Council may
ask Woods
to put flood
clause into plan
• By Julia Evans
CITY COUNCILLORS will decide
today whether to get Minister for
Greater Christchurch Regeneration
Megan Woods to amend the
District Plan and put back the
missing clause for building in flood
prone areas.
A city council staff report
recommends asking Dr Woods to
change the District Plan to include
the clause that will allow homes
to be built or extended in specific
coastal areas.
It comes as city councillor David
East alleged the plan was tampered
with. Cr East, Linwood-Central-
Heathcote Community Board
member Darrell Latham, Coastal-
Burwood Community Board
chairwoman Kim Money and
deputy chairman Tim Sintes are
facing code of conduct complaints
for speaking out about the issue.
City council staff will be
bringing a report to city
councillors recommending
they ask the minister for greater
Christchurch regeneration
to change the District Plan
under section 71 of the Greater
Christchurch Regeneration Act.
Clergy signal move for new diocese
•From page 1
The Anglican Diocese of
Christchurch and the synod
of the Anglican Church of
Aotearoa, New Zealand and
Polynesia declined to comment
on the matter.
St John's Latimer Square, St
Stephen's, St John's, St Saviour's
and St Nicholas, St Christopher's
and St Mark's were
contacted for comment but did
not respond.
At the beginning of September,
the St Paul's congregation
voted on whether to follow Rev
Carley in leaving the church,
with 70 per cent voting to stay
even if they did not agree with
same-sex marriage blessings.
"It was quite clear during our
voting process that the vast
majority of the parish do not
support the decision of general
synod on this matter," he said.
"But I understand that leaving
a church that you have been
a part of for many decades is
a terribly hard thing to do, especially
when you're elderly, so I
wish them all the best."
The Anglican synod voted to
allow same-sex marriage blessings
in May, which Rev Carley
said was "a step in the wrong
direction."
"This isn't some antihomosexual
thing, after all
the Bible also rules out extramarital
affairs, pornography
and so on, it's just that the
Bible has a somewhat narrower
definition of what is acceptable
practice and what is not
currently accepted by our
western culture."
Christchurch Diocesan and
Anglican Centre manager Edwin
Boyce said it was good that
most of the St Paul's members
were staying, even if they didn't
believe in same-sex marriage
blessings.
"It's sad that the vicar is
leaving, but likewise it's good
news that so many of the
congregation are actually
staying."
He said finding a new vicar to
take Rev Carley's place would
take up to six months.
An interim priest will be
appointed until a new vicar can
be found.
Andy Carley is planning
to form a new Anglican
