It was the midst of the 1997 Asian Financial<br />

Crisis when AKA Traders started up in business.<br />

THAILAND’S CUSTOMS<br />

SERVICE WINS SECOND<br />

PLACE IN ASEAN<br />

Thai customs won second place in the efficiency<br />

ratings amongst ASEAN countries making the country<br />

a leading logistics hub. Singapore won first place<br />

in a survey called the World Bank’s Logistics Performance<br />

Index (LPI).<br />

Thailand also did well in the global index rising<br />

13 places to come in at 32nd position up from 45th,<br />

out of 160 nations.<br />

In another article called the Trade Facilitation<br />

Indicators 2018 report, commissioned by the Organization<br />

for Economic Cooperation and Development,<br />

it was noted that Thailand had been rewarded<br />

for improved customs clearance processes, clearer<br />

procedures, the introduction of automated facilities<br />

and reducing paperwork as well as having in place a<br />

simple and fair appeals procedure.<br />

As regards the prevention of illicit products, Thailand<br />

did well in another index called the Global Illicit<br />

Trade Environment Index 2018 by<br />

the Economist. The country came 45th out of 84<br />

countries. The index measures indicators and activities<br />

that went towards cracking down on the import<br />

and export of illegal products.<br />

All of the specific customs indices showed improvement<br />

and this will help Thailand’s standing in<br />

the more important Ease of Doing Business report<br />

commissioned by the World Bank. This is important<br />

as it is used by international investors to help make<br />

decisions for new plants and new projects within the<br />

Kingdom.<br />

In the “Doing Business 2018” report, the flagship<br />

report by the World Bank Group, Thailand came in at<br />

26th position for ease of doing business out of 190<br />

countries. In 2017 the Kingdom stood at 48th position<br />

so this is a very big step up. Thailand was impressive<br />

in making improvements to the extent that<br />

its strides gained it the accolade as one of the top 10<br />

improvers for the first time.<br />

It is a testament to the government’s efforts to<br />

promote Thailand as a business friendly nation and<br />

aims to create a backdrop for international private<br />

investment.<br />

One notable metric was that the average time it<br />

takes to start a business in Thailand fell from 27.5<br />

days to just 4.5 days due to a streamlining of regulations<br />

and the introduction of reforms to make the<br />

Kingdom more business friendly.<br />

Thailand also introduced new laws to protect<br />

the rights of borrowers and lenders alike including<br />

broadening the scope of assets that can be used as<br />

security to gain credit.<br />

The PM’s Office Minister, Kobsak Pootrakool,<br />

commented that Thailand could be in the top 20<br />

countries as early as 2019 if there were further improvements<br />

on construction permits and registering<br />

property as well as improving ways to handle insolvency<br />

and trading across borders.<br />

Other areas that already had been improved<br />

could see further tweaks such as increasing the use<br />

of online and other computer based systems for various<br />

business services.<br />

“Thailand Privilege Card launched its 15th Anniversary<br />

party and presented an operative report<br />

to show its part in helping the Thai government<br />

boost the country’s economy and Thai tourism after<br />

a 66.35% increase in turnover measured over a<br />

10-month period from 2017.<br />

as 790 million baht, a 66.35% increase in growth<br />

(calculating from the same period in 2017 with a revenue<br />

of 474.88 million baht), and surpassing its goal<br />

of 44.37% increase (revenue of 551 million baht).<br />

Net profit stands at 239 million baht as a result of the<br />

increase in sales and membership fees.<br />

26.8% growth. We could conclude that the majority<br />

of the new members are from China (29%), followed<br />

by Japan (8.3%), Britain (6.3%), France (6%), the<br />

United States of America (5.4%) and other territories<br />

While bar charts, line graphs<br />

and simple numbers are hardly<br />

capable of providing the defining<br />

answer to many economic, social<br />

and political questions, they are<br />

certainly a good way of obtaining a<br />

general overview of any particular<br />

subject.<br />

Each month the Business Supplement<br />

will look into a brace of<br />

statistical information and provide<br />

