messages. The Museum houses 70<br />

colour digital print graphic panels,<br />

three attractive working scale models<br />

of national test facilities, three elegant<br />

PME Division is associated with the<br />

<strong>management</strong> of all NAL’s in-house<br />

<strong>and</strong> sponsored projects. Its other<br />

responsibilities include preparation<br />

of plan documents, annual budget<br />

<strong>and</strong> related interactions, prioritization<br />

<strong>and</strong> allocation of grants <strong>and</strong><br />

expenditure monitoring. PMED is<br />

also actively involved in interactions<br />

with sponsors to identify their needs<br />

<strong>and</strong> generate project proposals to<br />

help the utilization of NAL’s<br />

competencies by them. To facilitate<br />

this activity, PMED has established<br />

strong linkages with the relevant<br />

groups associated with all major<br />

national aerospace programmes <strong>and</strong><br />

other aerospace agencies like ADA,<br />

DRDO, ISRO, IA�, DGCA <strong>and</strong> airline<br />

operators. Depending upon the<br />

requirements of these programmes,<br />

the technology/knowledge base<br />

available in NAL is also to be<br />

upgraded in a planned manner to<br />

meet specific future requirements.<br />

To encourage innovativeness, NAL<br />

has a system of initiating projects<br />

based on proposals received from<br />

scientists. When successful, these<br />

projects will give valuable inputs to<br />

future technology development. In<br />

this connection PMED has been<br />

successfully interfacing with many<br />

scientific groups to generate<br />

appropriate project proposals <strong>and</strong><br />

getting them approved. As part of<br />

the ISO procedures, PMED is actively<br />

involved in the review of all projects<br />

(in-house <strong>and</strong> external) with a view to<br />

monitoring their progress.<br />

EXTERNAL PROJECTS AND<br />

EXTERNAL CASH �LOW<br />

CSIR has identified certain parameters<br />

to judge the performance of its<br />

constituent laboratories. Of these,<br />

colour transparency turn tables <strong>and</strong><br />

three actual wind tunnel test model<br />

specimens. As usual the Museum<br />

attracted visitors throughout the year<br />

(�ig. 19).<br />

the external cash flow is perhaps the<br />

most important. This represents the<br />

cash in-flow to CSIR institutions from<br />

external agencies. It also serves as<br />

an indicator of the usefulness of the<br />

CSIR knowledgebase to the country<br />

in general <strong>and</strong> user organisations in<br />

particular. In NAL, every year specific<br />

targets for EC� are set <strong>and</strong> PMED<br />

evolves a strategy to meet these<br />

targets. NAL has been the top most<br />

EC� generator among CSIR<br />

laboratory ever since this concept<br />

was introduced. PMED interacts with<br />

different sponsoring agencies at the<br />

proposal, negotiation, fine tuning <strong>and</strong><br />

approval stages of projects <strong>and</strong> acts<br />

as the focal point for EC� generation.<br />

This year, NAL once again topped<br />

CSIR laboratories with an EC�<br />

generation of Rs. 28.59 crores. To<br />

facilitate these sponsored projects <strong>and</strong><br />

co-working with other institutions,<br />

PMED works out appropriate<br />

contracting arrangements keeping in<br />

mind the constraints faced by both<br />

the partners. �urther, PMED also<br />

continuously interacts with the<br />

sponsoring agency during the project<br />

implementation phase <strong>and</strong> ensures<br />

the flow of <strong>management</strong> information<br />

desired by the sponsors.<br />

In recognition of its continued excellent<br />

performance in EC� generation, NAL<br />

was awarded the CSIR Technology<br />

Prize-2002 for business development<br />

<strong>and</strong> technology marketing.<br />

MODERNISATION/ AUGMENTA-<br />

TION PROGRAMME<br />

A programme to modernise NAL’s<br />

facilities had been approved earlier<br />

by the St<strong>and</strong>ing �inance Committee<br />

<strong>and</strong> this programme was successfully<br />

completed during the year. A large<br />
