Homeowners battle<br />

over damage to houses<br />

THREE homeowners in<br />

Heathcote Valley say their<br />

properties have been damaged<br />

by earthworks being carried out<br />

as part of a multi-million dollar<br />

wastewater project.<br />

But contractor Fulton Hogan is<br />

“satisfied” it is not its fault.<br />

It has been four months<br />

since residents on Scruttons<br />

Rd first reported experiencing<br />

“torturous” effects during<br />

phase four of the city council’s<br />

Lyttelton <strong>Harbour</strong> wastewater<br />

scheme.<br />

Constant noise, dust, potholes,<br />

muddy roads and intense<br />

ground-shaking were among the<br />

negative impacts endured while<br />

Fulton Hogan worked to install a<br />

pipeline at a cost of $8.3 million.<br />

Now residents are frustrated<br />

over damage to their homes<br />

which they claim did not exist<br />

before the project began.<br />

HOMEOWNERS in Heathcote Valley have<br />

a real battle ahead, I suspect.<br />

On page 1 today we revisit Scruttons Rd<br />

where residents say work on the huge waste<br />

water project is damaging their houses.<br />

Fulton Hogan, which is putting in the<br />

pipeline, says that is not the case.<br />

Sirwan Khalandi’s house is closest to where the work has been<br />

carried out and is waiting for Fulton Hogan engineers to come<br />

back again to inspect damage.<br />

He was told after the first inspection the damage was<br />

unrelated to the project and that it should be dealt with by his<br />

insurers.<br />

“I got pretty sh***y at that point,” he says.<br />

That’s probably an understatement. If there are no<br />

agreements, the language will be getting a lot hotter.<br />

on September 4 to consider<br />

approving<br />

a $36,806<br />

grant to the<br />

Tug Lyttelton<br />

Preservation<br />

Society.<br />

$83,240 to<br />

pay for a warrant of fitness on<br />

the vessel which will allow it to<br />

carry passengers.<br />

Preservation society head<br />

stoker Mike Bruce said about<br />

half the money has already<br />

been raised. The fundraiser<br />

was boosted by $10,000 last<br />

week from the city council’s<br />

metropolitan discretionary<br />

response fund.<br />

THe society has until mid-<br />

September to secure the funding<br />

so the survey, known as a<br />

warrant of fitness can be carried<br />

out on the 112-year-old vessel.<br />

If the society doesn’t meet the<br />

deadline, the vessel carrying<br />

passengers will be delayed for<br />

another season.<br />

THe assessment requires the<br />

vessel to be taken out of the<br />

water for repairs and inspection<br />

to ensure it is safe – the latest it<br />

can be done is the end of next<br />

month.<br />

THe tug was issued its<br />

certificate of survey in<br />

April, which is a subset of<br />

requirements for the passenger<br />

service licence.<br />

However, it was completed<br />

too late and caused the society<br />

to struggle financially because<br />

it hasn’t carried passengers in<br />

three years.<br />

Said Mr Bruce: “All these years<br />

of hand-to-mouth and going<br />

from grant-to-grant has been<br />

extremely trying, but once we<br />

are able to get out and sail and<br />

get some money in, things will<br />

be a whole lot better.”<br />

In spite of the time pressure,<br />

Mr Bruce is positive the society<br />

will achieve its goal.<br />

“Once the survey is done we<br />

will start our marketing and get<br />

as many bums on seats as we<br />

can,” he said.<br />

Crime cameras meeting<br />

A MEETING will be held with<br />

police and city council staff on<br />

Tuesday to clarify issues over<br />

Sumner’s crime prevention<br />

cameras.<br />

There has been ongoing<br />

confusion over information<br />

from police as to who can<br />

fund the $20,000 cameras, as<br />

community-funded equipment<br />

is not an option.<br />

City council head of<br />

community support,<br />

governance and partnerships<br />

John Filsell said the meeting<br />

will address the “resourcing,<br />

provision and operation of<br />

crime prevention cameras.”<br />

Following this, a briefing with<br />

the Linwood-Central-Heathcote<br />

Community Board will be arranged<br />

to provide it with the<br />

information needed to inform<br />

decision-making going forward.<br />

Sumner resident Matt Wood<br />

was ready to supply Safer Sumner<br />

with security cameras in<br />

2018 after they raised $4000.<br />

However, he had to approach<br />

the community board for funding<br />

