ESKOM has rejected Enoch<br />
Mgijima Local Municipality's<br />
(EMLM) payment plan to settle<br />
millions of rands in debt for<br />
the bulk electricity supply to the area.<br />
<strong>The</strong> local authority’s plans did not<br />
meet the requirements set out by the<br />
power utility.<br />
<strong>The</strong> <strong>Rep</strong> reported (“EMLM strikes deal<br />
to avoid power cuts”, <strong>April</strong> 6) that the<br />
local authority had signed a payment<br />
plan with Eskom to prevent the power<br />
utility from implementing power outages<br />
which had been scheduled for <strong>April</strong> 3<br />
due to an unpaid debt of R44-million.<br />
EMLM submitted the payment plan to<br />
Eskom on Monday but it was rejected.<br />
Eskom spokesman Zama Mpondwana<br />
said the power utility did not consider<br />
the plan by EMLM as acceptable in<br />
addressing the arrears and the overall<br />
debt.<br />

“Eskom will continue with the planned<br />
interruptions of electricity supply for the<br />
municipality. <strong>The</strong> power cuts are<br />
scheduled for May 3 and will be<br />
suspended only if Eskom and the<br />
municipality reach an agreement on the<br />
plan to settle the debt.”<br />
In an interview with <strong>The</strong> <strong>Rep</strong><br />
yesterday, EMLM mayor Sisisi Tolashe<br />
confirmed that the plan had been<br />
rejected.<br />
“Last month we had a meeting with<br />
Eskom where we had serious<br />
discussions and we agreed that we<br />
would be making monthly payments. We<br />
made a R12-million payment and in that<br />
meeting we were told to pay an<br />
additional R4-million which was done.<br />
“Yesterday we received a letter<br />
informing us that our plan was rejected<br />
and that the power interruptions will<br />
continue as scheduled. <strong>The</strong> mayoral<br />
committee will have meetings to discuss<br />
the way forward which will be<br />
communicated to Eskom.”<br />

<strong>The</strong> <strong>Rep</strong> has learnt that the<br />
municipality failed to make payments to<br />
Eskom in March which had resulted in<br />
an additional accumulated arrears and<br />
that the R16-million did thus not make a<br />
difference to the debt.<br />
On Wednesday, representatives from<br />
EMLM including Tolashe, the Chris Hani<br />
District Municipality, the national<br />
Department of Water and Sanitation, the<br />
Department of Cooperative Governance<br />
and Traditional Affairs (Cogta),<br />
Border-Kei Chamber of Business (BKCB)<br />
and the office of the premier had a<br />
meeting to discuss the issue of<br />
of the road opposite the<br />
King David Hotel in<br />
Quigney on Wednesday.<br />
Ndika had been in<br />
the city to attend a<br />
four-day strategic<br />
planning session<br />
meeting at the hotel.<br />

THE Chris Hani District<br />
Municipality has planned a<br />
series of events this month to<br />
honour the late apartheid<br />
struggle stalwart Chris Hani.<br />
<strong>April</strong> has been dubbed “Chris<br />
Hani month” as the late South<br />
African Communist Party general<br />
secretary and Mkhonto Wesizwe<br />
commander was killed on <strong>April</strong> 10,<br />
1993.<br />
This month’s events will have the<br />
theme “Defining the legacy of Chris<br />
Hani in action” and will include the<br />
annual Chris Hani Freedom<br />
Marathon and a memorial lecture.<br />
CHDM mayor Kholiswa Vimbayo<br />
said the scheduled events were<br />
pertinent to community projects<br />
which were aligned with the slain<br />
anti-apartheid activist who had<br />
fought for the people of this<br />
country to enjoy such privileges.<br />
“Every year we dedicate a<br />
portion of funds to service delivery<br />
projects and memorial lectures to<br />
conscientise people about the<br />
fallen struggle heroes,” V i m b ay o<br />
said.<br />
“We will showcase multi-millionrand<br />
projects, launch and hand<br />
over agricultural equipment to<br />
enhance crop production and also<br />
hand over agricultural equipment<br />
at the Qamata Irrigation Scheme.<br />
“We encourage people to<br />
participate in the popular Chris<br />
Hani Freedom Marathon which<br />
traces the footsteps Hani travelled<br />
to and from school and church.”<br />
<strong>The</strong> service delivery projects<br />
were preceded by the Mitrock<br />
Production Co-operative in Mitford<br />
village, where pomegranates were<br />
harvested last month for sale to<br />
markets for the first time.<br />
Last Friday, the district<br />
municipality handed over a new<br />
tractor and agricultural equipment,<br />
and a taxi rank in Ngcobo, before<br />
ending with the Albertina Sisulu<br />
memorial lecture.<br />

Getting SA on track for sovereign investment<br />

SOUTH Africa needs to improve its<br />
economic growth, which is currently under<br />
2% and below par compared with the 5%<br />
needed to secure private and foreign<br />
investment in the country.<br />
This was shared by the national<br />
Department of Treasury microeconomic<br />
policy chief director Dr Duncan Pieters<br />
during the Chris Hani Black Management<br />
Forum (BMF) executive debate on how to<br />
get South Africa back to sovereign<br />
investment at the Chris Hani Cooperative<br />
Development Centre last Thursday.<br />
Pieters indicated the economy had been<br />
characterised by low business confidence<br />
and the country’s inability to secure private<br />
investment contracts.<br />
“<strong>The</strong> potential economic growth has been<br />
stuck below 2% since <strong>20</strong>14 and<br />
unemployment has been rising because of<br />
this. As it stands, economic growth is on<br />
1.3% which is short of the 5% that is needed<br />
to increase our business confidence as a<br />
country which is quite attractive to potential<br />
investors. Our political affairs play a key<br />
role in attracting or driving away investors<br />
and various political events in the past year<br />

“We confiscated the<br />
weapons in Bede, Bhongweni,<br />
Matyotyombeni and other<br />

suspect who had<br />
allegedly stolen iron.<br />
<strong>The</strong> suspect was<br />
released after the<br />
owner declined to open<br />
a criminal case,<br />

the Black Economic Empowerment (BEE)<br />
policy needed to be reviewed because black<br />
entrepreneurs relied on government tenders<br />
which were based on political affiliation.<br />
“BEE put black business people on the<br />
gravy train because tenders worth millions<br />
would be awarded to them and they would<br />
work with white business owners who<br />
would do all the work. Black people need to<br />
start doing what their businesses claim to<br />
offer, so they refrain from relying on other<br />
businesses to help them execute the work.”<br />

THE Enoch Mgijima Local Municipality<br />
(EMLM) is set to “r e zo n e ” the properties of<br />
people sub-letting their homes to foreign<br />
nationals for business purposes with the<br />
affected municipal accounts to reflect that of an<br />
operating business from June 1.<br />
This was announced by ANC ward councillor<br />
Mncedisi Mbengo last Thursday during a<br />
community meeting at the Mzi Skweyiya Hall in<br />
Mlungisi.<br />
<strong>The</strong> meeting was held for community<br />
members to express their grievances regarding<br />
service delivery matters and to come up with<br />
ways to assist the municipality in addressing<br />
related challenges.<br />
Addressing members of the community,<br />
Mbengo said the municipality was faced with<br />
the problem of people and businesses stealing<br />
municipal electricity, which had a negative<br />
impact on the local authority and which was<br />
causing an increase in the already heightened<br />
Eskom debt.<br />
“This is a serious issue that is also delaying<br />
service delivery because municipal money has<br />
to be focused on paying the Eskom debt.<br />
“<strong>The</strong>re are many households in the township<br />
which steal electricity and I urge them to come<br />
forward before June 1 to make an arrangement<br />
with the municipality on how they can pay back<br />
what they owe.<br />
“If there are people who cannot pay due to<br />
unemployment or poverty, the municipality has<br />
grants for such people – they just need to come<br />
forward and stop electricity theft.”<br />
Mbengo also indicated that people sub-letting<br />
to foreign nationals to operate businesses on<br />
their domestic properties would have their<br />
homes rezoned by June 1 and would be charged<br />
business rates for services by the municipality.<br />
He said it had been found that it was often<br />
the case that businesses being run from homes<br />
were guilty of stealing electricity and that<br />
transgressors would have to pay.<br />
He said the owners of such houses were<br />
making money and could thus afford to pay for<br />
ser vices.<br />
EMLM mayor Sisisi Tolashe was expected to<br />
attended the meeting where she would address<br />
some of the matters raised by community<br />
members.<br />
During the meeting, Mbengo announced that<br />
Tolashe would not be able to attend due to a<br />
mayoral committee meeting, which prompted a<br />
walkout by a group of residents in protest<br />
against the mayor’s absence.<br />
Community member Lusanda Mahashe said<br />
the municipality did not take them seriously by<br />
not attending the meeting and that people had<br />
attended because they were promised that<br />
Tolashe would be there.<br />
“It is sad that the mayor, who is originally<br />
from this township, will fail to come and listen<br />
to the people. We are not being taken seriously.<br />
<strong>The</strong> electricity theft issue is major, but since we<br />
are being ignored, we will also ignore the June 1<br />
threat until someone comes to listen to us.<br />
“Some of us pay for services we do not even<br />
get. I do not blame the people for stealing<br />
electricity. We will not ask the municipality to<br />
come and listen to our grievances again, we will<br />
do as we see fit and continue with our way of<br />
l i fe .”<br />

