LMRP weighs in on new pass program for visiting Saskatchewan’s Regional Parks<br />

In a joint media release, the Saskatchewan<br />

Library Association (SLA) and the Saskatchewan<br />

Parks and Recreation Association<br />

(SPRA), and Saskatchewan Regional<br />

Parks Association (SRPA) announced that<br />

from <strong>May</strong> 18th to September <strong>15</strong>th, people with<br />

a library card can borrow a Park pass from any<br />

Saskatchewan library. The pass entitles people<br />

to a seven-day loan to any of the 100 regional<br />

parks. Passes entitle users free entrance into<br />

the parks.<br />

This is the second year of the program. During<br />

last year’s pilot project, they distributed 800<br />

passes circulated to only those library branches<br />

that participated in the program. 1200<br />

passes will be available this year at all regional<br />

library branches in Saskatoon, Prince Albert,<br />

Regina and the two university libraries.<br />

(SARM) Board of Directors at the<br />

<strong>15</strong>8, Susan Oakley-Paul from the RM<br />

of Sherwood No. <strong>15</strong>9 and longtime<br />

incumbent Norm Nordgulen Reeve of<br />

the RM of Lake of the Rivers No. 72, who held the position since 2011.<br />

The municipalities shared the cost of purchasing an Owl teleconferencing<br />

device in the fall of 20<strong>21</strong> for $<strong>15</strong>00. It’s a stand-alone camera and speaker<br />

that plugs into a laptop and power source. The owl-like eyes light up, indicating<br />

the power is on and working; the top of the owl’s head is a 360-degree<br />

camera, and instead of feathers, its body is a speaker. It is functional, and<br />

it’s also been described as “cute,” and you can see why.<br />

“It was purchased during the pandemic to improve the meeting experience<br />

for Council and public who wanted to attend the meetings virtually,” said<br />

Krystal Strong, Assistant Administrator at the joint municipality, adding it<br />

“offers good sound and video for all participants.”<br />

It’s aptly named an owl because it provides a 360-degree camera which<br />

the council in a 20<strong>15</strong> by-election.<br />

Jordison said he was up against some very accomplished<br />

good candidates. And the experience was<br />

very humbling. He said his focus on rural healthcare<br />

reform drove him to run.<br />

“I think we can be doing a lot of things better.<br />

There is some new ideas that are available. Right<br />

now all of the funding is based on the old model<br />

of nurses and doctors. I think things like nurse<br />

practitioners need to be really focused on. There<br />

has been a little bit of talk but I think we need to<br />

double down on the talk and actually start making<br />

some job opportunities.” Jordison has been a<br />

primary care paramedic for over 19 years.<br />

He noted that some rural groups have been working<br />

to address rural healthcare <strong>issue</strong>s. “The more<br />

people I talk to, the more I realize a lot of people<br />

are on the same page as me, and if anything, I’m<br />

the one catching up.”<br />

“I think we need to get the government's attention<br />

and try to pitch some of these same ideas.” He said<br />

one of the ideas is using advanced care paramedics<br />

in emergency departments may seem “pretty<br />

out there, but they are already happening in other<br />

parts of the province. Everything I’m suggesting<br />

isn’t new, it’s already happening somewhere else. I<br />

think we just need to expand it a little bit.”<br />

“Bring perspective from their division of the<br />

province to each board, committee and stakeholder<br />

meeting they attend. They represent SARM on<br />

various external committees, attend rate payer<br />

and stay in touch with RMs in their Division. At<br />

any of the meetings they attend or opportunities<br />

they have to connect with people they are bringing<br />

that rural perspective. Making sure others are<br />

considering how decisions, programs, policies will<br />

impact rural Saskatchewan.”<br />

Directional Drilling & Sewer Line Installation<br />

Competition #: 2023-011<br />

INTRODUCTION<br />

The Rural Municipality of Mount Hope No. 279 (RM 279) will be accepting quotations for<br />

directional drilling services and the installation of a sewer line to serve our Raymore public<br />

works shop, with the basic specifications shown below, and subject to the conditions and<br />

waivers noted, until 4:00 p.m. on Wednesday, June 7th, 2023, at the municipal office, 119<br />