readers with what we consider to<br />

be the central elements of these<br />

figures.<br />

Health expenditure in Thailand<br />

is well below the global average<br />

Public hospitals in Thailand are<br />

notoriously over-crowded and the<br />

staff are often over-worked and,<br />

based on expenditures for the sector,<br />

are almost certainly underpaid.<br />

According to figures from the<br />

World Health Organisation (WHO),<br />

Thailand’s government spent just<br />

3.4 percent of GDP on health expenditure<br />

in 2005 and this had risen<br />

to just 3.8 percent in 2015.<br />

By comparison, Southeast Asia<br />

as a whole saw health expenditure<br />

rise from 3.6 percent in 2005 to 4.6<br />

percent in 2015, although this was<br />

still below the global average of<br />

6.3 percent.<br />

Cambodia spent 6.0 percent<br />

of GDP on health expenditure in<br />

2015, followed by Vietnam on 5.7<br />

percent while Brunei invested just<br />

2.6 percent. Of course, this may<br />

be due to Brunei not needing to invest<br />

as much in the health sector<br />

because its population may well<br />

be generally healthy compared to<br />

its neighbours. This is something<br />

the WHO figures can’t tell us.<br />

in 2005<br />

in 2015.<br />

Again, this<br />

may be due<br />

to an ageing<br />

Thailand<br />

ranks high in<br />

cyber security readiness<br />

Recently the Australian Strategic<br />

Policy Institute (ASPI) released<br />

figures for a group of selected<br />

countries in the Asia-Pacific<br />

region as they pertained to cyber<br />

readiness. The weighted index<br />

covered organisational structure,<br />

legislation and regulation, computer<br />

emergency response teams,<br />

financial cybercrime, and government/business<br />

dialogue.<br />

The United States, not surprisingly,<br />

rated at the top with an<br />

overall score of 90.2, leading the<br />

way in organisational structure<br />

and financial<br />

cybercrime,<br />

while Thailand<br />

ranked<br />

in 13th place<br />

with a score<br />

of 54.0, just<br />

behind Indonesia<br />

(54.3)<br />

and ahead<br />

of Vietnam<br />

(53.6) and<br />

the Philippines<br />

(49.9).<br />

In overall<br />

joint second<br />

place were<br />

Australia<br />

and Japan<br />

(88.0) followed<br />

by Singapore (87.7) and<br />

South Korea (86.8).<br />

Thailand ranked equal ninth in<br />

organisational structure and equal<br />

11th in computer emergency response<br />

teams.<br />

The ASPI noted that new or<br />

amended legislation and organisational<br />

changes are leading to<br />

an improvement in cyber policies<br />

in some countries, although it<br />

warned that many laws were emphasizing<br />

censorship and attempting<br />

to control dissent rather than<br />

looking more broadly at genuine<br />

security and curbing crime.<br />

It also noted how more and<br />

more countries are establishing<br />

dedicated cybersecurity organisations,<br />

taking responsibility away<br />

from individual ministries like telecoms<br />

and defence.<br />

I thought we would go back to<br />

basics this month so …. What is the<br />

best free fix for slow computer performance<br />

under Windows?<br />

A slow computer is something<br />

that a lot of people have to face on a<br />

daily basis. Slow Windows boot, unresponsive<br />

programs, slow browser<br />

that freezes up every once in a while<br />

– sounds familiar, doesn’t it? And<br />

when you want to fix a slow computer,<br />

it usually means that you have<br />

to either upgrade your hardware or<br />

even hire a technician. That costs<br />

money. But there is a way to make<br />

your PC faster without having to<br />

spend a cent. Here is the best free<br />

fix for slow computer performance.<br />

When your computer becomes<br />

slow all of a sudden, the first thing<br />

to do is check it for viruses, malware<br />

and spyware. Malicious programs<br />

tamper with computer settings, steal<br />

your bandwidth to transmit data and<br />

make your computer slow. So, if<br />

your computer has become suspiciously<br />

slow overnight, the free fix<br />

for slow computer is to download<br />

free anti-malware and anti-spyware<br />

software and remove infections from<br />

your PC. When all viruses are gone,<br />

you will notice an immediate speed<br />

gain. Windows has quite reasonable<br />

built-in security and anti-virus/<br />

malware so ensure that not only are<br />

these enabled, but that the anti-virus<br />

database is up to date. If you have<br />