after the cost of the cameras<br />

skyrocketed to $20,000 when<br />

police requested they be aligned<br />

with its system.<br />

cameras which would help to<br />

prevent crime in Sumner. The<br />

amount requested by Safer<br />

Sumner was $16,187.<br />

However, the application was<br />

withdrawn due to confusion<br />

over how Safer Sumner was expected<br />

to meet the discretionary<br />

response fund criteria.<br />

Said community board member<br />

Darrell Latham, who has<br />

been pushing for the cameras:<br />

“Safer Sumner and the community<br />

have been proactive in<br />

wanting to discourage crime<br />

and have worked hard at raising<br />

funds towards the installation<br />

of the crime cameras. However,<br />

it has been very difficult<br />

for them to progress matters<br />

through no fault of their own.<br />

“I was disappointed that<br />

the item was pulled from the<br />

agenda at an earlier meeting.<br />

There has been too much<br />

confusion over this matter<br />

and it is to be hoped that<br />

proposed meetings between<br />

city council staff and the police<br />

will result in a positive outcome<br />

with a recommendation to the<br />

board.’’<br />

Akaroa apartment block takes<br />

consent for the placement of<br />

portacom toilets on Britomart<br />

Reserve near the apartments.<br />

However, the toilets were<br />

removed after the cruise ship<br />

season ended.<br />

Saving the peninsula’s native forest<br />

FORTY-TWO hectares of the<br />

native forest which covers Banks<br />

Peninsula has been protected,<br />

and will remain so thanks to a<br />

conservation covenant.<br />

Farmers and landowners Brent<br />

and Anna Fisher bought the land<br />

containing the forest at Ataahua<br />

seven years ago to expand their<br />

farming operation.<br />

Now with support from the<br />

Banks Peninsula Conservation<br />

Trust, and funding from<br />

the World Wildlife Fund,<br />

Environment Canterbury<br />

and the city council, they have<br />

fully fenced and protected a<br />

piece of the region’s natural<br />

history.<br />

Only about one per cent of<br />

the original forest area which<br />

covered Banks Peninsula<br />

remains, supporting a wealth of<br />

plant and animal biodiversity.<br />

“We were always aware of<br />

the bush and it’s beautiful,” Mr<br />

Fisher said.<br />

“The previous owner had<br />

an ecological survey done by<br />

botanist Hugh Wilson and<br />

there’s a tōtara in there that<br />

apparently could be the biggest<br />

tōtara tree on Banks Peninsula.”<br />

When the Fishers bought the<br />

land, the bush block, tucked in<br />

the hills between Kaituna and<br />

McQueens valleys, was unfenced<br />

and stock could wander in.<br />

remnant off and a conservation<br />

covenant in perpetuity has<br />

be preserved and protected for<br />

all time.<br />

The trust managed the<br />

process, securing funding,<br />

contracting fencers, engaging<br />

land and ecological surveyors<br />

and providing the necessary<br />

“We always wanted to do it but<br />

the two biggest constraints on<br />

to have someone come in and<br />

organise it, that was the beauty<br />

of it,” Mrs Fisher said.<br />

lowering speed<br />

SAFER SPEEDS in Sumner may<br />

be just around the corner.<br />

The Linwood-Central-<br />

Heathcote Community<br />

Board unanimously passed a<br />

recommendation on Wednesday<br />

to approve slower speed limits in<br />

Sumner.<br />

A 30km/h zone has been<br />

endorsed on the Esplanade, Head<br />

St, Menzies St, Hardwicke St,<br />

Stoke St, Burgess St and Marriner<br />

St and part of Nayland St. A<br />

40km/h zone has been endorsed<br />

for part of Nayland St, Wiggins<br />

St, Dryden St, Colenso St, Arnold<br />

St, Denman St, Duncan St, Druro<br />

St, Paisley St and Stoke St, among<br />

others.<br />

However, the community board<br />

has not recommended lowering<br />

the speed on Wakefield Ave<br />

outside a commercial area based<br />

on submissions and staff advice.<br />

The community board has<br />

asked for further advice on the<br />

speed limits for Scarborough Rd<br />

and Taylors Mistake Rd, as well<br />

as pedestrian safety options for<br />

Wakefield Ave.<br />

The city council will now<br />

make a decision on whether to<br />

approve the community board’s<br />

recommendations at its meeting<br />

on September 12.<br />

Food, family and words<br />

I WAS WRONG last week, so I’d<br />

best correct myself.<br />

The church in Laura’s home<br />

village of Pravisdomini is about<br />

