winter. The precipitation<br />

has caused some road<br />

closures and made driving<br />

hazardous for many.<br />

A meme by Saskatoon’s 92.9 The Bull<br />

radio station declaring that we are in<br />

“Fourth Winter” may feel pretty accurate<br />

by many in Southern Saskatchewan<br />

yesterday and today as a Spring<br />

storm has taken the province from<br />

hopes of spring back into memories of<br />

winter.<br />

The snowstorm had roads closed, and<br />

travel was not recommended on many<br />

roads around southern Saskatchewan.<br />

The severe weather alert of a snowfall<br />

warning <strong>issue</strong>d by Environment<br />

Canada said, “A low-pressure complex<br />

near the Canada/U.S. border has<br />

spread heavy snowfall inso southeastern<br />

Saskatchewan and Southwestern<br />

Manitoba. Accumulating snowfall will<br />

taper off through the day on Thursday<br />

into Friday night.”<br />

Saskatchewan’s water security agency’s<br />

most recent spring run-off update said<br />

they don’t expect there to be “significant<br />

flood impacts at this time…Most<br />

of the Qu’Appelle River is now ice free,<br />

reducing the risk of ice jams and also<br />

increasing the river’s ability to move<br />

water downstream, reducing the risk of<br />

potential flooding.”<br />

Taking into the wet, heavy snow<br />

forecast, they said, “Snow is expected<br />

to accumulate but, with cooler temperatures<br />

expected late in the week, it<br />

is expected to melt slower with significant<br />

amounts soaking into the ground.<br />

A slower melt will reduce the amount<br />

contributing to streamflow and allow<br />

more water to soak into the ground and<br />

improve soil moisture conditions.”<br />

For commuters, the icy roads had<br />

some people attempting the journey.<br />

A regular poster on the Facebook<br />

group “Highway #6 North of Regina”<br />

Landon Shreeves, posted, “...I bet you<br />

all thought you heard the last of me.<br />

Sorry about your luck, here I am. So…<br />

if you're a good skater, I would just put<br />

skates on instead of driving. It’s pretty<br />

much pure ice from Southey town to<br />

city...”<br />

The weather didn’t hamper the RM<br />

of Longlaketon’s Wednesday night<br />

AGM from going ahead. CAO Courtney<br />

Huber said the day before they had<br />

discussed potentially postponing it but<br />

decided to go ahead when it seemed the<br />

weather wouldn’t be as bad. She noted<br />

that they had no <strong>issue</strong>s while travelling<br />

to the meeting. Other than Council and<br />

council staff, there were two attendees.<br />

The previous year they had ten.<br />

Don’t expect any super balmy spring<br />

weather for the week ahead as nighttime<br />

temperatures are around -3 to -11,<br />

and daytime temperatures slowly rise<br />

to +7 by Wednesday. Let’s hope there<br />

won’t be a need to update the meme to<br />

include “fifth winter.”<br />

Reeve Bob Schmidt is going to remain in his<br />

place around the table after Councillor Arndt<br />

suggested he might move to the head of the<br />

Council table so Zoom attendees could see him.<br />

<strong>Apr</strong>il 6th, 2023<br />

The request at the last regular meeting of Council by Councillor Howard<br />

Arndt as a “point of procedure.” “Given that you are the Chair of<br />

this meeting, and given that we do put it on there,” Arndt pointed to<br />

the Zoom camera, which included Councillor Mark Strong, who was<br />

attending via Zoom, “and people like Mark are attending, we should<br />

either move the camera or you should sit at the head of the table as the<br />

chair so people can see who is leading the meeting.”<br />

Councilor Whitrow, who sits in the camera’s field of vision as the head,<br />

said he didn’t have a problem moving if the Reeve wanted to take his<br />

place.<br />

“Well, I’ve been doing this since 2019 and we started recording in<br />

2020...I’d say we just leave it. The Chair has the role of being the chair,<br />

