Council may<br />

ask Woods<br />

to put flood<br />

clause into plan<br />

CITY COUNCILLORS will decide<br />

today whether to get Minister for<br />

Greater Christchurch Regeneration<br />

Megan Woods to amend the<br />

District Plan and put back the<br />

missing clause for building in flood<br />

prone areas.<br />

A city council staff report<br />

recommends asking Dr Woods to<br />

change the District Plan to include<br />

the clause that will allow homes<br />

to be built or extended in specific<br />

coastal areas.<br />

It comes as city councillor David<br />

East alleged the plan was tampered<br />

with. Cr East, Linwood-Central-<br />

Heathcote Community Board<br />

member Darrell Latham, Coastal-<br />

Burwood Community Board<br />

chairwoman Kim Money and<br />

deputy chairman Tim Sintes are<br />

facing code of conduct complaints<br />

for speaking out about the issue.<br />

City council staff will be<br />

bringing a report to city<br />

councillors recommending<br />

they ask the minister for greater<br />

Christchurch regeneration<br />

to change the District Plan<br />

under section 71 of the Greater<br />

Christchurch Regeneration Act.<br />

Clergy signal move for new diocese<br />

of the Anglican Church of<br />

Aotearoa, New Zealand and<br />

Polynesia declined to comment<br />

on the matter.<br />

St John's Latimer Square, St<br />

Stephen's, St John's, St Saviour's<br />

and St Nicholas, St Christopher's<br />

and St Mark's were<br />

contacted for comment but did<br />

not respond.<br />

At the beginning of <strong>September</strong>,<br />

the St Paul's congregation<br />

voted on whether to follow Rev<br />

Carley in leaving the church,<br />

with 70 per cent voting to stay<br />

even if they did not agree with<br />

same-sex marriage blessings.<br />

"It was quite clear during our<br />

voting process that the vast<br />

majority of the parish do not<br />

support the decision of general<br />

synod on this matter," he said.<br />

"But I understand that leaving<br />

a church that you have been<br />

a part of for many decades is<br />

a terribly hard thing to do, especially<br />

when you're elderly, so I<br />

wish them all the best."<br />

<strong>The</strong> Anglican synod voted to<br />

allow same-sex marriage blessings<br />

in May, which Rev Carley<br />

said was "a step in the wrong<br />

direction."<br />

"This isn't some antihomosexual<br />

thing, after all<br />

the Bible also rules out extramarital<br />

affairs, pornography<br />

and so on, it's just that the<br />

Bible has a somewhat narrower<br />

definition of what is acceptable<br />

practice and what is not<br />

currently accepted by our<br />

western culture."<br />

Christchurch Diocesan and<br />

Anglican Centre manager Edwin<br />

Boyce said it was good that<br />

most of the St Paul's members<br />

were staying, even if they didn't<br />

believe in same-sex marriage<br />

blessings.<br />

"It's sad that the vicar is<br />

leaving, but likewise it's good<br />

news that so many of the<br />

congregation are actually<br />

staying."<br />

He said finding a new vicar to<br />

take Rev Carley's place would<br />

take up to six months.<br />

An interim priest will be<br />

appointed until a new vicar can<br />

be found.<br />
