Town & Country resolves Town<br />

Square change order No. <strong>11</strong><br />

Change order No. <strong>11</strong> for revised landscaping<br />

for Town & Country’s developing Town<br />

Square found resolution in an amended form<br />

on Oct. 22 after being on the aldermanic<br />

agenda for three consecutive meetings.<br />

As originally proposed, change order No.<br />

<strong>11</strong> would have increased, by $92,439, the<br />

previously approved landscaping budget<br />

of $287,229.75. Included in the original<br />

change order were unforeseen costs not<br />

budgeted for the removal of 15 dead trees<br />

[approximately $30,000], revised drainage<br />

grading [approximately $23,000], and<br />

abandoned rubble and debris removal<br />

[approximately $<strong>18</strong>,000] as well as a threeyear<br />

honeysuckle stewardship program<br />

that would remove invasive honeysuckle<br />

on <strong>11</strong> residential and commercial properties<br />

adjacent to Town Square.<br />

On Oct. 8, after the change order’s second<br />

reading, the Board of Aldermen passed a<br />

motion to continue the change order vote<br />

until its Oct. 22 meeting and asked city<br />

staff to provide a revised landscape site<br />

budget.<br />

Prior to the board’s Oct. 22 meeting,<br />

Craig Wilde, director of planning and public<br />

works, emailed the aldermen a revised<br />

landscaping plan that used $85,029 of the<br />

original budget to cover the cost of the items<br />

included in change order No. <strong>11</strong>. The majority<br />

of the cost savings was accomplished by<br />

removing 65 canopy trees, 33 ornamental<br />

trees, 23 Norway spruces and 19 pines from<br />

the original plan and eliminating the threeyear<br />

honeysuckle stewardship program proposed<br />

in change order No. <strong>11</strong>.<br />

However, on Oct. 22, several aldermen<br />

objected to the loss of the trees in the retail<br />

and plaza areas of Town Center and as a<br />

buffer for neighboring residential properties.<br />

Alderman Lindsey Butler [Ward 2]<br />

said that action was in direct conflict with<br />

what neighboring residences were promised<br />

and that it did not line up with Metropolitan<br />

Sewer District’s recommendation<br />

and guidelines.<br />

Alderman Fred Meyland-Smith [Ward 3]<br />

said, “There is a strong consensus among<br />

the board that the plan represented by the<br />

email is unacceptable because it violates a<br />

number of principles we have established<br />

for ourselves not the least of which is<br />

making promises to the residents which is<br />

consistent with the way the city has managed<br />

itself in a number of other projects<br />

and I think it detracts from the overall quality<br />

of the project.”<br />

change order No. <strong>11</strong> in the amount of $71,000,<br />

said, “It makes sense to amend the ordinance<br />

we have before us to reflect the actual work<br />

that needs to be done [the dead tree removal,<br />

drainage grading and tree removal].” Alderman<br />

Skip Mange [Ward 1] seconded the<br />

motion and the board approved the amended<br />

ordinance by a vote of 6 to 1.<br />

Alderman Jon Benigas [Ward 4] was<br />

absent and Alderman Matt Reuter [Ward 3]<br />

voted “no” on the measure.<br />

Meanwhile, Wilde assured the board that<br />

the provisions for tree plantings and landscape<br />

buffers, included in the original landscape<br />

plan that was approved on April 25,<br />

would remain intact in the landscape plan<br />

as amended on Oct. 22.<br />