Main Street, Semans, SK. Suppliers shall provide their quotation and supporting documents<br />

on or before the time and date noted.<br />

LUMSDEN’S OWL - CONTINUES FROM PAGE 1<br />

BASIC SPECIFICATIONS:<br />

• The project is located at Blk/Par J-Plan<br />

102391264 in the Town of Raymore.<br />

• Contractor will be responsible for directional<br />

drilling from the south side of the public<br />

works shop to the ditch on the north side of<br />

Highway #<strong>15</strong> and installing a new sewer line.<br />

The exact sewer line route is to be determined<br />

by Council and the successful contractor once<br />

the contract has been awarded. A photo of<br />

the approximate route is available from the<br />

municipal office upon request.<br />

• An excavator and skid steer will be required<br />

to dig up beside the sewage holding tank and<br />

Highway #<strong>15</strong> ditch for hook-ups.<br />

• Contractor will identify start and finish dates<br />

(no later than October 31st, 2023)<br />

• Contractor will be required to obtain permits,<br />

if applicable.<br />

• Contractor will provide a list of equipment<br />

used with prices per hour if applicable.<br />

• It is strongly recommended contractors<br />

inspect project area prior to quoting.<br />

MATERIALS ESTIMATE:<br />

• Approximately 800 ft of directional drilling at a<br />

depth of 9-10 ft.<br />

• Approximately 900 ft of copper tracer wire.<br />

• Approximately 800 ft of 1 ½” DR17 high<br />

density poly pipe.<br />

• Fittings and additional hardware to be<br />

determined by contractor.<br />

CONDITIONS AND WAIVERS OF<br />

THIS RFQ<br />

This RFQ is subject to the following<br />

conditions and waivers:<br />

• RM 279 reserves the right to accept or reject<br />

any and all quotations submitted should the<br />

quotations not meet the requirement of the<br />

municipality. RM 279 further reserves the<br />

right to choose the contractor of it’s choosing<br />

regardless of price, and to provide preference<br />

toward a contractor with which RM 279 has<br />

had success in the past, or is familiar with.<br />

• RM 279 shall examine the quotations,<br />

options, and the pricing submitted pursuant<br />

to the terms of this RFQ under the strict<br />

assumption that the submissions are the “best<br />

and final” quotations, options, and pricing.<br />

Further requests for quotations, options and<br />

pricing requested from beyond the original<br />

submitted by suppliers would only be made<br />

by RM 279 for reasons of clarification or as a<br />

request for options or pricing not submitted<br />

by suppliers.<br />

• RM 279 reserves the right to base award on<br />

additional factors such as, but not limited to,<br />

price, schedule, estimated completion date,<br />

work force, construction methods, availability<br />

and not award to the lowest bidder.<br />

• Lowest or any tender not necessarily<br />

accepted.<br />

feedback <strong>issue</strong>s with multiple people<br />

in a physical room in the same Zoom<br />

meeting.<br />

The town and RM meet twice a month,<br />

and committee meetings occur. Strong<br />

said it’s met their expectations, and the<br />

council meets in person once a month<br />

and virtually once a month, “and now<br />

that virtual meeting are running so<br />

smoothly, we tend to do a lot more of<br />

them…This has resulted in significant<br />

savings in what we were paying for<br />

mileage for each council member.”<br />

Lumsden <strong>May</strong>or Brian Matheson said<br />

that it improves the sound quality<br />

for a Zoom meeting and that while it<br />

may have some trouble picking up a<br />

soft-spoken person, it helps to pick up<br />

sound. “If a person was far away from<br />

the main operating computer , they<br />

had trouble hearing them. With the<br />

directional mic that turns towards the<br />

person that’s speaking people are able<br />

to hear quite a bit better.”<br />

The Town of Lumsden has Zoom protocol<br />

that requires their council members<br />

to have their cameras turned on “a) - so<br />

that I know my councillors are engaged,<br />

and b) - when you are talking, I can<br />

see the expressions on your face. I like<br />