are not in a room where we can all be visible,”<br />

said Schmidt.<br />

A member of the Zoom gallery pointed out in<br />

the chat the camera was pointed toward the<br />

ceiling, leaving Reeve Schmidt and Councilor<br />

Gilbert out of view of the camera.<br />

Councilor Arndt noted that everybody should<br />

be visible in the meeting “and especially the<br />

chair, because they are the face of the RM.”<br />

The meeting moved on without any changes.<br />

During the open forum, the gallery member<br />

brought up the topic again, asking if the camera<br />

could be adjusted. The Reeve said they<br />

originally were going to put the tv on the side<br />

wall, but it couldn’t support it. A/CAO Camille<br />

Box explained the camera was located on top<br />

of the television so that Council could see it.<br />

She said she would try to make adjustments.<br />

“...’I own that on Blu-Ray’ used to mean you<br />

were really enthusiastic about a movie...<br />

now it just means you spend too much time<br />

at thrift stores...”<br />

Despite changes to council after the last<br />

election, some McKillop Council members<br />

still feel the need to denigrate the local<br />

reporter and newspaper. B S, fake news,<br />

bullying, hounding, feeding the parasites,<br />

all directed toward small-town media outlet.<br />

One non-council person has suggested in<br />

the past that all <strong>LMT</strong> articles be approved by<br />

RM 220 council. While the acting CAO tries<br />

to improve communication with the paper,<br />

some councillors continue with their rants. If<br />

you said it, if you did it, you own it. If it gets<br />

reported in print, councillors should defend<br />

their words and actions without blaming the<br />

messenger, as they have done repeatedly.<br />

even common. These things were<br />

the next hot rod, right up until the<br />

moment that they weren’t.<br />

They were almost like a Plymouth<br />

Prowler if it were made into a van,<br />

and although the Prowler was a<br />

little underpowered, the PT Cruiser<br />

seemed a lot underpowered. I<br />

don’t think they sold too badly, and<br />

I still see a few on the road today,<br />

but very few. Not long ago, I saw<br />

one for sale that was on a lifted<br />

4x4 chassis with big mud tires.<br />

Had it been local, I would have<br />

contemplated cutting it into a lowbuck<br />

UTV for summer, like a little<br />

Bronco from outer space. Although<br />

uncool to the ninety-nine percent,<br />

there’s that pesky one percent that<br />

can’t leave well enough alone. The<br />

kind that does things like stuffing<br />

a Hellcat engine into these things<br />

and re-introducing the cool factor<br />

to them.<br />

One percent might be a lofty<br />

estimate, as I have seen exactly<br />

one Hellcat PT Cruiser to date: a<br />

boring, white one. Rolling off the<br />

WAAAAAY out of the realm of<br />

your normal street rod swap.<br />

Terry and Patsy Beaty from Tennessee<br />

knew what they wanted,<br />

and they trusted Smokey Mountain<br />

Chassis of Georgetown to get<br />

the job done. What they ended up<br />

with was essentially your typical,<br />

although drastically overpowered<br />

street rod, with a PT Crusier on<br />

top. The front end was swapped<br />

out for a Mustang II, and the stock,<br />

dead rear axle was swapped out for<br />

a 9.25” differential from a Dodge<br />

pickup. Coilover shocks handle<br />

all the bumps and corners. I have<br />

almost no information on the<br />

chassis, but I’m assuming a whole<br />

chassis was built front-to-back, or<br />

at the very least, a stout sub-frame<br />

system, as there’s no visible cage<br />

inside to stiffen the stock body.<br />

Is it cool? Yeah, it’s cool, and although<br />

I don’t know what it sounds<br />

like, the swap is so clean that I bet<br />

nine-out-of-ten people think the<br />

Hemi decals on the sides are just<br />

a joke.<br />

Next hot thing<br />

One reason Canadian Prairie farmers have always<br />

managed to survive – at least as a collective – is their<br />

willingness to try new<br />

things.<br />

While there are times the<br />

sector is criticized for not<br />

taking on new production<br />

technologies quickly enough, the barrier<br />

is often cost as opposed to a general<br />

reluctance to adapt to something new.<br />

You can go back to the emergence of<br />

zero till seeding as an example. While<br />

the benefits might have been realized<br />

by research data, producers had press<br />

drills already, so there was a big cost<br />

associated with the changeover to the<br />

new tech.<br />

It’s a similar consideration with autonomous<br />

machinery. It may well be easy to<br />

see the benefits – for example, reducing<br />

some pressures on finding trained<br />

operators for current equipment – but<br />

again, producers have an equipment<br />

fleet and replacing it is a big cost. By<br />

contrast, a new crop might come along<br />

like the hype over lupins dating<br />

back to the 1990s. The markets<br />

never quite developed,<br />

and interest waned rather<br />

quickly, but farmers<br />

could dedicate some<br />

acres to trying the crop<br />

with less input than some<br />

first-generation machinery<br />

which makes a technological<br />

step forward.<br />

It’s the same on the livestock side,<br />

where through my years – first growing<br />

up on a farm and then covering the sector<br />

as a journalist for more than three<br />

decades – producers have been willing<br />

to try a massive range of critters.<br />

Through the years, there has been a big<br />

interest in ostrich, emu and elk. Bison<br />

and fallow deer, red wattle and wild<br />

pigs, Boer goats, llamas, alpacas and<br />

now yaks.<br />

Most of the ‘next hot thing’ fizzled<br />

away rather quickly – red wattle hogs<br />

and ostrich and fallow deer are some<br />

examples. But others matured<br />

into at least continuing niche<br />

markers led by bison and<br />

Boer goats.<br />

So what about Yaks? Who<br />

knows. A report at www.<br />

producer.com noted interest<br />

in forming an association<br />

which would, of course, promote<br />

the animals, so that would be<br />

a start, but it ultimately comes down to<br />

creating a market and ensuring supply,<br />

hurdles that are often too high for<br />

new farm products to scale. Yak isn’t<br />

exactly a new animal to domestication<br />

like bison and elk were. They have been<br />

farmed in other countries for years.<br />

It’s not likely yak will ever be a major<br />

ag sector in Canada, but could they be<br />

the next bison – a longstanding niche<br />

sector? Time will tell, but it is certain<br />

The Resort Village of Grandview Beach<br />

PUBLIC NOTICE<br />

Public notice is hereby given that the Council of the Resort Village of Grandview Beach<br />

intends to adopt a Bylaw under the Planning and Development Act, 2007 to amend Bylaw<br />

No 07-22 known as the Zoning Bylaw.<br />

INTENT<br />

The proposed bylaw will amend Section<br />

5.4.3 Site Standards, Table 5-8 – Minimum<br />

footprint of a principal dwelling in R3 to<br />

read: 78.9 sq m (850 sq ft).<br />

REASON<br />

The reason for the amendment is because<br />

of a typing error in the original Zoning<br />

Bylaw 07-22 which read 60.4 sq m (650<br />

sq ft)<br />

Any person who wishes to appeal his/<br />

her assessment is required to file his/her<br />

Notice of Appeal (Form F) with: Kristen<br />

Tokaryk, Secretary of the Board of<br />

Revision, Western Municipal Consulting<br />

Ltd., P.O.Box 149, Meota, SK, S0M 1X0,<br />

by the 23rd day of May, 2023.<br />

A fee of $100.00 must accompany each<br />

appeal of assessment.<br />