Msindwana said the local authority’s council<br />
had a revenue enhancement policy which<br />
stipulated that consumers who stole electricity<br />
or made illegal connections would be<br />
disconnected and their electricity boards taken<br />
away until such time the perpetrator paid the<br />
stipulated fine for reconnection.<br />
“We encourage communities to consult their<br />
respective ward councillors for assistance with<br />
their accounts and also to enquire whether they<br />
qualify to be registered in the municipality's<br />
indigent database. We also urge residents to<br />
refrain from illegally connecting electricity and<br />
come forward with the names of those who are<br />
stealing power.”<br />
Msindwana said customers could visit the<br />
municipal offices in Owen Street in Komani, and<br />
also the offices in Whittlesea, Tarkastad,<br />
Hofmeyr, Molteno and Sterkstroom to check<br />
their account status and to make the necessary<br />
arrangements.

Relief Agency (Adra)<br />
programme in Emadakeni<br />

Adra is a global<br />
humanitarian agency headed<br />
by the Seventh Day Adventist<br />
Church in different countries.<br />
Whittlesea director Mcebisi<br />
Ndama said, “Through an<br />
international network, Adra<br />
delivers relief and<br />
development assistance to<br />
individuals in more than 130<br />
countries regardless of their<br />
ethnicity, political affiliation or<br />
religious association. <strong>The</strong><br />
agency developed and<br />
implemented anti-poverty<br />
projects in collaboration with<br />
community organisations.”<br />
Ndama said the local church<br />
had registered the non-profit<br />
organisation with the intention<br />
of implementing the<br />
programmes at a local level.<br />
“<strong>The</strong> organisation will work<br />
together with the head office<br />
in Bloemfontein. <strong>The</strong><br />
programme will address<br />
challenges experienced by the<br />
community members of the<br />
area. <strong>The</strong> people of the area<br />
can not differentiate whether<br />
they are in the old government<br />
system or the new one due to<br />
their poor living conditions.”<br />
<strong>The</strong> project would bring aid<br />
to the community by<br />
implementing various projects<br />
such as vegetable gardens,<br />
providing food baskets for<br />
needy families and offering<br />
seminars on financial<br />
management and small<br />
business development.<br />
Ndama said other initiatives<br />
of the programme would<br />
include providing warm<br />
clothing and blankets along<br />
with winter essentials, sanitary<br />
pads for schoolgirls and<br />
running disaster relief<br />
seminars.<br />
<strong>The</strong> spiritual leaders also<br />
offered counselling support to<br />
assist those who were<br />
suffering, he said.<br />
A disabled member of the<br />
community, Zolile Tyamza, said<br />
he was happy the garden<br />
project had been started.<br />
“Our homes have big yards<br />
which we can use for<br />
gardening. We have never<br />
received any assistance before<br />
to produce our own<br />
vegetables. I am happy that<br />
now we are going to do<br />
something.”<br />
Emadakeni community<br />
leader Aisha Yusuf said,<br />
“Many residents were<br />
unemployed with no hope for<br />
any changes in the future.<br />
Young people have no<br />
direction. <strong>The</strong>y drink and the<br />
young women fall pregnant.<br />
As a result we have a number<br />
of children who grow up in<br />
abject poverty. We will work<br />
with Adra to improve their<br />

School rugby and netball teams<br />

netball team won 7-5. <strong>The</strong> 2nd<br />
netball team lost 10-6 and the 1st<br />
team won 39-28. <strong>The</strong> U15 rugby<br />
team won 43-5 and the 1st team<br />
lost 15-14.<br />

ran/swam/surfed/splashed/waded but they<br />

On Saturday <strong>April</strong> 14, 218 people b r av e d<br />
the elements for Event #181, definitely Stutt<br />
parkrun’s wettest, muddiest parkrun ever,<br />
and helped the event to achieve the<br />
challenge issued by the GP and WC tourists<br />
that #Recordmustfall.<br />
Many took up the run director’s<br />
suggestion of doing it barefoot and<br />
thoroughly enjoyed the childhood fun of<br />
muddy feet.<br />
Thank you to every person who took up<br />
the challenge.<br />
Congratulations to Stan Dugmore on his<br />
50th parkrun, Albie Bosch who did his 50th<br />
parkrun and 50th different event (only the<br />
fourth in South Africa to have achieved<br />
this), Lyn Easom and Dean van Zyl who<br />
each completed their <strong>20</strong>0th parkrun and<br />
Peter and Priscilla Dengler on their 100th<br />
parkruns. Siya Wapi (Stutterheim) and<br />
Mthokozisi Mogaga (from Komani)<br />
completed their 10th parkruns to earn their<br />
Junior Club 10 certificates. Among the<br />
tourists, Louis Janse van Rensberg<br />
completed his 75th different parkrun event.<br />
<strong>The</strong>re were a number of East London<br />
visitors who have already earned their<br />
Green 250 milestone T-shirts, among them<br />
Eastern Cape parkrun director Bob Norris.<br />
Among those who participated there<br />
were 59 first-timers, with 32 athletes<br />
recording new personal best times (despite<br />
the tough conditions) and there were 32<br />
volunteers.<br />
Stutterheim parkrun started on<br />
November 1 <strong>20</strong>14. Since then, 1312<br />
participants have completed 8938 parkruns<br />
covering a total distance of 44690km,<br />
including 1349 new personal bests.<br />
Stutterheim parkrun had the<br />
longest-standing inaugural attendance<br />
record out of the 138 events in South Africa.<br />
<strong>The</strong> “main brains” behind the<br />
#Recordmustfall event on Saturday were<br />
Chris Reeler from Johannesburg and his<br />
friend Trevor Doyle from Somerset West.<br />
As far back as January they contacted<br />
Stutterheim parkrun’s event director Linda<br />
Lanz as they were both keen to see the rare<br />
Cape parrots that inhabit the Kologha<br />
Forest and do the Stutterheim parkrun.<br />
Chris has a group of Gauteng parkrun<br />
tourists he travels with and it was then<br />
decided they would try to gather as many<br />
GP and WC tourists to join them this<br />
weekend and they sent out the challenge to<br />
other parkrunners to see if it would be<br />
possible to break the inaugural record. A<br />
number of 163 athletes were needed for this<br />
to be accomplished as the attendance at<br />
the inaugural event, which was held in<br />
pouring rain, was 162.<br />
In the end, there were four tourists from<br />
Cape Town, 10 from Johannesburg, locals<br />
and athletes from Sunrise-on-Sea, Three<br />
Silos, Kidd’s Beach, King William’s Town<br />
and Komani parkruns.<br />
Stutterheim has had almost 600mm of<br />
rain since mid-January leaving the golf<br />
course and parkrun route muddy, and there<br />
was a massive thunderstorm on Friday<br />
which dumped another 60mm on the<br />
already waterlogged course.<br />
Donovan Holmes, who had brought his<br />
Queen’s College cross-country team to do<br />
the parkrun last month, had issued a<br />
challenge to other schools to do the<br />
#Recordmustfall event.<br />
Initially it looked as if Queen’s was going<br />
to be the only school, but then it was<br />
pointed out that there were also children<br />
from Stutterheim High School and seconds<br />
before the start, a busload of Port Rex boys<br />
arrived. <strong>The</strong> top-14 places went to runners<br />
from Queen’s and Port Rex with local runner,<br />
Joe Mpunzima, who is regularly the first<br />
finisher and Cape Town tourist EJ Lanz being<br />
the only over-18 runners in the top <strong>20</strong>.<br />
Jackie Maggs from Johannesburg was<br />
handed the position token #163 and it was<br />
clear #RecordHADfallen. Eventually the<br />
official tailwalker, Brenda Wright from<br />
Johannesburg, crossed the finish line in a<br />
time of 1 hour 7 minutes, making a total of<br />
218.<br />
After lunch at the club, some of the<br />
visitors were delighted to see a flock of<br />
Cape parrots close up in a pecan nut tree,<br />
those who did not have to catch flights<br />
were taken to the Kologha Forest for a walk<br />
along the boardwalk.<br />
Forewarning that due to the Round Table<br />
103 annual bike ride on <strong>April</strong> 21, there will<br />
again be a slight route change to the last<br />
kilomet re of the parkrun route for safet y.<br />

challenges within each<br />
one. She is passionate<br />
about her research and<br />
her dream is to<br />
establish a route similar<br />
to Nottingham Road<br />

