LOOKING AT EMLM: Eastern
and a pending power cut by
Eskom rejects EMLM repayment plan
ANDISA BONANI
ESKOM has rejected Enoch
Mgijima Local Municipality's
(EMLM) payment plan to settle
millions of rands in debt for
the bulk electricity supply to the area.
The local authority’s plans did not
meet the requirements set out by the
power utility.
The Rep reported (“EMLM strikes deal
to avoid power cuts”, April 6) that the
local authority had signed a payment
plan with Eskom to prevent the power
utility from implementing power outages
which had been scheduled for April 3
due to an unpaid debt of R44-million.
EMLM submitted the payment plan to
Eskom on Monday but it was rejected.
Eskom spokesman Zama Mpondwana
said the power utility did not consider
the plan by EMLM as acceptable in
addressing the arrears and the overall
debt.
Shock double death of soccer boss, councillor
ABONGILE
S O LU N D WA N A
THE deaths of the
South African Football
Association (Safa)
National Executive
MZIMKHULU NDLELO
Committee member
Mzimkhulu Ndlelo and
his fiancée, Babalwa
Ndika, during a
shooting in East London
over the weekend, have
sent shockwaves
“Eskom will continue with the planned
interruptions of electricity supply for the
municipality. The power cuts are
scheduled for May 3 and will be
suspended only if Eskom and the
municipality reach an agreement on the
plan to settle the debt.”
In an interview with The Rep
yesterday, EMLM mayor Sisisi Tolashe
confirmed that the plan had been
rejected.
“Last month we had a meeting with
Eskom where we had serious
discussions and we agreed that we
would be making monthly payments. We
made a R12-million payment and in that
meeting we were told to pay an
additional R4-million which was done.
“Yesterday we received a letter
informing us that our plan was rejected
and that the power interruptions will
continue as scheduled. The mayoral
committee will have meetings to discuss
the way forward which will be
communicated to Eskom.”
through Komani.
Ndlelo, 54, who was
based in Komani, was
active and prominent in
local soccer circles.
He has served as a
former president of
Safa in the Chris Hani
District and was a
manager at the
Small Enterprise
Development
Agency in Komani.
The Daily
Dispatch reported
that it was believed
he shot Ndika, a
The Rep has learnt that the
municipality failed to make payments to
Eskom in March which had resulted in
an additional accumulated arrears and
that the R16-million did thus not make a
difference to the debt.
On Wednesday, representatives from
EMLM including Tolashe, the Chris Hani
District Municipality, the national
Department of Water and Sanitation, the
Department of Cooperative Governance
and Traditional Affairs (Cogta),
Border-Kei Chamber of Business (BKCB)
and the office of the premier had a
meeting to discuss the issue of
of the road opposite the
King David Hotel in
Quigney on Wednesday.
Ndika had been in
the city to attend a
four-day strategic
planning session
meeting at the hotel.
The couple leaves
behind a six-year-old
son.
Chris Hani Safa
president Sandile Mata,
who had known Ndlelo
for 22 years, said the
shooting came as a
major shock.
“We are saddened to
hear the news. Ndlelo
was a strong a person
we went to when we
faced challenges. As
a football family we
extend our
condolences to the
Mata said he met
Ndlelo in 1996 when his
New Nation Super Stars
team had joined the
Queenstown Football
A s s o c i at i o n .
Ndlelo had been a
reserved man who was
passionate about
football with good
administration skills.
Safa Eastern Cape
co-chairman Mzimkhulu
shocked. He never
displayed the character
of someone who would
do something like this.”
p o w e r.
In the meeting, no financial
commitments were made by present
stakeholders to assist the municipality
to pay the debt. It was also agreed that
communication and updates about the
electricity situation should be made
available to the public by EMLM.
Cogta spokesman Mamnkeli Ngam
indicated the department would support
the municipality where there was a need
and would do everything in its power to
ensure lights were kept on in EMLM.
“With that said, the municipality must
show proactive commitment to have the
debt paid and strengthen their revenue
collection methods to recover funds.”
BKCB chairwoman Adre Bartis and
EMLM representatives mentioned during
Wednesday's meeting that hundreds of
businesses in Komani were guilty of
stealing electricity.
“I have requested a list of all the
businesses who have been found to be
stealing electricity to check if they are
registered with the chamber, and there
are any who are registered with us, we
will make sure they pay what is due to
the municipality as soon as possible.”
Officer Hazel Mqala
said the couple’s
bodies had been found
with gunshot wounds to
the upper bodies. A
9mm pistol with live
rounds, found on the
scene, belonged to
Ndlelo.
A case of murder and
suicide have been
opened.

Plans for Chris
Hani month
Freedom Marathon and more
ANDISA BONANI
THE Chris Hani District
Municipality has planned a
series of events this month to
honour the late apartheid
struggle stalwart Chris Hani.
April has been dubbed “Chris
Hani month” as the late South
African Communist Party general
secretary and Mkhonto Wesizwe
commander was killed on April 10,
1993.
This month’s events will have the
theme “Defining the legacy of Chris
Hani in action” and will include the
annual Chris Hani Freedom
Marathon and a memorial lecture.
CHDM mayor Kholiswa Vimbayo
said the scheduled events were
pertinent to community projects
which were aligned with the slain
anti-apartheid activist who had
fought for the people of this
country to enjoy such privileges.
“Every year we dedicate a
portion of funds to service delivery
projects and memorial lectures to
conscientise people about the
fallen struggle heroes,” V i m b ay o
said.
“We will showcase multi-millionrand
projects, launch and hand
over agricultural equipment to
enhance crop production and also
hand over agricultural equipment
at the Qamata Irrigation Scheme.
“We encourage people to
participate in the popular Chris
Hani Freedom Marathon which
traces the footsteps Hani travelled
to and from school and church.”
The service delivery projects
were preceded by the Mitrock
Production Co-operative in Mitford
village, where pomegranates were
harvested last month for sale to
markets for the first time.
Last Friday, the district
municipality handed over a new
tractor and agricultural equipment,
and a taxi rank in Ngcobo, before
ending with the Albertina Sisulu
memorial lecture.
Iliso Lomzi aims to become
SIMTEMBILE MGIDI
THE Iliso Lomzi community
development organisation is
Enoch Mgijima municipal
area.
The application has been
lodged with Eastern Cape
MEC of Transport, Safety and
Liaison, Weziwe Tikana.
Enoch Mgijima Local
Getting SA on track for sovereign investment
ANDISA BONANI
SOUTH Africa needs to improve its
economic growth, which is currently under
2% and below par compared with the 5%
needed to secure private and foreign
investment in the country.
This was shared by the national
Department of Treasury microeconomic
policy chief director Dr Duncan Pieters
during the Chris Hani Black Management
Forum (BMF) executive debate on how to
get South Africa back to sovereign
investment at the Chris Hani Cooperative
Development Centre last Thursday.
Pieters indicated the economy had been
characterised by low business confidence
and the country’s inability to secure private
investment contracts.
“The potential economic growth has been
stuck below 2% since 2014 and
unemployment has been rising because of
this. As it stands, economic growth is on
1.3% which is short of the 5% that is needed
to increase our business confidence as a
country which is quite attractive to potential
investors. Our political affairs play a key
role in attracting or driving away investors
and various political events in the past year
RED Guard response
officers, reacting to a
call from a local
business in
Queendustria last
with Tikana to highlight the
importance of municipal
police.
“We do not have the right to
arrest anyone we find with
dangerous, illegal weapons.
“We can only confiscate the
weapons in our stop-andsearches
and allow them to
walk away even if we can see
the suspects are possible
criminals.”
Mbengo said Iliso Lomzi’s
operation over the weekend
resulted in the confiscation of
pangas, knives, scissors,
handcuffs and car radios.
“Our organisation had 10
people patrolling the streets,
but there are 2600 members.
“We confiscated the
weapons in Bede, Bhongweni,
Matyotyombeni and other
released after the
Mbengo said there was an
urgent need for more street
lights in Mlungisi and warned
criminals that the efforts
against illegal activities would
have contributed immensely in this regard.
What the rest of the world thinks of our
country translates to risk premiums.”
Twizza and Crickley Dairy group CEO Ken
Clark echoed what Pieters said regarding
attending to a panic
alert at a local shoe
store, apprehended two
suspects with fake
money, false identity
documents and salary
advices who attempted
to open accounts. The
suspects were handed
the attraction of private foreign investors.