Windows update set to automatic<br />

this will happen without you having<br />

to think about it.<br />

If the anti-malware scan comes<br />

clean but your computer is still slow,<br />

this could mean that your PC is badly<br />

fragmented. File fragmentation is<br />

something that can drastically decrease<br />

computer performance because<br />

it affects the slowest part of<br />

your PC – your hard drive. File fragmentation<br />

makes the hard drive’s<br />

read arm work more than necessary,<br />

which takes more time. So if your<br />

files are fragmented, opening documents,<br />

videos, songs and launching<br />

programs will be really slow. To be<br />

honest, I forgot to do this for quite<br />

a while and I was kicked in to action<br />

when my PC became slow, video<br />

playback was jumpy and I could<br />

hear the hard drive working away.<br />

Whilst there is a built in defragger in<br />

Windows I find the free version from<br />

Auslogics to be much bette, just do<br />

a Googles search to find it.<br />

So there’re we have it. A basic<br />

lesson for this month on things that<br />

ASIAN FIRMS MOVE PRODUTION<br />

AS US-CHINA TARIFFS RAMP UP<br />

A trend is growing for some companies who<br />

manufacture in China to move their operations<br />

to other countries in Asia in order to avoid the<br />

new US-China tariffs that have dominated business<br />

news headlines of late.<br />

Major companies such as Toshiba Machine<br />

Co , Komatsu and SK Hynix have all been mulling<br />

over a move. Thailand is hopeful that it can<br />

capitalize on the shift and accommodate premium<br />

firms relatively quickly.<br />

The first batch of tariffs commenced in July<br />

2018 when PresidentDonald Trump imposed<br />

25% taxes on $50 billion of Chinese exports.<br />

Even more tariffs are threatened that could cover<br />

every product coming out of China.<br />

Toshiba Machine company plans to move<br />

production of plastic molding machines that are<br />

bound for the United States from China to Japan<br />

or Thailand as early as this month. A spokesman<br />

for Toshiba Machine Co was quoted as saying,<br />

“We’ve decided to shift part of our production<br />

from China because the impact of the tariffs is<br />

significant.”<br />

Other companies are also moving very<br />

quickly. Often they have some footprint in another<br />

country already and it is just a case of expanding<br />

production elsewhere rather than building<br />

a new plant from scratch.<br />

FORD OWNERS TO RECEIVE 23MB<br />

IN CLASS ACTION LAWSUIT<br />

Ford Sales & Service (Thailand) has been<br />

ordered to pay a total of 23 million baht to 291<br />

Ford owners under a class action ruling due to<br />

the production of unsafe and substandard and/<br />

or defective vehicles which put the lives of drivers<br />

at risk. Individual owners will receive between<br />

20,000 and 200,000 baht depending on<br />

the severity of the defects.<br />

The Southern Bangkok Civil Court made the<br />

order based on a problem that revolved around<br />

the six-speed gearbox called the DPS6 that<br />

boasted PowerShift transmission. The Gearbox<br />

was found on the Ford Focus and Ford Fiesta.<br />

Ford was quoted as saying, “This ruling reflects<br />

Ford’s position that each customer had a<br />

different experience with respect to the Power-<br />

Shift 6-speed transmission, and that its process<br />

of individually evaluating customers on a caseby-case<br />

basis is appropriate,” adding, “Ford<br />

apologizes for any inconveniences caused by<br />

issues related to this transmission, and remains<br />

committed to helping resolve any outstanding<br />

issues through its comprehensive customer satisfaction<br />

programs.”<br />

BANGKOK CONDOS CONTINUE<br />

TO WOO FOREIGN <strong>BU</strong>YERS<br />

Bangkok’s condo market continues to lure<br />

investment from overseas, especially from pure<br />

investors who are coming to Thailand to gain<br />

attractive yields. A number of large companies<br />

from South Korea, China and Japan who are not<br />

normally synonymous with the property market<br />

are making direct investments in the Bangkok<br />

condo market. Instead of investing in the companies<br />

by way of the stock market, they have<br />

been buying into individual projects as direct<br />

owners.<br />

Pornarit Chounchaisit, the president of the<br />

Thai Real Estate Association was quoted as<br />

saying, “The entrance of non-property players<br />

and new foreign investors in Bangkok property<br />