Man’s death sparks safety fears in Lesseyton<br />

THE death of a 22-year-old man in<br />
Lesseyton village near Komani has led to<br />
pupils from Zola, the new part of the<br />
village, being escorted to school in<br />
Vrijini, the old area, by police.<br />
Sive Tabata was stabbed to death on<br />
Sunday morning, allegedly after a<br />
squabble over a cigarette at a local<br />
t av e r n .<br />
Ta b at a ’s distraught grandmother,<br />
Nontsindiso Tabata, said she heard a<br />
frantic knock in the early hours of Sunday<br />
morning from the tavern owner who<br />
came to inform her about the death of<br />
her grandson.<br />
“He said he did everything to save his<br />
life, but nothing helped. He died on<br />
arrival at Frontier Hospital. We have been<br />
told he was stabbed by a man from Zola<br />
who he previously had a grudge with.”<br />
Nonstindiso indicated that the<br />
27-year-old accused was allegedly<br />
stabbed by Tabata last year, but she<br />
thought the two were over their<br />
differences because they played soccer<br />
t o g e t h e r.<br />
Police provincial spokesman Captain<br />
Khaya Tonjeni confirmed a case of<br />
murder was opened on Sunday and a<br />
suspect was arrested.<br />
<strong>The</strong> suspect appeared before the<br />
Komani Magistrate’s Court on Tuesday.<br />
<strong>The</strong> suspect’s mother said this week<br />
that a group of men from Vrijini went to<br />
her home on Sunday morning demanding<br />
to speak to her son and threatened to<br />
break the door down if she did not open<br />
it.<br />
“I told them I did not know where he<br />
was. <strong>The</strong>y beat up my husband and a<br />
neighbour who was trying to help, saying<br />
they had hidden him. Hours later, my son<br />
arrived home and told me what had<br />
happened. He handed himself over to the<br />
police.”<br />
Ward committee member Amanda<br />
Botya said she had been informed that<br />
pupils from Zola were being escorted by<br />
police to and from school until the<br />
unease in the village had died down.<br />
“This place has become violent. This is<br />
the second death this year. We will speak<br />
to the police so that they patrol the<br />
village, especially on weekends. <strong>The</strong><br />
tavern where Tabata was stabbed is<br />
notorious for deaths and the ward<br />
committee has scheduled a meeting with<br />
the owner to discuss the matter.”

Rex Primary School at New Rest<br />
on Thursday last week with DA<br />
councillors, the SGB and the<br />
principal present at the<br />
unveiling.<br />
BHB representative Morne<br />
van Staden attended the<br />
unveiling with Morne Tharratt,<br />
who was the contractor used to<br />
build the stand for the water<br />
tank.<br />
Van Staden said: “When the<br />
Business installs water tank at a school in New Rest<br />
company asked who we could<br />
donate the tanks to, we listed a<br />
couple of schools including<br />
Louis Rex and a special needs<br />
school in Whittlesea and we<br />
will help other schools as well.<br />
“<strong>The</strong>re will always be other<br />
schools that will need tanks,<br />
plumbing or roofing that we<br />
can help with.<br />
“We have targeted schools as<br />
this is where the young people<br />
are active. <strong>The</strong>y can study in a<br />
much better environment, they<br />
will know there are people who<br />
care for them and they will take<br />
care of others as well when<br />
they grow up.”<br />
He said Buco had also<br />
recently renovated a senior<br />
citizens’ home in the area and<br />
was waiting for Popcru to<br />
finalise a fencing project which<br />
BHB would be donating to a<br />
primary school in Komani.<br />

was no water in the municipal<br />
s y st e m .<br />
DA councillor Chris de Wet<br />
said they were grateful for what<br />
BHB had done for the school<br />
and encouraged more<br />
businesses to come on board in<br />
helping their local<br />
communities.<br />
De Wet said: “Water is going<br />
to get scarce in South Africa.<br />
Even when the water runs out<br />
the pupils will know there is a<br />
place they can go to, to get<br />
water. <strong>The</strong>re are other schools<br />
that need help, we need to try<br />
and get other businesses to<br />
take part in helping to solve<br />
needs such as these.<br />
“This is not a political<br />
statement, but I think we will<br />
have to be self-reliant, to do<br />
things for ourselves to build up<br />
the community.”<br />

should also work towards<br />

Bougas, is a Christian<br />
programme.<br />
<strong>The</strong> producers travel<br />
throughout South Africa<br />
filming various playschools<br />
and junior schools. <strong>The</strong>y<br />
will visit Mini-Minors next<br />
Wednesday morning, <strong>April</strong><br />
25, and have requested the<br />
little minors to entertain<br />
them with a mini-concert<br />
that evening, which will be<br />
held in the Hangklip Junior<br />
School hall.<br />
This little concert will be<br />
about an hour long and<br />
starts at 6pm. Tickets are<br />
on sale at Mini-Minors (the<br />
money from ticket sales<br />
goes to K l e u t e r zo n e , which<br />
is obviously how it covers<br />
its costs).<br />

no idea where the<br />
producers heard of<br />
Mini-Minors, nor when the<br />
programme is scheduled to<br />
be aired on TV, but would<br />
find out when the producers<br />
visited the school.<br />

THE topic of drug abuse and<br />
its effects on humans is<br />
nothing new in South Africa.<br />
In <strong>20</strong>15, Carte Blanche<br />
reported that the World Health<br />
Organisation (WHO) had found<br />
that an estimated 15% of South<br />
Africans suffer from drug abuse<br />
– and it’s a steadily rising<br />
statistic, making the country one<br />
of the world’s drug abuse<br />
capitals. Cocaine, mandrax and<br />
marijuana are listed as among<br />
the most popular drugs.<br />
Recently, there have been an<br />
increasing number of people<br />
contacting <strong>The</strong> <strong>Rep</strong> expressing<br />
concern about drug usage<br />
within their communities. Some<br />
people want to reach out and try<br />
to help, others are just worried<br />
about the devastating impact of<br />
such drugs on the ones they<br />
love and on their community.<br />
Of course there is money to be<br />
made in drugs. An addict will do<br />
anything to secure cash for his<br />
or her fix and dealers capitalise<br />
on this. It’s a roaring trade both<br />
globally and nationally.<br />
Africa Check reported in<br />
February that South African<br />
Revenue Service s p o ke s m a n<br />
Sandile Memela said that,<br />
according to their records, the<br />
police confiscated narcotics to<br />
the value of R265-million in 697<br />
busts across the country in <strong>20</strong>15.<br />
Memela said the figures<br />
“should not be misconstrued as<br />
an indication of the actual trade<br />
in illegal narcotics”.<br />
<strong>The</strong> devastating impact of<br />
drug abuse can barely be<br />
quantified. Families break apart,<br />
jobs are lost, children drop out<br />
of schools, crime rises.<br />
Addiction eventually overrides<br />
all other aspects of life – be it<br />
safety, ambition, hope, love –<br />
leaving only a shell of the<br />
person who could have been.<br />
<strong>The</strong> collateral damage to<br />
families and communities is<br />
huge while the fact that drug<br />
abuse is so rampant is an<br />
indication of the impact of the<br />
socioeconomic challenges<br />
facing our country.<br />
Nobody purports to have all<br />
the answers. <strong>The</strong> police have to<br />
do their bit in taking drugs off<br />
the streets and ensuring that<br />
dealers are brought to book. <strong>The</strong><br />
courts have to have a<br />
no-tolerance approach and<br />
sentences should be effective<br />
and suited to the crime.<br />
Communities have to help<br />
safeguard their neighbourhoods<br />
and refuse to harbour dealers.<br />
Schools and parents should be<br />
vigilant and help children.<br />
No community is safe and the<br />
rising concern in Komani shows<br />
that here, too, the impact is<br />
being felt. Don’t let drugs<br />
destroy more lives.<br />
Wool industry to<br />
create new fund<br />
THE National Wool Growers’<br />
Association national executive has<br />
decided to investigate possibly<br />
establishing a development fund for<br />
the wool industry.<br />
In a press release the NWGA said<br />
this was being done against the<br />
background of the decline in<br />
external development funds (like<br />
funding from government sources),<br />
economic pressure on existing<br />
industry assets and investments,<br />
and challenges in development<br />
par tnerships.<br />
<strong>The</strong> proposed fund will enable the<br />
industry to be more self sufficient,<br />
while maintaining quality standards<br />
and development initiatives.<br />
An industry fund can only be<br />
implemented if it has the support of<br />
wool producers. This fund will help<br />
to fund projects that will benefit the<br />
total value chain.<br />
If such a fund is implemented by<br />
the wool industry, it will create a<br />
sense of ownership of every rand<br />
collected, in contrast with a statutory<br />
levy that is subject to rules,<br />
regulations and prescribed by law.<br />
With a statutory levy, the wool<br />
producer does not have full control<br />
over the funds collected.<br />
<strong>The</strong> SA Wool and Mohair Buyers’<br />
Association (Sawamba) will consider<br />
administering the fund in the same<br />
way as the wool promotion<br />
cont ribution.<br />
A development fund like this will<br />
be set for four years to fund specific<br />
projects in the interests of the wool<br />
industry. <strong>The</strong>reafter, funding and<br />
projects will be reconsidered,<br />
depending on the circumstances and<br />
support. Comprehensive business<br />
plans and an audit will specify and<br />
control the use and management of<br />
the funds. <strong>The</strong> following projects<br />
could be funded by this:<br />
ýShearer training, to retain this<br />
skill in SA;<br />
ýMaintenance of monitor farms in<br />
support and research on healthy<br />
predation management (currently 29<br />
such farms countrywide);<br />
ýImproved communication<br />
through the circulation of Wool<br />
Farmer publication to all parties in<br />
the value chain (including<br />
producers).<br />
In order to execute the projects,<br />
about R5.8-million per annum is<br />
required, a drop in the ocean if one<br />
considers that the total value of the<br />
clip exported in the <strong>20</strong>16/17<br />
marketing season, amounted to<br />
more than R4.29-billion (it comes<br />
down to a contribution of 0.135% by<br />
wool producers to the total value of<br />
the clip).<br />
<strong>The</strong> Sawamba levy will increase by<br />
7c/kg – from 15c/kg tot 22c/kg – to<br />
enable a fund for wool promotion<br />
(national and international) as well<br />
as the establishment of envisaged<br />
projects. Wool Trust funds will<br />
continue to be utilised for approved<br />
development projects, advisory<br />
services, research, statistics,<br />
information and promotion, as<br />
approved by Cape Wools SA<br />
(CWSA).<br />
<strong>The</strong> amount that will be collected<br />
will include a collection fee of<br />
R150 000 to allow CWSA to manage<br />
and audit the fund.<br />