He said the country needed economic
policy certainty and that investors were not
feeling confident about the risk of investing
huge sums into an unstable country.
“The country needs to achieve a constant
economic growth of 5% and if we do that
most of our problems will disappear.
“The first step to achieve that would be to
unite the country and to tackle issues as
one nation because we are a nation at war
with itself. We also need to establish an
investment-friendly environment for
potential investors and that is how we can
draw near to the required 5% growth.”
BMF board member and Western Cape
provincial chairman Andile Nomlala said
the Black Economic Empowerment (BEE)
policy needed to be reviewed because black
entrepreneurs relied on government tenders
which were based on political affiliation.
“BEE put black business people on the
gravy train because tenders worth millions
would be awarded to them and they would
work with white business owners who
would do all the work. Black people need to
start doing what their businesses claim to
offer, so they refrain from relying on other
businesses to help them execute the work.”
a local tavern,
apprehended one of
two suspects following
an attempted break-in
over the weekend. A
trolley filled with liquor
and other items was
seized and it was found
that a break-in had
occurred at a fish and
chips shop near the
tavern. The goods were
returned to the owner
and the suspect handed
over to the police.
On Sunday, response
officers on patrol in
Green Street handed
two youths, found with
vehicle wheel rims and
new tyres, over to the
police. – Rep reporter
Po w e r
theft big
concer n
ANDISA BONANI
THE Enoch Mgijima Local Municipality
(EMLM) is set to “r e zo n e ” the properties of
people sub-letting their homes to foreign
nationals for business purposes with the
affected municipal accounts to reflect that of an
operating business from June 1.
This was announced by ANC ward councillor
Mncedisi Mbengo last Thursday during a
community meeting at the Mzi Skweyiya Hall in
Mlungisi.
The meeting was held for community
members to express their grievances regarding
service delivery matters and to come up with
ways to assist the municipality in addressing
related challenges.
Addressing members of the community,
Mbengo said the municipality was faced with
the problem of people and businesses stealing
municipal electricity, which had a negative
impact on the local authority and which was
causing an increase in the already heightened
Eskom debt.
“This is a serious issue that is also delaying
service delivery because municipal money has
to be focused on paying the Eskom debt.
“There are many households in the township
which steal electricity and I urge them to come
forward before June 1 to make an arrangement
with the municipality on how they can pay back
what they owe.
“If there are people who cannot pay due to
unemployment or poverty, the municipality has
grants for such people – they just need to come
forward and stop electricity theft.”
Mbengo also indicated that people sub-letting
to foreign nationals to operate businesses on
their domestic properties would have their
homes rezoned by June 1 and would be charged
business rates for services by the municipality.
He said it had been found that it was often
the case that businesses being run from homes
were guilty of stealing electricity and that
transgressors would have to pay.
He said the owners of such houses were
making money and could thus afford to pay for
ser vices.
EMLM mayor Sisisi Tolashe was expected to
attended the meeting where she would address
some of the matters raised by community
members.
During the meeting, Mbengo announced that
Tolashe would not be able to attend due to a
mayoral committee meeting, which prompted a
walkout by a group of residents in protest
against the mayor’s absence.
Community member Lusanda Mahashe said
the municipality did not take them seriously by
not attending the meeting and that people had
attended because they were promised that
Tolashe would be there.
“It is sad that the mayor, who is originally
from this township, will fail to come and listen
to the people. We are not being taken seriously.
The electricity theft issue is major, but since we
are being ignored, we will also ignore the June 1
threat until someone comes to listen to us.
“Some of us pay for services we do not even
get. I do not blame the people for stealing
electricity. We will not ask the municipality to
come and listen to our grievances again, we will
do as we see fit and continue with our way of
l i fe .”
EMLM communications officer Gcobani
Msindwana said the local authority’s council
had a revenue enhancement policy which
stipulated that consumers who stole electricity
or made illegal connections would be
disconnected and their electricity boards taken
away until such time the perpetrator paid the
stipulated fine for reconnection.
“We encourage communities to consult their
respective ward councillors for assistance with
their accounts and also to enquire whether they
qualify to be registered in the municipality's
indigent database. We also urge residents to
refrain from illegally connecting electricity and
come forward with the names of those who are
stealing power.”
Msindwana said customers could visit the
municipal offices in Owen Street in Komani, and
also the offices in Whittlesea, Tarkastad,
Hofmeyr, Molteno and Sterkstroom to check
their account status and to make the necessary
arrangements.

Church relief plan for Sada
ABONGILE SOLUNDWANA
THE Seventh Day Adventist
Church in Sada launched
the Adventist Drought and
Relief Agency (Adra)
programme in Emadakeni
r e c e n t l y.
Adra is a global
humanitarian agency headed
by the Seventh Day Adventist
Church in different countries.
Whittlesea director Mcebisi
Ndama said, “Through an
international network, Adra
delivers relief and
development assistance to
individuals in more than 130
countries regardless of their
ethnicity, political affiliation or
religious association. The
agency developed and
implemented anti-poverty
projects in collaboration with
community organisations.”
Ndama said the local church
had registered the non-profit
organisation with the intention
of implementing the
programmes at a local level.
“The organisation will work
together with the head office
in Bloemfontein. The
programme will address
challenges experienced by the
community members of the
area. The people of the area
can not differentiate whether
they are in the old government
system or the new one due to
their poor living conditions.”
The project would bring aid
to the community by
implementing various projects
such as vegetable gardens,
providing food baskets for
needy families and offering
seminars on financial
management and small
business development.
Ndama said other initiatives
of the programme would
include providing warm
clothing and blankets along
with winter essentials, sanitary
pads for schoolgirls and
running disaster relief
seminars.
The spiritual leaders also
offered counselling support to
assist those who were
suffering, he said.
A disabled member of the
community, Zolile Tyamza, said
he was happy the garden
project had been started.
“Our homes have big yards
which we can use for
gardening. We have never
received any assistance before
to produce our own
vegetables. I am happy that
now we are going to do
something.”
Emadakeni community
leader Aisha Yusuf said,
“Many residents were
unemployed with no hope for
any changes in the future.
Young people have no
direction. They drink and the
young women fall pregnant.
As a result we have a number
of children who grow up in
abject poverty. We will work
with Adra to improve their
lives.”
ALL TOGETHER NOW! Some of the group of volunteers and tourists who attended Stutterheim parkrun’s #Recordmustfall
event on Saturday
STUTTERHEIM – They came, they
ran/swam/surfed/splashed/waded but they
did it – # R e c o r d H A S fa l l e n !
On Saturday April 14, 218 people b r av e d
the elements for Event #181, definitely Stutt
parkrun’s wettest, muddiest parkrun ever,
and helped the event to achieve the
challenge issued by the GP and WC tourists
that #Recordmustfall.
Many took up the run director’s
suggestion of doing it barefoot and
thoroughly enjoyed the childhood fun of
muddy feet.
Thank you to every person who took up
the challenge.
Congratulations to Stan Dugmore on his
50th parkrun, Albie Bosch who did his 50th
parkrun and 50th different event (only the
fourth in South Africa to have achieved
this), Lyn Easom and Dean van Zyl who
each completed their 200th parkrun and
Peter and Priscilla Dengler on their 100th
parkruns. Siya Wapi (Stutterheim) and
Mthokozisi Mogaga (from Komani)
completed their 10th parkruns to earn their
Junior Club 10 certificates. Among the
tourists, Louis Janse van Rensberg
completed his 75th different parkrun event.
There were a number of East London
visitors who have already earned their
Green 250 milestone T-shirts, among them
Eastern Cape parkrun director Bob Norris.
Among those who participated there
were 59 first-timers, with 32 athletes
recording new personal best times (despite
the tough conditions) and there were 32
volunteers.
Stutterheim parkrun started on
November 1 2014. Since then, 1312
participants have completed 8938 parkruns
covering a total distance of 44690km,
including 1349 new personal bests.
Stutterheim parkrun had the
longest-standing inaugural attendance
record out of the 138 events in South Africa.
The “main brains” behind the
#Recordmustfall event on Saturday were
Chris Reeler from Johannesburg and his
friend Trevor Doyle from Somerset West.
