Legislation introduced to support
provincial climate change strategy
Environment Minister Dustin Duncan
last week introduced legislation in
the Saskatchewan Legislature that will
facilitate key components of, and further
advance, Prairie Resilience, the province’s
climate change strategy.
Bill 132, The Management and Reduction
of Greenhouse Gases Amendment
Act, provides the regulatory framework
for performance standards to reduce
industrial greenhouse gas emissions, a
provincial technology fund, performance
credits and offset credits.
In addition to performance standards
and compliance options, these amendments
require large emitters to register
with the province, provide for administrative
efficiencies in governance of the
technology fund, and enable associated
regulations and standards. Stakeholders,
including industry and associations,
provided input into the regulatory
framework and indicated support for the
amendments throughout summer and
fall 2018.
The province’s ‘made-in-Saskatchewan
climate change strategy’, is designed
to curb greenhouse gas emissions,
prepare for changing conditions, and
protect people and communities through
resilience and readiness. The strategy
proposes action in key areas including
natural systems, physical infrastructure,
economic sustainability and community
preparedness.
SUMA, SARM support climate
change strategy
The Saskatchewan Urban Municipalities
Association (SUMA) and the Saskatchewan
Association of Rural Municipalities
(SARM) continue to support
Saskatchewan’s climate change strategy
and oppose the federal carbon tax that
Last Mountain Times • Monday, November 5, 2018 • lmtimes.ca
will place additional costs on the province’s
municipalities.
“Saskatchewan’s municipalities have
embraced a leadership role in adopting
carbon reduction strategies,” said SUMA
President Gordon Barnhart. “Our communities
are using alternative energy
sources to power recreational facilities,
engaging with residents on environmentally
friendly initiatives, and even converting
landfill gas into a power source.
Prairie Resilience: A Made-in-Saskatchewan
Climate Change Strategy builds
on the ingenuity of our communities.
The federal carbon tax could impact the
ability of Saskatchewan municipalities to
innovatively adapt and build resilience to
climate change.”
Both associations say they recognize
alternative solutions to the federal carbon
tax to reduce emissions and effectively
address climate change.
“SARM sees energy infrastructure,
such as pipeline expansion, playing an
important role in reducing greenhouse
gases,” said SARM President Ray Orb.
“Moving oil by pipeline is safer and
releases fewer emissions than transport
by rail.”
The federal government has indicated
intent to provide groups impacted by
the federally imposed carbon tax with
a portion of the proceeds collected, but
both SUMA and SARM have concerns
regarding cost calculations and funding
distribution.
Province and pharmacists reach
one-year agreement
The provincial government and the
Pharmacy Association of Saskatchewan
(PAS) have reached a new one-year
agreement.
As of October 22, pharmacists are
being funded to give flu shots to children
ages five to eight as well as to people
living in settings such as personal care
homes and assisted living apartments.
Previously under the province’s publicly-
funded influenza vaccination program,
pharmacists gave flu shots to people aged
nine and older at pharmacies only.
In recent years, the Ministry of Health
has supported a number of significant
initiatives and programs, including additional
pharmacist-prescribing services,
to help pharmacists work toward their
full scope of practice and to provide
important medication management services
for Saskatchewan residents.
Other highlights of the new agreement
that took effect November 1, include:
Expanding the ministry’s Minor Ailment
Program to include pharmacist
prescribing for 10 new minor ailments
and self-care conditions. These include
uncomplicated urinary tract infections
in women, hormonal contraceptives,
emergency contraceptives, conjunctivitis
(pink eye), shingles, onychomycosis
(fungal nail infection), influenza, obesity,
erectile dysfunction, and smoking cessation.
With this agreement, pharmacists
will now be compensated for prescribing
for a total of 25 minor ailments and
self-care conditions; Establishing a new
Injection Administration Fee Program
that will compensate pharmacists for
providing injections of a long-acting
birth control medication; and a 20-cent
increase in the prescription dispensing
fee to $11.60.
There are approximately 1,700 practising
pharmacists and 385 licensed community
pharmacies in Saskatchewan.
Potash company fined for serious
injury to worker
Agrium Inc. has been fined $490,000
after the company pleaded guilty to one
count under Occupational Health and
Safety regulations in Saskatoon Provincial
Court on October 31, 2018.
Agrium pleaded guilty to contravening
the regulations resulting in a serious injury
to a worker. The company was fined
$350,000 plus a surcharge of $140,000,
for a total of $490,000 in fines. One
additional charge was withdrawn. The
incident occurred at Agrium’s mine near
Vanscoy on August 21, 2016. When a
conveyor belt was started, a worker was
struck in the abdomen by a cable that
was not secured. The worker was seriously
injured.
SaskPower to buy more renewable
electricity from Manitoba Hydro
SaskPower has signed a new contract
with Manitoba Hydro that lays the
groundwork for purchasing an additional
215 megawatts (MW) of renewable
electricity available for Saskatchewan
customers.
“This clean, hydroelectric power represents
a significant step forward when
it comes to reaching our goal of reducing
greenhouse gas emissions by 40 per cent
by 2030. It’s also reliable baseload electricity,
which we’ll need as we add more
intermittent generation options like wind
and solar,” said Mike Marsh, President
and CEO of SaskPower. “Manitoba
Hydro has been a valued neighbour and
business partner over the years and this
is a demonstration of that relationship.
We look forward to seeing this through
and continuing our work together.”
The contract lays out the framework
for a power purchase agreement where
SaskPower will buy 190 MW of capacity
from Manitoba Hydro, with an option to
purchase an additional 25 MW. A final
legal contract for the sale is expected to
be concluded by mid-2019 and in effect
by 2022. The purchase agreement would
last up to 30 years, allowing SaskPower
to acquire hydro generation at a competitive
cost when compared with other
generation options. The exact financial
terms of the agreement are confidential.
SaskPower has two existing power
purchase agreements with Manitoba Hydro.
In 2015, SaskPower signed a 25 MW
agreement that lasts until 2022. A 20-
year agreement for 100 MW was signed
in 2016 and comes into effect in 2020.