want to share my story and<br />
compliment the Mlungisi police<br />
station members.<br />
People have different perceptions<br />
about police officers and the<br />
treatment they give to people.<br />
I once experienced it and was<br />
treated unfairly, but in Mlungisi it<br />
was different. <strong>The</strong> members<br />
provided great service and they were<br />
professional. I was impressed with<br />
their interaction with people.<br />
In most cases in the townships the<br />
police are drunk and they use strong<br />
language.<br />
In Mlungisi everybody has been<br />
treated with respect, which reminds<br />
me of how police members are<br />
being killed. As I said in the<br />
beginning, people have different<br />
perceptions. We need them, we<br />
must protect them and we must<br />
compliment them.<br />

land grab debate is next in the arena and<br />
the world gathers to watch the spectacle.<br />
MPs sit in parliament’s prime seats shouting<br />
the odds. Anger prevails. Deafening moans<br />
and groans on the one side of the platform<br />
add to the chaos. <strong>The</strong> rich and infamous<br />
shout the odds – will they use the arena to<br />
secure future aggrandisement at the cost of<br />
the collective wealth? (Some even eye the<br />
Cradle of Mankind). Noticeable are corrupt<br />
individuals who make glib promises, while<br />
others broadcast murderous threats and<br />
insults aimed even at royalty and traditions.<br />

Our rainbow nation is being torn apart.<br />
<strong>The</strong> noise from the arena has not only<br />
reached clear-thinking youth of South Africa,<br />

We experience first-hand the impact that<br />
dagga has on our peers. In locations, youth<br />
gather on street corners to get their next fix.<br />
<strong>The</strong>y will sell everything from their own<br />
homes, and those of others, to satisfy their<br />
c r av i n g s .<br />
To date, thousands have knocked on our<br />
doors. At CYPSA we are doing what we can<br />
to help drug-addicted youth.<br />
Please place drug addiction on the top of<br />
your parliamentary agenda in the next<br />
parliamentary sitting.<br />
It is time to unite and build our economy.<br />

at GHS, Taryn King<br />
(daughter of Scants and<br />
Bridget) is really making a<br />
name for herself in the field<br />
of sculpture.<br />
She studied for a BA in<br />
fine arts at Rhodes after<br />
leaving school and later<br />
obtained honours in<br />
sculpture.<br />
She moved to Cape Town a<br />
year ago and has been<br />
invited to exhibit at a new,<br />
smallish gallery in Sea Point,<br />
with a few well-established<br />
artists such as sculptor<br />
Janko de Beer and<br />
landscape artist Andrew<br />
Cooper, who appeared on<br />
Top Billing a few months<br />
ago.<br />
She is exhibiting a life-size<br />
standing figure entitled Self<br />
Komani-born sculptor shows work at Artem<br />
Portrait and a bust named<br />
Zane at the moment.<br />
King’s point of departure is<br />
the human body. Her<br />
fundamental concerns are<br />
identity, gender,<br />
impermanence, absence and<br />
presence. Through her<br />
sculptural process, she<br />
embraces the flaws of the<br />
human body which would<br />
normally be erased.<br />
Parts of the sculptures are<br />
encrusted in a thick coating<br />
of rust which alludes to the<br />
fact that the human body is<br />
in a constant state of flux,<br />
subject to age and decay.<br />
Parts of the sculptures are<br />
life casts, which King has<br />
cast from her own body or<br />
the bodies of people close to<br />
her, to capture bone,<br />
‘Rust accelerates the<br />
decaying process,<br />
creating a physical<br />
fight against time’<br />
muscles, pores, scars and<br />
lines that cannot be seen<br />
through any other medium.<br />
<strong>The</strong> figures have been<br />
created with a conspicuously<br />
fleshy tone to highlight these<br />
bodily imperfections, which<br />
King believes tell the story of<br />
a person’s life. Life casts in a<br />
sense “immor talise” a<br />
person, as the actual cast<br />
cannot decay and age as<br />
such. She has juxtaposed the<br />
idea of this “immor talit y” by<br />
coating parts of the figures<br />
with rust, which accelerates<br />
the decaying process,<br />
creating a physical fight<br />
against time.<br />
<strong>The</strong> old Adelphi Centre in<br />
Sea Point, Cape Town, has<br />
been extensively renovated<br />
and now offers an ultraluxurious<br />
galleria-style<br />
shopping centre.<br />
<strong>The</strong> new centre is named<br />
Artem, meaning “to conceal<br />
art in its original form” and<br />
boasts a mix of exclusive<br />
international retail brands,<br />
carefully selected boutiques<br />
and lifestyle shops, artisanal<br />
eateries as well as the<br />
prestigious curated art<br />
gallery. This new gallery will<br />
serve to enhance and uplift<br />
the art scene in the vibrant<br />
inner city of Cape Town.<br />
King also recently<br />
launched her own tour<br />
company, Art and Beyond,<br />
which offers private art and<br />
wine tours in the Cape<br />
winelands, visiting top-class<br />
wine estates and viewing the<br />
artworks of some of South<br />
Africa’s most renowned<br />
contemporary artists, many<br />
of whom have sculptures on<br />
display in the grounds of the<br />
various wine estates.<br />
She is also in the process<br />
of creating some new and<br />
very exciting options, such<br />
as studio visits to artists’<br />
private studios. Through<br />
these visits with local and<br />
international clients, she is<br />
hoping to open doors for<br />
emerging artists to gain<br />
global exposure.<br />

repayments on a 100%<br />
access bond. This way,<br />
buyers do not<br />
necessarily need a full<br />
10% of the purchase<br />
price saved before they<br />
buy. Also, if ever the<br />
homeowner runs into<br />
financial trouble, or<br />
needs the money to do<br />
renovations on the<br />
home, they can access<br />
the money from their<br />
bond – an option that<br />
would not be as readily<br />
available to them if<br />
they took out a fixed<br />
bond with a deposit.<br />
“<strong>The</strong> truth is that,<br />
while it is advisable to<br />
have a sizable deposit<br />
saved when applying<br />
for a home loan, each<br />
of the finance options<br />
will end up suiting the<br />
needs of certain buyers<br />
better than others.<br />
“For example, taking<br />
out a 100% bond can<br />
help those buyers who<br />
want to enter the<br />
property market sooner<br />
than if they had waited<br />
to save for a deposit.<br />
Buyers should weigh<br />
up the pros and cons of<br />
each option carefully<br />
and decide which<br />
solution works best for<br />

