any coastal area outside an<br />

operational port.<br />

Akaroa <strong>Harbour</strong> is not classed<br />

as an operational port.<br />

that is more than 40,000 gross<br />

tonnes – of which 90 per cent of<br />

the cruise ships visiting Akaroa<br />

are – is likely to cause a seabed<br />

disturbance at least 10 times the<br />

permitted level, per visit.<br />

This would be a breach of the<br />

Resource Management Act’s<br />

section 338. Every person who<br />

commits an offence against this<br />

section could be sent to prison<br />

for up to two years or fined<br />

$300,000. Organisations can be<br />

fined up to $600,000.<br />

News ECan acknowledges cruise<br />

ships operating in Akaroa are<br />

likely to be in breach of the<br />

RMA.<br />

However, he said without any<br />

evidence, enforcement action<br />

was not warranted.<br />

RATES INCREASE<br />

Akaroa residents could see their<br />

rates bills increase by up to $520<br />

over the next four years. The<br />

potential rise comes after the city<br />

council signed off on an annual<br />

targeted rate of $130 to help fund<br />

the Akaroa Health Centre. The<br />

targeted rate would pay for $1.3<br />

million of the $5.9 million health<br />

centre. However, the amount of<br />

the annual fixed charge could<br />

lessen over the four-year period<br />

depending on funding for the<br />

health centre.<br />

SPEED LIMIT CHANGES<br />

Public consultation is now open<br />

on planned speed limit decreases<br />

in Sumner. The city council is<br />

proposing to change the speed<br />

limit in Sumner Village from<br />

50km/h to 30km/h and slow<br />

traffic on residential roads to<br />

40km/h. The plan will be open<br />

for consultation until July 8.<br />

SHELLFISH LIMIT<br />

A public meeting on shellfish<br />

harvesting in the Avon Heathcote<br />

Estuary will be held today at the<br />

Mt Pleasant Community Centre<br />

at 7.30pm. The sustainability of<br />

the daily cockle and pipi limit<br />

will be discussed.<br />