As far back as January they contacted
Stutterheim parkrun’s event director Linda
Lanz as they were both keen to see the rare
Cape parrots that inhabit the Kologha
Forest and do the Stutterheim parkrun.
Chris has a group of Gauteng parkrun
tourists he travels with and it was then
decided they would try to gather as many
GP and WC tourists to join them this
weekend and they sent out the challenge to
other parkrunners to see if it would be
possible to break the inaugural record. A
number of 163 athletes were needed for this
to be accomplished as the attendance at
the inaugural event, which was held in
pouring rain, was 162.
In the end, there were four tourists from
Cape Town, 10 from Johannesburg, locals
and athletes from Sunrise-on-Sea, Three
Silos, Kidd’s Beach, King William’s Town
and Komani parkruns.
Stutterheim has had almost 600mm of
rain since mid-January leaving the golf
course and parkrun route muddy, and there
was a massive thunderstorm on Friday
which dumped another 60mm on the
already waterlogged course.
Donovan Holmes, who had brought his
Queen’s College cross-country team to do
the parkrun last month, had issued a
challenge to other schools to do the
#Recordmustfall event.
Initially it looked as if Queen’s was going
to be the only school, but then it was
pointed out that there were also children
from Stutterheim High School and seconds
before the start, a busload of Port Rex boys
arrived. The top-14 places went to runners
from Queen’s and Port Rex with local runner,
Joe Mpunzima, who is regularly the first
finisher and Cape Town tourist EJ Lanz being
the only over-18 runners in the top 20.
Jackie Maggs from Johannesburg was
handed the position token #163 and it was
clear #RecordHADfallen. Eventually the
official tailwalker, Brenda Wright from
Johannesburg, crossed the finish line in a
time of 1 hour 7 minutes, making a total of
218.
After lunch at the club, some of the
visitors were delighted to see a flock of
Cape parrots close up in a pecan nut tree,
those who did not have to catch flights
were taken to the Kologha Forest for a walk
along the boardwalk.
Forewarning that due to the Round Table
103 annual bike ride on April 21, there will
again be a slight route change to the last
kilomet re of the parkrun route for safet y.
Man’s death sparks safety fears in Lesseyton
ANDISA BONANI
THE death of a 22-year-old man in
Lesseyton village near Komani has led to
pupils from Zola, the new part of the
village, being escorted to school in
Vrijini, the old area, by police.
Sive Tabata was stabbed to death on
Sunday morning, allegedly after a
squabble over a cigarette at a local
t av e r n .
Ta b at a ’s distraught grandmother,
Nontsindiso Tabata, said she heard a
frantic knock in the early hours of Sunday
morning from the tavern owner who
came to inform her about the death of
her grandson.
“He said he did everything to save his
life, but nothing helped. He died on
arrival at Frontier Hospital. We have been
told he was stabbed by a man from Zola
who he previously had a grudge with.”
Nonstindiso indicated that the
27-year-old accused was allegedly
stabbed by Tabata last year, but she
thought the two were over their
differences because they played soccer
t o g e t h e r.
Police provincial spokesman Captain
Khaya Tonjeni confirmed a case of
murder was opened on Sunday and a
suspect was arrested.
The suspect appeared before the
Komani Magistrate’s Court on Tuesday.
The suspect’s mother said this week
that a group of men from Vrijini went to
her home on Sunday morning demanding
to speak to her son and threatened to
break the door down if she did not open
it.
“I told them I did not know where he
was. They beat up my husband and a
neighbour who was trying to help, saying
they had hidden him. Hours later, my son
arrived home and told me what had
happened. He handed himself over to the
police.”
Ward committee member Amanda
Botya said she had been informed that
pupils from Zola were being escorted by
police to and from school until the
unease in the village had died down.
“This place has become violent. This is
the second death this year. We will speak
to the police so that they patrol the
village, especially on weekends. The
tavern where Tabata was stabbed is
notorious for deaths and the ward
committee has scheduled a meeting with
the owner to discuss the matter.”

Buco gives back to the community
SIMTEMBILE MGIDI
BUCO Hardware and
Building (BHB)
representatives officially
unveiled the finished water
tank that they donated to Louis
Rex Primary School at New Rest
on Thursday last week with DA
councillors, the SGB and the
principal present at the
unveiling.
BHB representative Morne
van Staden attended the
unveiling with Morne Tharratt,
who was the contractor used to
build the stand for the water
tank.
Van Staden said: “When the
Business installs water tank at a school in New Rest
company asked who we could
donate the tanks to, we listed a
couple of schools including
Louis Rex and a special needs
school in Whittlesea and we
will help other schools as well.
“There will always be other
schools that will need tanks,
plumbing or roofing that we
can help with.
“We have targeted schools as
this is where the young people
are active. They can study in a
much better environment, they
will know there are people who
care for them and they will take
care of others as well when
they grow up.”
He said Buco had also
recently renovated a senior
citizens’ home in the area and
was waiting for Popcru to
finalise a fencing project which
BHB would be donating to a
primary school in Komani.
Louis Rex principal Bevan
Christoffels said they were
extremely grateful for the tank.
Christoffels said: “When
there was no water around
When water runs out
the pupils will know
there is a place they
can go to get water
February 2018, we had to close
the school. Pupils could not use
the toilets, there was no
drinking water nor was there
water for cooking food for the
pupils”.
The tank would allow the
school to operate even if there
was no water in the municipal
s y st e m .
DA councillor Chris de Wet
said they were grateful for what
BHB had done for the school
and encouraged more
businesses to come on board in
helping their local
communities.
De Wet said: “Water is going
to get scarce in South Africa.
Even when the water runs out
the pupils will know there is a
place they can go to, to get
water. There are other schools
that need help, we need to try
and get other businesses to
take part in helping to solve
needs such as these.
“This is not a political
statement, but I think we will
have to be self-reliant, to do
things for ourselves to build up
the community.”
DA councillor Zukho Mandile
spoke on how the community
should also work towards
helping their schools.
THANK YOU: Buco Hardware and Building store donated a water tank to Louis Rex Primary School, an initiative welcomed by
the school and DA councillors
CHUX FOURIE
GREAT excitement reigns at
Mini-Minors Educare as the
themselves on national
television before too long.
Owner Minna Schnehage
told The Rep, “I was totally
bowled over when I
received a call from
Rensche Bougas recently,
informing me that
Mini-Minors Educare had
been selected to be filmed
for the programme,
K l e u t e r zo n e , that is aired
on Kyknet Nou (Channel
K l e u t e r zo n e , produced
and owned by Anthonie
Bougas, is a Christian
programme.
The producers travel
throughout South Africa
filming various playschools
and junior schools. They
will visit Mini-Minors next
Wednesday morning, April
25, and have requested the
little minors to entertain
them with a mini-concert
that evening, which will be
held in the Hangklip Junior
School hall.
This little concert will be
about an hour long and
starts at 6pm. Tickets are
on sale at Mini-Minors (the
money from ticket sales
goes to K l e u t e r zo n e , which
is obviously how it covers
its costs).
Schnehage says she has
no idea where the
producers heard of
Mini-Minors, nor when the
programme is scheduled to
be aired on TV, but would
find out when the producers
visited the school.
K l e u t e r zo n e has
intimated that it chose only
24 playschools in the whole
country for the series –
quite a feather in the cap of
Komani and Mini-Minors.
THE REPRESENTATIVE 20 April 2018
EDITORIAL
OPINION
C o l l ate r a l
damage
THE topic of drug abuse and
its effects on humans is
nothing new in South Africa.
In 2015, Carte Blanche
reported that the World Health
Organisation (WHO) had found
that an estimated 15% of South
Africans suffer from drug abuse
– and it’s a steadily rising
statistic, making the country one
of the world’s drug abuse
capitals. Cocaine, mandrax and
marijuana are listed as among
the most popular drugs.
Recently, there have been an
increasing number of people
contacting The Rep expressing
concern about drug usage
within their communities. Some
people want to reach out and try
to help, others are just worried
about the devastating impact of
such drugs on the ones they
love and on their community.
Of course there is money to be
made in drugs. An addict will do
anything to secure cash for his
or her fix and dealers capitalise
on this. It’s a roaring trade both
globally and nationally.
Africa Check reported in
February that South African
Revenue Service s p o ke s m a n
Sandile Memela said that,
according to their records, the
police confiscated narcotics to
the value of R265-million in 697
busts across the country in 2015.
