The RM of McKillop Council has found new Councilor<br />

Mark Strong in a conflict of interest after a<br />

complaint was filed with the RM because Strong<br />

participated in a vote on a new campground development<br />

in the RM.<br />

Councillor Strong ran on a responsible development<br />

platform in the RM. He and his wife, Marcia<br />

Strong, own the Rowan’s Ridge Seasonal RV Resort<br />

just outside Rowan’s Ravine Provincial Park.<br />

Strong has been in a battle with the RM that started<br />

before coming to Council in 20<strong>22</strong> when voters<br />

decisively put him at the council table, beating out<br />

incumbent Gary Dixon in a vote of 90 - <strong>22</strong>. Strong<br />

has been a vocal advocate for development after<br />

he experienced protracted delays with the RM<br />

when trying to get his development approved and<br />

running. The Strongs are currently challenging<br />

an RM fee bylaw in court. Strong is also the chair<br />

of the RM’s Planning and Economic Development<br />

committee.<br />

OBITUARY<br />

Carol Lynn Bart was born in Nokomis, SK to<br />

Albert and Lucy Bart on March 24, 1959. She<br />

grew up on the family farm outside of Nokomis<br />

and was the youngest of 3 children.<br />

After graduating from Nokomis School she<br />

moved to Saskatoon and attended Robertson<br />

Secretarial School training as a legal secretary.<br />

Her work life began with a downtown law firm,<br />

after which she took a position at Saskatchewan<br />

Land Titles. During her tenure there she took<br />

a leave of absence and joined Carnival Cruise<br />

Line, based out of Florida, as a casino dealer.<br />

Although this was a brief experience, she made<br />

lifelong friends with some of the people she<br />

encountered on the ship. She then returned to<br />

her position at Land Titles before moving across<br />

to the Provincial Courthouse as a court clerk.<br />

Here she made many friends and brought her<br />

humor into the office. She retired in 2015 after<br />

35 years of service as a provincial employee.<br />

Carol was an avid reader, and enjoyed a wide<br />

variety of activities, including puzzles, crossword,<br />

attending live theatre, watching a wide<br />

variety of sports-most notably golf, curling and<br />

baseball. She played many sports throughout<br />

her life, including curling, golf, soccer, and most<br />

recently pickleball. She also enjoyed going<br />

for walks and working out at home, taking art<br />

classes and doing crafty projects, and gardening.<br />

Carol was an avid gardener. She loved trying<br />

new plants and techniques in her garden and<br />

sharing tips with family and friends. Her yard<br />

was immaculate and she enjoyed spending time<br />

in her backyard enjoying the summer sun. A<br />

couple of years ago she befriended a wild rabbit<br />

who had been frequenting her yard. She lovingly<br />

named him Jack, started leaving water out for<br />

him, and fed him like a king.<br />

Carol was bitten by the travel bug. Throughout<br />

her working career she traveled to Mexico<br />

with her sister Laurie, Hawaii with her Mom<br />

and friend Delores, Florida with both her Mom<br />

Seekers World<br />

Travel creating new<br />

friendships and<br />

planning subsequent<br />

trips with the people she met and traveled<br />

often and to many different places across the<br />

globe, including China, France, Africa, Italy,<br />

Central Europe, Dubai and Ireland. While in<br />

Poland she visited her grandfather’s hometown.<br />

Miami in 2018 for a reunion with her Cruise<br />

Ship mates. London in 2019 to visit friends and<br />

tour the area. She traveled with her nephew,<br />

Cory to Boston to watch the Red Sox vs her New<br />

York Yankees and enjoy the rich history of the<br />

city. Another trip took her and her niece, Lisa<br />

to New York, again for a baseball game and to<br />

enjoy a few Broadway shows.<br />

Family meant the world to her. She would frequently<br />

come back home to Nokomis for family<br />

gatherings or host everyone in her home, and<br />

enjoyed playing cards and games, especially 31.<br />

Carol was fiercely independent and determined<br />

to continuously create her best life. She had a<br />

wonderful sense of humor and a quick wit.<br />

Carol passed away suddenly at home on <strong>May</strong><br />

1, 2023. She was predeceased by her parents<br />

Lucy and Albert, and sister Laurie Bart. She is<br />

survived by her brother Brian (Rita) Bart, nieces<br />

and nephew Haley (Jeremy) Brauner, Lisa<br />

Bart, and Cory Bart; great nieces and nephews<br />

Ella Bart, Benjamin, Lucy, and Daniel Brauner;<br />

