Homeowners battle 

over damage to houses

THREE homeowners in 

Heathcote Valley say their 

properties have been damaged 

by earthworks being carried out 

as part of a multi-million dollar 

wastewater project. 

But contractor Fulton Hogan is 

“satisfied” it is not its fault. 

It has been four months 

since residents on Scruttons 

Rd first reported experiencing 

“torturous” effects during 

phase four of the city council’s 

Lyttelton Harbour wastewater 

scheme. 

Constant noise, dust, potholes, 

muddy roads and intense 

ground-shaking were among the 

negative impacts endured while 

Fulton Hogan worked to install a 

pipeline at a cost of $8.3 million. 

Now residents are frustrated 

over damage to their homes 

which they claim did not exist 

before the project began.

on engineers to be sent out

HOMEOWNERS in Heathcote Valley have 

a real battle ahead, I suspect. 

On page 1 today we revisit Scruttons Rd 

where residents say work on the huge waste 

water project is damaging their houses. 

Fulton Hogan, which is putting in the 

pipeline, says that is not the case. 

Sirwan Khalandi’s house is closest to where the work has been 

carried out and is waiting for Fulton Hogan engineers to come 

back again to inspect damage. 

He was told after the first inspection the damage was 

unrelated to the project and that it should be dealt with by his 

insurers. 

“I got pretty sh***y at that point,” he says. 

That’s probably an understatement. If there are no 

agreements, the language will be getting a lot hotter.

Tug needs grant for WOF 


GETTING tug Lyttleton back

hang on a heritage grant.

community development and 

housing committee will meet 

on September 4 to consider 

approving 

a $36,806 

heritage 

incentive 

grant to the 

Tug Lyttelton 

Preservation 

Society. 

THe society 

Mike Bruce 

needs to raise 

$83,240 to 

pay for a warrant of fitness on 

the vessel which will allow it to 

carry passengers. 

Preservation society head 

stoker Mike Bruce said about 

half the money has already 

been raised. The fundraiser 

was boosted by $10,000 last 

week from the city council’s 

metropolitan discretionary 

response fund. 

THe society has until mid- 

September to secure the funding 

so the survey, known as a 

warrant of fitness can be carried 

out on the 112-year-old vessel. 

If the society doesn’t meet the 

deadline, the vessel carrying 

passengers will be delayed for 

another season. 

THe assessment requires the 

vessel to be taken out of the 

water for repairs and inspection 

to ensure it is safe – the latest it 

can be done is the end of next 

month. 

THe tug was issued its 

certificate of survey in 

April, which is a subset of 

requirements for the passenger 

service licence. 

However, it was completed 

too late and caused the society 

to struggle financially because 

it hasn’t carried passengers in 

three years. 

Said Mr Bruce: “All these years 

of hand-to-mouth and going 

from grant-to-grant has been 

extremely trying, but once we 

are able to get out and sail and 

get some money in, things will

be a whole lot better.” 

In spite of the time pressure, 

Mr Bruce is positive the society 

will achieve its goal. 

“Once the survey is done we 

will start our marketing and get 

as many bums on seats as we 

can,” he said.

Crime cameras meeting 


A MEETING will be held with 

police and city council staff on 

Tuesday to clarify issues over 

Sumner’s crime prevention 

cameras. 

There has been ongoing 

confusion over information 

from police as to who can 

fund the $20,000 cameras, as 

community-funded equipment 

is not an option. 

City council head of 

community support, 

governance and partnerships 

John Filsell said the meeting 

will address the “resourcing, 

provision and operation of 

crime prevention cameras.” 

Following this, a briefing with 

the Linwood-Central-Heathcote 

Community Board will be arranged 

to provide it with the 

information needed to inform 

decision-making going forward.

was ready to supply Safer Sumner 

with security cameras in 

2018 after they raised $4000. 

However, he had to approach 

the community board for funding 

after the cost of the cameras 

skyrocketed to $20,000 when

have been proactive in 

wanting to discourage crime 

and have worked hard at raising 

funds towards the installation

for them to progress matters 

through no fault of their own. 

“I was disappointed that 

the item was pulled from the 

agenda at an earlier meeting. 

There has been too much 

confusion over this matter 

and it is to be hoped that 

proposed meetings between 

city council staff and the police 

will result in a positive outcome 

with a recommendation to the 

board.’’

Saving the peninsula’s native forest 

FORTY-TWO hectares of the 

native forest which covers Banks 

Peninsula has been protected, 

and will remain so thanks to a 

conservation covenant. 

Farmers and landowners Brent 

and Anna Fisher bought the land 

containing the forest at Ataahua 

seven years ago to expand their 

farming operation. 

Now with support from the 

Banks Peninsula Conservation 

Trust, and funding from 

the World Wildlife Fund, 

Environment Canterbury 

and the city council, they have 

fully fenced and protected a 

piece of the region’s natural 

history. 