Memela said the figures
“should not be misconstrued as
an indication of the actual trade
in illegal narcotics”.
The devastating impact of
drug abuse can barely be
quantified. Families break apart,
jobs are lost, children drop out
of schools, crime rises.
Addiction eventually overrides
all other aspects of life – be it
safety, ambition, hope, love –
leaving only a shell of the
person who could have been.
The collateral damage to
families and communities is
huge while the fact that drug
abuse is so rampant is an
indication of the impact of the
socioeconomic challenges
facing our country.
Nobody purports to have all
the answers. The police have to
do their bit in taking drugs off
the streets and ensuring that
dealers are brought to book. The
courts have to have a
no-tolerance approach and
sentences should be effective
and suited to the crime.
Communities have to help
safeguard their neighbourhoods
and refuse to harbour dealers.
Schools and parents should be
vigilant and help children.
No community is safe and the
rising concern in Komani shows
that here, too, the impact is
being felt. Don’t let drugs
destroy more lives.
Wool industry to
create new fund
THE National Wool Growers’
Association national executive has
decided to investigate possibly
establishing a development fund for
the wool industry.
In a press release the NWGA said
this was being done against the
background of the decline in
external development funds (like
funding from government sources),
economic pressure on existing
industry assets and investments,
and challenges in development
par tnerships.
The proposed fund will enable the
industry to be more self sufficient,
while maintaining quality standards
and development initiatives.
An industry fund can only be
implemented if it has the support of
wool producers. This fund will help
to fund projects that will benefit the
total value chain.
If such a fund is implemented by
the wool industry, it will create a
sense of ownership of every rand
collected, in contrast with a statutory
levy that is subject to rules,
regulations and prescribed by law.
With a statutory levy, the wool
producer does not have full control
over the funds collected.
The SA Wool and Mohair Buyers’
Association (Sawamba) will consider
administering the fund in the same
way as the wool promotion
cont ribution.
A development fund like this will
be set for four years to fund specific
projects in the interests of the wool
industry. Thereafter, funding and
projects will be reconsidered,
depending on the circumstances and
support. Comprehensive business
plans and an audit will specify and
control the use and management of
the funds. The following projects
could be funded by this:
ýShearer training, to retain this
skill in SA;
ýMaintenance of monitor farms in
support and research on healthy
predation management (currently 29
such farms countrywide);
ýImproved communication
through the circulation of Wool
Farmer publication to all parties in
the value chain (including
producers).
In order to execute the projects,
about R5.8-million per annum is
required, a drop in the ocean if one
considers that the total value of the
clip exported in the 2016/17
marketing season, amounted to
more than R4.29-billion (it comes
down to a contribution of 0.135% by
wool producers to the total value of
the clip).
The Sawamba levy will increase by
7c/kg – from 15c/kg tot 22c/kg – to
enable a fund for wool promotion
(national and international) as well
as the establishment of envisaged
projects. Wool Trust funds will
continue to be utilised for approved
development projects, advisory
services, research, statistics,
information and promotion, as
approved by Cape Wools SA
(CWSA).
The amount that will be collected
will include a collection fee of
R150 000 to allow CWSA to manage
and audit the fund.
Any enquiries can be directed to
a bottle of water ... you never
know what might happen along
the way.
Q: Who is your role model?
A: My mom. The fact that she
is still so active at her age sets
a good example for me. She is
always ready to lend a hand.
She taught us – as her children
– t h at whatever we do is always
a reflection of what we were
taught at home.
it is dangerous. We are
grown-ups, we should teach
the children road safety tips
I think people are
ignorant. Pavements are
meant for pedestrians and
the road for motorists. We
continue to cause
unnecessary accidents by
walking where the cars are
supposed to drive.

Mlungisi police
LINDA Feleza, of Komani, writes: I
want to share my story and
compliment the Mlungisi police
station members.
People have different perceptions
about police officers and the
treatment they give to people.
I once experienced it and was
treated unfairly, but in Mlungisi it
was different. The members
provided great service and they were
professional. I was impressed with
their interaction with people.
In most cases in the townships the
police are drunk and they use strong
language.
In Mlungisi everybody has been
treated with respect, which reminds
me of how police members are
being killed. As I said in the
beginning, people have different
perceptions. We need them, we
must protect them and we must
compliment them.
Famine of all sorts in SA
NTOKOZO Nhlabathi, of the Concerned
Young People of South Africa, writes: The
land grab debate is next in the arena and
the world gathers to watch the spectacle.
MPs sit in parliament’s prime seats shouting
the odds. Anger prevails. Deafening moans
and groans on the one side of the platform
add to the chaos. The rich and infamous
shout the odds – will they use the arena to
secure future aggrandisement at the cost of
the collective wealth? (Some even eye the
Cradle of Mankind). Noticeable are corrupt
individuals who make glib promises, while
others broadcast murderous threats and
insults aimed even at royalty and traditions.
Chants and songs draw racism cards.
Our rainbow nation is being torn apart.
The noise from the arena has not only
reached clear-thinking youth of South Africa,
but also Australians and Belgians.
The world talks about South Africa and its
expropriation plans. In the ’80s it was the
banned ANC stalwarts who garnered the
Motivator hosts life-coaching workshop
ANDISA BONANI
KOMANI residents have
been invited to attend a
life-coaching workshop
hosted by Portia
Mngqibisa of Mlungisi.
The workshop wll be
held at the Thobi Kula
Indoor Sport Centre on
April 27 from 10am to
2.30pm with the aim of
assisting people who are
having to deal with life
challenges.
The event, with the
theme: “You are stronger
than circumstances” will
aim to build selfconfidence
among the
youth, women, men,
business people, people
living with disabilities
and ordinary citizens.
Mngqibisa said a
further aim of the
workshop was to help
people to stop thinking
n e g at i v e l y.
“The workshop will
ensure participants leave
with a renewed lease on
life as we will revive
people’s inner strength,
confidence and ensure a
positive mindset. I
understand that what we
want to achieve with this
event will not happen
overnight. It will take
time, but it will give an
individual a chance to
look at life from a
different view.”
Mngqibisa said the
event would not have
PORTIA MNGQIBISA
world’s empathy. Will this be reversed?
Investors withdraw from the rhetoric and
once they leave the stands, will only the
ruins of the Colosseum remain?
The debate elicits questions: Who gets
the land? Will it go to government?
Can we trust them to handle the
redistribution of these resources?
We still see the same corrupt decisions
and platforms in parliament.
Who can productively manage the land?
New farm owners must have the
necessary skills to sustain the land.
Doctors study before they operate. P i l ot s
need to pass their exams before flying SAA.
Who will steer the land wagon?
Is SA facing famine, disease and death?
Granted, those who get land must have
demonstrated successful productivity –
even if it’s on a small scale around RDP
houses. Mr President, check the records of
productivity of all applicants.
If not, this agricultural bandwagon might
renowned speakers but
would be interactive and
have the attendees
divided into groups to
discuss issues.
“The event will be
packed with various
lead to a hungry nation. Hungry people are
angry people. Remember France, the hungry
mob chopped off the heads of the elite!
What about other important crises in SA?
Actually, we are already in a famine of
another sort. Drug addiction is rife among
the youth. It has become a public health
crisis. Soon we will have our free education,
but no students. Pupils are dropping out of
schools everywhere.
We experience first-hand the impact that
dagga has on our peers. In locations, youth
gather on street corners to get their next fix.
They will sell everything from their own
homes, and those of others, to satisfy their
c r av i n g s .
To date, thousands have knocked on our
doors. At CYPSA we are doing what we can
to help drug-addicted youth.
Please place drug addiction on the top of
your parliamentary agenda in the next
parliamentary sitting.
It is time to unite and build our economy.
activities that will
change people’s way of
thinking and attitudes.”
The host said she had
lived her life with the
motto: “Confidence is at
the root of so many
attractive qualities, a
sense of humour, a sense
of style and the
willingness to be who
you are no matter what
anyone else might think
or say.”
CAST IN IRON: Two life-sized statues entitled
Self Portrait (below) and Zane (not shown)
by Komani’s Taryn King now appear in an
exhibition at the Artem Gallery in Cape Town
Picture: SUPPLIED
ROUND&ABOUT
Taryn is among some greats
CHUX FOURIE
BORN and raised in
Komani and educated
at GHS, Taryn King
(daughter of Scants and
Bridget) is really making a
name for herself in the field
of sculpture.
