High St building flawed – engineers<br />

A NEW OFFICE building in<br />

the central city’s main shopping<br />

precinct has many serious<br />

flaws in its earthquake design<br />

according to three leading<br />

engineering companies –<br />

including one in a Governmentcommissioned<br />
