Lake Forest City Council
New city attorney appointed to replace Filippini
Todd Marver
Freelance Reporter
After Victor Filippini,
the former Lake Forest
city attorney resigned two
months ago, the Lake Forest
City Council has now
appointed a new city attorney.
Mayor Rob Lansing
first read a resolution of
appreciation for Filippini,
who resigned in April after
serving 18 years as the
city’s attorney.
The City Council then approved
Julie Tappendorf of
Ancel Glink Diamond Bush
DiCianni and Krafthefer as
the new city attorney at its
meeting Monday, June 4.
The appointment is effective
immediately and she
will be present at the next
City Council meeting on
June 18.
“The background of Attorney
Tappendorf and
Ancel Glink and related
material City Council has
reviewed, reference checks
provided and reference
checks pursued independently
revealed a highly capable,
respected and thoroughly
knowledgeable city
attorney,” Lansing said.
The process for appointing
a new city attorney began
two months ago when
Filippini resigned with
the City Council’s legal
committee comprised of
attorneys of which Alderman
Melanie Rummel is a
member.
“The first step was to
have the City Council’s
legal committee develop a
request for proposal for city
attorney legal services,”
Lansing said. “The legal
committee is comprised of
six Lake Forest residents
who are attorneys and includes
Alderman Rummel.
The work of the committee
is to advise the city attorney
and city staff on legal
matters when requested.”
The city received eight
proposals and whittled
that down to three candidates
to interview. After
interviewing the final three
candidates in mid-May,
Tappendorf was chosen.
“The request for proposal
was sent to 13 firms from
which eight proposals were
received,” Lansing said.
“Five firms were eliminated
for various reasons
by the committee, leaving
three strong candidate
firms. These firms were
interviewed on May 14 at
the conclusion of which the
clear consensus choice was
Julie Tappendorf.”
The Gallery Restaurant
approved to outdoor
seating
With summer underway,
The Gallery Restaurant, 202
Wisconsin Ave., will have
outdoor dining on a limited
basis, as approved by the
Lake Forest City Council
on Monday, June 4. Outdoor
dining on the existing
outdoor patio is permitted
to operate only from 5-9
p.m. Tuesday to Thursday
and 5-10 p.m. Friday and
Saturday through Oct. 31,
weather permitting.
In future years, the outdoor
patio will operate
starting May 1 through
Oct. 31. A maximum of 30
restaurant patrons will be
allowed to occupy the patio
at one time. Additional
conditions include that no
outdoor speakers, amplified
music or amplified sound is
permitted, the patio must be
enclosed by a fence, screening
along the west side of
the patio will be enhanced
to serve as a buffer from
the neighboring homes and
sound levels will be periodically
measured within the
adjacent neighborhood to
verify they’re within the acceptable
range for residential
properties.
“It seems to me there is a
lot of support for this restaurant
among people in town,”
Alderman Tim Newman
said. “These restrictions
seem reasonable to me.”
Alderman Jack Reisenberg
concurred and looks
forward to the opening of
outdoor dining at the restaurant.
“This is an absolute
home run for the city,” he
said.
The board also approved
the restaurant’s request to
add a Class A-4 license. The
restaurant’s current license
allows for beer and wine to
be consumed when brought
in by patrons. The additional
license will also allow
for on site packaged sales
and consumption for beer
and wine. The retail sale of
beer and wine in their original
package will be allowed
on the following days and
times: 2-8 p.m. Sunday to
Thursday and 2-9 p.m. Friday
and Saturday.