She studied for a BA in
fine arts at Rhodes after
leaving school and later
obtained honours in
sculpture.
She moved to Cape Town a
year ago and has been
invited to exhibit at a new,
smallish gallery in Sea Point,
with a few well-established
artists such as sculptor
Janko de Beer and
landscape artist Andrew
Cooper, who appeared on
Top Billing a few months
ago.
She is exhibiting a life-size
standing figure entitled Self
Komani-born sculptor shows work at Artem
Portrait and a bust named
Zane at the moment.
King’s point of departure is
the human body. Her
fundamental concerns are
identity, gender,
impermanence, absence and
presence. Through her
sculptural process, she
embraces the flaws of the
human body which would
normally be erased.
Parts of the sculptures are
encrusted in a thick coating
of rust which alludes to the
fact that the human body is
in a constant state of flux,
subject to age and decay.
Parts of the sculptures are
life casts, which King has
cast from her own body or
the bodies of people close to
her, to capture bone,
‘Rust accelerates the
decaying process,
creating a physical
fight against time’
muscles, pores, scars and
lines that cannot be seen
through any other medium.
The figures have been
created with a conspicuously
fleshy tone to highlight these
bodily imperfections, which
King believes tell the story of
a person’s life. Life casts in a
sense “immor talise” a
person, as the actual cast
cannot decay and age as
such. She has juxtaposed the
idea of this “immor talit y” by
coating parts of the figures
with rust, which accelerates
the decaying process,
creating a physical fight
against time.
The old Adelphi Centre in
Sea Point, Cape Town, has
been extensively renovated
and now offers an ultraluxurious
galleria-style
shopping centre.
The new centre is named
Artem, meaning “to conceal
art in its original form” and
boasts a mix of exclusive
international retail brands,
carefully selected boutiques
and lifestyle shops, artisanal
eateries as well as the
prestigious curated art
gallery. This new gallery will
serve to enhance and uplift
the art scene in the vibrant
inner city of Cape Town.
King also recently
launched her own tour
company, Art and Beyond,
which offers private art and
wine tours in the Cape
winelands, visiting top-class
wine estates and viewing the
artworks of some of South
Africa’s most renowned
contemporary artists, many
of whom have sculptures on
display in the grounds of the
various wine estates.
She is also in the process
of creating some new and
very exciting options, such
as studio visits to artists’
private studios. Through
these visits with local and
international clients, she is
hoping to open doors for
emerging artists to gain
global exposure.
Get together
for coffee and
prayer time
A GROUP of men
get together every
Friday morning at
the NG Church hall
in Robinson Road to
have a cup of coffee
and pray for our
community and our
town, and if you
feel you would like
to join them, you
are most welcome,
irrespective of
denomination or
church affiliation.
The gathering
lasts only about
half an hour and
starts at 6am, so
there is still plenty
of time to get to
work or take
children to school
af terwards.
Convenor Hennie
Coetzee says: “It is
no use encouraging
people via social
media and other
forms of messaging
to pray, and then
not actually doing it
yourself. Just come
along and pray.”
home loans registered
through BetterBond
were calculated at
100% of the purchase
price. It seems
financial institutions
are increasingly willing
to grant these sorts of
home loans – and it is
not difficult to
understand why.
Banks can justify
charging a higher
interest rate on 100%
bonds because the risk
carried by the bank on
these bonds is higher
than on a bond with a
deposit.
Buyers who pay a
deposit prove their
financial stability and
lower the total lending
amount, which
therefore increases
banks’ flexibility when
it comes to negotiating
a lower interest rate.
“Buyers need to
consider the power of
compound interest on
their home loan.
“For example, at the
end of the 20-year
lending period, you will
spend just under
R50 000 more in
interest alone on a
R1-million bond if you
purchase without a
deposit. Still, in today’s
tough economic
climate, saving R50000
over 20 years seems to
be a relatively small
price to pay when
considering how long it
might take you to save
up for R100000 deposit,
keeping in mind that
you will need to budget
for an extra R40000 or
so on top of that
amount to pay for
transfer duties, bond
registration costs and
other related fees,”
Goslett says.
What he suggests as
a solution is a sort of
marriage between the
two options.
“First-time buyers
should consider the
option of saving
towards a deposit, and
then redirecting that
money into the monthly
repayments on a 100%
access bond. This way,
buyers do not
necessarily need a full
10% of the purchase
price saved before they
buy. Also, if ever the
homeowner runs into
financial trouble, or
needs the money to do
renovations on the
home, they can access
the money from their
bond – an option that
would not be as readily
available to them if
they took out a fixed
bond with a deposit.
“The truth is that,
while it is advisable to
have a sizable deposit
saved when applying
for a home loan, each
of the finance options
will end up suiting the
needs of certain buyers
better than others.
“For example, taking
out a 100% bond can
help those buyers who
want to enter the
property market sooner
than if they had waited
to save for a deposit.
Buyers should weigh
up the pros and cons of
each option carefully
and decide which
solution works best for
their needs,” Goslet t
concludes.
BIG COLLAPSE: The toilet block at Isihoboti
Public Combined School in Stutterheim which
collapsed over Easter
To i l et s
collapse
ABONGILE SOLUNDWANA
ISIHOBOTI Public Combined School in Stutterheim
is appealing for aid after a block of toilets
collapsed over the Easter holidays.
Principal Mandlenkosi Gayoyo said the eight
toilets which collapsed were being used by 126
pupils from Grade R to Grade 8.
Gayoyo said, “When I took a look at the toilets I
noticed that the foundation was made from zinc
instead of bricks. The concrete base was then laid
on top of the zinc which rusted”.
Gayoyo said the school, which had formerly been
a prefabricated unit, was built in Ndumangeni
Village in 1997 and completed in 1998. The school’s
toilets were built at the same time.
He said he suspected that the contractor who
built the school had delivered poor quality toilets.
“I also went to check the other toilets and found
a crack in a teacher’s toilet. This could mean that
sooner or later these will also collapse.”
He said there were eight toilets for the teachers
and 16 for the school’s senior pupils.
He said it was a worrying situation despite the
fact that the toilets for the juniors had previously
showed no sign of collapse.
Gayoyo said the school building appeared to be
well-constructed, but he would like building experts
to assess the school’s structure to see if the
foundation was built according to specifications.
The school’s junior pupils now relied on one
temporary toilet, while the school hoped to receive
aid from the government.
“It is too risky to allow the junior pupils to use
the senior toilets because they are too big and
some of them may fall inside. I reported this to the
Amathole district department of education who
came on Thursday to assess the structures.”
He said he had since been referred to the
provincial department of education which was
responsible for infrastructure and disaster
management of schools. “I was told that a team
would come to inspect the problem this week.”
He said this was a structural failure and not a
maintenance budget issue.
“The school does not have money for a capital
project, that is the department’s responsibility. Our
school makes use of the maintenance budget and
the newly appointed SGB has already done the
assessment for the next budget. The school
education development official (EDO) knows we
have a clean financial audit and it has been
recommended that I mentor other schools.”
The maintenance budget was used to fix tiles,
gates and school lights, Gayoyo said.
“In 2015 the school had a natural disaster when
the structure’s roof was damaged. The department
did not assist us. We had to use the maintenance
budget and ask for assistance from the community.
“All we need to know is if the department will be
able to assist us with the toilets.”
Education department spokesman Malibongwe
Mtima said schools were allocated budgets to
maintain properties.
“A building cannot collapse without showing
signs. Schools have SGB members responsible for
assessing the school on a weekly and monthly
basis to make sure such events do not happen.”
At the time of going to print Mtima had not
disclosed what efforts, if any, would be made to
resolve the issue.

Message by Queen’s College Junior
acting headmaster Colin Hartley
AS THE second
term of any year
looms, many
teachers and learners of
other schools might
look ahead to a busy
term that involves
winter sport and
examinations. However,
being part of the
Queen’s College family,
I am sure I speak for
many, if not all, in that
we look no further than
the important
celebrations that take
place over the Reunion
We e ke n d .
