Papanui traffic report stalled
• By Jess Gibson
IT HAS now been a 16-month
wait for a report looking at the
state of traffic on Papanui roads.
In 2017, the Papanui-Innes
Community Board asked the
city council for a report on busy
roads in the area, including
Sawyers Arms Rd, Langdons Rd,
Main North Rd
and Sisson Drive.
The report
would show
which roading
issues the
community board
Ali Jones
John
Stringer
wants highlighted
and discussed at
the city council
level.
Board
chairwoman
Ali Jones said
while there is no
exact date for
the release of the
report it “will
come soon.”
In November, a city council
spokeswoman said the report
was expected to be received
before Christmas.
At the time, “safety concerns”
on Sisson Drive, proposals to
install a pedestrian refuge on
Sawyers Arms Rd, alterations
CHANGES: A report on roading issues in Papanui, including
Sawyers Arms Rd and Sisson Drive, is taking longer than
expected to complete.
to some intersections and
introducing more road markings
were the main issues being
addressed in the report.
Ms Jones said the full report
has not been completed due to
changes in what it was initially
going to look at when it was first
requested.
“There have been other issues
that have come up that we have
asked staff to look into, such
as speed limits in the area,
the effects that the Northern
Corridor will have and what
cycleways have done,” said Ms
Jones.
“All of these things weren’t an
issue when we first asked for the
report in 2017.”
Ms Jones said the board and
city council staff attended a
public-excluded seminar in
February to go over changes
before a formal report is
released.
Board member John Stringer
has called the process a
“bureaucratic meltdown.”
Mr Stringer, who was not at
the meeting, said the public
should at least be able to look at
the issues which were initially
being investigated.
“I just don’t agree that
we should be carrying on
these private conversations
behind-closed-doors and that
the public doesn’t get to have
transparency,” said Mr Stringer.
“I just want it to come out so
we can lay it on the table. There
may even not be anything in
it but at least the information
would be accessible,” he said.
But Ms Jones said she does not
want the board working from a
report that is out of date by the
time the public have it.
“We have to be flexible and
add things into it as we go,” she
said.
The initial request came after a
proposal to install bus and cycle
lanes along parts of Main North
Rd was approved.
The city council was unable to
comment on the release of the
report.
The Fendalton-Waimairi-
Harewood Community Board
has allocated $5000 from
its discretionary response
fund towards establishing an
