Emmanuel <strong>presents</strong> N598bn <strong>budget</strong><br />
<strong>to</strong> A-Ibom Assembly<br />

UYO —GOVERNOR<br />
Udom Emmanuel of<br />
Akwa Ibom State has<br />
proposed a <strong>to</strong>tal <strong>budget</strong><br />
estimate of N597.8 billion for<br />
the <strong>2020</strong> fiscal year <strong>to</strong> the state<br />
House of Assembly.<br />
This is made up of<br />
N111.225 billion for<br />
Recurrent Expenditure,<br />
N369.642 billion for Capital<br />
Expenditure and N116.933<br />
billion as Consolidated<br />
Revenue Fund charges.<br />
The <strong>to</strong>tal projected<br />
recurrent revenue for <strong>2020</strong><br />
<strong>budget</strong> is estimated at<br />
N381.556 billion as against<br />
the approved provision of<br />
N374.758 billion in 2019.<br />
Presenting the <strong>budget</strong> <strong>to</strong><br />
the state House of Assembly,<br />
yesterday, Emmanuel said<br />
the <strong>2020</strong> <strong>budget</strong> christened,<br />
“Budget of Industrialisation<br />
for Poverty Alleviation Phase<br />
II,’ was designed as a key<br />
miles<strong>to</strong>ne in actualising his<br />
administration’s completion<br />
agenda.<br />
He said: “Mr. Speaker<br />
and members, considering<br />
the fact that my completion<br />
agenda is predicated<br />
primarily on the rapid<br />
industrialisation of this state,<br />
we have christened the <strong>2020</strong><br />
<strong>budget</strong> “The <strong>budget</strong> of<br />
Industrialisation for Poverty<br />
Alleviation Phase II.<br />
“It was so named because<br />
the state has started<br />
witnessing major<br />
breakthroughs in<br />
industrialisation through<br />
construction and<br />
commissioning of some<br />
industries that are currently<br />
in full operations or ongoing.<br />
“The <strong>2020</strong> <strong>budget</strong> aims <strong>to</strong><br />
support areas that will<br />
deliver inclusive growth and<br />
massive employment<br />
opportunities such as the<br />
construction of the Ibom<br />
Deep Seaport, completion of<br />
Airport project, purchase of<br />
more airplanes and<br />
competition of the 21-s<strong>to</strong>rey<br />
intelligent building among<br />
others.<br />
“The <strong>2020</strong> <strong>budget</strong> is<br />
predicated on the eight point<br />
agenda that forms the policy<br />
thrust of my completion<br />
agenda of industrialisation,<br />
aviation development,<br />
security, infrastructure, small<br />
and medium scale<br />
enterprises, human capacity<br />
development, agriculture,<br />
and rural and riverine area<br />
development.”<br />
Emmanuel expressed the<br />
belief that the full<br />
implementation of the<br />
provisions of the <strong>budget</strong> will<br />
ensure for the state a society<br />
that is self-reliant and less<br />
dependent on statu<strong>to</strong>ry<br />
allocation from the centre.<br />
World Teachers Day:<br />
Okowa rewards 12<br />
teachers with cash, cars<br />
AS the world celebrated<br />
the World Teachers’ Day,<br />
12 teachers in Delta State<br />
have received cars and cash<br />
rewards for outstanding<br />
performance in their duties.<br />
Governor Ifeanyi Okowa<br />
announced the rewards at a<br />
dinner and awards night<br />
organised by Ministry of<br />
Basic and Secondary<br />
Education in conjunction<br />
with Nigeria Union of<br />
Teachers, NUT, for teachers<br />
in the state, in Asaba.<br />
Recipients of the awards<br />
were principals, head<br />
teachers and classroom<br />
teachers at primary and<br />
secondary school levels, who<br />
emerged from a selection<br />
process.<br />
Okowa said: “I want <strong>to</strong><br />
congratulate the awardees<br />
and <strong>to</strong> let them know that the<br />
reward of teachers is not only<br />
in heaven. This type of<br />
recognition will <strong>to</strong>uch the<br />
hearts of our teachers and<br />
make them work harder in the<br />
development of our children.<br />
“The teachers, just like<br />
parents, play an important role<br />
in the development and<br />
upbringing of the child. We<br />
need <strong>to</strong> continue <strong>to</strong> give care<br />
<strong>to</strong> our children and guide<br />
them aright because it is at this<br />
foundational level that we can<br />
mould their character.<br />
“We need <strong>to</strong> get the moral<br />
development of the children<br />
aright at this level, so that it<br />
will be well with our nation.”<br />
he said.<br />
The governor urged the<br />
awardees <strong>to</strong> redouble their<br />
commitment <strong>to</strong> the upbringing<br />
of the pupils, reminding them<br />
that “teaching is a passion that<br />
genuinely flows from the<br />
heart.”<br />
He commended the state<br />
Ministry of Basic and<br />
Secondary Education for<br />
organising the event and<br />
NUT for its tremendous<br />
support and partnership in<br />
improving the education sec<strong>to</strong>r<br />
in the state.<br />
Earlier, Mr Patrick Ukah,<br />
Commissioner for Basic and<br />
Secondary Education, said the<br />
awardees were selected from<br />
a process that involved over<br />
49,000 teachers and students<br />
in 470 public secondary<br />
schools and 1,126 primary<br />
schools in the state.<br />
He congratulated the<br />
awardees, noting that the<br />
assessment was done and<br />
vetted by a team of academics<br />
drawn from various tertiary<br />
institutions in the country.<br />