It is a weekend that
creates a huge amount
of excitement not only
in our current
enrolment of boys and
the staff of our schools,
but to boys of old that
once kicked the oval
ball that was made
from leather and to
those that once held a
wooden hockey stick
while playing on
something called grass.
The euphoria is
shared by the boys, the
parents, the staff and to
those that travel from
afar to join in the
celebrations of their
alma mater.
This year we
celebrate the 160th year
of our fine institution.
We are a school that
has achieved this
milestone because of
the dedicated staff, the
support of enthusiastic
parents, the role played
by the Queen’s College
Old Boys’ A s s o c i at i o n
and loyal support of the
friends of our school
and the greater Komani
community. I use this
opportunity to thank all
those who have been
QUEEN’S COLLEGE
JUNIOR ACTING
HEADMASTER COLIN
H A RT L E Y
involved in making
Queen’s College one of
the finest education
institutions in our
countr y.
A word spoken about
so often in a classroom,
a halftime huddle on
the sports field or in our
staff rooms during
meetings, is teamwork.
I walk around our
campus admiring the
new developments we
get to enjoy – such
developments as the
new Richard Second
Astro, the new fencing
around our campus, the
refurbishment of the
tennis courts, the new
interactive whiteboards
in our classrooms and
so many more.
Developments like this
do not happen without
people coming together,
working together and
building together.
I get to spend time in
various classrooms
admiring the
accomplishments of our
boys. These visits make
me so proud when I see
what our team of
wonderful teachers
achieve with our young
boys. Achievements like
these do not happen
without the boys
teaming up with the
teachers and working
towards a common
goal.
I suppose where it is
most evident, is on the
sports fields – the place
where we see our boys
display loyalty and
comradeship, but also
friendship and fair play.
The separate
components come
together to form a
well-oiled machine.
The teamwork that is
exhibited in all spheres
is what forms the
fellowship of Queen’s
College, the fellowship,
which will carry the
teams as they compete
in many disciplines over
the weekend.
It is the fellowship of
Queen’s College that
makes me prouder than
any of the
achievements that have
gone before. This
fellowship is our
greatest achievement.
May it continue to
grow from strength to
st rength.
A young boy named
Matthew “Mat tie”
Stepanek made one of
my favourite quotes.
“Unity is strength ...
when there is teamwork
and collaboration,
wonderful things can be
achieved.”
All the best to the
teams who take on our
rivals, Selborne. Work
together, trust each
other, care for each
other and if needed,
carry each other.
I would like to wish
Mr Janse van der Ryst,
headmaster of our “Big
B r ot h e r s ”, all the very
best for his first
Queen’s College
reunion. May it be the
first of many enjoyable
reunion weekends.
In closing, I would
like to take this
opportunity to wish the
QCOBA and all Old
Boys the best for our
160th Reunion
We e ke n d .
Please do yourselves
a favour, spend a little
Message from
QCOBA national
president Bryan
K re t s c h m e r
Welcome to Old Boys from near
and far at Reunion Weekend
INGONYAMA – Reunion
Weekend 2018 celebrates 160
years of education excellence
at Queen’s College and many
Old Boys will return again to
Komani to rekindle memories
and friendships formed during
their time in this “hill-girt town” .
From the Freedom of the City
parade, the welcoming of the
cyclists on Thursday, the Friday
Reunion assembly, the Trooping
the Colour parade, the
President’s Dinner, the sporting
fixtures against our old rival,
Selborne College on Saturday, to
the festivities at the tent and the
Reunion Commemoration
Service on Sunday, a feast of
activities will take place that will
rekindle happy memories and
convince Old Boys that Queen’s
College remains an institution to
be proud of.
During this past year we have
seen change with past
headmaster Brendan Grant and
family leaving for Cape Town,
and we have welcomed in a new
era with new headmaster Janse
van der Ryst taking the helm at
our Alma Mater, Queen’s
College.
At the junior school, we have
said farewell to outgoing
headmaster Richard Second who
has retired.
I have been privileged and
honoured to have represented
this great association of the
QCOBA as national president for
the past year and I have
travelled to branches around
the country and met with Old
Boys and, together with school
representatives, informed them
of the changes, goals and
visions for the school.
It continues to be a blessing
to see that Old Boys remain
loyal supporters of Queen’s
College.
The QCOBA welcomes Old
Boys from near and far to
celebrate Reunion Weekend and
we pray you will have a
wonderful time and, on leaving,
look forward to your next visit
and reunion at Queen’s College.
ATOTAL of 22 principals
from schools in Komani
have enrolled with the
Graduate School of Business to
participate in the Principals’
Programme (MDP) over the
course of this year.
The first module ran over
four days during the April
This programme forms part
of the Get Ahead community
presenting the programme, and
is supported by the depar tment
UCT GSB course convenor Dr
was being run for the first time
in the Eastern Cape. Shelley
is for the principals to
familiarise themselves with the
issues they face as leaders in
their school environments.”
Shelley said the township
school pupils in Cape Town
faced similar challenges to
those confronting rural schools
in the Eastern Cape.
“These are rural areas with
high unemployment rates.
There are socio-economic
issues that impact the pupils,
such as poverty, gangsterism,
drugs and lack of resources.”
The principals did not always
have what they needed to do
their jobs.
“This means that as leaders
they need to have initiative and
creativity to try to do more with
less.
“This module focused on
systematic management, how
to formulate and solve
problems. The next module will
focus on business acumen to
address financial and operation
management, and we will deal
empowerment of women. This included
women looking after their health.
“The purpose of these sessions is to raise
awareness about breast and cervical cancer.
It is important to share this information with
our children in order to protect them.
Remember to achieve your dreams, you need
to start taking care of your life and your
b o d y. ”
Mbalo mentioned having sexual relations
with multiple partners increased the chances
of cervical cancer.
“Practising unprotected sex with many
people can increase the rate of getting
infected by cervical cancer.”
Departmental officials conducted pap
smears and breast cancer screenings.
Student council member Nolitha Jacob
said, “The programme was successful. We
decided to separate the venues so male
students could feel free to engage on
sensitive topics such as male medical
circumcisions. We also shared information
about prostate and testicular cancer.”
Goshen residents in long wait for RDP homes
ABONGILE SOLUNDWANA
GOSHEN Village residents are
still waiting for 67 RDP houses
which they were allegedly
promised by the provincial
department of human
settlements last year.
The village, which is located
between Komani and Cathcart,
has a population of 7000.
A resident, Dabane Mqede,
said a departmental official had
visited the community in
September last year after they
had requested government
houses.
Mqede said: “We have old
mud houses in the community
so when we approached the
department, we were told the
houses would be prioritised. On
the day of her visit, Papu
[official] said she would
introduce a contractor to the
community to begin building the
houses in October and the
project would take three months
to complete.”
He said three months passed
without any feedback from the
department. “When we followed
up with the department, we were
told the official was no longer in
the department.”
Mqede said the department’s
delegates visited again last
month and committed to build
60 houses, but no time-frame
was given.
He said another problem was
living without a clinic, which
resulted in the residents having
to travel to Cathcart for health
services. “The clinic was closed
without warning in 2016. This
came as a surprise because it
was functioning properly and
well resourced.
“We approached the
department of health to bring
back the clinic services to the
people and every time we follow
up we are told the clinic is under
way, but no action is taken.
“The population of 7000 does
not even get mobile clinic
ser vices.”
He said the R351 road towards
the area was badly damaged,
which created problems for
scholar transport and funerals.
“The state of the road gets
worse when it rains. The
provincial department came to
assess the road in 2015. She
said the department was busy
with a road in King William’s
Town and as soon as that project
was done, they would look at
ours. She said the road needed
culverts which the department
had, but it did not have the
necessary transport to get them
to the R351.”
The Department of Human
Set tlements’s Lwandile
Sicwetsha said the housing
project was still being planned.
Sicwetsha said, “The feedback
to the community is provided
through the appropriate
platforms and community
structures. The number of the
houses is as it was received
from the application by the
municipality. At this stage, we
cannot indicate the time frame.
“Once all the internal
processes are complete, the
department will be in a better
position to set up the
implementation plan for it.”
Health Department
spokesman Sizwe Kupelo said
Goshen was a poverty site which
had been identified by the
department and as a result, a
soup kitchen was established.
“We cannot close a
functioning clinic unless it is a
health post. A health post is
when a community member
avails a place for the mobile
clinic nurses to operate in, which
is currently the case in Goshen.