1000 years old, rather than 600,<br />

and was built some time after<br />

Attila the Hun and his band of<br />

merry men “toured” an ageing<br />

Roman Empire.<br />

Apparently there’s also a whole<br />

mess of the bones of Vittoria’s<br />

ancestors a metre or so under the<br />

church lawn too.<br />

Vittoria’s been living the high<br />

life this last week.<br />

After recovering from the side<br />

effects of antibiotics, she’s been<br />

accompanying us on a fairly busy<br />

circuit of friends, family, nearby<br />

towns and villages.<br />

She’s been cuddled near to<br />

death by the older rellies, having<br />

a blast with the younger family<br />

members and running amok with<br />

the kids of our friends who are of<br />

a similar age.<br />

The exercise is key with an appetite<br />

like hers. We always knew<br />

Vittoria was a good wee eater, but<br />

she’s honestly eating almost as<br />

much as us adults.<br />

It’s so great to see after she<br />

was off her food the first week,<br />

however, I doubt any of us will be<br />

coming back any lighter.<br />

The big meals have been put to<br />

good use in fuelling an increase<br />

in Vittoria’s communication<br />

skills.<br />

She has definitively mastered<br />

the word “this” and can now ask<br />

you to “do this” or ask “what’s<br />

this?” accompanied by furious<br />

pointing. She’s also begun playing<br />

with the words “rubbish” and<br />

“finished”, although I’m still not<br />

sure she’s got it yet. It just kind of<br />

sounds like “ish” either way.<br />

And it’s not just output that I’ve<br />

noticed. With Italian (or the local<br />

brand Venetian spoken by most<br />

of Laura’s relatives) surrounding<br />

her almost all day, every day, Vittoria<br />

can now understand a few<br />

Up at 6.30am, a leisurely postlunch<br />

nap at 2pm-ish and then<br />

pushing the boundaries until almost<br />

10pm if she can get away with it.<br />

While I’m excited to try and<br />

keep using as much Italian as<br />

possible when we return home,<br />

I think I might see about leaving<br />

the timetable behind.<br />

buildings and, originally postquake,<br />

the Re:start, we’re lumbered<br />

with monstrosities which<br />

look inept and clumsy.<br />

The Hoyts building, those<br />

awful flats on the corner of<br />

Brougham and Colombo Sts,<br />

everything looks temporary and<br />

cheap, as if they’re covered in a<br />

job lot of bathroom tiles.<br />

Now, as well as Lyttelton<br />

Primary, which just needs a few<br />

litres of orange paint to make it<br />

look like Mitre 10, we have a proposal<br />

for another cheap-looking<br />

building on a prime site in the<br />

port.<br />

that’s replacing what used<br />

How brilliant is the Lyttelton<br />

Coffee Company, rebuilt with<br />

passion and imagination? Those<br />

wonderful little pump stations,<br />

their bold numbers and beautiful<br />

weathered wood.<br />

Why do we have to put up with<br />

flimsy-looking rubbish covered<br />

in cheap looking insubstantial<br />

decoration?<br />

Bet it’s not cheap, sure as hell<br />

Dianna Garrett – I have<br />

some familiarity with the original<br />

design competition and have<br />

to say it is extremely disappointing<br />

to see how different from<br />

the original winning scheme<br />

the redesign is. Warren and Mahoney<br />

appear to have taken over<br />

the original young architectural<br />

team’s fresh, innovative project<br />

and made it blandly corporate.<br />

The competition entrants,<br />

not just the winning scheme,<br />

made huge efforts to present<br />

unique and original designs that<br />

related to context and I feel if the<br />

current scheme was presented it<br />

would not have won.<br />

I think the other entrants, and<br />

the people of Lyttelton, would be<br />

similarly disappointed.<br />

Trees to stabilise slopes<br />

HELICOPTERS WILL drop<br />

steep slopes above Sumner Rd.<br />

The final stages of a planting<br />

project to transform the stretch<br />

between Evans Pass Rd and Lyttelton<br />

gets under way this week.<br />

Several thousand plants have<br />

already been planted on the<br />

slopes above the reconstructed<br />

road that links Sumner and Lyttelton,<br />

but another 15,000 still<br />

need to go in.<br />

Some of those 15,000 plants<br />

will go in over the next few<br />

weeks. The remainder will be<br />

planted in May and June next<br />

year when nursery stocks have<br />

replenished.<br />

Several tonnes of plants – a<br />

mix of native shrubs, trees, flaxes<br />

