Resource reallocation -
REF Network
Advocacy activities are key to fulfil REF's mission and strategic
objectives and central for the success of REF. The REF Advocacy Plan
for the REF Network is prepared by the Advocacy and Policy Officer
in consultation with programs at REF HQ level, Country Directors,
Country Facilitators and Country Coordinators.
Local advocacy plans shall be in harmony with REF Advocacy Plan
for the REF Network and should be coordinated with the Advocacy
and Policy Officer.
The Executive Director is responsible for being first point of contact
with national governments and donors of REF, with the exception
of governments and local donors of a country where a REF Entity
operates. In those countries where REF Entities operate, the
Country Director may be the first point of contact to governments
and local donors and REF HQ should consult with the Country
Director in case of direct contacts to national government.
Local fundraising actions/communications as well as contacts to
government institution, authorities in the given country are in the
responsibility of the Country Director.
Country Director shall inform the HQ on local fundraising actions
and activities in the framework of monthly reporting to the HQ.
In terms of participation in local initiatives, tenders as
implementation partner, bidding consortium or any other
professional partnerships, the Country Director is responsible to
negotiate and finalize terms with local partners in consultation with
the relevant Project Manager(s) and as approved by the ED.
The annual budget of the REF Network is prepared by the CFO in
consultation with the programs at the REF HQ level, the Treasurer
of Governing Board, the Executive Director, the Deputy and the
Country Directors. The annual budget of REF Network is approved
by the Governing Board at its board meeting organized in
November every year.
The budget of the individual REF Network Entities is part of the
annual consolidated budget of REF Network. The annual budget is
prepared by the CFO in consultation with Country Directors and is
reviewed by the Network Coordination Committee following the
approval of the annual budget of REF Network by the Governing
Board, based on which review the annual budget of each REF
Network Entity shall be adopted by the respective Entity Board.
Any budget reallocation within the annual budget of the REF
Network (not including the reallocations/modifications of directly
implemented strategic project budgets) shall be consulted with the
CFO and approved