“The mobile clinic cames
twice a month on Tuesdays. We
will sort the problem out with
the manager to ensure that the
mobile clinic is still operating.”
The Public Works Department
had not responded at the time of
going to press.

IN MEMORY OF KIERA
Born: 19/06/2007
Died: 20/04/2017
In loving memory of my granddaughter
Our sweet little flower, nipped in the bud.
No grief or sorrow she knew. Just came to
earth to win our love and then to heaven
withdrew. No stain was on her little
heart, sin had not entered there. She was
too pure for this cold earth. Too beautiful
to stay. And so God’s holy angel took
our darling away. You’ll stay forever
THE REPRESENTATIVE 20 April 2018
Twists in youth murder bail hearing
State to pursue premeditated murder charge
SIMTEMBILE MGIDI
THE Queenstown
Magist rate’s Court saw
two twists this week as
it sat for the bail hearing
of a suspect accused of
murdering Maria Louw High
School pupil Geraldo Adonis.
Adonis, 18, was stabbed to
death outside a tavern on
March 29.
On Wednesday, the charge
against the 18-year-old
accused, who has not yet
pleaded and is believed to
have been a friend of Adonis,
changed from murder to
premeditated murder.
The gallery on the
right-hand side was a l m o st
full – with a bench to spare –
in support of Adonis’s family,
whereas only a handful of
people were there for the
suspect on the left-hand side.
Extra police members were
deployed in the court
following an interruption
during an earlier appearance.
State attorney Mabhongo
Bulana indicated to
magistrate Ganasen
Narayamsamy that the state
would be pursuing a
premeditated murder charge.
The defence attorney from
Pele Attorneys, Anele Maqaza,
argued against the change –
a schedule 6 offence – as he
had prepared for a schedule 5
offence in the plea for a bail
a p p l i c at i o n .
The magistrate allowed
proceedings for the bail
application to continue.
The suspect, indicating his
reasons for bail, said he had
handed himself over to the
police and that he had been in
custody for about three
weeks. He was sick and was
sleeping on the floor in the
cells. He had no previous
convictions and said his
possessions were being stolen
in prison.
The accused confirmed his
alternative address in court
and agreed should the court
grant him bail, he would sign
in daily at the nearest police
st at i o n .
He said he would not
abscond as he knew the
serious nature of the charges.
In a further twist to the
events, the defence attorney
returned to the court and
announced to the magistrate
that they would be
abandoning the bail
a p p l i c at i o n .
Narayamsamy set the trial
date for May 25.
In an interview with The
Rep, Maqaza said they did
Maqaza said, “The
CHDA continues drive to
push district development
SIMTEMBILE MGIDI
THE role of the Chris Hani
District Agency (CHDA) in
growing the economy to
surrounding rural areas and
townships was highlighted
during a strategic meeting at
Victoria Manor on Monday.
CHDA chairwoman
Nokulunga Sikeyi said the
agency was the brainchild of
the Chris Hani District
Municipality (CHDM).
It was established in 2012
with the aim of bringing
investors to the district.
Sikeyi said, “The agency is
registered as a state-owned
company. It is assisting the
municipality in implementing
all the programs that deal with
agro-processing, since we all
know that the priority of the
district is processing the
agricultural development so the
agency assists in implementing
those programmes.”
The Rep reported, “Clean
administration award for CHDA
(October 27 2017) that the
CHDA had received a Clean
Administration Award in
recognition of its clean Audit
Report for 2015/16 financial
y e a r.
The CHDA was rewarded by
the Chartered Institute of
Government Finance Audit and
Risk Officers (CIGFARO) at the
in Cape Town International
Convention Centre on October 9
last year.
CHDA CEO Thukela Masholo
said they had a strategic
planning session on April 12
and 13 where the body reviewed
its five year plan, which is
reviewed on a yearly basis.
“We have to confirm through
the money that we receive, if
there is anything that we can
add or reduce in our plan. Our
money has been confirmed this
year, the programmes that we
have been running has been
confirmed and we are focusing
mainly on the development of
viable economies in the rural
areas.
“We are focusing on
agriculture as there are
irrigation schemes in CHDM
and livestock development. We
have the highest cattle
numbers in the Eastern Cape.
However in terms of benefiting
from those numbers, we are at
the bottom.”
Masholo said they wanted to
improve the quality of the
livestock in order for the people
to be able to participate
meaningfully in the economy.
The CHDA was also hoping to
promote fruit farming in the
dist rict.
Industrial parks in Whittlesea
and Komani were another focal
area with skills development
set to be highlighted.
Mashololo said CHDA gave
bursaries to pupils to help with
skills development. The body
was looking for people who had
been working in a skilled
capacity, for example as a
builder, but without the
necessary qualifications and
were partnering with local
colleges to allow workers to
obtain the qualifications.
Wolf Pack win an exciting game
SIMTEMBILE MGIDI
IN WHAT was an exciting,
tight, friendly match between
hockey sides Wolf Pack and
Matrix, Wolf Pack secured a
hard-fought victory by 2-0.
Vice captain of Wolf Pack,
Che van Dyk, said they had
never lost to Matrix and
intended to keep it that way for
a long time.
Van Dyk said, “Matrix were
the league champions last year,
but they have never beaten us.
Early in the league we drew
with them 2-all. They are
currently number one on the log
and the win against them last
weekend gave us the belief that
we can win the league as well.
“The mood among the boys in
the team is electrifying and our
confidence has risen because at
the beginning of the season we
lost to Popcorn Tigers. Matrix
beat the Tigers but drew against
us. When we meet on April 21,
we will play against Tigers and
Mat rix.”
Van Dyk said after their win
they were confident they would
win both fixtures and wanted to
make a statement on the day.
Ward 22 Sport Forum public
relations officer Rowen Blignaut
said the friendly game was
played to make a time slot for
the league games that were
going to continue on April 21.
Blignaut said, “The game
between Wolf Pack and Matrix,
though it was a friendly, was
still played with the same
intensity as though it was a
league match.
Amavarara come from the bottom to win the match
SIMTEMBILE MGIDI
AMAVARARA Football Club (FC) won in a
game that required depth of character as
the team bounced back from being 1-0
down against Young Stars FC in their Chris
Hani regional SAB League match to win
3-2 on Saturday.
Amavarara made a bold move in
deciding to rest some of their frequent
first-team players for the match.
Coach Wiseman Mdunana said, “L a st
week we had a problem with fatigue and
we decided to rest the first-team players
by fielding the second-team players. We
do not want the game experience of the
second-team players to be too far off from
the first-team players.
“We have four games remaining and we
wanted to make sure that we win – if we do
that no other team can catch us on the log.”
Goal scorers for Amavarara were
Athenkosi Lafota through a penalty, who
also scored a brilliant goal from a left
cross, and Aphiwe Mabumbulu.
Young Stars did not go down with out a
fight, scoring a second goal after
Amavarara scored their third goal.
QUEEN’S College revisited an
old tradition in the year of
their 160th birthday
celebrations by bringing back
the Street Mile, or 1.6km race,
which is aimed at community
par ticipation.
The Mile, which was hosted
by the school on Friday,
consisted of five categories in
the girls/boys U13, U16 and
U19 categories, a
men’s/ladies’ veterans race
and the ladies’/men’s open.
Queen’s College headmaster
Janse van der Ryst said the
race had been rekindled.
“The mile is a positive
initiative which I hope we can
grow extensively.”
He said although the
numbers for the event had
been disappointing, “We will
DOING BATTLE: Amavarara and Young
Avile Ntasela and Wongalethu Danga
scored the two goals for Stars.
Stars coach Siyabonga Jonas said that
he was satisfied with how his team played
against Amavarara.
“We scored the first goal and we
defended our lead for some time.”
He said a lack of fitness was
problematic and would be addressed.
As the league draws to a close, the
Group A log standings are: 1 Amavarara FC
34 points, 2 FC Bongweni 25, 3 Hot Spurs
FC 24, 4 Peace Brothers 19, 5 Xalanga
Celtics FC 12, 6 Young Stars 10, 7
things today with the hope
that by making changes here
and there, like having inviting
prize money, we might lift the
standard of the event as well
as the numbers of
par ticipants.”
Queen’s College teacher
Ndumiso Mkandla who won
convincingly in the veterans’
category, asked for more
participants to challenge him
next year.
