She also said Internati<strong>on</strong>al M<strong>on</strong>etary Fund, IMF, and World Bank were not right to indicate Nigeria w<str<strong>on</strong>g>as</str<strong>on</strong>g> headed to a debt crisis. Current data from Debt Management Office, DMO, shows Nigeria’s total public debt at N24.4 trilli<strong>on</strong> <str<strong>on</strong>g>as</str<strong>on</strong>g> at December 2018, which indicated almost a 10 per cent rise over the 2017 figure. The figure, which had maintained a steady rise since 2015 prompted the Nati<strong>on</strong>al Assembly, while looking into the 2019 Appropriati<strong>on</strong> Bill (Nati<strong>on</strong>al Budget) to query the planned borrowing of about N2.0 trilli<strong>on</strong> to part-fund the budget. The IMF had, late l<str<strong>on</strong>g>as</str<strong>on</strong>g>t year, raised alarm over the rising debt burden, saying the c<strong>on</strong>cern is about the country’s weak revenue stream, which gives adverse debt-servicing-to-revenue rati<strong>on</strong> of about 70 percent, the worst in Africa and about the worst globally. But speaking to the media <strong>on</strong> the side-line of the just c<strong>on</strong>cluded Internati<strong>on</strong>al M<strong>on</strong>etary Fund, IMF/World Bank meetings, which took place in W<str<strong>on</strong>g>as</str<strong>on</strong>g>hingt<strong>on</strong> DC from April 9 to 14, Ahmed insisted that despite warnings by IMF and World Bank, the country w<str<strong>on</strong>g>as</str<strong>on</strong>g> not in any way near a debt crisis. She stated: “The World Bank and IMF are cauti<strong>on</strong>ing us <strong>on</strong> the rate at which we are borrowing. They are also cauti<strong>on</strong>ing us <strong>on</strong> the need to build fiscal buffers because the global ec<strong>on</strong>omy is going to be facing some risks and we agree with that. “We are very mindful of the level of our borrowings. Our borrowing is very much within fiscal limits right now. What we are doing is to incre<str<strong>on</strong>g>as</str<strong>on</strong>g>e our revenue generating capacity to make it e<str<strong>on</strong>g>as</str<strong>on</strong>g>ier for us to meet our debt obligati<strong>on</strong>s and our routine <str<strong>on</strong>g>as</str<strong>on</strong>g> well <str<strong>on</strong>g>as</str<strong>on</strong>g> capital expenditure.” Speaking at the presentati<strong>on</strong> of the Regi<strong>on</strong>al Ec<strong>on</strong>omic Outlook for Sub- Saharan Africa – Capital Flows and the Future of Work in Abuja l<str<strong>on</strong>g>as</str<strong>on</strong>g>t November, Senior Resident Representative and Missi<strong>on</strong> Chief for Nigeria, African Department, Amine Mati, said although Nigeria’s debt to Gross Domestic Product remained low at between 20 and 25 per cent, the country spent a high proporti<strong>on</strong> of its revenue <strong>on</strong> debt servicing <str<strong>on</strong>g>as</str<strong>on</strong>g> a result of low revenue generati<strong>on</strong>. For Nigeria, he added: “The debt servicing to revenue ratio w<str<strong>on</strong>g>as</str<strong>on</strong>g> more than 50 per cent while for sub- Saharan Africa, the rate w<str<strong>on</strong>g>as</str<strong>on</strong>g> about 10 per cent,” a figure he said w<str<strong>on</strong>g>as</str<strong>on</strong>g> too high and reminiscent of what the regi<strong>on</strong> went through in the period following debt relief at the beginning of the 21st century. Bago, a three-time lawmaker from Niger State is Gbajabiamila’s main challenger outside Dyegh. Both men are c<strong>on</strong>testing the z<strong>on</strong>ing to the South-West, which they said w<str<strong>on</strong>g>as</str<strong>on</strong>g> at variance with the principle of equity, justice and fairness the party preaches. No so<strong>on</strong>er had the party adopted Gbajabimila that Dyegh formerly declared his ambiti<strong>on</strong> to run for the same office. He is a Christian member-elect from Benue State. Outside him is Yusuf Buba Yakub, a Christian from Adamawa State, North E<str<strong>on</strong>g>as</str<strong>on</strong>g>t. The duo are the <strong>on</strong>ly northern Christians in the race for speakership. FMBN disburses N58bn By Emma Ujah, Abuja Bureau Chief THE Federal Mortgage Bank of Nigeria, FMBN, h<str<strong>on</strong>g>as</str<strong>on</strong>g> disbursed N58billi<strong>on</strong> to its customers. Group Head, Corporate Communicati<strong>on</strong>s, Mr. Zubaida Umar, disclosed this in a statement in Abuja, yesterday. According to him, the disbursement, which w<str<strong>on</strong>g>as</str<strong>on</strong>g> recorded in the l<str<strong>on</strong>g>as</str<strong>on</strong>g>t years w<str<strong>on</strong>g>as</str<strong>on</strong>g> due to “historic improvements in the speed and scale of FMBN’s mortgage loan operati<strong>on</strong>s.” He added that the sum w<str<strong>on</strong>g>as</str<strong>on</strong>g> disbursed to 23, 600 beneficiaries. Umar gave details of the disbursement: “Current company performance statistics reveal that between April 2017 (when the current management took office) and March 2019, the FMBN posted str<strong>on</strong>g performance and disbursed mortgage loans totalling N58 billi<strong>on</strong>. The amount covers the provisi<strong>on</strong> of Nati<strong>on</strong>al Housing Fund, NHF, mortgage loans to 3,171 Nigerian workers valued at N22.3 billi<strong>on</strong>. “Home Renovati<strong>on</strong> Loans valued at N16.9 billi<strong>on</strong> to 20,429 Nigerian workers. Estate Development Loans valued at N13.6 billi<strong>on</strong>. Cooperative Development Loans totalling N2.7 billi<strong>on</strong> and Ministerial Pilot Housing Scheme Project at N2.5 billi<strong>on</strong>.” The high level of loan disbursements, averaging N29 billi<strong>on</strong> per annum, he said, represented a significant incre<str<strong>on</strong>g>as</str<strong>on</strong>g>e in performance in comparis<strong>on</strong> to the N152 bn, which the bank had given out over a 24-year period at an average of N6.3 bn per annum (1992 – April 2017). Additi<strong>on</strong>ally, the FMBN he said also posted str<strong>on</strong>g performance in the processing of applicati<strong>on</strong>s for refund of c<strong>on</strong>tributi<strong>on</strong>s to the Nati<strong>on</strong>al Housing Fund (NHF) by workers who have retired from service. The company processed 120,759 NHF refund c<str<strong>on</strong>g>as</str<strong>on</strong>g>es and paid out a total of N16.5bn between April 2017 and March 2019. The amount, which the new Management h<str<strong>on</strong>g>as</str<strong>on</strong>g> recorded in terms of NHF refunds in about 24 m<strong>on</strong>ths, exceeded the total of N10.8bn recorded between 1992 and April 2017, when the current Management took office. Furthermore, the FMBN within the period under review, funded the c<strong>on</strong>structi<strong>on</strong> of 6,538 housing units across the country. FMBN Managing Director, MD, Mr Ahmed Dangiwa, according to Umar, said that the results reflected the p<str<strong>on</strong>g>as</str<strong>on</strong>g>si<strong>on</strong> of Management to repositi<strong>on</strong> the FMBN <strong>on</strong> the path of greater impact, resp<strong>on</strong>siveness, and professi<strong>on</strong>alism.
