By BONNIE KRUEGER Improvements to Manchester roadways and sidewalks are coming – some soon, thanks to the $16 million proposition approved by voters earlier this year. A street pavement assessment study was performed by Horner & Shifrin, Inc., an engineering consulting firm, to establish the street condition ratings needed to prioritize the work, which will be completed over the next seven years. With the completion of the assessment and sale of the first $9 million in bonds, work is slated to begin immediately. On Sept. 4, the Board of Aldermen approved the city’s agreement with M & H Concrete Contractors, Inc. to complete the first phase of street and sidewalk work not to exceed $1,418,636.48. That amount includes a 5-percent change order for $67,500. Work slated for fall includes concrete slab replacement in various locations as well as the complete rebuild of Briarhurst Drive from Hwy. 141 to Hazel Falls Drive. Approximately half the work in the 2018 package will be completed this year with the remainder to be completed by May 2019. The 2018 budget also provided funding for two asphalt overlay projects on Joyce Ann Drive and inside Paul A. Schroeder Park. Using $150,000 from the public works capital improvement fund, Joyce Ann Drive will receive an asphalt overlay. Additionally, $85,000 was allocated from the parks and stormwater fund for asphalt work on the aquatic center circle and upper parking in Schroeder Park. The board approved a contract with Byrne & Jones Construction for $158,487.45, which includes a 5-percent, $7,500 change order for both projects. Their bid includes $112,238.26 for the Joyce Ann project and $46,249.19 for the park project. Manchester residents study posters detailing planned road and sidewalk improvements within the city. [Bonnie Krueger photo] For 2019 and 2020, expenditures of approximately $3.5 million each year also are detailed in the plan. Street improvements include concrete slab replacement, concrete street reconstruction, asphalt street pavement mills and overlays, and asphalt street reconstruction. Sidewalk improvements include concrete slab replacement, concrete slab leveling, and ADA [Americans with Disabilities Act] curb ramp construction. Senior project manager Ramin Ashrafzadeh, Horner & Shifrin, explained that slab replacements can last as long as 25 years, with overlays having a shorter life of approximately 15 years. City officials held an informal meeting and visual presentation on Sept. 13 that specified what streets will be addressed during the first three years of the improvement project. Representatives from Horner & Shifrin were on hand to answer residents’ questions. City officials have said they will make interactive plans available on the city website as soon as possible. Some development producing tax revenue for our city is better than a vacant property that continues to deteriorate with time.”