ISIHOBOTI Public Combined School in Stutterheim<br />
is appealing for aid after a block of toilets<br />
collapsed over the Easter holidays.<br />
Principal Mandlenkosi Gayoyo said the eight<br />
toilets which collapsed were being used by 126<br />
pupils from Grade R to Grade 8.<br />
Gayoyo said, “When I took a look at the toilets I<br />
noticed that the foundation was made from zinc<br />
instead of bricks. <strong>The</strong> concrete base was then laid<br />
on top of the zinc which rusted”.<br />
Gayoyo said the school, which had formerly been<br />
a prefabricated unit, was built in Ndumangeni<br />
Village in 1997 and completed in 1998. <strong>The</strong> school’s<br />
toilets were built at the same time.<br />
He said he suspected that the contractor who<br />
built the school had delivered poor quality toilets.<br />
“I also went to check the other toilets and found<br />
a crack in a teacher’s toilet. This could mean that<br />
sooner or later these will also collapse.”<br />
He said there were eight toilets for the teachers<br />
and 16 for the school’s senior pupils.<br />
He said it was a worrying situation despite the<br />
fact that the toilets for the juniors had previously<br />
showed no sign of collapse.<br />
Gayoyo said the school building appeared to be<br />
well-constructed, but he would like building experts<br />
to assess the school’s structure to see if the<br />
foundation was built according to specifications.<br />
<strong>The</strong> school’s junior pupils now relied on one<br />
temporary toilet, while the school hoped to receive<br />
aid from the government.<br />
“It is too risky to allow the junior pupils to use<br />
the senior toilets because they are too big and<br />
some of them may fall inside. I reported this to the<br />
Amathole district department of education who<br />
came on Thursday to assess the structures.”<br />
He said he had since been referred to the<br />
provincial department of education which was<br />
responsible for infrastructure and disaster<br />
management of schools. “I was told that a team<br />
would come to inspect the problem this week.”<br />
He said this was a structural failure and not a<br />
maintenance budget issue.<br />
“<strong>The</strong> school does not have money for a capital<br />
project, that is the department’s responsibility. Our<br />
school makes use of the maintenance budget and<br />
the newly appointed SGB has already done the<br />
assessment for the next budget. <strong>The</strong> school<br />
education development official (EDO) knows we<br />
have a clean financial audit and it has been<br />
recommended that I mentor other schools.”<br />
<strong>The</strong> maintenance budget was used to fix tiles,<br />
gates and school lights, Gayoyo said.<br />
“In <strong>20</strong>15 the school had a natural disaster when<br />
the structure’s roof was damaged. <strong>The</strong> department<br />
did not assist us. We had to use the maintenance<br />
budget and ask for assistance from the community.<br />
“All we need to know is if the department will be<br />
able to assist us with the toilets.”<br />
Education department spokesman Malibongwe<br />
Mtima said schools were allocated budgets to<br />
maintain properties.<br />
“A building cannot collapse without showing<br />
signs. Schools have SGB members responsible for<br />
assessing the school on a weekly and monthly<br />
basis to make sure such events do not happen.”<br />
At the time of going to print Mtima had not<br />
disclosed what efforts, if any, would be made to<br />
resolve the issue.

AS THE second<br />
term of any year<br />
looms, many<br />
teachers and learners of<br />
other schools might<br />
look ahead to a busy<br />
term that involves<br />
winter sport and<br />
examinations. However,<br />
being part of the<br />
Queen’s College family,<br />
I am sure I speak for<br />
many, if not all, in that<br />
we look no further than<br />
the important<br />
celebrations that take<br />
place over the Reunion<br />
We e ke n d .<br />
It is a weekend that<br />
creates a huge amount<br />
of excitement not only<br />
in our current<br />
enrolment of boys and<br />
the staff of our schools,<br />
but to boys of old that<br />
once kicked the oval<br />
ball that was made<br />
from leather and to<br />
those that once held a<br />
wooden hockey stick<br />
while playing on<br />
something called grass.<br />
<strong>The</strong> euphoria is<br />
shared by the boys, the<br />
parents, the staff and to<br />
those that travel from<br />
afar to join in the<br />
celebrations of their<br />
alma mater.<br />
This year we<br />
celebrate the 160th year<br />
of our fine institution.<br />
We are a school that<br />
has achieved this<br />
milestone because of<br />
the dedicated staff, the<br />
support of enthusiastic<br />
parents, the role played<br />
by the Queen’s College<br />
Old Boys’ A s s o c i at i o n<br />
and loyal support of the<br />
friends of our school<br />
and the greater Komani<br />
community. I use this<br />

tennis courts, the new<br />
interactive whiteboards<br />
in our classrooms and<br />
so many more.<br />
Developments like this<br />
do not happen without<br />
people coming together,<br />
working together and<br />
building together.<br />
I get to spend time in<br />
various classrooms<br />
admiring the<br />
accomplishments of our<br />
boys. <strong>The</strong>se visits make<br />
me so proud when I see<br />
what our team of<br />
wonderful teachers<br />
achieve with our young<br />
boys. Achievements like<br />
these do not happen<br />
without the boys<br />
teaming up with the<br />
teachers and working<br />
towards a common<br />
goal.<br />
I suppose where it is<br />
most evident, is on the<br />
sports fields – the place<br />
where we see our boys<br />
display loyalty and<br />
comradeship, but also<br />
friendship and fair play.<br />
<strong>The</strong> separate<br />
components come<br />
together to form a<br />
well-oiled machine.<br />
<strong>The</strong> teamwork that is<br />
exhibited in all spheres<br />
is what forms the<br />
fellowship of Queen’s<br />
College, the fellowship,<br />
which will carry the<br />
teams as they compete<br />
in many disciplines over<br />
the weekend.<br />
It is the fellowship of<br />
Queen’s College that<br />
makes me prouder than<br />
any of the<br />
achievements that have<br />
gone before. This<br />
fellowship is our<br />
greatest achievement.<br />
May it continue to<br />
grow from strength to<br />

Queen’s decked out for its 160th reunion<br />
UEEN’S College is celebrating the<br />
Qschool’s 160th reunion this<br />
weekend with a jam-packed<br />
programme of activities throughout.<br />
<strong>The</strong> cadet corps’ Freedom of the<br />
City parade along Cathcart Road at<br />
10am yesterday, and the arrival of the<br />
1965 Ride cyclists from<br />
Johannesburg and the East London<br />
cyclists at the Recreation Grounds at<br />
12.45pm marked the start of the<br />
festivities, which are set to draw to a<br />
close on Sunday.<br />
<strong>The</strong> national executive of the<br />
Queen’s College Old Boys’<br />
Association (QCOBA) also met at<br />
4pm yesterday in the Natal Room<br />
with the first XI hockey team facing<br />
off against the <strong>20</strong>08 Old Boys on the<br />
Chris Harker Astro at 6pm.<br />
A combined reunion assembly at<br />
8.30am will take place in the<br />
Memorial Hall with special addresses<br />
by <strong>20</strong>08 head boy Ayabonga Cawe<br />
and acting QCJ headmaster Colin<br />
Hartley. <strong>The</strong> Queen’s College Cadet<br />
Detachment No 3 trooping the colour<br />
parade takes place on the Rec at<br />
11am today. Enjoy a host of sporting<br />
and cultural activities with the<br />
college coming up against traditional<br />
rivals, Selborne College, of East<br />
London, from 1pm onwards, with<br />
squash, debating, chess and hockey<br />
matches also being contested.<br />
<strong>The</strong> QCOBA annual general<br />
meeting takes place in the staff<br />
room, Old School Quad, at noon for<br />
12.30, with the soccer match<br />
between the Queenians and Old Boys<br />
set for 2.30pm at the TW Higgs field.<br />
<strong>The</strong> Queen’s Barbarians rugby<br />
clash takes place at 4pm on the Rec<br />
with the QCOBA banquet scheduled<br />
for 6.30 for 7pm in the Queen’s<br />
Junior Hall. Sporting clashes against<br />
Selborne College take centre stage<br />
tomorrow with cross-country, hockey<br />
and rugby fixtures taking place.<br />
<strong>The</strong> QC Junior tuckshop will<br />
operate during the morning session,<br />
while the tuckshop at the Rec will<br />
operate during the full programme.<br />
Light lunches will be served for Old<br />
Boys in the Cullinan Pavilion after<br />
the last morning match until 1.30pm.<br />
<strong>The</strong> Rec entrance fee will be R<strong>20</strong><br />
per person with grandstand seats on<br />
a first-come-first-served basis.<br />
<strong>The</strong> third XV kick-off is at 12.<strong>20</strong>pm<br />
the second XV at 1.30pm.<br />
Skydiving and the war cry on the<br />
Rec take place before the first XV<br />
kick-off at 3pm. <strong>The</strong> post-match<br />
function will be hosted by the Mother<br />
Branch of the QCOBA with light<br />
meals available.<br />
<strong>The</strong> weekend activities will<br />
conclude with the Foundation Day<br />
commemoration service at 9.30am in<br />
the DC Scott Amphitheatre, with tea<br />
to follow in the Queen’s Hall and Old<br />