Only about one per cent of 

the original forest area which 

covered Banks Peninsula 

remains, supporting a wealth of 

plant and animal biodiversity. 

“We were always aware of 

the bush and it’s beautiful,” Mr 

Fisher said. 

“The previous owner had 

an ecological survey done by 

botanist Hugh Wilson and 

there’s a tōtara in there that 

apparently could be the biggest 

tōtara tree on Banks Peninsula.” 

When the Fishers bought the 

land, the bush block, tucked in 

the hills between Kaituna and 

McQueens valleys, was unfenced 

and stock could wander in.

for help fencing the important 

remnant off and a conservation

“We always wanted to do it but 

the two biggest constraints on 

farmers are time and money and

Step towards 

lowering speed 

limits in Sumner 


SAFER SPEEDS in Sumner may 

be just around the corner. 

The Linwood-Central- 

Heathcote Community 

Board unanimously passed a 

recommendation on Wednesday 

to approve slower speed limits in 

Sumner. 

A 30km/h zone has been 

endorsed on the Esplanade, Head 

St, Menzies St, Hardwicke St, 

Stoke St, Burgess St and Marriner 

St and part of Nayland St. A 

40km/h zone has been endorsed 

for part of Nayland St, Wiggins 

St, Dryden St, Colenso St, Arnold 

St, Denman St, Duncan St, Druro 

St, Paisley St and Stoke St, among 

others. 

However, the community board 

has not recommended lowering 

the speed on Wakefield Ave 

outside a commercial area based 

on submissions and staff advice. 

The community board has 

asked for further advice on the 

speed limits for Scarborough Rd 

and Taylors Mistake Rd, as well 

as pedestrian safety options for 

Wakefield Ave. 

The city council will now 

make a decision on whether to 

approve the community board’s 

recommendations at its meeting 

on September 12.

I WAS WRONG last week, so I’d 

best correct myself. 

The church in Laura’s home 

village of Pravisdomini is about 

1000 years old, rather than 600, 

and was built some time after 

Attila the Hun and his band of 

merry men “toured” an ageing 

Roman Empire. 

Apparently there’s also a whole 

mess of the bones of Vittoria’s 

ancestors a metre or so under the 

church lawn too. 

Vittoria’s been living the high 

life this last week. 

After recovering from the side 

effects of antibiotics, she’s been 

accompanying us on a fairly busy 

circuit of friends, family, nearby 

towns and villages. 

She’s been cuddled near to 

death by the older rellies, having 

a blast with the younger family 

members and running amok with 

the kids of our friends who are of 

a similar age. 

The exercise is key with an appetite 

like hers. We always knew 

Vittoria was a good wee eater, but 

she’s honestly eating almost as 

much as us adults. 

It’s so great to see after she 

was off her food the first week, 

however, I doubt any of us will be 

coming back any lighter. 

The big meals have been put to 

good use in fuelling an increase 

in Vittoria’s communication 

skills. 

She has definitively mastered 

the word “this” and can now ask 

you to “do this” or ask “what’s 

this?” accompanied by furious 

pointing. She’s also begun playing 

with the words “rubbish” and 

“finished”, although I’m still not 

sure she’s got it yet. It just kind of 

sounds like “ish” either way. 

And it’s not just output that I’ve 

noticed. With Italian (or the local 

brand Venetian spoken by most 

of Laura’s relatives) surrounding 

her almost all day, every day, Vittoria 

can now understand a few

is disgusting, it has no village 

look or feel about it what so ever. 

As a resident for over 50 years I 

think it is an insult to the local 

people that truly call Lyttelton

to see a building which 

mimics the more loathsome 

aspects of the botch-up that’s the 

Christchurch rebuild. 

With the exception of Strange’s 

building, the stacky boxes with 

little lanes – High St is it? – the 

renovations of some heritage 

buildings and, originally postquake, 

the Re:start, we’re lumbered 

with monstrosities which 

look inept and clumsy. 

The Hoyts building, those 

awful flats on the corner of 

Brougham and Colombo Sts, 

everything looks temporary and 

cheap, as if they’re covered in a 

job lot of bathroom tiles. 

Now, as well as Lyttelton 

Primary, which just needs a few 

litres of orange paint to make it 

look like Mitre 10, we have a proposal 

for another cheap-looking 

building on a prime site in the 

port.

Never mind all the banging on 

about ‘colours referencing Bill 

Hammond’s paintings’ and sea 

and sky and what have you, it’s 

a blot. 

Poor old Stanaways, turned 

down for a really innovative, 

bold piece of architecture. 

Now the city council seems to 

be, in its cloth-eyed way, forcing 

what looked as though it might 

be something interesting into a 

boring piece of nothing, which in 

20-30 years time will look even 

cheaper and nastier. 

Why is there this passion for 

attaching bits of tat onto everything 

that’s replacing what used 

to be here? 

