A story is told of worshippers arriving at their Church in White
31 23
Lake, North Dakota on a very chilly November morning, being met
by a rather disturbing sight. An apparently homeless beggar was
sitting on the front steps of the church, wearing tattered clothing,
a wool cap pulled down over his eyes, and clutching a bottle in
fingerless gloves.
The worshippers had never experienced or seen anything like this
before. Most of them simply walked around the man, or stepped
50 69
over him, as he sat there. Some muttered words of disapproval,
and others suggested that the man move to another doorway
before the Sunday School children arrived. One member told the
man, in no uncertain terms, that The Salvation Army was a more
appropriate place to sleep it off.
43
At one point, a kind woman brought the man a
Styrofoam cup of hot coffee, but not one
person asked the man to come in out of the
cold, and certainly nobody invited him in to join
them in worship.
Imagine, then, the people’s surprise during the
entrance hymn, when the supposedly homeless
man made his way into the pulpit, took off his
cap, and the people recognized that it was
their pastor! The pastor addressed the
congregation saying, ‘I didn’t do this to
embarrass you or to poke you in the eye. I did
it to remind us that this is a person that Jesus
loves, and he has called us to love him, too’.
One of Mother Teresa's favourite texts in the
Bible, which she often quoted to support her
ministry to the poor is Jesus’ words in Matthew
25:40,
When Jesus referred to the ‘least of these’ he
was referring to people who are vulnerable;
people who are socially, psychologically or
economically disadvantaged.
It’s sobering for us to remember that during
His three years of public ministry Jesus
Himself identified with the ‘least of these’
living a poor and homeless existence.
During my first week at Ballarat Community
Church I have been excited and encouraged
to see our great team of staff and volunteers
giving of themselves and their time to reach
out to ‘the least of these’ through the many
mission expressions here.
‘What I am about to tell
you is true. Anything you
did for one of the least
important of these
brothers and sisters of
mine, you did for me.’
Initially we might cringe at the phrase ‘least
important of these…’ but Jesus was not
suggesting that some humans are less
important or valuable than others. There is no
hierarchy of people that places those who are
wealthy or self-sufficient at a higher level than
those who are poor or financially dependent.
We are all made in the image of God (Genesis
1:27); we are all equal.
INSTALLATION CHALLENGE
Each year in The Salvation Army a number of our Officers
move (not all). This means that in some of our Corps
(Churches) Officers will have left and gone on to
ministries in other places and new Officers arrive to take
over.
NEW OFFICERS
As you may know, the van Gaalen family have moved to a
new appointment in NSW. So, here at Ballarat
Community Church and at many of our other Churches
(Corps) around Australia on Sunday 20th January, new
Officers were installed. This takes the form of a short
ceremony and some welcome speeches and a response
in our Church services on Sunday morning.
Leader)
(Corps Officers)
It was my very great privilege to install the new Officers
of the Ballarat Community Church.
Officers)
B A L L A R A T S A L V O S | 5
It is important to remember, that whilst
these newly appointed Officers went on
to make certain promises, the purposes
mentioned above are for all who belong to
The Salvation Army to aspire to, not just
our Officers. The Bible talks about the
“Priesthood of all believers” and that
includes each and every one of us – all
who are believers and Christ followers.
Every believer has been gifted by God for
the purpose of helping to build God’s
Kingdom.
These four Officers were appointed by our
Territorial Leaders and are charged to
accept their appointments from God.
These are some of the words from the
Installation Ceremony in our Church
service that morning.
The Salvation Army is part of the
universal Christian Church and has a twofold
purpose throughout the world.
Not only did the new Officers make
promises that morning, but the
people of the Congregation were
also challenged with these words
from the Installation Service:
As your new Officers give
themselves to the leadership and
ministry of this Corps, will you join
Firstly, to influence people to
surrender their life to Jesus Christ and
in so doing discover the grace of God
that enriches life itself.
Secondly, to serve humanity as Christ
served and in so doing, to help those
who can’t help themselves to find their
way.
in dedication, giving
them
afresh to the purposes
yourselves
which The Salvation Army was
for
up by God?
raised
Will you support Major Rhonda,
The Salvation Army is a Christian
movement dedicated to sharing the love
of Jesus, by
Major Alan with loyalty,
Envoys Andrea & Daniel and
encouragement, friendship, willing
Caring for people
Creating faith pathways
Building healthy communities
Working for justice
and prayer?
cooperation
you accept them as your
Will
in Christ for as long as
leaders
are required by The Salvation
they
Army to remain in this
appointment?
