depending<br />

on the local<br />

committee and<br />

the sporting<br />

club. For<br />

example, some<br />

clubs may pay<br />

no fees or receive<br />

discounted fees,<br />

while some<br />

sports may be paying<br />

different charges in<br />

different locations, charged<br />

by different committees.<br />

The district council<br />

wants to create a fair and<br />

consistent approach to<br />

charging for reserves, and<br />

is proposing to review<br />

the current charging<br />

regime, beginning with<br />

identifying the anomalies<br />

and inconsistencies across<br />

the district.<br />

The review will include<br />

careful consultation with<br />

clubs and committees<br />

to ensure any potential<br />

changes don’t have a<br />

negative impact on local<br />

communities and do not<br />

create a financial barrier<br />

to participation in sports<br />

and recreation activities.<br />

There has not been any<br />

discussion on what charges<br />

will be proposed in the<br />

future, nor on<br />

the notion of<br />

placing a levy<br />

on clubs.<br />

Any<br />

potential<br />

changes<br />

to existing<br />

charges would<br />

be some way<br />

off, and it is<br />

likely that any<br />

recommended<br />

changes<br />

would need<br />

to go through<br />

a future Annual Plan<br />

process.<br />

The district council will<br />

be communicating with<br />

sports clubs in the coming<br />

weeks to begin the review.<br />

on recreation reserves.<br />

That may have an impact<br />

on users, which includes<br />

sports clubs.<br />

In our first article on the<br />

issue (September 12), the<br />

district council told <strong>Selwyn</strong><br />

<strong>Times</strong>: “Charges for sports<br />

use recreation reserves<br />

across the district will be<br />

considered by the council’s<br />

working party that is<br />

looking at the transition to<br />

district-wide rating. This<br />

matter will be looked at<br />

later in the year.”<br />

In the Malvern<br />

Community Board agenda<br />

of May 28, there was<br />

a response to ongoing<br />

negotiations with the<br />

Darfield Tennis Club<br />

reported by the <strong>Selwyn</strong><br />

<strong>Times</strong> about the high costs<br />

of participating in the<br />

sport – rent, fees and rates.<br />

In the agenda, the<br />

district council responded<br />

with an update to those<br />

concerns: “The issue<br />

of such charges for all<br />

sports clubs located on<br />

recreation reserves across<br />

the district is currently<br />

being considered as part<br />

of the implementation<br />

consideration of the<br />

district-wide rate for<br />

reserves. The objective is to<br />

have consistent charging<br />

of such matters across the<br />

district.”<br />

In the issue of September<br />

19, <strong>Selwyn</strong> <strong>Times</strong> sought<br />

reaction from sports<br />

organisations about<br />

the possibility of a new<br />

charging regime. Those<br />

we spoke to were not<br />

aware as the district<br />

council had not yet got to<br />

the point of discussing it<br />

with them.<br />

The charging issue is<br />

going to be a contentious<br />

one. There there will be<br />

winners and losers.<br />