and tussocks – are being airlifted<br />

onto the slopes because the terrain<br />

where they will be planted<br />

is too steep to be accessed by<br />

vehicles.<br />

“Teams will go in by foot to<br />

plant the plants. They’ll be digging<br />

in tricky terrain among the<br />

Crater Rim Bluffs above Sumner<br />

Rd and using rope access in some<br />

areas. Their experience of the site,<br />

and techniques during previous<br />

work will be invaluable in managing<br />

the risks of this challenging<br />

job,’’ said city council senior<br />

project manager Peter Bawden.<br />

STABILISATION: A massive planting effort is set to transform<br />

the slopes above Sumner Rd.<br />

The plants will help to stabilise<br />

the slopes above Sumner Rd as<br />

well as mitigate the impacts of<br />

the geotechnical work done to<br />

reduce the risk of rocks falling<br />

onto the road.<br />

Sumner Rd was badly damaged<br />

when tonnes of rock from the<br />

surrounding cliffs came tumbling<br />

down onto it in the February 22,<br />

2011, earthquake.<br />

It took two and a half years to<br />

rebuild the road, but before the<br />

reconstruction work could begin,<br />

the city council and the NZ<br />

Transport Agency had to address<br />

the risk of further rocks falls.<br />

Contractors blasted about<br />

100,000 cu m of rock from the<br />

cliffs above the road. They also<br />

built a 407m catch bench to intercept<br />

falling rocks and a 50m x 7m<br />

rock interception bund.<br />

“The planting work will go<br />

some way towards restoring the<br />

ecological balance in the area and<br />

represents the final stage of this<br />

massive project,’’ Mr Bawden said<br />

Landscaping set to start<br />

on Heathcote River banks<br />

landscaping is set to begin next<br />

month after completion of<br />

dredging along Opawa Rd and<br />

Radley St.<br />

Sediment removal along this<br />

section of the river is about<br />

half-way complete, and work<br />

will continue for the next two<br />

months.<br />

The work on this section of<br />

the river will be done four days a<br />

week and sediment curtains and<br />

other in-river controls will not<br />

be used.<br />

This is to reduce the duration<br />

of work and overall impacts on<br />

migrating fish.<br />

Linwood Ward city councillor<br />

Yani Johanson said he is pleased<br />

to see this work taking place.<br />

“It has been neglected for a<br />

long time and current maintenance<br />

has left a lot to be desired.<br />

Coupled with the dredging to<br />

alleviate some of the flooding<br />

risks, putting in some decent<br />

landscaping that can be better<br />

maintained is great improvement<br />

for the better which I<br />

welcome,” Cr Johanson said.<br />

The dredging has been carried<br />

out with an amphibious excavator.<br />

The landscaping that is<br />

planned for next month will<br />

start with native shrubs and<br />

trees to replace the greenery<br />

which was removed due to poor<br />

health.<br />

About one-third of the trees<br />

and shrubbery will be planted<br />

this year, and the remainder<br />

will be completed in the coming<br />

years to spread the impact on<br />

river wildlife.<br />

The next sections of work on<br />

the river (stages three and four)<br />

between Beckford and Wilsons<br />

Rds is planned for later this year,<br />

through to 2020.<br />

Work in these areas will mainly<br />

be sediment removal, bank<br />

stabilisation and replanting.<br />

In some areas, the city council<br />

plans to remove a small number<br />

of trees that are in poor condition<br />

to allow for bank regrading<br />

and stabilisation.<br />

The city council will work<br />

with river care groups and<br />

schools in the area to involve the<br />

community in the replanting<br />

stage of the project.<br />

Trees which are removed will<br />

be replaced in future landscaping<br />

plans.<br />

viewed at the drop-in session at<br />

the Opawa Community Church<br />

The show will be broadcast<br />

live from Te Ana Marina on<br />

September 8 from 8am, and<br />

the crew is as excited about this<br />

event as the residents. Lyttelton<br />

resident Reuben Davidson is the<br />

series producer and said this is<br />

a time to showcase all the local<br />

dogs and their families.<br />

There will be a prize for<br />

Lyttelton’s top dog, as well as<br />

prizes for the best dressed,<br />

biggest and smallest dogs. This<br />

will be a lot of fun and a fierce<br />

competition, but it will also be<br />