The congregation responded
by reading these words;
I see it like this, every person is important and
precious to God – every person matters to God –
therefore, they matter to us – all people matter to
The Salvation Army. We want to see all people reach
their full potential and discover how much God loves
them. That is why The Salvation Army does what it
does……
God helping us, we pledge
our allegiance to Christ and
the work of His Kingdom
through The Salvation Army.
Every one matters to God – therefore every one
matters and we here at The Salvation Army all have
a part to play in loving and serving God and loving
and serving people.
We promise to prayerfully
support our Officers in every
And………. Let us not forget the children…… Jesus
never forgot the children…… He said, “Let them
come to me…
win people to the Lord and
make disciples to the praise
and glory of God.
Along with Envoys Andrea and Daniel we welcome
their children.
Children are such an important part of our
congregation. Children were precious in Jesus’ sight
too and they should be in ours also. Show me a
Church with no children and you will more than likely
see a church that is dying.
way and with them, seek to
Having ministered for 14 years at Golden Grove in South Australia, our
congregation learnt never to complain or grizzle about the many
children in our fellowship. Yes, they can be a little disruptive at times,
yes sometimes they do run about and yes sometimes they do make a bit
of noise. But better to have them in our Church than not have any
children at all. Better that they learn now that they are accepted and
loved and that it is OK to have fun in Church.
Sad to say, that there are a lot of grown up children who never come to
church anymore because someone discouraged them when younger for
making a noise.
So………. Let us welcome these new children and indeed all children
into our midst – they are precious to Jesus and therefore precious (each
and every one of them) to all of us in our church congregation. Let us
also seek to support and encourage them and pray for them as we have
promised to do so for our new Officers also. They say it takes a village to
raise a child – I believe children benefit greatly from belonging to a great
Church congregation.
Why not give us a try at either Ballarat or Delacombe – you and your
children will be made most welcome. Sunday services are each Sunday
at 10 am.
new team
Alan Jenner: Assistant to the Corps
Officers - Delacombe and Ballarat
Alan Jenner is Assistant to the Corps Officers in Ballarat and
Delacombe. Alan comes to our Corps with a wealth of
experience: this is his 24th year in Officership. In this time,
Alan has worked in several small country Corps in Victoria. He
also worked as a Chaplain at The Open Door program in
Flagstaff. The Open Door is an accommodation and welfare
support service for homeless men. Alan comes to Ballarat from
Colac Corps where he was the Officer for seven years. The
Salvation Army Colac has a small Doorways program and a
thrift shop. Alan will support the Officers across both Ballarat
and Delacombe. He will be splitting his time between the two
sites. This position will provide Alan with the opportunity to
strengthen the relationship between the two Corps.
Rhonda Elkington Corps Officer, Team Leader
Rhonda Elkington is the Corps Officer Team Leader at The
Salvation Army Ballarat Community Church. Rhonda has 32
years’ experience as an Officer. In this time, she has worked in a
number of Corps across Victoria and extensively in social
programmes for the past 19 years. Prior to becoming an Officer,
Rhonda worked in banking. Rhonda has both academic and
professional experience in social welfare. She has a Bachelor
degree in Social Work. She had social ministry roles including
Chaplaincy and program management before becoming the
Social Programme Secretary for the Western Victoria and South
Australia Divisions respectively. Rhonda looks forward to
supporting the programs already happening across Ballarat
Community Church. She hopes to strengthen the coordination of
these programs. Rhonda envisions a holistic mission centre that
meets the total needs of a person: spiritual, emotional and
physical. Rhonda’s interests outside of the Church include
reading, having coffee with friends, handcrafts and overseas
travel.
Daniel Wayman: Corps Officer
Daniel Wayman is a Corps Officer at
The Salvation Army Ballarat
Community Church. Daniel has
extensive experience working in Youth
and Children Division. He has four
years’ experience as a Youth and
Children’s worker at Gladstone and
Rockhampton Corps and five years’
experience as a Divisional Youth and
Children Secretary for Central North
Queensland and then Queensland. In
this role, Daniel was responsible for
running youth camps, managing Child
Safe and Working with Children (WWC)
requirements, pastoral care and
supporting leadership roles in the
Youth and Children Divisions. This
required Andrea and their family to
travel between 40,000 and 50,000 km
annually to the many of the Corps in
Queensland to attend special Youth
events and visit children’s programs.