development shows investment [in Thailand’s<br />

property development] generates attractive returns,”<br />

adding, “Japanese firms continue coming<br />

to the sector, following their compatriots, who<br />

came five years ago.”<br />

It is expected that the trend will only accelerate<br />

as overseas property developers follow suit<br />

and commence direct investment in Thai property.<br />

Mr. Chounchaisit was also quoted as saying,<br />

“Those that have already come [to the Thai<br />

property market] are mid-sized. Big players have<br />

not come,” adding, “They will develop a city on<br />

thousands of rai, not just a building. Next year<br />

will see them in infrastructure development.”<br />

and fill it in with the correct details.<br />

Thailand and do not have a credit<br />

or UK debit card then maybe you<br />

have a friend or family who can assist<br />

with their card it does not have<br />

to be your name. If you have a<br />

Thailand credit card not a standard<br />

debit card this can also be used.<br />

via e-mail with the HMPO office in<br />

The leasehold system is a system<br />

of property tenure wherein a<br />

person, by paying a fixed sum or in<br />

installments, acquires the right to occupy<br />

a particular land or building for<br />

a pre-determined period of time. The<br />

owner of the building or land, commonly<br />

known as a landlord, hands<br />

over temporary possession and occupation<br />

of the premises to the person<br />

leasing the property, known as<br />

the tenant or leaseholder.<br />

A leasehold property is a property<br />

that only gives the lessee the right to<br />

live in the property or use it for commercial<br />

or residential purposes for<br />

a specific period, and the lessee’s<br />

rights are limited under Thai law. On<br />

the other hand, a freehold property<br />

is a property that gives full legal<br />

rights to the owners to occupy, use,<br />

lease, sell or develop the property.<br />

Purchasing a condominium is the<br />

simplest process for foreign buyers<br />

as Thai law allows foreign freehold<br />

ownership of condominiums as long<br />

as you buy a unit within a building’s<br />

foreign quota, which is 49% of the<br />

condominium block. The freehold<br />

will, however, give you rights over<br />

the building but not over the land.<br />

A lease agreement in Thailand<br />

can best be described as a personal<br />

tenancy contract with a fixed and a<br />

prepaid term with a maximum lease<br />

term of 30 years. Any lease of immovable<br />

property for a longer period<br />

than 30 years in Thailand may only<br />

be made by renewal of the lease<br />

contract upon its expiration. Renewal<br />

for a further 30 years is at the discretion<br />

of the owner but both parties<br />

must register the renewal with the<br />

local Land Office and must settle all<br />

the necessary government fees at<br />

the end of each term.<br />

Thai law stipulates that foreigners<br />

may not personally own land in Thailand.<br />

However, the right of freehold<br />

ownership for a building which sits<br />

on the land can be purchased. There<br />

are a number of different purchase<br />

options available to foreigners and<br />

most property developers will offer<br />

buyers both freehold and leasehold<br />

alternatives. Foreigners can purchase<br />

the land as leasehold and the<br />

property that sits on the land as freehold.<br />

A foreigner may only purchase<br />

land to build a property if the land is<br />

purchased on leasehold. However, if<br />

a foreigner is operating a business in<br />

Thailand he may purchase the freehold<br />

of the land through his Limited<br />

Company, in which case the land will<br />

be owned by the company and not<br />

by the individual.<br />

A major disadvantage of lease<br />

in Thailand is that the contract and<br />

the right of possession is terminated<br />

upon death of the lessee and is not<br />

automatically transferable by inheritance.<br />

Although the lease agreement<br />

must include a succession<br />

clause, this does not offer full guarantee<br />

for the lessee’s heirs. Moreover,<br />

the degree of control given to<br />

the lessee over the land or property<br />

is more limited compared to that of<br />

complete ownership. For a pre-determined<br />

period of time, the tenant<br />

is only granted possession and enjoyment<br />

of the property but not complete<br />

authority. The lessee cannot<br />

mortgage or use his leased property<br />

