For details, visit rettsyndrome.org. MANCHESTER Jean Evans to head state Republican party The Missouri Republican Party has named Rep. Jean Evans [House District 99] as its new executive director. Evans, of Manchester, will step down from her position in the Missouri House of Representatives in order to take her new position. Evans was first elected to the House in 2016 and subsequently won re-election. Prior to her time in the House, she was a business consultant and financial advisor. She is the former president of the Professional Women’s Alliance for St. Louis, and has worked at Westminster Christian Academy. She has served on the boards of USA Volleyball Gateway Region and the National Association of Women Business Owners. In 2006, she received the President George W. Bush Award for Volunteerism. “Jean Evans has been a tremendous voice for Missouri voters during her time in the House of Representatives,” said Gov. Mike Parson. “Representing a key swing district in St. Louis County, Jean has proven time and again that she knows what it takes to win votes from diverse segments across our state. She’s exactly the leader our Republican Party needs today and I’m happy to welcome her as executive director.” TOWN & COUNTRY Board to hear bids in public works audit In December, the Town & Country Board of Aldermen directed City Administrator Bob Shelton to take the necessary steps to solicit requests for proposals [RFP] on an independent audit of the department of planning and public works. Those RRPs will be presented to the board at its Feb. 25 meeting. The city previously has conducted audits within the finance and police departments but this would be the first audit of this kind for the planning & public works department. The audit would employ internal control audit experts to help ensure compliance with municipal policy and state statutes and identify best practice strategies for increasing the department’s efficiency and effectiveness. The audit originally was proposed by Alderman Matt Reuter [Ward 3], who also is chairman of the Public Works Commission. [Map courtesy of the city of Wildwood] making recommendations regarding the application of building codes, plan review and inspection policies of the city and work closely with the director of planning and public works to see that the general infrastructure needs of the city are met. In a Dec. 7 memo to Mayor Jon Dalton, fellow aldermen and City Attorney Steve Garrett, Reuter recommended that the organizational structure of the planning and public works department be reviewed. A few years ago, the public works and planning and zoning departments were combined. Typically, these are distinct departments governed by different directors. Alderman Tiffany Frautschi [Ward 2] expressed support of the resolution, saying that audits, like those done in other departments, ensure the city’s work is checked. She added that several organizational changes have been made and it is time to consider if best practices are being employed, particularly in light of the major projects that are currently ongoing and planned for the future. Alderman Lindsey Butler [Ward 2] noted that significant expenditures are being made for very large projects, such as Town Square, and it is important to see how they are being managed. At the Jan. 14 meeting, it was announced that Craig Wilde, director of planning and public works, had resigned his position. His last day was Jan. 23. To date, the city has not begun a search for a new director. WILDWOOD Council to vote on third streetscape phase At its Jan. 11 meeting, the Wildwood City Council gave its first reading to a new an ordinance that would authorize and execute a city-contractor agreement with Eureka-based Gershenson Construction Co. for Phase III of the city’s ongoing Manchester Road Streetscape Project. The agreement would include work on traffic control and other incidental items. Phase III includes multiple street and road improvements, including on-street parking, curbs and gutters, 10-foot-wide sidewalks, street lighting, bike lanes, landscaping and street trees, and some on-street parking lanes along both sides of Manchester Road between Taylor and Eatherton roads. The city approved funds for the construction as part of its 2019 Capital Projects Fund. It also obtained a federal grant for the project, meaning Wildwood will be reimbursed for 50 percent of the construction costs up to a maximum of $1.3 million. The city’s department of public works opened bids for the project in January and received seven competitive bids overall. The bid from Gershenson Construction Co., amounting to $2,155,391.51, was the lowest. According to the ordinance, the city’s public works director, may increase the scope of the work, through written change order, in an amount not to exceed February 20, 2019 WEST NEWSMAGAZINE I NEWS I 11 a total of $2,405,391.50. The city has worked with Gershenson on multiple projects, including Strecker Road bridge replacement over Caulks Creek and ongoing construction in Community Park. As of Feb. 8, 2019, multiple utility companies have begun relocation work on the project. Ameren will be relocating poles and moving lines in upcoming months, weather permitting as will Missouri-American Water Company and AT&T. “As soon as the weather breaks, I’d expect to see utility crews out there working,” Public Works Director Rick Brown said at the Feb. 11 meeting. The project’s estimated completion time is one year. The issue is scheduled to come back to the council for a final vote at its Feb. 25 meeting. WEST COUNTY Metro West takes MDA’s ‘Golden Boot Award’ Firefighter/paramedics at the Metro West Fire Protection District have won the St. Louis Muscular Dystrophy Association’s “Golden Boot Award” for their fundraising efforts on behalf of the organization. The award is given annually to the St. Louis area fire department that raises the most money per member for MDA. Metro West has supported the organization for some 45 years but the recent award was the first Golden Boot recognition it has won. According to Lt. Matt Coppin, the district’s efforts included a trivia night last fall and an earlier manning of fundraising stations at a number of grocery stores in its service area. Coppin is a Metro West paramedic. Active in MDA since his college days, Coppin also has volunteered at the MDA summer camp for the past 18 years and describes that work as “a life-changing experience.” He was recognized for his volunteer efforts during MDA’s Muscle Team Bash Gala earlier this month.