Daniel’s position at The Salvation
Army Ballarat will be a new and fresh
opportunity. For himself, Daniel is
looking forward to learning the new of
a Corps Officer. For his family, this will
offer them some stability—to be able
to join a sports team or stay home on
the weekends. Daniel brings to this
new position a passion for developing
leadership. He hopes to develop
leaders in every area of the Church by
supporting people to find their
passions and the confidence to lead.
Daniel’s passions outside of the
Church include mountain biking and
sport, particularly V8 super cars.
Andrea Wayman: Corps Officer
The Church
offers children
and young
people a
special place
where they can
feel safe and
loved without
judgement.
Andrea Wayman is a Corps Officer at The
Salvation Army Ballarat Community Church.
Andrea has wide-ranging experience
working with children and youth both within
The Salvation Army and outside of it.
Andrea is an Early Childhood trained
teacher. She taught Grade 3 students in a
Christian School for seven years. Andrea
was missing a work-life balance. She
wanted a position that would value her role
as a parent and her connection of faith and
family. This led to her journey of becoming
an Envoy. She started training and working
for The Salvation Army. Andrea worked as
the Divisional Youth and Children Secretary
for five years. She introduced children to
the history and values of The Salvation
Army, and supported them as they
developed their personal relationship with
Jesus.
The Church offers children and young
people a special place where they can feel
safe and loved without judgement. Andrea
utilises this space to guide young people
through tricky situations in an ever
changing and complex world. She ran a
teenage girl ministry group, mentoring a
small group of teenage girls through a
difficult period in their lives. Andrea is
passionate about family ministry.She
applied her experience as a teacher, a
parent and an Envoy to coordinate faith and
parenthood in her own family. She hopes to
use this knowledge to support other
parents to disciple their children, offering
parents guidance and community. Andrea’s
passions outside of the Church include
crafting, particularly sewing and quilting.
She also enjoys reading science fiction.
BLUEPRINT 102
N E W Y E A R - N E W P L A N
A New Year is an opportunity to reflect on the year that has been and to dream about what
lies ahead. For Salvos Blueprint 102, this means continuing to build on our current work and
to look at new ways we can benefit the community. Last year, we focused on creating a
family-friendly dining room space at Salvos Café 102. We are hoping to build on this by
joining the City of Ballarat family-friendly initiative.
In 2018, we developed Ballarat Salvos magazine, started a Salvos Blueprint 102 Instagram
page and grew our Facebook page. It has been wonderful connecting with businesses,
community leaders and community members on these forums. For 2019, we will continue to
grow in these areas. They offer opportunities to share what we do at The Salvation Army
across the Church and social services programs.
We will continuing our volunteer programs: Grocery Box, Salvos Café 102, Tribe Lunches and
the Thrift Shops. Volunteers predominantly run these programs. This year, we will be
looking at new ways to demonstrate our appreciation and engage new volunteers. We will
also be working towards a self-sufficient Grocery Box program by collaborating with more
businesses, continuing our fundraising activities and hosting a special twilight festival.
We would like to thank the ongoing support of the community—volunteers, businesses,
community leaders and clients—because of you, we can dream big. We look forward to a
New Year with new plans.
Meet Michael: Salvos
Cafe 102 Volunteer
Michael Waltham is a volunteer at Salvos Café 102. Michael is a
qualified chef and has significant experience working in
professional kitchens. He started working in the industry when
he was 15-years-old, gaining work experience in small pubs.
Michael completed his apprenticeship in Apollo Bay and has
since worked in two kitchens in Melbourne. He is currently
seeking employment in Ballarat and has found volunteering
beneficial to this goal. He is able to place his volunteer work at
Salvos Café 102 on his resume.
Michael said that volunteering has given him a good sense of
how things work at Salvos Café 102, ‘before coming here I
thought everything was prepared in a factory. It was only when
I came here that I learnt that everything is made here and
cooked fresh’. Michael enjoys working as a part of a team and
finds Salvos Café 102 to be a supportive and fun working
environment. ‘I like to get other people (volunteers) to taste my
food’, said Michael, ‘I like to involve everyone. It means that
others can learn from me and then, if I’m not here, then they
can make it’.