brother-in-law James Ness (Joanne); and many<br />

friends and extended family.<br />

Forever loved and dearly missed.<br />

During discussions around a new campground<br />

development that had taken<br />

several years to get to a decision, Councilor<br />

Howard Arndt, who had not been<br />

in support of the development, cautioned<br />

Strong’s involvement in discussions.<br />

Strong has maintained that he was not<br />

gaining anything from participating in<br />

development discussions and that he ran<br />

on a development platform.<br />

At Tuesday’s meeting, when Council<br />

went into closed session to decide on the<br />

matter, they deliberated for 45 minutes.<br />

When they returned, Councilor Arndt<br />

made a motion that the RM had determined<br />

the ethics complaint<br />

was substantiated because<br />

“...we could<br />

it was in a conflict of interest<br />

with section 143 of the<br />

Municipalities Act regarding<br />

pecuniary interest. The<br />

council will reprimand<br />

Strong and require him to<br />

attend conflict of interest<br />

training within 90 days.<br />

Council voted unanimously<br />

in favour of the motion.<br />

<strong>LMT</strong> asked Arndt about the<br />

motion. He said, “Because<br />

it was in-camera I can’t say<br />

a whole lot. Other than we<br />

went through the complaint, we went<br />

through the requirement in the Act and<br />

determined that we felt that the ethics<br />

complaint was appropriate and substantiated<br />

based on the requirements under<br />

the Act. In fact, we were of the opinion he<br />

was in a conflict of interest.”<br />

Arndt said, when asked about how a<br />

person can be in a pecuniary conflict of<br />

interest.“He voted on the approval of another<br />

campground and he shouldn’t have<br />

done that..Simply what it is, he, for his<br />

own purposes, he could be the deciding<br />

was that we had determined that councillor<br />

Strong will have to take training<br />

which we will set up…we could have gone<br />

the whole nine yards and asked him to<br />

resign, if not, we could choose then to<br />

take him to court. We chose not to go<br />

that route.” Arnd’t wouldn’t comment on<br />

whether other councillors wanted to go<br />

that route.<br />

When asked about the decision, Councilor<br />

Strong said, “I don’t agree that they<br />

made a proper decision. I had nothing to<br />

gain from it. Period… I possibly invited<br />

more competition for myself even by doing<br />

it. I was following my moral compass<br />

as I ran on a platform of responsible<br />

development. The development looks<br />

responsible for the RM. We are going to<br />

create more commercial tax dollars for<br />

the RM.”<br />

When asked if he would abide by the<br />

council’s decision, he said he would<br />

appeal.<br />

were able to raise more money for<br />

our ramp.<br />

First of all, we want to thank everyone<br />

who has participated and<br />

given a donation of their time or<br />

money towards this ramp project.<br />

We are thankful, and we are<br />

excited to have a building that is<br />

accessible to everyone.<br />

Now, besides it just making sense<br />

that we should have a building<br />

that is accessible to everyone,<br />

the reasoning behind it goes<br />

further than simply getting with<br />

the times and putting in a ramp<br />

because it is the right thing to do.<br />

It is part of our DNA, part of who<br />

we are as Jesus' followers.<br />

When we think about Jesus’ life<br />

on earth, He was the type of person<br />

who reached out to the people<br />

society overlooked. He was the<br />

type of person who reached out to<br />

those who were forgotten. He was<br />

the type of person who noticed<br />

those people who other people<br />

chose to look away from in society.<br />

I’m not saying that someone’s<br />

ability to use stairs is what makes<br />

them welcome in our gathering or<br />

not. What I am saying is just the<br />

opposite. We are making it our<br />

goal and our mission to open up<br />

these doors to anyone who wants<br />

to participate in any of our events.<br />

We also recognize that our<br />

building is used for more than<br />

just Sunday morning services,<br />

youth nights, Bible studies, or<br />

even our Saturday morning coffee<br />

times. We also use the building<br />

for things like community playrooms,<br />

music festivals, graduations,<br />

birthday parties, funerals<br />

and a wide variety of other events<br />

in our community where a larger<br />

space is needed.<br />

We want our building to represent<br />

God’s heart for all people. God<br />

loves everyone, and He wants<br />