the Colour parade, the<br />
President’s Dinner, the sporting<br />
fixtures against our old rival,<br />
Selborne College on Saturday, to<br />
the festivities at the tent and the<br />
Reunion Commemoration<br />
Service on Sunday, a feast of<br />
activities will take place that will<br />
rekindle happy memories and<br />
convince Old Boys that Queen’s<br />
College remains an institution to<br />
be proud of.<br />
During this past year we have<br />
seen change with past<br />
headmaster Brendan Grant and<br />
family leaving for Cape Town,<br />
and we have welcomed in a new<br />
era with new headmaster Janse<br />
van der Ryst taking the helm at<br />
our Alma Mater, Queen’s<br />
College.<br />
At the junior school, we have<br />
said farewell to outgoing<br />
headmaster Richard Second who<br />
has retired.<br />
I have been privileged and<br />
honoured to have represented<br />
this great association of the<br />
QCOBA as national president for<br />
the past year and I have<br />
travelled to branches around<br />
the country and met with Old<br />
Boys and, together with school<br />
representatives, informed them<br />
of the changes, goals and<br />
visions for the school.<br />
It continues to be a blessing<br />
to see that Old Boys remain<br />
loyal supporters of Queen’s<br />
College.<br />
<strong>The</strong> QCOBA welcomes Old<br />
Boys from near and far to<br />
celebrate Reunion Weekend and<br />

Alexander said, “We saw<br />
what was happening in our<br />
community and how youths<br />
were abusing drugs and<br />
committing crime because of<br />
it. We want the community to<br />
be enlightened on how to<br />
tackle the issue. Tomorrow we<br />
want to focus on those who<br />
are already exposed to drugs.<br />
“<strong>The</strong> organisation will also<br />
focus on things such as<br />
alcohol abuse and teenage<br />
pregnancy, which also affect<br />
the youth.”<br />
He said they planned to hold<br />
the engagements once a<br />
month.<br />
“We want government to be<br />
involved because areas like<br />
New Rest, Aloe Vale and<br />
Victoria Park are marginalised.<br />
This is not just a community<br />
issue, but it is also that of the<br />
government’s. We can not<br />
ignore the problem as if<br />
nothing is happening. I grew<br />

social development to be<br />
involved and the people to be<br />
informed about their role in<br />

“We want the youth to be<br />
educated on the long-term<br />
effects of drug abuse. We have<br />
extended an invitation to<br />
schools and churches. We also<br />
have foot soldiers who know<br />
those who are living with drug<br />
problems.”<br />
Samantha said, “We will<br />
speak on the impact that<br />
drugs have on the family unit.<br />
We are inviting parents who<br />
are concerned about their<br />
children, to come and spend<br />
an afternoon with us.”<br />

participate in the Principals’<br />
Management Development<br />
Programme (MDP) over the<br />
course of this year.<br />
<strong>The</strong> first module ran over<br />
four days during the <strong>April</strong><br />
holidays and was hosted at Get<br />
Ahead College.<br />
This programme forms part<br />
of the Get Ahead community<br />
development outreach, and is<br />
funded by Capitec Foundation<br />
with the University of Cape<br />
Town Graduate School<br />
presenting the programme, and<br />
is supported by the depar tment<br />
of education in Komani.<br />

Elanca Shelley said the<br />
programme, which started in<br />
Cape Town schools in <strong>20</strong>12,<br />
was being run for the first time<br />
in the Eastern Cape. Shelley<br />
said the local principals would<br />
be trained during the school<br />

issues they face as leaders in<br />

Shelley said the township<br />
school pupils in Cape Town<br />
faced similar challenges to<br />
those confronting rural schools<br />
in the Eastern Cape.<br />
“<strong>The</strong>se are rural areas with<br />
high unemployment rates.<br />
<strong>The</strong>re are socio-economic<br />
issues that impact the pupils,<br />
such as poverty, gangsterism,<br />
drugs and lack of resources.”<br />
<strong>The</strong> principals did not always<br />
have what they needed to do<br />
their jobs.<br />
“This means that as leaders<br />
they need to have initiative and<br />
creativity to try to do more with<br />
less.<br />
“This module focused on<br />
systematic management, how<br />
to formulate and solve<br />
problems. <strong>The</strong> next module will<br />
focus on business acumen to<br />
address financial and operation<br />
management, and we will deal<br />
with change management in<br />
Career expo helps guide Ezibeleni pupils<br />

Pupil Yolisile Coki said, “I have learnt a<br />
lot. I am preparing to do an LLB at<br />
university because I want to represent<br />
those in need. I have realised that I am on<br />
the right path and I will start working<br />

PJ Jafta Foundation is a non-profit<br />
organisation (NPO) that focuses on youth<br />
development in Komani.<br />
One of the NPO coordinators, Seliyanda<br />
Raraza, said, “We started off with a study<br />
mentorship by hosting career exhibitions.<br />
This event was the first of its kind in<br />
Ezibeleni and we will appreciate any kind<br />

IN AN attempt to tackle issues faced by the<br />
youth including sexually transmitted<br />
infections and HIV/Aids in the region, the<br />
Ikhala TVET College and the Department of<br />
Higher Education and Training (DHET) hosted<br />
a health and awareness campaign at the<br />
Komani campus on Tuesday.<br />
<strong>The</strong> students braved the rainy weather and<br />
went to the venues to listen and for medical<br />
e x a m i n at i o n s .<br />
Addressing a hall filled with students,<br />
DHET Health, Wellness and Development<br />
Centre coordinator in the Eastern Cape,<br />
Ndileka Mbalo, said women were most<br />
exposed to abuse hence there was a need to<br />
discuss issues pertaining to the<br />
empowerment of women. This included<br />

Goshen residents in long wait for RDP homes<br />

GOSHEN Village residents are<br />
still waiting for 67 RDP houses<br />
which they were allegedly<br />
promised by the provincial<br />
department of human<br />
settlements last year.<br />
<strong>The</strong> village, which is located<br />
between Komani and Cathcart,<br />
has a population of 7000.<br />
A resident, Dabane Mqede,<br />
said a departmental official had<br />
visited the community in<br />
September last year after they<br />
had requested government<br />
houses.<br />
Mqede said: “We have old<br />
mud houses in the community<br />
so when we approached the<br />
department, we were told the<br />
houses would be prioritised. On<br />
the day of her visit, Papu<br />
[official] said she would<br />
introduce a contractor to the<br />
community to begin building the<br />
houses in October and the<br />
project would take three months<br />
to complete.”<br />
He said three months passed<br />
without any feedback from the<br />
department. “When we followed<br />
up with the department, we were<br />
told the official was no longer in<br />
the department.”<br />
Mqede said the department’s<br />
delegates visited again last<br />
month and committed to build<br />
60 houses, but no time-frame<br />
was given.<br />
He said another problem was<br />
living without a clinic, which<br />
resulted in the residents having<br />
to travel to Cathcart for health<br />
services. “<strong>The</strong> clinic was closed<br />
without warning in <strong>20</strong>16. This<br />
came as a surprise because it<br />
was functioning properly and<br />
well resourced.<br />
“We approached the<br />
department of health to bring<br />
back the clinic services to the<br />
people and every time we follow<br />
up we are told the clinic is under<br />
way, but no action is taken.<br />
“<strong>The</strong> population of 7000 does<br />
not even get mobile clinic<br />
ser vices.”<br />
He said the R351 road towards<br />
the area was badly damaged,<br />
which created problems for<br />
scholar transport and funerals.<br />
“<strong>The</strong> state of the road gets<br />
worse when it rains. <strong>The</strong><br />
provincial department came to<br />
assess the road in <strong>20</strong>15. She<br />
said the department was busy<br />
with a road in King William’s<br />
Town and as soon as that project<br />
was done, they would look at<br />
ours. She said the road needed<br />
culverts which the department<br />
had, but it did not have the<br />
necessary transport to get them<br />
to the R351.”<br />
<strong>The</strong> Department of Human<br />
Set tlements’s Lwandile<br />
Sicwetsha said the housing<br />
project was still being planned.<br />
Sicwetsha said, “<strong>The</strong> feedback<br />
to the community is provided<br />
through the appropriate<br />
platforms and community<br />
structures. <strong>The</strong> number of the<br />
houses is as it was received<br />
from the application by the<br />
municipality. At this stage, we<br />
cannot indicate the time frame.<br />
“Once all the internal<br />
processes are complete, the<br />
department will be in a better<br />
position to set up the<br />
implementation plan for it.”<br />
Health Department<br />
spokesman Sizwe Kupelo said<br />
Goshen was a poverty site which<br />
had been identified by the<br />
department and as a result, a<br />
soup kitchen was established.<br />
“We cannot close a<br />
functioning clinic unless it is a<br />
health post. A health post is<br />
when a community member<br />
avails a place for the mobile<br />
clinic nurses to operate in, which<br />
is currently the case in Goshen.<br />
“<strong>The</strong> mobile clinic cames<br />
twice a month on Tuesdays. We<br />
will sort the problem out with<br />
the manager to ensure that the<br />
mobile clinic is still operating.”<br />
<strong>The</strong> Public Works Department<br />
had not responded at the time of<br />
going to press.