Nigerian Armed Forces and<br />
paramilitary organisations<br />
<strong>to</strong> patronise the Cross River<br />
State garment fac<strong>to</strong>ry for<br />
their uniforms.<br />
Emefiele, who made the<br />
call during a recent visit <strong>to</strong><br />
the fac<strong>to</strong>ry, praised<br />
Governor Ben Ayade for<br />
creating employment for the<br />
teeming youths in the state<br />
through the garment fac<strong>to</strong>ry.<br />
The CBN governor said<br />
there was no justifiable<br />
reason for the Nigerian<br />
Armed Forces and<br />
paramilitary organisations<br />

Prof Emmanuel Edozien<br />
passes on at 82<br />
THE Royal Edozien family<br />
of Asaba, Delta State has<br />
announced the death of one<br />
of their illustrious sons and<br />
a great Nigerian, Professor<br />
Emmanuel Edozien, the<br />
Ojiba of Asaba, at the age of<br />
82<br />
Ėdozien died on Oc<strong>to</strong>ber<br />
5, 2019, in Lagos, after a brief<br />
illness, according <strong>to</strong> the<br />
family<br />
The erudite economist of<br />
international repute served<br />
as the Chief Economic<br />
Adviser <strong>to</strong> the Second<br />
Republic government of<br />
President Shehu Shagari<br />
from 1979 <strong>to</strong> 1983.<br />
Born on November 15,<br />
1937, in Enugu, he attended<br />
Christ the King College<br />
Onitsha where he excelled<br />
with Grade 1 in the Oxford<br />
and Cambridge Certificate in<br />
1957. He proceeded <strong>to</strong> Kings<br />
College, Lagos for his A-<br />
level programme in 1958.<br />
He attended the University<br />
College Ibadan, graduating<br />
in Economics in 1962 and<br />
bagged a Masters (MA)<br />
state of the art machines. I’m<br />
impressed, very impressed<br />
with this garment fac<strong>to</strong>ry.<br />
This is the kind of<br />
leadership that states need<br />
<strong>to</strong> get them economically<br />
viable and create <strong>job</strong>s for<br />
their people.<br />
“At the garment fac<strong>to</strong>ry, we<br />
saw young men and women<br />
who should otherwise be<br />
roaming the streets<br />
gainfully employed. Over a<br />
1,000 of them. By Oc<strong>to</strong>ber<br />
25, we will be meeting with<br />
all the service chiefs, head<br />
of Civil Defence and NYSC<br />
<strong>to</strong> sign an agreement.<br />
“Rather than import their<br />
uniforms from other<br />
countries, we will appeal <strong>to</strong><br />
them that they must come<br />
and order their garment from<br />
Cross River garment fac<strong>to</strong>ry.<br />
That is the only way we can<br />
create <strong>job</strong>s in this country.<br />
In summary, I am<br />
impressed, very delighted.”<br />
Abiodun, Ooni of Ife <strong>to</strong><br />
commission first palace, museum<br />
in Ode-Remo community<br />

Abiodun of Ogun State<br />
and the Ooni of Ife, Oba<br />
Adeyeye Enitan Ogunwusi,<br />
will commission his<strong>to</strong>rical<br />
sites, including a palace,<br />
museum and amusement at<br />
Ode-Remo community in<br />
Ogun State, <strong>to</strong>morrow.<br />
The Ode-Remo<br />
community has been in<br />
existence for over eight<br />
centuries without a palace for<br />
all 20 past kings that had<br />
reigned.<br />
However, the current<br />
traditional ruler, Oba<br />
Adetunji Osho, the Alaye of<br />
Ode –Remo, has decided <strong>to</strong><br />
work <strong>to</strong>wards breaking the<br />
age-long tradition.<br />
He is doing that with the<br />
help of Aare Ade<strong>to</strong>la<br />
Emmanuel King, the GMD<br />
of Adron Group. The<br />
community will also see the<br />
commissioning of the first<br />
museum in Remo land and<br />
an amusement park.<br />
Speaking at a press parley<br />
in Ode-Remo, Oba Osho<br />
expressed happiness that<br />
with the commissioning,<br />
his<strong>to</strong>ry is being made during<br />
his reign.<br />
Degree in Economics from<br />
the University of Michigan,<br />
USA in 1964 and a Ph.D in<br />
Economics from the same<br />
University in 1966,<br />
He began his working<br />
career at the University of<br />
Ibadan as Lecturer 11 in<br />
1967 and rose through the<br />
ranks <strong>to</strong> the position of<br />
Professor of Development<br />
and International Economics<br />
in 1978<br />
He is survived by wife,<br />
Betty, and five children, 10<br />
grandchildren and siblings,<br />
including the Asagba of<br />
Asaba, His Royal Highness,<br />
Obi (Pofessor) Joseph<br />
Edozien, his elder brother.