Michael is motivated by his love of cooking and his enjoyment
of working with others. He also enjoys making the customers
happy, ‘It’s good to see people with a smile on their face. They
come in and get a feed and are able to have a chat to people’.
We appreciate that Michael is a part of the Salvos Café 102
team. His natural leadership, professional skill set and ability to
create a fun working environment makes him an asset.

Christmas Cheer distribution was held on 18 and 19
December 2018. Christmas Cheer is supported by
the 3BA Christmas Appeal. Gifts were donated to
the 3BA Christmas Appeal and the Kmart Wishing
Tree by the community. The Salvation Army, in
partnership with other leading agencies,
distributed them to people who struggled to
provide gifts to their loved ones over Christmas.
The Salvation Army Christmas Cheer distribution
helped 545 clients directly. Clients registered for
themselves and their immediate family, allowing
us to provide Christmas Cheer to their dependents.
We helped an additional 572 adult dependents and
1092 dependents under 13-years. Each
family/individual client was provided with a
voucher and each child provided a toy.
We would like to thank the support of the
community and businesses who donated gifts.
Some of the organisations, businesses and schools
who donated included 3BA, Ray White, Body and
Christmas wrapping is a wonderful
opportunity to provide a service to the
community and raise money for The Salvation
raised is still being tallied. The current running
tally is $2,440.
We had approximately 20 volunteers
over the month of December. One volunteer
Christmas when people were getting some
December. The children who entered
the competition have had their
the pleasure of presenting 14
participants with prizes. Thank you to
the children and their parents for
participating in the competition. All the
kids did a wonderful job and we hope
having their work up on the wall made
Salvos Café 102 feel more childfriendly.
GROCERY BOX
The Grocery Box has continued over the Christmas
and summer holidays period. Thank you to our
volunteers. Your commitment ensures that our
clients have access to reliable and consistent food
relief. Last week the Rotary Club of Ballarat
donated sausages. The sausages are distributed to
clients, particularly large families, to provide them
with some essential protein. The Tasmanian
Scouts stayed at Pax Hill Scout Camp last week
and donated their packaged left over food to the
Grocery Box. These items included Weetbix, tinned
food and pasta. The food has been distributed to
clients.
Golden Nugget Bakery donations of fresh
sandwiches are particularly popular with the
clients. They are a ready-made, healthy meal that
can be eaten straight away for people
experiencing food insecurity and can be utilised
for clients with limited cooking equipment. The
Grocery Box would like to thank all the
businesses, organisations and individuals who
donate to the program. We ask for community
support to continue to provide food relief to our
clients. The Grocery Box is particularly in need of
more fresh fruit and vegetables, tinned food,
pasta, coffee and sugar.
Meet Jeff: Grocery Box
Volunteer
Jeff Belfrage is a volunteer at the Grocery Box. Jeff
has been volunteering for the last three years;
however, his connection with The Salvation Army
began at Melbourne’s Project 614 back when it was
known as 69 Bourke Street. Jeff volunteered as a
night worker for a couple of years in the 1970s. He
answered phones during after hour service,
referring people to the right services, providing
information and having a chat with people who
needed a listening ear. Jeff said that listening to
people’s experiences of depression was a real eye
opener. He enjoyed being able to refer people to
places they could get the right help.
Jeff continues to volunteer with The Salvation
Army because he enjoys helping people. The
volunteers at the Grocery Box are also good
company, ‘we muck around,’ said Jeff, ‘have a bit of
fun to pass the time away. We all work as a team
and everything runs smoothly.’ We are glad, with
Jeff’s experience and fun sense of humour, that he
is a part of The Salvation Army team.
KICKSTART
NEWSTART
P E T I T I O N T O R A I S E T H E R A T E O F N E W S T A R T
Kickstart Newstart is in full swing. The
campaign aims to raise the rate of Newstart
and other welfare payments to increase the
standard living wage. Last year, we asked
community members from Salvos Café 102
about their experiences living below the
poverty line.
One community member told us about his
experience as a student, living on $455.20 a
fortnight. He did not have the experience or
expertise necessary to gain employment whilst
he studied. Further, living below the poverty
line reduced his access to the resources
required to look for and gain employment.