Twists in youth murder bail hearing<br />
State to pursue premeditated murder charge<br />

Magist rate’s Court saw<br />
two twists this week as<br />
it sat for the bail hearing<br />
of a suspect accused of<br />
murdering Maria Louw High<br />
School pupil Geraldo Adonis.<br />
Adonis, 18, was stabbed to<br />
death outside a tavern on<br />
March 29.<br />
On Wednesday, the charge<br />
against the 18-year-old<br />
accused, who has not yet<br />
pleaded and is believed to<br />
have been a friend of Adonis,<br />
changed from murder to<br />
premeditated murder.<br />
<strong>The</strong> gallery on the<br />
right-hand side was a l m o st<br />
full – with a bench to spare –<br />
in support of Adonis’s family,<br />
whereas only a handful of<br />
people were there for the<br />
suspect on the left-hand side.<br />
Extra police members were<br />
deployed in the court<br />
following an interruption<br />
during an earlier appearance.<br />
State attorney Mabhongo<br />
Bulana indicated to<br />
magistrate Ganasen<br />
Narayamsamy that the state<br />
would be pursuing a<br />
premeditated murder charge.<br />
<strong>The</strong> defence attorney from<br />
Pele Attorneys, Anele Maqaza,<br />
argued against the change –<br />
a schedule 6 offence – as he<br />
had prepared for a schedule 5<br />
offence in the plea for a bail<br />
a p p l i c at i o n .<br />
<strong>The</strong> magistrate allowed<br />
proceedings for the bail<br />
application to continue.<br />
<strong>The</strong> suspect, indicating his<br />
reasons for bail, said he had<br />
handed himself over to the<br />
police and that he had been in<br />
custody for about three<br />
weeks. He was sick and was<br />
sleeping on the floor in the<br />
cells. He had no previous<br />
convictions and said his<br />
possessions were being stolen<br />
in prison.<br />
<strong>The</strong> accused confirmed his<br />
alternative address in court<br />
and agreed should the court<br />
grant him bail, he would sign<br />
in daily at the nearest police<br />
st at i o n .<br />
He said he would not<br />
abscond as he knew the<br />
serious nature of the charges.<br />
In a further twist to the<br />
events, the defence attorney<br />
returned to the court and<br />
announced to the magistrate<br />
that they would be<br />
abandoning the bail<br />
a p p l i c at i o n .<br />
Narayamsamy set the trial<br />
date for May 25.<br />
In an interview with <strong>The</strong><br />
<strong>Rep</strong>, Maqaza said they did<br />
decide to abandon the<br />
application because they were<br />
concerned for his client’s<br />
safet y.<br />
Maqaza said, “<strong>The</strong><br />
community is still outraged,<br />
while we were giving the<br />
alternative address, certain<br />
court officials saw members<br />
of the gallery writing the<br />
alternative address. We felt it<br />
would not be safe for him to<br />
be outside.”<br />
District court controller<br />
prosecutor Khayalethu<br />
Stengile said as the bail<br />
hearing had been abandoned,<br />
the case would be argued in<br />
the Queenstown regional<br />
cour t.<br />
Adonis’s mother, Geraldine<br />
Christian, said she was happy<br />
with the change in the charge<br />
and that the accused would<br />
not be out on bail.<br />
“We will wait to see what<br />
will materialise from the<br />
investigations and let justice<br />
run its course,” Christian said.<br />
<strong>The</strong> accused’s mother<br />
declined to comment.<br />

District Agency (CHDA) in<br />
growing the economy to<br />
surrounding rural areas and<br />
townships was highlighted<br />
during a strategic meeting at<br />
Victoria Manor on Monday.<br />
CHDA chairwoman<br />
Nokulunga Sikeyi said the<br />
agency was the brainchild of<br />
the Chris Hani District<br />
Municipality (CHDM).<br />
It was established in <strong>20</strong>12<br />
with the aim of bringing<br />
investors to the district.<br />
Sikeyi said, “<strong>The</strong> agency is<br />
registered as a state-owned<br />
company. It is assisting the<br />
municipality in implementing<br />
all the programs that deal with<br />
agro-processing, since we all<br />
know that the priority of the<br />
district is processing the<br />
agricultural development so the<br />
agency assists in implementing<br />
those programmes.”<br />
<strong>The</strong> <strong>Rep</strong> reported, “Clean<br />
administration award for CHDA<br />
(October 27 <strong>20</strong>17) that the<br />
CHDA had received a Clean<br />
Administration Award in<br />
recognition of its clean Audit<br />
<strong>Rep</strong>ort for <strong>20</strong>15/16 financial<br />
y e a r.<br />
<strong>The</strong> CHDA was rewarded by<br />
the Chartered Institute of<br />
Government Finance Audit and<br />
Risk Officers (CIGFARO) at the<br />
in Cape Town International<br />
Convention Centre on October 9<br />
last year.<br />
CHDA CEO Thukela Masholo<br />
said they had a strategic<br />
planning session on <strong>April</strong> 12<br />
and 13 where the body reviewed<br />
its five year plan, which is<br />
reviewed on a yearly basis.<br />
“We have to confirm through<br />
the money that we receive, if<br />
there is anything that we can<br />
add or reduce in our plan. Our<br />
money has been confirmed this<br />
year, the programmes that we<br />
have been running has been<br />
confirmed and we are focusing<br />
mainly on the development of<br />
viable economies in the rural<br />
areas.<br />
“We are focusing on<br />
agriculture as there are<br />
irrigation schemes in CHDM<br />
and livestock development. We<br />
have the highest cattle<br />
numbers in the Eastern Cape.<br />
However in terms of benefiting<br />
from those numbers, we are at<br />
the bottom.”<br />
Masholo said they wanted to<br />
improve the quality of the<br />
livestock in order for the people<br />
to be able to participate<br />
meaningfully in the economy.<br />
<strong>The</strong> CHDA was also hoping to<br />
promote fruit farming in the<br />
dist rict.<br />
Industrial parks in Whittlesea<br />
and Komani were another focal<br />
area with skills development<br />
set to be highlighted.<br />
Mashololo said CHDA gave<br />
bursaries to pupils to help with<br />
skills development. <strong>The</strong> body<br />
was looking for people who had<br />
been working in a skilled<br />
capacity, for example as a<br />
builder, but without the<br />
necessary qualifications and<br />
were partnering with local<br />
colleges to allow workers to<br />
obtain the qualifications.<br />

Wolf Pack win an exciting game<br />

IN WHAT was an exciting,<br />
tight, friendly match between<br />
hockey sides Wolf Pack and<br />
Matrix, Wolf Pack secured a<br />
hard-fought victory by 2-0.<br />
Vice captain of Wolf Pack,<br />
Che van Dyk, said they had<br />
never lost to Matrix and<br />
intended to keep it that way for<br />
a long time.<br />
Van Dyk said, “Matrix were<br />
the league champions last year,<br />
but they have never beaten us.<br />
Early in the league we drew<br />
with them 2-all. <strong>The</strong>y are<br />
currently number one on the log<br />
and the win against them last<br />
weekend gave us the belief that<br />
we can win the league as well.<br />
“<strong>The</strong> mood among the boys in<br />
the team is electrifying and our<br />
confidence has risen because at<br />
the beginning of the season we<br />
lost to Popcorn Tigers. Matrix<br />
beat the Tigers but drew against<br />
us. When we meet on <strong>April</strong> 21,<br />
we will play against Tigers and<br />
Mat rix.”<br />
Van Dyk said after their win<br />
they were confident they would<br />
win both fixtures and wanted to<br />
make a statement on the day.<br />
Ward 22 Sport Forum public<br />
relations officer Rowen Blignaut<br />
said the friendly game was<br />
played to make a time slot for<br />
the league games that were<br />
going to continue on <strong>April</strong> 21.<br />
Blignaut said, “<strong>The</strong> game<br />
between Wolf Pack and Matrix,<br />
though it was a friendly, was<br />
still played with the same<br />
intensity as though it was a<br />
league match.<br />

