 months to move into their home. 

Other downsides include: 

• Borrowing to cover the progress 

payments is more complex than taking out 

a mortgage on an existing property. 

• Builders and developers can go broke, 

leaving the buyer in an awkward position. 

• With some new homes the buyer 

effectively needs to become a project 

manager. 

• You have to deal with council for 

building and sometimes resource consent. 

• The location may be further from the 

centre than you wanted. 

• If it’s infill housing you might have a 

cross lease situation that some people find 

tricky. 

• There are often teething problems with 

a new build. 

• You won’t get a quaint tree-lined street. 

• Your section will most likely be smaller 

than that of an existing home. 

• Fences, paths and landscaping might 

need to be added at a cost.