as collateral. Unless otherwise<br />

provided by the contract of lease, a<br />

lessee cannot sublet or transfer his<br />

rights in the whole or part of the property<br />

leased to a third person.<br />

Aside from not having to renew<br />

the contract frequently, another advantage<br />

of going through leasehold<br />

is that the lessee, as the temporary<br />

owner, is not solely responsible<br />

in maintaining and preserving the<br />

leasehold property. Landlords are<br />

also bound to perform their legal obligations,<br />

as stipulated in the lease<br />

agreement, to ensure that the lessee<br />

or the tenant enjoys full and uninterrupted<br />

possession of the property.<br />

Leaseholders are given an option to<br />

renew the contract with the previous<br />

arrangements after the end of each<br />

term. The lessee is free to pursue<br />

alternative arrangements for his benefit<br />

because unlike in a freehold ownership,<br />

the lessee is not tied to the<br />

property and holds no other interest<br />

apart from his previous tenancy.<br />

In order for a lease to be valid,<br />

any lease longer than a three-year<br />

period must be registered with the<br />

local Land Office and the lease must<br />

be indicated on the back of the title<br />

deed. Registering the lease allows<br />

any possible third- party buyers to<br />

know of the lessee’s rights to the land<br />

during the period of the lease. If the<br />

lease agreement between the parties<br />

is not registered with the Land<br />

Department, the lease is enforceable<br />

by action for a 3- year term only.<br />

Myanmar/Singapore<br />

Seed Myanmar Ventures Limited, which is a country-focused<br />

venture capital fund targeting early<br />

stage technology companies and operated out of<br />

Singapore, recently signed a substantial deal with<br />

the Marathon Myanmar Company Limited, a delivery<br />

service platform. Seed Myanmar has picked<br />

up a minority stake in the startup. Marathon is to<br />

use the seed funding to build out its technology<br />

platform with the aim of leading the parcel delivery<br />

market in Myanmar. Marathon Myanmar is<br />

targeting same day deliveries with the technology<br />

upgrade. Apart from providing courier express service<br />

to e-commerce businesses and online shops<br />

in the country, Marathon Myanmar also handles<br />

bulk mail delivery. It also entered into a courier<br />

cargo forwarding service this year, aiming to be a<br />

one-stop service to provide both parcel and cargo<br />

delivery services.<br />

Philippines<br />

The Philippine division of Air Asia announced in<br />

early September that its planned initial public offering<br />

might be pushed back to mid-2019, claiming<br />

high fuel costs, the exchange rate and other<br />

factors. The low-cost airline had been seeking to<br />

raise up to US$250 million in an IPO this year to<br />

fund its expansion programme.<br />

Indonesia/Singapore<br />

Indonesian conglomerate Salim Group signed a<br />

joint venture agreement with Singapore’s Keppel<br />

Group to develop and operate a high-availability<br />

data centre in Bogor, about 35 kilometres from Jakarta.<br />

The new data centre will be developed and<br />

operated by a 60:40 joint venture between<br />

the Salim Group and Keppel Data Centres. Development<br />

of the facility will take place over three<br />

phases and will feature a gross floor area of approximately<br />

105,300 sq ft with Tier 3 concurrent<br />

maintainability standards for power and cooling.<br />

The construction of the data centre’s core and<br />

shell as well as first phase fit-out is expected to be<br />

completed by the first half of 2020.<br />

The Salim Group, which boasts assets ranging<br />

from food, banking and telecom, owns and operates<br />

a data centre in Indonesia serving financial<br />

institutions and enterprise customers, while Keppel<br />

Group has developed a track record in owning,<br />

developing and operating high-availability data<br />

centres across the Asia Pacific and Europe.<br />

Singapore<br />

Singapore, one of the world’s easiest places to<br />

do business, is making it simpler for investment<br />

managers to register funds locally as the city-state<br />

goes after a bigger slice of the US$69 trillion global<br />

asset-management industry. While many asset<br />

managers have offices in Singapore, most of their<br />

funds are still registered in offshore jurisdictions.<br />

A new corporate structure bill introduced in parliament<br />

