On the first day of the new year, Wesley
Bell was sworn is as St. Louis County’s
new Prosecuting Attorney. On Bell’s
second day in office, he got to work.
Bell announced sweeping policy
changes for his office and terminated
three assistant prosecutors. On its face,
there is nothing unusual about that. Bell’s
predecessor, Robert McCulloch, had held
the post for nearly three decades. Change
was inevitable.
What is concerning is that the overall
theme of Bell’s changes is directed
toward making criminal activity less,
well, criminal. No more prosecuting marijuana
possession of less than 100 grams.
No more cash bail on misdemeanor
cases. No more charges brought based on
probable cause. And the most troubling:
No more criminal prosecution for failure
to pay child support.
When viewed as a whole, it is clear that
Bell intends to make it much harder to
be charged with and convicted of a crime
in St. Louis County. Bell is a reformer,
and the voters understood that when
electing him to office. But did they know
he would effectively decriminalize dead
beat dads?
Bell also vowed not to pursue the death
penalty under any circumstances. He will
inherit the case of Catholic Supply store
murderer Thomas Bruce, and presumably
will follow that policy.
Change is inevitable, but not always
welcome.

will feature syndicated columnist Dr.
Walter E. Williams on page 3 of each publication.
This is the space that previously
saw the publication of Thomas Sowell’s
columns. Sowell and Williams have been
friends, colleagues and collaborators since
they met on the UCLA campus in 1969.
Williams has been a professor of economics
at George Mason University since
1980, and chaired the economics department
from 1995-2001. He is the author
of 10 books and his weekly syndicated
column appears in some 140 newspapers
nationwide.
Williams has participated in numerous
debates, conferences and lectures
in the United States and abroad. He has
frequently given expert testimony before
Congressional committees on public
policy issues ranging from labor policy to
taxation and spending.
Williams, like Sowell, is renowned for
his fact-based arguments and belief in the
power of free markets to solve problems.