meeting in person, but if you are going<br />

to be on Zoom I want to be able to see<br />

you and gauge your expressions on what<br />

you are saying, not just listen to your<br />

words.”<br />

“Trancparency is important to us and<br />

I hope we are doing a good job. We are<br />

certainly not trying to hide anything.<br />

We are responsible to the tax payer so<br />

we try very hard to make sure that their<br />

dollar is being used wisely.”<br />

While many municipalities hold their<br />

budget discussions in closed sessions,<br />

the Town of Lumsden holds theirs in<br />

public, and councillors can get into<br />

some pretty vigorous debates. “We are<br />

spending their dollars.” There are times<br />

when the town goes into closed session<br />

during budget discussions, “but not<br />

very often,” says Matheson.<br />

Slowly more municipalities are making<br />

their meetings more accessible to the<br />

public, not just in real-time but after<br />

the meetings have occurred. The RM<br />

of Corman Park and the RM of McKillop<br />

upload audio of their meetings to<br />

their websites. When <strong>LMT</strong> asked <strong>May</strong>or<br />

Matheson if this is something they’d<br />

consider, he said it wasn’t a ‘no’ but that<br />

they just haven’t had those discussions.<br />

There are times that farmers<br />

have to wonder what exactly<br />

consumers are thinking when it<br />

comes to their decisions about<br />

what they put on the dinner table.<br />

There are so many factors the consumer<br />

is being asked to consider today that understanding<br />

their final decisions is often<br />

confusing.<br />

There are those promoting the idea of livestock<br />

being sentient, and so should be off the menu.<br />

Some point to livestock as being greenhouse gas<br />

emitters, and so to combat global weather changes<br />

should be off the menu, which one imagines mean<br />

eating up the existing herds and basically<br />

stopping further production – which for<br />

some breeds at least could well mean<br />

extinction which could have future<br />

impacts not well understood today. Ag Notes<br />

feed from acres that they believe<br />

would be better suited to grains for<br />

human consumption. While most of<br />

the above reasons might best be described<br />

as moral ones, there are mixed messages<br />

regarding what is best for humans in terms<br />

of what feeds our bodies best.<br />

“Meat, eggs and milk offer crucial sources of<br />

much-needed nutrients which cannot easily be<br />

obtained from plant-based foods, says a new<br />

report <strong>issue</strong>d today by the Food and Agriculture<br />

Organization of the United Nations. However,<br />

revisions to the Canada Food Guide released in<br />

2019 are pointedly different. The updated Food<br />

Guide emphasized plant-based foods and advised<br />

Canadians to consume less milk and meat. One<br />

can sympathize if consumers aren’t quite sure<br />

which message is best for their families.<br />

Ultimately, barring <strong>issue</strong>s such as allergies or<br />

medical conditions limiting what one eats, moderation<br />

is a good starting place from which to<br />

determine family menus. Too much of anything,<br />

from raw sugars, to salt, to cured<br />

meats to any other menu item, is not<br />

likely the best option. It is also likely<br />

that most any food in moderation will<br />

not be horrible for some unless the<br />

aforementioned <strong>issue</strong>s are present.<br />

Is eating beef or pork OK? Well, for<br />

most, the answer is yes. The same can<br />

be said for consuming legumes as a protein<br />

source. The better answer still is quite likely a diet<br />

with some of both on the menu regularly. Let’s not<br />

forget humans have been drinking animal milk for<br />

centuries, so to suddenly think that is bad seems<br />

unlikely, although perhaps consumption needs to<br />

be adjusted for lifestyle. Most of us do not do the<br />

physical work we would have even 50 years ago, so<br />

our nutrient needs will be different.<br />

The key is assimilating the data being tossed out<br />

and finding a balance that works in the kitchen for<br />

each of us.<br />