aims to offer investors greater flexibility, and<br />

can be used for both traditional and alternative<br />

strategies. The so-called Variable Capital Company<br />

framework will boost safeguards by requiring<br />

the assets and liabilities of each sub-fund to be<br />

segregated. It will also allow funds to use both Singapore<br />

and international accounting standards.<br />

Philippines<br />

San Miguel Corp said it was confident of attracting<br />

investors to buy up to a US$2.7 billion stake in<br />

its food and beverage unit with the sale of up to<br />

1.02 billion shares as part of its asset restructuring<br />

a date of Oct. 23-29 for the share sale, pending<br />

DENTAL IMPLANTS<br />

A dental implant is an artificial tooth root<br />

that is placed into your jaw to hold a replacement<br />

tooth or bridge. Dental implants may<br />

be an option for people who have lost a tooth<br />

or teeth due to periodontal disease, an injury,<br />

or some other reason.<br />

If you are self-conscious because you<br />

have missing teeth, wear dentures that are<br />

uncomfortable or don’t want to have good<br />

tooth structure removed to make a bridge,<br />

talk to your dentist to see if dental implants<br />

are an option for you.<br />

Dental implants are a popular and effective<br />

way to replace missing teeth and are designed<br />

to blend in with your other teeth. They<br />

are an excellent long-term option for restoring<br />

your smile. In fact, the development and<br />

use of implants is one of the biggest advances<br />

in dentistry in the past 40 years. Dental<br />

implants are made up of titanium and other<br />

materials that are compatible with the human<br />

body. They are posts that are surgically<br />

placed in the upper or lower jaw, where they<br />

function as a sturdy anchor for replacement<br />

Most patients find that a dental implant<br />

your dentist will customize a new tooth<br />

for you, called a dental crown. The crown will<br />

be based on size, shape, color and fit, and<br />

will be designed to blend in with your other<br />

teeth. If you are replacing more than a single<br />

tooth, custom-made bridges or dentures will<br />

be made to fit your mouth and your implants.<br />

(Note: The replacement teeth usually take<br />

some time to make. In the meantime, your<br />

dentist may give you a temporary crown,<br />

bridge or denture to help you eat and speak<br />

normally until the permanent replacement is<br />

ready.)<br />

Implant crowns and other prosthetic<br />

(false) tooth replacements are made to be<br />

remarkably failsafe systems. They are removable<br />

and replaceable (only by your dentist),<br />

so that if damage or wear necessitates<br />

replacement, this can be accomplished without<br />

affecting the implant(s) or attachment to<br />

the bone.<br />

Nevertheless, implants do require maintenance.<br />

It is important to practice good<br />

daily oral hygiene, including brushing and<br />

flossing to control bacterial biofilm. It is also<br />

important to see your dentist and dental hygienist.<br />

Special instruments are necessary<br />

to clean dental implants that will not damage<br />

their metal surface beneath the gum<br />

tissues. Your dentist will need to monitor<br />

your implants to make sure the integrity of<br />

the osseointegration is stable, and that the<br />

implant crowns, bridgework or dentures are<br />

functioning adequately.<br />

FOREIGN CURRENCY UPDATE<br />

TheU.S Dollar has finally relinquished its recent<br />

strength as emerging currencies stabilized<br />

somewhat. The DXY Dollar index, (an index that<br />

measures the US Dollar’s valueagainst a number<br />

of other currencies), fell from 95.49 to 93.98, before<br />

rising to 94.31. At the same time yields on<br />

the 10-year treasury rose to a 2018 high of 3.08<br />

per cent before dropping back slightly, suggesting<br />

that the US Dollar will remain quite well bid.<br />

Against the Thai Baht, the U.S. Dollaralso fell<br />

from 32.84 to 32.47, in keeping with the DXY index<br />

move.<br />

The British Pound managed to put in a short<br />

term low at 1.2660 against the US Dollar and<br />

rallied all the way to 1.3274 on the back of improving<br />

Brexit negotiations, before dropping back<br />

sharply to 1.3064 when the EU rejected the deal<br />

put before it. Still the story is not over yet and as<br />

previously indicated, the British Pound is likely to<br />

be at the behest of the Brexit story as it unfolds.<br />