Mkandla said, “Winning was
a pleasant surprise. Normally
when I jog I finish the first five
kilometres without stopping so
1.6km was not a challenge.
Queen’s teacher and
coordinator of the race
Donovan Holmes said the Mile
was traditionally a popular
race. Queen’s always wanted
to be part of the community,
MIGHTY MILE: Queen’s College Mile senior men’s winners
rendering them with zero points.
In group A the fixtures tomorrow are:
The winners of Group A and Group B will
play in the play-offs on April 28 to select
the regional team that will represent the
Chris Hani region. The winner of that
match will play in the play-offs against
other districts in a knock-out tournament
with the winner of the tournament to enter
in the ABC Motsepe Provincial league.
Queen’s brings back traditional Street Mile
Table tennis team set for EC trials
SIMTEMBILE MGIDI
PUPILS and young adults came
from all over the Chris Hani
district (CHD) to participate in
the Chris Hani District table tennis
t rials.
CHD table tennis chairman Conrad
Simons said the trials were for boys
and girls in the age groups U13, U15
and U18, plus senior men and
women. The provincial trials will be
held in East London on April 28.
“The tournament was a huge
success, taking into account that
table tennis is a developing sport in
the district. We started last year,
concentrating on schools introducing
the code at school level and were
excited to see the number of entries
received.
“Due to limited resources, we can
only activate one municipality at a
time. We started last year with a
coaching clinic in Komani with the
Emalahleni Local Municipality (ELM).
“We were proud to see ELM
bringing 30 participants to compete
in the tournament.”
Simons said another programme
with the department of spor t,
recreation, arts and culture (DSRAC)
to promote the sport at primary
schools was under way.
One of the challenges facing the
code, according to Simons, was
getting access to community halls.
Some schools were still in need of
basic supplies such as a table tennis
board, net, balls and bats.
“DSRAC has been a great help. A
week ago, they gave us 350 balls.
Ultimately we want to activate the
code in every municipality in the
dist rict.”
In each age category, four pupils
and senior men and women were
selected to represent the district but
kit for the provincial trials is a huge
concern.
“I would like assistance from
anyone who can help us. I will send
letters asking for sponsorship from
local businesses.”
Anyone wanting to join a table
tennis club in Komani can contact
Simons on 082-977-0361.
Thandisizwe Senior Primary School
in Nqoko rural village headmaster
and table tennis coach Sifundo
Siyeka said they started playing table
tennis in 2015.
“We started against schools such
as St Theresa’s Primary in Komani,
Step Ahead Primary in Tsomo, and
we recently received assistance
through the clinic we attended in
December in Komani.”
He asked for help from the
department of education, ELM and
relevant stake holders to donate
table tennis equipment and boards.
Two men of iron
Swim, cycle, run pose a tough
challenge for Komani competitors
OWEN DICKS
CHUX FOURIE
IT WAS tough, but an
amazing experience, was
how Owen Dicks described
his participation in the
Ironman African Championship
in Port Elizabeth last weekend.
To complete a 3.8km swim in
the open sea, immediately
followed by a cycle ride of
180km and then run a full
marathon of 42.2km, is not an
idea most people would
entertain, but Dicks, who did
the full race for the first time,
was determined to give it his
b e st .
He started fitness training
when he moved to Komani in
2003, competing in several
half marathons. He also did the
Ironman 70.3, which is half the
distance of the Ironman
t riathlon, and eventually a full
Comrades Marathon.
But about six months ago he
decided to do the “full monty”
and started training for his first
full Ironman.
“I expected the swim to be
difficult, but we were very
fortunate – the sea was flat
and the water warm, ideal
conditions,” he says.
But as the day wore on, it
became hotter and by the
afternoon, the notorious Port
Elizabeth wind had reared its
ugly head.
After cycling 180km, Dicks
says his legs were very tired
and he thinks perhaps he
pushed himself too hard in this
discipline as he found the run
extremely tough going.
However, he says he thought
about the Iron Kids event he
had seen earlier.
“Some of them had
disabilities, but they gave it
their all and that was very
i n s p i r at i o n a l , ” he says, so he
pushed himself and eventually
finished in 14 hours and 35
minutes.
Steven Knowles, who moved
to these parts about two years
ago, did his fifth Ironman,
finishing in 14:05.
Knowles, who has previously
done 11 Comrades marathons
and five Two Oceans, came to
Komani from Graaff-Reinet.
He says the race went well,
but he found the wind made
the cycling difficult.
The race was won by a South
African for the first time in
years with Kyle Buckingham
finishing in a time of 08:30.
CLASH OF THE TITANS: Ludwe Mvangeli of OC in a breakdown battle
against Zebras’ Sixolile Mtyali
It’s two out of two for Breakers
MAXWELL LEVINE
BREAKERS’ dream start to the
season continued with another
convincing away win in East
London, to make it maximum
points in both their opening
m at c h e s .
It is the Komani’s team’s
best start in years.
Breakers have all but blown
both opposing teams away
with stellar performances, with
the players aggressive on
attack and shutting out
opposing teams defensively
for a complete performance.
It is two out of two after the
Mlungisi kings defeated Buffs
29-7 and, coupled with their
opening 41-6 demolition of
Black Eagles, the victories
have elevated the side to top
of the log on 10 points.
Confidence is high in the
Breakers camp with a certain
zest about their play under
coach Lefty Dakuse, who is
known for bringing out the
best in players. Proof of this is
that two players – Maso Lali
and Malusi Gomba – h av e
suddenly found themselves in
favour and doing what they do
best – scoring tries. Both
Gomba and Lali (2) scored on
S at u r d ay.
Evergreen fullback Nkunku
Mbusi was also on the scoring
chart. The team looks the part,
but must guard against
complacency as the road
ahead is still long.
In other Super League
results, Fort Hare’s good form
also continued with a 10-6 win
over Old Selbornians in their
own backyard. The students
are second on the log on nine
points.
In a titanic encounter, Berlin
Tigers emerged victorious in a
hard-fought 29-28 battle
against Ocean Sweepers.
Matches between Ntlaza
Lions and Police did not take
place due to the taxi violence
in Mthatha with the Winter
Rose/WSU All Blacks game
postponed due to the varsity
side taking part in the Varsity
Cup promotional play-offs.
The match between Black
Eagles and Swallows did not
take place as both Eagles
(Super League) and Evergreens
(Premier League) matches
were scheduled at Mpongo
Village with only one field
suitable for play. The field was
used by Evergreens against
Shining Stars, leaving the
match between Eagles and
Swallows abandoned due to an
unplayable surface on Field B.
In the Premier League, Old
Collegians’ woeful start to the
season continued after being
humbled 12-7 by Ngculu
Zebras at home. These are
worrying signs for a Collegians
side who only had themselves
to blame for not putting the
opposition away after leading
7-0 at half time through a
converted try by winger Rowan
Bishop. Ngculu came back
stronger in the second half
and scored two tries by Malusi
Matiwane and Migcobo Bovu,
with Sive Madikizela slotting
one conversion.
OC find themselves second
from the bottom on one point
with Zebras second on nine
points. Shining Stars suffered
a 24-7 defeat at the hands of
Evergreens for their first loss
after beating Bussy Boys 17-15
last weekend. Stars is eighth
on the table on four points.
There were wins for Africans,
beating Cambridge 29-5 and
Bussy Boys getting the better
of Ready Blues, with a 5-3
score line. United Brothers’
great start continued with a
22-17 away win at Wallabies.
New comers Ncerha Leopards
inflicted a first defeat on Young
Leopards with a 7-3 win.
It’s a massive match
tomorrow as Breakers host the
number one team in the
province, Swallows, at
Mlungisi Stadium. Breakers
will be tested to see how far
they have come this season in
this exciting encounter, with
Swallows parading their
star-studded line up. OC travel
to East London to face
Cambridge with Stars at home
against United Brothers.
Super League: Winter Rose
v Police, Buffaloes v Old
Selbornians, Berlin Tigers v
Ntlaza Lions, Black Eagles v
Ocean Sweepers, WSU All
Blacks v Fort Hare.
Premier League: Ready
Blues v Young Leopards,
Evergreens v Wallabies, Bussy
Boys v Ngculu Zebras, Ncerha
Leopards v Africans.
Matches start at 3pm.