Amavarara come from the bottom to win the match<br />

AMAVARARA Football Club (FC) won in a<br />
game that required depth of character as<br />
the team bounced back from being 1-0<br />
down against Young Stars FC in their Chris<br />
Hani regional SAB League match to win<br />
3-2 on Saturday.<br />
Amavarara made a bold move in<br />
deciding to rest some of their frequent<br />
first-team players for the match.<br />
Coach Wiseman Mdunana said, “L a st<br />
week we had a problem with fatigue and<br />
we decided to rest the first-team players<br />
by fielding the second-team players. We<br />
do not want the game experience of the<br />
second-team players to be too far off from<br />
the first-team players.<br />
“We have four games remaining and we<br />
wanted to make sure that we win – if we do<br />
that no other team can catch us on the log.”<br />
Goal scorers for Amavarara were<br />
Athenkosi Lafota through a penalty, who<br />
also scored a brilliant goal from a left<br />
cross, and Aphiwe Mabumbulu.<br />
Young Stars did not go down with out a<br />
fight, scoring a second goal after<br />
Amavarara scored their third goal.<br />

QUEEN’S College revisited an<br />
old tradition in the year of<br />
their 160th birthday<br />
celebrations by bringing back<br />
the Street Mile, or 1.6km race,<br />
which is aimed at community<br />
par ticipation.<br />
<strong>The</strong> Mile, which was hosted<br />
by the school on Friday,<br />
consisted of five categories in<br />
the girls/boys U13, U16 and<br />
U19 categories, a<br />
men’s/ladies’ veterans race<br />
and the ladies’/men’s open.<br />
Queen’s College headmaster<br />
Janse van der Ryst said the<br />
race had been rekindled.<br />
“<strong>The</strong> mile is a positive<br />
initiative which I hope we can<br />
grow extensively.”<br />
He said although the<br />
numbers for the event had<br />
been disappointing, “We will<br />

ON SATURDAY, an individual Stableford was<br />
played in very wet conditions which made for<br />
a stern test on a long Queenstown Golf Club<br />
course.<br />
Pieter Steyn played outstanding golf to win<br />
on 38 points. Douggie Rheeder was second on<br />
36 points and Peter Uhlig took third on 35<br />
points.<br />
<strong>The</strong>re was only one two club – Pieter Steyn<br />
on the 16th hole.<br />
Two pairs of golfers made the trip to Port<br />
Alfred on Sunday to play in the second round<br />
of the Windhoek pairs. Unfortunately none of<br />
them played well enough to go through to the<br />
finals, but they were apparently well-looked<br />
after and had a fantastic day.<br />
This weekend the club will be busy with all<br />
the Queen’s Reunion visitors popping in for a<br />
drink and a meal. Please note that on Friday<br />
and Saturday all food and drink will be sold on<br />
a ticket system.<br />
This Sunday will be the annual Border junior<br />
golf tournament with a number of out-of-town<br />
players making the trip. Please note that the<br />
course will be closed for casual golf till about<br />

Table tennis team set for EC trials<br />

PUPILS and young adults came<br />
from all over the Chris Hani<br />
district (CHD) to participate in<br />
the Chris Hani District table tennis<br />
t rials.<br />

Simons said the trials were for boys<br />
and girls in the age groups U13, U15<br />
and U18, plus senior men and<br />
women. <strong>The</strong> provincial trials will be<br />
held in East London on <strong>April</strong> 28.<br />
“<strong>The</strong> tournament was a huge<br />
success, taking into account that<br />
table tennis is a developing sport in<br />
the district. We started last year,<br />
concentrating on schools introducing<br />
the code at school level and were<br />
excited to see the number of entries<br />
received.<br />
“Due to limited resources, we can<br />
only activate one municipality at a<br />
time. We started last year with a<br />
coaching clinic in Komani with the<br />
Emalahleni Local Municipality (ELM).<br />
“We were proud to see ELM<br />
bringing 30 participants to compete<br />
in the tournament.”<br />
Simons said another programme<br />
with the department of spor t,<br />
recreation, arts and culture (DSRAC)<br />
to promote the sport at primary<br />
schools was under way.<br />
One of the challenges facing the<br />
code, according to Simons, was<br />
getting access to community halls.<br />
Some schools were still in need of<br />
basic supplies such as a table tennis<br />
board, net, balls and bats.<br />
“DSRAC has been a great help. A<br />
week ago, they gave us 350 balls.<br />
Ultimately we want to activate the<br />
code in every municipality in the<br />
dist rict.”<br />
In each age category, four pupils<br />
and senior men and women were<br />
selected to represent the district but<br />
kit for the provincial trials is a huge<br />
concern.<br />
“I would like assistance from<br />
anyone who can help us. I will send<br />
letters asking for sponsorship from<br />
local businesses.”<br />

Siyeka said they started playing table<br />
tennis in <strong>20</strong>15.<br />
“We started against schools such<br />
as St <strong>The</strong>resa’s Primary in Komani,<br />
Step Ahead Primary in Tsomo, and<br />
we recently received assistance<br />
through the clinic we attended in<br />
December in Komani.”<br />
He asked for help from the<br />
department of education, ELM and<br />
relevant stake holders to donate<br />
table tennis equipment and boards.<br />

Two men of iron<br />
Swim, cycle, run pose a tough<br />
challenge for Komani competitors<br />

IT WAS tough, but an<br />
amazing experience, was<br />
how Owen Dicks described<br />
his participation in the<br />
Ironman African Championship<br />
in Port Elizabeth last weekend.<br />
To complete a 3.8km swim in<br />
the open sea, immediately<br />
followed by a cycle ride of<br />
180km and then run a full<br />
marathon of 42.2km, is not an<br />
idea most people would<br />
entertain, but Dicks, who did<br />
the full race for the first time,<br />
was determined to give it his<br />
b e st .<br />
He started fitness training<br />
when he moved to Komani in<br />
<strong>20</strong>03, competing in several<br />
half marathons. He also did the<br />
Ironman 70.3, which is half the<br />
distance of the Ironman<br />
t riathlon, and eventually a full<br />
Comrades Marathon.<br />
But about six months ago he<br />
decided to do the “full monty”<br />
and started training for his first<br />
full Ironman.<br />
“I expected the swim to be<br />
difficult, but we were very<br />
fortunate – the sea was flat<br />
and the water warm, ideal<br />
conditions,” he says.<br />
But as the day wore on, it<br />
became hotter and by the<br />
afternoon, the notorious Port<br />
Elizabeth wind had reared its<br />
ugly head.<br />
After cycling 180km, Dicks<br />
says his legs were very tired<br />
and he thinks perhaps he<br />
pushed himself too hard in this<br />
discipline as he found the run<br />
extremely tough going.<br />
However, he says he thought<br />
about the Iron Kids event he<br />
had seen earlier.<br />
“Some of them had<br />
disabilities, but they gave it<br />
their all and that was very<br />
i n s p i r at i o n a l , ” he says, so he<br />
pushed himself and eventually<br />
finished in 14 hours and 35<br />
minutes.<br />
Steven Knowles, who moved<br />
to these parts about two years<br />
ago, did his fifth Ironman,<br />
finishing in 14:05.<br />
Knowles, who has previously<br />
done 11 Comrades marathons<br />
and five Two Oceans, came to<br />
Komani from Graaff-Reinet.<br />
He says the race went well,<br />
but he found the wind made<br />
the cycling difficult.<br />
<strong>The</strong> race was won by a South<br />
African for the first time in<br />
years with Kyle Buckingham<br />
finishing in a time of 08:30.<br />

with stellar performances, with<br />
the players aggressive on<br />
attack and shutting out<br />

29-7 and, coupled with their<br />
opening 41-6 demolition of<br />
Black Eagles, the victories<br />
have elevated the side to top<br />

Confidence is high in the<br />
Breakers camp with a certain<br />
zest about their play under<br />
coach Lefty Dakuse, who is<br />
known for bringing out the<br />
best in players. Proof of this is<br />
that two players – Maso Lali<br />
and Malusi Gomba – h av e<br />
suddenly found themselves in<br />
favour and doing what they do<br />
best – scoring tries. Both<br />
Gomba and Lali (2) scored on<br />
S at u r d ay.<br />