Kickstart Newstart is gaining community
support. We have approximately 243
signatures and have extended the petition to
three new sites: Beechworth Bakery, The
Local and Fika. You can keep up-to-date with
the campaign on Facebook and Instagram
@salvosblueprint102 or follow
#kickstartnewstart.
We are hoping to raise 500 signatures. When
we reach 500 signatures, The Salvation Army,
along with other leading agencies, will
request a meeting with Catherine King to call
on the government to #kickstartnewstart by
raising the single rate of Newstart, Austudy,
Youth Allowance, Aged Care, Disability
Support Pension and related payments.
clients and community
members can come and
have a cuppa and a chat.
The program works to
space for community
members to reduce social
isolation by building new
social networks and
Coffee Talk had a break
again on the 2 January
Meet Kevin: Coffee
Talk Volunteer
Kevin Chigwidden is a Coffee Talk volunteer.
Kevin has been volunteering with The
Salvation Army for the last two months. He
enjoys relating to people and chatting with
them. ‘The first day I sat down with a woman
and we connected on similar health
problems,’ said Kevin, ‘I encouraged her to
keep on keeping on and asking for help’.
Kevin and the coffee talk team have fun
volunteering. ‘I enjoy interacting with Graham
and Lesley and getting to know the names of
regulars...getting to know the people’. We are
glad that Kevin has joined The Salvation Army
team. Thank you for your calm and inviting
nature, Kevin. You are a fantastic addition to
the Salvos Blueprint 102 volunteers.
AFL VICTORIA AT THE
SALVATION ARMY
BALLARAT
AFL Victoria and The Salvation Army Ballarat
Doorways have begun an ongoing volunteer
partnership. The Western Bulldogs recruits
volunteered at our site, giving them the
opportunity to give back to the community.
On 21 December 2018, we had 28 metropolitan AFL
recruits help with Christmas Cheer. The recruits
moved boxes and organised toys. They even
helped us set up for Salvos Café 102!
On 14 January, a new team of regional AFL recruits
came to The Salvation Army to volunteer for the
day and learn about our programs. The first round
of recruits went to the Barkly Street site to get it
ready for the Men’s Shed. John Clonan gave the
other recruits a tour of The Salvation Army
Doorways programs.
It was a fantastic experience for the recruits and
wonderful to begin an ongoing partnership with
AFL Victoria. We look forward to having them back
at our site this month.
Last year, we began Tribe Lunches, a new
program that provides lunches to school
children who may otherwise go without.
Ballarat Foundation funded the Program
which began in October 2018.
Since its beginning, we have provided 1307
lunches to school children across five local
schools. Tribe Lunches has been a valuable
support to the participating schools and a
great extension of the work we do at The
Salvation Army Ballarat Doorways.
Quote from a participating school.
Thank you to the volunteers for building a new
program with us. We appreciate your hard
work and commitment to the Program. Tribe
Lunches will begin again with the start of the
new term.
Pay it Forward
Pay It Forward is a charity created by Ian and Trish
Tantua, owners of Country Casseroles. Customers can
pay it forward by donating a Country Casseroles meal to
charity. Before Christmas, the community had donated
over two and a half thousand dollars in donations. The
value of this in Country Casseroles meals is provided to
The Salvation Army and The Soup Bus to be distributed
to people in need. Country Casseroles donate every
tenth meal to participating charities.
Pay It Forward is gearing up for the New Year with new
publicity. Channel Nine will reshoot the Pay It Forward
Ad. You can see the current ad playing on Channel Nine
or on the Pay it Forward website. There will also be ads
featured in The Courier. These are consistent reminders
to get online or go in store to contribute this fantastic
charity.
Ian said that people are already coming into the store to
purchase a meal for someone in need, but we need more
people donating to the charity and more views online.
You can go into the store or you can pay it forward today
by going online at www.payitforwardballarat.com.au.
January has been a busy month. We have
stocked the shelves with summer
clothes. You can get all the gear you
need to survive the hot weather.
Creswick Thrift Shop is preparing to open
on Tuesdays. The additional day will give
shoppers more opportunities to find a
bargain.
We need more volunteers to work in our
thrift shops. It is a fantastic opportunity
for jobseekers to gain employment skills
in retail and for volunteers to become a
part of a fun and supportive team. As a
volunteer, Uyou will be contributing to
your community.
The thrift shops support the work of The
Salvation Army, allowing us to run vital
community programs and help people in
need.