How brilliant is the Lyttelton 

Coffee Company, rebuilt with 

passion and imagination? Those 

wonderful little pump stations, 

their bold numbers and beautiful 

weathered wood.

We have some great architects 

in NZ. 

Why do we have to put up with 

flimsy-looking rubbish covered 

in cheap looking insubstantial 

decoration? 

Bet it’s not cheap, sure as hell 

looks cheap. 

Dianna Garrett – I have 

some familiarity with the original 

design competition and have 

to say it is extremely disappointing 

to see how different from 

the original winning scheme 

the redesign is. Warren and Mahoney 

appear to have taken over 

the original young architectural 

team’s fresh, innovative project 

and made it blandly corporate. 

The competition entrants, 

not just the winning scheme, 

made huge efforts to present 

unique and original designs that 

related to context and I feel if the 

current scheme was presented it 

would not have won. 

I think the other entrants, and 

the people of Lyttelton, would be 

similarly disappointed.

Trees to stabilise slopes 

HELICOPTERS WILL drop 

thousands of plants onto the 

steep slopes above Sumner Rd. 

The final stages of a planting 

project to transform the stretch 

between Evans Pass Rd and Lyttelton 

gets under way this week. 

Several thousand plants have 

already been planted on the 

slopes above the reconstructed 

road that links Sumner and Lyttelton, 

but another 15,000 still 

need to go in. 

Some of those 15,000 plants 

will go in over the next few 

weeks. The remainder will be 

planted in May and June next 

year when nursery stocks have 

replenished. 

Several tonnes of plants – a 

mix of native shrubs, trees, flaxes 

and tussocks – are being airlifted 

onto the slopes because the terrain 

where they will be planted 

is too steep to be accessed by 

vehicles. 

“Teams will go in by foot to 

plant the plants. They’ll be digging 

in tricky terrain among the 

Crater Rim Bluffs above Sumner 

Rd and using rope access in some 

areas. Their experience of the site, 

and techniques during previous 

work will be invaluable in managing 

the risks of this challenging 

job,’’ said city council senior 

project manager Peter Bawden. 

STABILISATION: A massive planting effort is set to transform 

the slopes above Sumner Rd. 

The plants will help to stabilise 

the slopes above Sumner Rd as 

well as mitigate the impacts of 

the geotechnical work done to 

reduce the risk of rocks falling 

onto the road. 

Sumner Rd was badly damaged 

when tonnes of rock from the 

surrounding cliffs came tumbling 

down onto it in the February 22, 

2011, earthquake. 

It took two and a half years to 

rebuild the road, but before the 

reconstruction work could begin, 

the city council and the NZ 

Transport Agency had to address 

the risk of further rocks falls. 

Contractors blasted about 

100,000 cu m of rock from the 

cliffs above the road. They also 

built a 407m catch bench to intercept 

falling rocks and a 50m x 7m 

rock interception bund. 

“The planting work will go 

some way towards restoring the 

ecological balance in the area and 

represents the final stage of this 

massive project,’’ Mr Bawden said 

Landscaping set to start 

on Heathcote River banks

HEATHCOTE River 

landscaping is set to begin next 

month after completion of 

dredging along Opawa Rd and 

Radley St. 

Sediment removal along this 

section of the river is about 

half-way complete, and work 

will continue for the next two 

months. 

The work on this section of 

the river will be done four days a 

week and sediment curtains and 

other in-river controls will not 

be used. 

This is to reduce the duration 

of work and overall impacts on 

migrating fish. 

Linwood Ward city councillor 

Yani Johanson said he is pleased 

to see this work taking place. 

“It has been neglected for a 

long time and current maintenance 

has left a lot to be desired. 

Coupled with the dredging to 

alleviate some of the flooding 

risks, putting in some decent 

landscaping that can be better 

maintained is great improvement 

for the better which I 

welcome,” Cr Johanson said. 

The dredging has been carried 

out with an amphibious excavator. 

The landscaping that is 

planned for next month will 

start with native shrubs and 

trees to replace the greenery 

which was removed due to poor 

health. 

About one-third of the trees 

and shrubbery will be planted 

this year, and the remainder 

will be completed in the coming 

years to spread the impact on 

river wildlife. 

The next sections of work on 

the river (stages three and four) 

between Beckford and Wilsons 

Rds is planned for later this year, 

through to 2020. 

Work in these areas will mainly 

be sediment removal, bank 

stabilisation and replanting. 

In some areas, the city council 

plans to remove a small number 

of trees that are in poor condition 

to allow for bank regrading 

and stabilisation. 

The city council will work 

with river care groups and 

schools in the area to involve the 

community in the replanting 

stage of the project. 

Trees which are removed will 

be replaced in future landscaping 

plans. 

THe landscape plans can be 

viewed at the drop-in session at 

the Opawa Community Church 

on September 3.
