colour digital print graphic panels,
three attractive working scale models
of national test facilities, three elegant
PME Division is associated with the
management of all NAL’s in-house
and sponsored projects. Its other
responsibilities include preparation
of plan documents, annual budget
and related interactions, prioritization
and allocation of grants and
expenditure monitoring. PMED is
also actively involved in interactions
with sponsors to identify their needs
and generate project proposals to
help the utilization of NAL’s
competencies by them. To facilitate
this activity, PMED has established
strong linkages with the relevant
groups associated with all major
national aerospace programmes and
other aerospace agencies like ADA,
DRDO, ISRO, IA�, DGCA and airline
operators. Depending upon the
requirements of these programmes,
the technology/knowledge base
available in NAL is also to be
upgraded in a planned manner to
meet specific future requirements.
To encourage innovativeness, NAL
has a system of initiating projects
based on proposals received from
scientists. When successful, these
projects will give valuable inputs to
future technology development. In
this connection PMED has been
successfully interfacing with many
scientific groups to generate
appropriate project proposals and
getting them approved. As part of
the ISO procedures, PMED is actively
involved in the review of all projects
(in-house and external) with a view to
monitoring their progress.
EXTERNAL PROJECTS AND
EXTERNAL CASH �LOW
CSIR has identified certain parameters
to judge the performance of its
constituent laboratories. Of these,
colour transparency turn tables and
three actual wind tunnel test model
specimens. As usual the Museum
attracted visitors throughout the year
(�ig. 19).
the external cash flow is perhaps the
most important. This represents the
cash in-flow to CSIR institutions from
external agencies. It also serves as
an indicator of the usefulness of the
CSIR knowledgebase to the country
in general and user organisations in
particular. In NAL, every year specific
targets for EC� are set and PMED
evolves a strategy to meet these
targets. NAL has been the top most
EC� generator among CSIR
laboratory ever since this concept
was introduced. PMED interacts with
different sponsoring agencies at the
proposal, negotiation, fine tuning and
approval stages of projects and acts
as the focal point for EC� generation.
This year, NAL once again topped
CSIR laboratories with an EC�
generation of Rs. 28.59 crores. To
facilitate these sponsored projects and
co-working with other institutions,
PMED works out appropriate
contracting arrangements keeping in
mind the constraints faced by both
the partners. �urther, PMED also
continuously interacts with the
sponsoring agency during the project
implementation phase and ensures
the flow of management information
desired by the sponsors.
In recognition of its continued excellent
performance in EC� generation, NAL
was awarded the CSIR Technology
Prize-2002 for business development
and technology marketing.
MODERNISATION/ AUGMENTA-
TION PROGRAMME
A programme to modernise NAL’s
facilities had been approved earlier
by the Standing �inance Committee
and this programme was successfully
completed during the year. A large