On a technical basis the retaking of 1.3000 has<br />

been a bullish sign but this could easily be given<br />

up once again as volatility increases. Against the<br />

Thai baht, the pound moved from 42.07 all the<br />

way up to 43.01 before dropping back to 42.49.<br />

The U.S. Dollar vs. Japanese Yen cross rate<br />

moved from 111.58 to 112.57. This move seems<br />

at odds to the recent weakening of the U.S Dollar<br />

but could be explained as an unwinding of<br />

safe haven positions. When the cross rate rises<br />

it means 1 U.S. Dollar buys more Yen and therefore<br />

the Yen has weakened even faster than the<br />

U.S Dollar. Against the Thai Baht, the Yen gave<br />

up the recent 0.3000 level and fell from 0.2941<br />

to 0.2859, a move of three per cent that clearly<br />

shows the full extent of Yen weakness.<br />

The Russian Ruble remains volatile against<br />

the US Dollar moving from 67.41 to 70.59, a<br />

multi month low for the Ruble. It recovered to<br />

66.40 in just 10 days, indicating that further large<br />

moves could be ahead. Against the Thai Baht the<br />

Russian ruble remained below the all-important<br />

0.5000 level to trade at 0.4891<br />

The Eurohas reversed its recent downtrend<br />

and following several months of losses managed<br />

to move from 115.77 to 117.29 against the U.S<br />

Dollar, as it becomes a beneficiary of recent Dol<br />

lar weakness. Whether or not the bounce will last<br />

or merely be a selling opportunity remains to be<br />

seen. Brexit negotiations have had little impact<br />

on the Euro so far but this could change as time<br />

moves forward. Against the Thai Baht, the Euromoved<br />

from 37.85 to 38.04 in choppy trade.<br />

RE-EMERGENCE<br />

Around three years ago the Pattaya condominium<br />

market reached a point where it was<br />

saturated with new developments, right at a<br />

time when the Russians began forsaking the<br />

resort because of the falling ruble to baht exchange<br />

rate and when other Western nationalities<br />

were also experiencing either monetary<br />

exchange rate pressure or were simply not arriving<br />

in the same numbers as previous years.<br />

CONDO MARKET<br />

SHOWS SIGNS OF<br />

Notably the downturn quickly turned into<br />

something of an economic rout for a number<br />

of the larger developers who relied on a continuous<br />

turnover of new and existing clients<br />

who would often be looking at buying off the<br />

plan at a discounted price and then on-selling<br />

the newly-completed units at a decent profit.<br />

Those major developers have either disappeared<br />

completely from the Pattaya marketplace<br />

or have substantially reduced their operations.<br />

While it was obvious that the market would<br />

eventually settle down and the oversupply<br />

would gradually be absorbed as Pattaya continued<br />

to attract new residents, there is a general<br />

consensus among those in the industry<br />

that there are still at least 14,000 units left unsold<br />

as we head towards the end of 2018.<br />

Even so, this year has witnessed the highest<br />

release of new units onto the market since<br />

2015. Figures suggest almost 4,000 new units<br />

will be released during 2018, compared to<br />

2,743 in 2017 and only 2,100 in 2016.<br />

By comparison, the new unit numbers peaked<br />

in 2012 when almost 18,000 units hit the<br />

market, an increase of almost 2,000 from 2011.<br />

More than 16,000 came on stream in 2013, just<br />

over 12,000 in 2014 and in 2015 there were a<br />

little over 8,000 new units produced.<br />

While it was obvious that the market was in<br />

slowdown mode after around 2013, it still took<br />

almost three years before Pattaya saw a steep<br />

decline to the low experienced in 2016.<br />

While Westerners and Russians have hardly<br />

returned in greater numbers, the new demographic<br />

for unit sales is, not surprisingly, the<br />

Chinese. Whether the demand from the Chinese<br />

will lead Pattaya developers to begin expanding<br />

and building in the way they did during<br />

the first half of this decade is hard to predict,<br />

as simple external factors, such as the state<br />

of the Chinese economy itself as it faces up to<br />

its trade war with the United States, are hard<br />

to gauge.<br />

Despite the downturn of the last few years,<br />

condo prices have remained solid, with discounting<br />

at a minimum. Areas like Wongamat,<br />

for example, are still highly valued with some<br />

units fetching or demanding around 120,000 to<br />
